Enthusiastic Circle Conference of SNEA Uttarakhand Circle: {Report by
Shri Arvind Dhiman CS SNEA UKND}: The IXth
Circle Conference of the SNEA
Uttarakhand Circle was successfully held at Woods
Restaurant & Banquet, Raiwala, Haridwar, Uttarakhand State on 13/08/2026, with enthusiastic participation of delegates from all corners of
Uttarakhand.
The overwhelming participation of delegates from all OAs across
Uttarakhand reaffirmed the strong organizational foundation, solidarity and
commitment of SNEA Uttarakhand towards the interests and welfare of its members
and the growth of BSNL. The conference provided a meaningful platform for
delegates to deliberate upon organizational matters, welfare of members and the
future course of the association.

Uttarakhand Circle presided over the proceedings of the Circle Conference of
this ninth Circle Conference which was also was graced by senior leaders from
Central Headquarters Shri. M. S. Adasul, General Secretary SNEA, Shri.
R. K. Gupta, General Secretary DEWAB and Shri. Arvind Pal Dahiya,
Joint Secretary Central SNEA CHQ.
Shri. Ramesh Chand, PGM BA Head, Haridwar and
Shri. Ranvir Singh, AGM Dehradun & Observer from Circle
Administration also attended the Circle Conference and addressed the gathering.
The proceedings of the Meeting started with SNEA Flag hosting by hands
of Shri. P.K. Sharma, CP SNEA Uttarakhand Circle in presence of all
dignitaries and with songs of Unity and BSNL Zindabd. The atmosphere was
charged with enthusiasm as the gathering raised slogans of unity and BSNL
Zindabad.
The inaugural ceremony continued with the traditional lighting of the
ceremonial lamp by the dignitaries and special invitees, symbolizing the
beginning of another phase of collective commitment and organizational service.
Shri Anupam Bisnoi from DS SNEA Haridwar
OA in his welcome address gave warm welcome to all participants, dignitaries
and stressed for need of unity for opposing anti BSNL proposals including
restricting proposal.
Shri R. K. Bijlwan, Circle Treasurer submitted report on financial activities to the house and it was approved by the house.
Shri Arvind Dhiman, CS SNEA Uttarakhand,
presented a brief report on the activities undertaken during his tenure and
apprised the members of various initiatives taken by him and his team for the
betterment and welfare of BSNL Executives. He expressed sincere thanks to all
members for their united support and efforts in opposing the anti-BSNL
restructuring proposal, particularly the proposed pilot project in difficult
terrain. He appealed to everyone to remain vigilant and united in opposing any
such proposals in future and to continue working collectively in the larger
interest of BSNL and its Executives.
All DS submitted reports about organisational activities in their Circle
and discussed issues they are pursuing and organisational preparations in their
Districts.
In the Open session, all the dignitaries viz. Shri. Ranvir Singh,
AGM Dehradun & Observer from Circle Administration, Shri. Ramesh Chand PGM
BA Head Haridwar, Shri Arvind Pal Dahiya, JSC SNEA CHQ, Shri. R. K.
Gupta, GS DEWAB and Shri. M. S. Adasul, GS SNEA addressed gathering
and updated house about activities and initiatives of BSNL, future of BSNL and
its employees, restructuring proposal and need of third PRC etc.
In the
unanimous election, Shri G.S. Karki, Shri Arvind Dhiman, and Shri Sandeep
Sootha were elected as Circle President, Circle Secretary, and Circle
Treasurer, respectively. The unanimous election of the new team reflects

