Dear friends The JTO’s in BSNL working since 15 years or more are disappointing and a mum is seen in our group. Then I want to create interest among our members and posted some proposals regarding CPSU cader hierarchy. For this I have recollected the experiences faced by my senior colleagues regarding injustice happened to them compared to their juniors in pay commission. They were telling that in every pay commission juniors will be benefited. To counter this injustice government introduced bunching of increments for seniors and gave extra increments in the 5th pay commission. This matter of compensation to seniors made me to think and draft some useful points in our promotional policy to compensate injustice happened to senior executives. I have named this proposal as 8-4-2-1 approach method for functional Promotions. The main postulates of my proposals are as under: 1. For every cadre there must be fixed residency period say 5 years. The service rendered above this period will be counted for future promotions and so on. 2. This scheme should be effective from 1-10-2000. 3. Service above residency Period will be calculated as under 8years JTO Service= 4years SDE service=2years Sr.SDE Service =1year DE service. That is why it is named as 8421 method. 4. There will not be any deviation in time bound promotions. (they should run parallel) 5. Year of recruitment should be criterion for deciding the seniority of excecutives. 6. The duties of SDE and Sr. SDE should be same. 7. The seniority/ gradation list should be reviewed every year. I am mentioning some examples of positions for some of executives below to give clear picture about this method: Ex1. A JTO with 17 years’ service should be placed as given below: Total service as JTO is 17 years Extra service rendered in the cadre is 17-5=12 yrs. So this service is equivalent to 12/2=6yrs SDE service. But SDE residency period is 5 years only. Hence he completes 1 year extra as SDE and gets half year service advantage in Sr.SDE cadre. After 4 and half years he will be DE. Ex2. Executive with 13 years as JTO and 3 years as SDE Here the extra service rendered as JTO is 13-5=8years i.e equivalent to 4 years as SDE. Total effective SDE service will be 3+4=7 years. As he exceeded the residency service as SDE by 2 years and it is equal to 1yr Sr.SDE service .Then he has to serve as Sr.SDE for 4 years to get DE Promotion and so on. As per Khan committee report the functional post to be given for E2 as SDE, E3 as Sr.SDE, E4 as DE. It is approved by a constitutional committee which was studied and submitted a report. But the management confused to the executives by giving different draft proposals. My humble request sir, please give functional post E2 as SDE, E3 as SDE, E4 as Sr. SDE(instead of SDE) with residence period 2 Years.

SDE E5 14 YEARS SERVICE WILL BE PLACED AS GIVEN BELOW SDE TOTAL SERVICE=14 YEARS RESIDENCY PERIOD=5YEARS EXTRA SERVICE RENDERED AS SDE =14-5=9YRS THIS EXTRA 9 YEARS AS SDE IS EQUIVIVALENT TO 9/2=4AND HALF YEARS AS SR SDE. HENCE WTIHIN 6MONTHS HE WILL BECOME DE.
