Contempt Petition against Repatriation of Officers on Deputation: The contempt Petition filed by SNEA, BSNLEU and AIBSNLEA due to non-implementation of Court judgement on repatriation of Officers working on deputation to BSNL was listed for hearing on 15/09/2026. But as Honourable Judge has appeared for the one of the parties in the connected matter and hence the same has been adjourned and listed for hearing before another Bench on 21/09/2026.

Update on Hearing in Court case on seniority for JTOs for SDE Promotions: The hearing in the Court case at CAT Chandigarh on seniority for JTOs to SDE Promotions in Telecom wing was held on 09/09/2026. The pleadings on part of applicants took place but advocate  for respondent BSNL asked time as Senior Advocate from BSNL was not present. The next of hearing is 07/10/2026.

SNEA CHQ has taken up matter with Director HR in formal agenda meeting and with PGM Legal BSNL CO for ensuring presence of senior advocate in next hearing and we are assured for the same.

Update on court case on DGM Adhoc/Regular Promotions:  The court case on seniority issue of AGMs for DGM Promotions was listed for hearing on 27/08/2026, but hearing could not take place for administrative reasons. The next date was given 03/11/2026, but meantime BSNL requested for early hearing in this case and now it is listed for hearing on 06/10/2026

Final Judgement in Court case Challenging MSRR 2023 : The court case filed by certain MTs in CAT Chandigarh challenging the provisions of MSRR 2023 has been decided on 28/08/2026 stating that  court do not find  merit  in  the  challenge  raised  by  the  applicants  to  the  MSRR-2023  or  to the  consequential  action  taken  by  the  respondents  thereunder.  It is also mentioned that applicants  have  failed  to  establish  any  vested  or  accrued  right  under MTRR-2013  read  with  MSRR-2009  which  has  been  unlawfully  taken away  by  the  revised  Rules,  or  any  violation  of  Articles  14  and  16  of  the Constitution  of  India.  Copy<<<>>

SAD NEWS: With profound grief and sorrow, we regret to inform that Shri Ritesh Malhotra, JTO and die hard member and leader of SNEA left heavenly abode on 11/09/2026 at Nilokhari, Haryana, while he was hospitalised for treatment of dengue. He was just 47 years old and is survived by wife Mrs. Sakshi Malhotra, JTO BSNL and their two sons of 16 and 13 years old.

Shri Ritesh Malhotra, a 2002-recruit TTA of BSNL, was serving as JTO HR Haryana Circle Office, Ambala. He was not only a highly active and dynamic BSNL officer but also a dedicated and committed association leader.

A testament to his sincerity, dedication and commitment towards his duties, he was honoured with the Best Performer Award at Haryana Circle Office recently  on 15/08/2026. While discharging his official duties, he played an instrumental role in resolving numerous issues and was always ready to extend a helping hand to members in need.

SNEA has lost a sincere, active and die-hard leader who devoted himself to the welfare of BSNL Executives in general and SNEA members in particular and the betterment of BSNL.

He was always willing to help others, with his ever smiling face, compassionate attitude and empathetic approach. His high vision, simplicity and down-to-earth personality made him a respected and beloved colleague and comrade.

SNEA deeply mourns the untimely demise of Shri Ritesh Malhotra. His valuable contribution, dedication and warm-hearted personality will always be remembered.

We pray to the Almighty to give strength and courage to his family members to bear this irreparable loss and guide them through this difficult time. May the departed soul of Late Shri Ritesh Malhotra Rest in Heaven with Eternal Peace.

Meeting of SNEA CHQ Office Bearers at Delhi: Three days meeting of SNEA CHQ OBs was held from 01/09/2026 to 03/09/2026 at SNEA CHQ Office at Room No 230, Eastern Court, Janpath, New Delhi and it was attended by about all CHQ OBs.

All the CHQ OBs were given warm welcome by Host Circles viz. Ms. Anu Agarwal, CS SNEA BSNL CO, Shri Vinay Tyagi CS CNTxN Delhi and other Circle office Bearers of both the Circles.

Meeting observed two minutes silence for departed souls and then started proceedings.

Shri. Manish Samadhiya, AIP presided over the entire proceedings of the Meeting and in his opening remark gave brief ideas to the house about very purpose of the CHQ OB meeting.

Shri. M. S. Adasul, GS shared the details of status of different HR issues and its present status and guided the CHQ OBs on further course of action required on these issues.  

This meeting discussed about preparations for Formal Agenda Meeting scheduled on 02/09/2026, the stand to be taken by SNEA on different agenda points in formal agenda meeting with Director HR, discussions on Organisational Matters and also witnessed interaction with CMD BSNL, Director CFA and also with AUAB CHQ leaders at Delhi. 

All the CHQ OBs took active part in these different meetings and submitted the issues faced by the filed units in Meeting different targets. Team SNEA effectively presented all HR and development issues and raised serious concern on the undue delay in settlement of HR Issues.