In Delegate Session held after lunch hours, Shri M. S. Adasul, General
Secretary, SNEA, briefed the delegates on various important HR issues and their
present status. He responded to the queries and concerns raised by delegates
and provided detailed clarifications on the issues under consideration at
Central Headquarters. The interactive session witnessed active participation
from delegates and reflected their keen interest in organizational and service related
matters.
In conclusion the house appreciated the efforts by Shri Manmohan Singh, CGM Uttarakhand in resolving issues created by Restructuring proposal and also resolved to fight against any injustice and mainly to oppose the one sided and biased Pilot Restructuring Proposal.
The Conference unanimously resolved to remain united and continue the struggle against any decision that is detrimental to BSNL, its employees and public telecom services, with particular emphasis on opposing the one-sided and operationally impractical pilot restructuring proposal.
The IX
Circle Conference thus concluded on a highly positive note, reaffirming the
unwavering unity, organizational discipline and collective resolve of SNEA
Uttarakhand to protect the interests of its members, strengthen BSNL and
continue constructive yet determined efforts for the growth and revival of Organization.
The entire proceedings of the Conference were nicely anchored by Shri
Sandeep Sootha, Circle Treasurer SNEA Uttarakhand Circle. The proceedings
started at 1000 Hrs in the morning concluded at 1700 Hrs with slogans of unity.

appeal for review of the proposed restructuring of BSNL, particularly

hold Zone-wise meetings to intensify struggle for 3rd PRC: AUAB will
conduct online zone-wise meetings with the Circle Unions of its constituent
unions and associations to intensify the struggle for implementation of the 3rd

Secretaries, All India/CHQ Presidents Circle Secretaries and Circle Presidents
of affiliated Unions and Associations have been invited to attend these
meetings. The meetings will review the functioning of AUAB at the Circle and
District levels and also discuss further programmes to intensify the struggle
for implementation of the 3rd PRC in BSNL.

Positive Response on Wage/Pay Revision in BSNL: In replies
to two separate unstarred PQs (Parliamentary Questions) respectively asked by Shri.
Kuldeep Indora, Hon MP and Dr. Jhon Britts, Hon MP about third Pay/Wage
Revision of Executives and Employees of BSNL, Respected Shri Pemmasani
Chandrasekhar ji, Honourable Minister of State Communications conveyed
status of Pay/Wage Revision of BSNL Executives/Employees.

to PQ-I<<<>> Reply to PQ-II<<<>>
The first
para of PQ reply conveys status of third PRC implementation in BSNL and
applicability of affordability clause and this is common reply to all PQs asked
on this subject and replied till today.
But in
case of both these PQs, in the second and last para of reply, the firm
assurance is given by Honourable MoSC that the recommendations contained in the
Wage Revision Committee report are dealt with in accordance with the extant
policy framework, the applicable guidelines issued by the DPE and
additional financial implications.
In its
last letter on this subject, DPE has directed DoT for waiver of affordability clause
with approval of Cabinet Copy<<<>>
The further
course of action on part of DoT was awaited for finalization of Pay scales and assessment
of total expenditure on it and the same has been finalized with signing of wage
Negotiation agreement, its approval of BSNL Board and sent by BSNL to DoT with recommendations
in Feb 2026 and it is under consideration in DoT.
SNEA conveys
sincere thanks and gratitude to Respected Shri Pemmasani Chandrasekhar ji,
Honourable Minister of State Communications for positive response and both the Honourable
Members of Parliament viz. Shri. Kuldeep Indora ji & Dr. Jhon
Britts ji, for raising concern about genuine issue of BSNL Executives and
Employees.
This is positive
development on this issue after year 2019 and now it is our turn to pursue this
issue with focused approach with required feedback and justification and we will
continue it. Let us hope for the best.
DGM Pers BSNL CO writes to all Circle Heads
regarding Requirement of BSNL staff to fill up the posts in DGT HQ and

DoT has called willingness of Executives/Employees
of various streams equivalent to the posts required by the DoT through proper
Channel from the respective cadre controlling authority in BSNL Corporate
Office, New Delhi and last date for submission of willingness is 31/08/2026.
As no format is given by DoT/BSNL, the willing
Executives and Employees may apply on plain paper with all information about
his/her career progression.
Individual may apply for more than one post as per the
vacancies shown as there is no restriction and one is free to apply multiple posts.
We are taking updates on certain other queries
and doubts raised by some individual on this subject matter from DoT/BSNL and
we will share it shortly.

For
initial ten days i.e. up to 24/08/2026, registration nomination will be open
only for Executives who are completing two years within six months and
thereafter i.e. 25/08/2026, it will be open for all other eligible candidates.