This is eyewash by BSNL management as none of the suggestions given by CGM Uttarakhand in consultation with AUAB Uttarakhand or by Unions and Associations at CHQ is given consideration.

In continuation of this order, by forgetting all his suggestions and assurances, in a disrespectful manner, CGM Uttarakhand also has initiated blind action by issuing transfer orders of DGM level officers as first and initial step to implement this pilot project. Copy<<<>>

SNEA condemns these actions by BSNL Management and betrayal on the assurances given by CMD BSNL. As BSNL Management is not able to keep the assurances given during discussions at the highest level of BSNL, it is now crystal clear that BSNL management is not wholeheartedly working for protecting the interest of BSNL at least when the issues are to be taken with DoT. Earlier also we have seen that BSNL Management bows to decisions of DoT damaging the interest of BSNL.

We can understand, bowing down to the decisions in the interest of BSNL or in the interest of both BSNL & DoT/GoI, but when interest of BSNL is at stake, Management is duty bound to react and protest interest of BSNL or at least stand with factual position, which is missing in this case.

Due to such approach only, DoT has collected higher money from BSNL than due in case of Spectrum allotment, Leave encashment of DoT period and Higher basic Pension contribution and so on and hence BSNL is in losses.   

Such silence of BSNL Management on crucial issues creating losses to BSNL has denied third PRC to Executives /Non-Executives for no mistake on their part.

It is time that DoT has to think where BSNL has to work only for Profit thereby granting third PRC with affordability or work as per directions of DoT without looking into loss profit of BSNL by conveying approval of third PRC by keeping aside affordability clause and BSNL Executives and Non-Executives should not be made to financially suffer for such actions of BSNL Management/DoT as being done for last ten years.

The Pilot Restructuring proposal for Uttarakhand Circle is opposed by everyone in BSNL and the concerned officers in BSNL management are not able to clear any doubt but are blindly going ahead with the Pilot Project in Uttarakhand Circle.

None of them are even able to justify the loss and profit with this proposal. But every time it is informed that this is a pilot project and this exercise of loss profit will be done after three months of the Pilot Project.

We have observed that even BSNL Management is not convinced with this proposal as this proposal is drafted by someone outside the BSNL and it is being forcefully implemented in BSNL by taking a formal report signed by the Committee of CGMs.

In an unfortunate and blind action, BSNL Management is going ahead with this absurd proposal which is nothing but addition of more losses to BSNL and this may be one more assault for destroying the entire working of BSNL.

This action of BSNL Management is really disappointing as it is against firm assurance to AUAB with directions to Director HR/PGM Pers to discuss all the issues with this pilot proposal with Unions/Associations and give consideration to maximum possible suggestions and feedback by Associations and Unions in BSNL.

When agitational programme of AUAB Uttarakhand Circle was intensified by extending struggle after three days with support from all Circles, then CMD BSNL discussed issues with AUAB with firm assurance to go ahead only with discussions of all issues with Unions and Associations at CHQ as well as Uttarakhand Circle.

All Unions and Associations from Uttarakhand Circle and from CHQ also have given feedback and suggestions respectively to CGM Uttarakhand and CMD BSNL but with utter betrayal BSNL Management has not given consideration to any of the suggestion and feedback and BSNL management has taken everybody granted.

It is unfortunate that the said words of CMD BSNL are not respected by Director HR and PGM Pers/RSTG even though both were present in the Meeting as till today no discussions held after directions of CMD BSNL on 30/06/2026.

SNEA has brought to the notice of CMD BSNL in its meeting on 01/09/2026, but till today no formal discussions are held with any Union/Association or AUAB and in blind approach BSNL Management is going ahead with implementation of this pilot project. This creates serious doubts on assurances and actions of BSNL Management.

Only good thing is that when SNEA has pointed out in its meeting 01/02/2026, that Management is projecting Uttarakhand as pilot project, but Restructuring is aggressively going ahead in many Circles and already Kerala, Karnataka, Maharashtra, AP, Gujrat etc Circles have issued such Restructuring guidelines on different basis and objected this dual stand of BSNL Management.

In response, on the next day of meeting, Director HR has issued a DO letter to all CGMs advising not to issue any Circle level orders giving effect to a restructuring exercise unless the same is specifically approved/authorised by the Corporate office. Copy<<<>>

Apart from this Management has not adhered to any of its assurances on this burning issue. This makes it crystal clear that the officers dealing with this Restructuring proposal have stopped thinking about the interest of BSNL and have adopted an approach to follow whatever DoT is saying as overall control of BSNL is taken over by DoT. Unfortunately, these officers are not at all worried about the interest, needs and requirements of BSNL, which is their prime responsibility but are worried only about the directions of DoT and hence do not bother about its practical implementation and interest of BSNL.

Otherwise, an officer with spine and having one percent concern about BSNL would not have agreed for such an absurd proposal damaging BSNL and supporting certain officers in DoT and then BBNL, who have spoiled the BharatNet works for personal interests or due to lack of knowledge in successfully handling such big projects.

After enjoying all benefits out of BBNL, with intellectual ideas, these officers have submitted a proposal for merger of BBNL with BSNL thereby transferring liabilities and pending responsibilities of BBNL to BSNL and taking great escape from keen watch by office of Prime Minister of India and finally this blame game will rest with BSNL and its workforce for no mistake on their part.

This has been rightly pointed out by CAG in its report dated 20/07/2026. CAG has raised serious concern on false completion of BharatNet project and given certain directions for proper Maintenance. CAG REPORT <<<>>

Even after knowing the facts about poor working of BBNL and issues thereof, BSNL Management has accepted the merger of BBNL into BSNL.

Now by neglecting all the recommendations by CAG for proper maintenance of BBNL Network, BSNL Management has not proposed any of these options for maintaining Bharatnet Project and falsely projecting diversion of the entire BSNL workforce from Revenue earning areas to loss making areas.

It is important that BSNL was not the only agency in implementing the BharatNet Project by SPV BBNL, but many other State Government designated entities like Power Grid Corporation were the executing agencies in the BharatNet project. But except BSNL, all have raised hands to take over this failed project and only BSNL with temporary Management is targeted as soft target and all responsibilities and liabilities of BBNL including that of other executing agencies are being transferred to BSNL without proper hand holding and in hazardous manner, and hence this is matter of serious concern for all of us.

Now by neglecting suggestions given by Unions/ Associations, Suggestions given by SNEA {<<<>>} these officers are wrongly projecting that shifting of BSNL workforce from Revenue earning area to loss making area and are targeting Executives/ Non-Executives for left out works of BBNL.

It has been already decided by AUAB that this sided blind move of the management will be opposed strongly and with feedback from AUAB Uttarakhand, the further course of action will be decided in its meeting scheduled on 15/09/2026.

Felicitation of Shri Ram Krishna Nelli, PGM Legal, BSNL CO: The delegation of SNEA consisting Shri Manish Samadhiya, AIP, Shri. Kulla Suresh, AIVP, Shri. Berlin Isack AGS, Shri Acheshwar Rao JSS, Shri Sasidhar CWC BSNL CO and Shri M.S. Adasul GS felicitated Shri Ram Krishna Nelli, PGM Legal, BSNL Corporate Office, on the occasion of his superannuation retirement on 31/08/2026, in recognition of his distinguished and valuable service to BSNL and his significant contribution to the organisation and its executives.

During his long and illustrious tenure in BSNL, Shri Ram Krishna Nelli discharged his responsibilities with utmost professionalism, integrity and commitment. His deep understanding of service matters, legal issues and organisational policies proved immensely valuable in dealing with several important matters concerning BSNL.

Though he was given responsibility of PGM Legal in the recent past, Shri Nelli played an important role in providing legal guidance and strategic inputs on various matters having implications and the service interests of employees and executives. His balanced approach, professional competence and willingness to examine issues objectively helped in safeguarding the interests of BSNL as well as its workforce.

He was particularly appreciated for his constructive approach in dealing with service-related and legal matters concerning BSNL executives. His efforts towards proper examination of cases, timely legal advice and effective representation of the stand of BSNL contributed to protecting the interests of BSNL and facilitating appropriate resolution of several long pending issues.

SNEA acknowledged his accessible and cooperative approach, wherein he patiently heard the concerns of executives and examined matters on their merits. SNEA has been continuously interacting with him by giving valuable feedback from time to time and he has always given consideration to the factual and documented submission by SNEA.

Today, we are hopeful for AO to CAO Promotions at any time, just because the stand of BSNL has been rightly put before the different Courts and with such approach, the Hon. High Court PB has been kind enough to give a go ahead signal for these promotions. Similarly in DGM Telecom promotions, Shri Nelli has represented the side of BSNL and has successfully convinced the court about issuing long awaited DGM Telecom Promotions. This Court case on DGM Telecom Promotions which was going on since 2017 i.e. for the last ten years, has been moved forward and we are hopeful for early clearing of the court cases on DGM Telecom Promotions.

As member of different Committees constituted by BSNL on request of SNEA, Shri Rama Krishna Nelli has always supported the stand of executives with his initiatives. About all committees of which he was a member have given positive recommendations safeguarding interest of BSNL Executives.

On behalf of thousands of SNEA members across the country in general, and on behalf of the Executives of the civil wing, we extend our warmest congratulations and sincere best wishes to Shri Rama Krishna Nelli ji, for a happy, healthy, wealthy, peaceful, prosperous and fulfilling retired life.