Finally Justice prevails for VRS opted Executives and Employees facing
fake caste allegations: AGM Estt BSNL CO issued orders for release
of all the pending due benefits of the Executives and Employees who have opted
for VRS 2019 and whose retirement benefits were kept on hold by MH Circle on basis
of fake caste compliant. Copy<<<>>
This is a landmark triumph ending an agonizing seven year ordeal wherein justice
prevailed for affected BSNL Executives and Employees from Maharashtra Circle
who opted for the Voluntary Retirement Scheme 2019.
With this order, lakhs of rupees which were due on the date of VRS
2019 and forcefully and illegally kept on hold by BSNL MH Circle are released
giving a great and much awaited financial relief of these Executives/Employees
and their family members.
Though the fake caste complaint was received against all ST
Category Executives/Employees of MH Circle, out of nearly 1200 such
Executives/Employees, majority could establish authenticity and about 200 could
not establish it due to non-availability of caste records of their forefathers
before 1967. Meantime, VRS 2019 was announced and to
encourage more participation in VRS, then CGM MH Circle personally assured
employees in a special meeting that caste complaints would not hinder VRS
acceptance or the release of retirement benefits.
Accordingly after getting Vigilance Clearance the VRS of all such
executives and employees were accepted. But thereafter, certain officers in MH
Circle management misused their powers in twisting this decision and illegally
kept on hold the due benefits of the VRS 2019 in respect of Executives and
Employees facing allegations of fake caste.
This issue was initially raised by SNEA MH and with keen persuasion,
the provisional pension of all these Executives/ Employees was first granted
for a temporary period of six months and then extended for further six months
and then this provisional pension was regularised but other retirement benefits
continued to be kept on hold.
In an extremely biased approach, MH Circle issued charge sheets to
these Executives/Employees and their VC was kept on hold at a later stage and
quoting non-clearance of current VC, the benefits were denied, even after
certain positive directions by BSNL Corporate office.
Since then this issue was raised and continuously pursued by
SNEA/SNPWA with CGMT MH, CCA MH, Director HR, CMD BSNL, Member Services,
Secretary DoT, National Commission for ST, Parliamentary Committee, Chief
Minister of Maharashtra and Honourable Minister of Communications and we have successfully
established demand to release due retirement benefits on basis of DoPT/DoT
guidelines and how the decision of MH Circle was wrong, how VC was clear on
date of VRS and how MH Circle has issued chargesheet after three years of
retirement and how on fabricated basis the retirement benefits are kept on
hold.
For the last seven years, Maharashtra Circle was misleading BSNL
Corporate Office on this issue and unfortunately BSNL management also joined
hands with MH Circle to keep on hold the due retirement benefits.
Many affected individuals have challenged the chargesheet and
termination in CAT Mumbai, Aurangabad and Nagpur, HC Mumbai and exposed biased
stand of Management and majority of these cases were advocated by Adv R T Divate,
Legal Advisor, SNPWA MH.
Even after the defeat of MH Circle in about all these court cases
at CAT, High Court, these officers dragged this matter to the Supreme Court by
filing an appeal against HC Judgement and recently the Supreme Court also rejected
the appeal by BSNL and this has given way forward for resolution of the hurdles
in releasing pensionary benefits.
In the overall process, Shri. G.L. Jogi, GS SNPWA CHQ,
played a vital role by standing behind these affected Executives like a rock
and used every possible platform to raise this issue asking for justice to the
affected Executives and Employees. Shri. D.M. Gaikar, CS SNPWA MH, Shri.
Samir Khare as then CS SNEA MH and Shri. Tejas Tadasre, CS SNEA MH
also have taken up the issues at MH Circle, CCA MH and put forward this demand.
Shri. M. S. Adasul, GS SNEA has pursued this issue
at all levels starting with during VRS 2019 with persuasion with MH Circle, CCA
MH as then CS SNEA MH and thereafter at BSNL Corporate office and DoT till the
issue is resolved in favour of affected Executives and Employees.
At the crucial stage, when the issue has reached at the level of
Secretary DoT and Honourable Minister of Communications, SNEA could establish that
in violation of DoPT and DoT guidelines, BSNL Management has forcefully kept on
hold the retirement benefits and we could establish how these
Executives/Employees are being harassed in fabricated manner by issuing charge sheets
at later stage and thereby illegally withholding VCs and applying it retrospective
effect from date of approval of VRS.
With intervention by Respected Shri. Jyotiraditya Scindia
ji, Minister of Communications, the issue moved further with high level
correspondence between MoC and CM Maharashtra and finally matter was decided by
Secretary DoT with clear directions to BSNL to release all the retirement
benefits of all affected Executives and Employees.
Thus, which prolonged and sustained efforts and continuous
persuasion at all levels by SNEA and SNPWA, finally justice prevails for the
affected Executives & Employees opted for VRS 2019 as now after wait of
seven years the Gratuity amount is released by CCA MH Circle with a day of this
order by BSNL CO and action for releasing Ex-Gracia amount has been initiated.
SNEA conveys sincere thanks to Shri Jyotiraditya Scindia ji,
Minister of Communications, Shri. Devendra Fadnavis ji, Chief Minister
Maharashtra State, Shri. Amit Agarwal, Secretary DoT, Shri. Manish Lodha,
DDG Estt DoT and all other concerned officers for taking final call and giving
justice to about 150 affected Executives and Employees.
SNEA conveys special thanks and gratitude to Shri. G.L. Jogi, GS
SNPWA CHQ, Shri. D. M. Gaikar, CS SNPWA MH, Shri. Samir Khare,
then CS SNEA MH and Shri. Tejas Tadasre, CS SNEA MH, Adv R.T. Divate,
Advisor SNPWA MH and all others who have put sincere efforts for this final
outcome in favour of all these affected Executives and Employees.
SNEA congratulates all these Executives/ Employees for such great
victory after prolonged fight for justice and convey thanks and gratitude for
their immense patience and unwavering faith on SNEA and SNPWA leadership throughout
this seven year battle
This outcome stands as a powerful testament to a timeless truth: Justice
may be delayed by biased actions, but it cannot be denied and only required is
tireless persuasion with documentary support and sincere efforts.
Update on emergency online Meeting of AUAB CHQ: The
emergent online meeting of the AUAB was held on 08/08/2026 to review the
agitation programmes conducted in July against the Uttarakhand Pilot Project.
The meeting expressed concern over the restructuring of Circle and
BA administrations being initiated by BSNL Management in some Circles without
discussions with the unions and associations.
The meeting also discussed the 3rd PRC, the need to exert greater
pressure on the DoT and the Government for its early approval, and the
strengthening of the AUAB. After detailed discussion, the following
decisions were taken:
· Circle level
AUAB meetings will be organised to intensify the struggle for the 3rd PRC and
against the Uttarakhand Pilot Project.
· A letter
will be addressed to the Minister of Communications and the DoT, highlighting
the adverse impact of the proposed restructuring of Circle and BA
administrations.
· Regarding
the repeated appeals from BDM for the formation of a JAC comprising BDM and
AUAB, the meeting unanimously decided to strengthen unity under the recognised
banner of AUAB for the 3rd PRC and against arbitrary restructuring. A reply
will be given to the BDM leadership explaining the need for joint struggles
under the AUAB banner. BDM will also be invited to attend an AUAB meeting to discuss
future joint programmes. The Chairman and Convener of BDM will be requested to
re-join the AUAB and strengthen the united struggle.
· The
meeting also decided to await the response of BSNL Management on the
restructuring proposal, as assured by the Director (HR) and CMD BSNL.
· In this
connection, a physical meeting of the AUAB will be held on 21/08/2026 to decide
the future course of action on the 3rd PRC and restructuring of the Circle and
BA administration.
Update
on JTO to SDE Promotion Court Case at CAT Chandigarh: The
court case challenging seniority in JTO to SDE promotion Court case in CAT
Chandigarh was listed for final hearing today i.e. 12/08/2026.
Shri
Pawan Meena Jt Sec West SNEA CHQ and Shri Pankaj Chopra CS SNEA HP were
present in the court.
This
case was listed at serial number 35. But after completing hearing up to case
No. 24, the Court adjourned for the day.
As such, again due to paucity of time the case is not heard today also. Earlier, the next date of hearing was given as on 14/10/2026, but now as per request it is modified and accordingly next hearing will be held on 09/09/2026.
