Heartiest Congratulations !!!! : In a series of Promotions of BSNL Executives started with CAO Promotions, the
next order issued is for promotion of MTs as AGM and all the promoted MTs are posted
in the same Circle. Copy<<<>>
SNEA
congratulates all the Management Trainees Promoted as Asst General Manager and
conveys them best wishes for their grand success in Promotional assignment and
bright career progression within BSNL.
This is
the next promotion order in a series of promotions of BSNL Executives and many
more orders are expected in coming days. SDE to AGM T promotion is also
under process and the order for the same is expected shortly.
SNEA
has consistently advocated the protection of career progression avenues for
internal talent and the creation of a robust management succession framework
that recognises the experience, capabilities, and potential of own executives
of BSNL.
As usual, the
known group working for stopping recruitment MTs for one decade, then in
scrapping MTRRs with modification in MSRRs for stopping recruitment of MTs,
stopping career progression after AGM Promotions and finally allowing
recruitment of only External MTs as SET, was working for stopping this MT to
AGM promotion and this was reason for delayed order for last few months.
Now this
group was busy in stopping MT to AGM Promotions just for blocking the career
progression of Internal MTs recruited against wish and will of this group.
There was
also reluctance on part of the certain officers in BSNL Corporate Office and
initially it was delayed on the name of confirmation order and thereafter also
the process was not moving further. The final intervention from the Honourable
Minister of Communications has expedited the process and this MT to AGM
promotion order is finally issued giving way forward to internal Talent.
SNEA
conveys thanks and gratitude to Shri. A. Robert J. Ravi, CMD BSNL, Dr.
Kalyan Sagar Nippani, Director HR and Shri Rajeev Kumar Kaushik and
his team of officers in DPC Pers Section for initiatives and efforts
in issuing this Promotion order.
After
promotion of BSNL absorbed officers at CGM level, this is the second step
towards the mission of Government of India to have Own Management of BSNL.
This is
part of initiatives by the PMO and its keen monitoring by the Honourable
Minister of Communications for exploring the internal talent of BSNL.
The changes
required in MSRR 2023 for restoration of Career progression as per MTRRs with
allowing internal talent at higher positions is also being pursued by SNEA and
we are hopeful for its consideration.
In coming
days, all these MTs now promoted as AGM will be occupying the senior positions
in BSNL Management as per initiatives by SNEA before decade to have better
career progression of Internal Talent of BSNL similar to that followed in PSUs.
Hope for the best.
DPE issued
order for enhancement of IDA by 7.5.% for Executives/Non-Executives in PSUs and
the same is effective from 01/10/2026. Copy<<<>>
This order
was expected by second week of October 2026 and
it was delayed and hence SNEA/NCOA has taken up matter with DPE and
requested for issuing this IDA revision order without further delay. We have
also requested for issuing the IDA orders at least by second week of the Month
in Next Quarter and we are assured for the same.
As this
IDA revision order is issued at the last week of this month and it was feared
that it may not be added in the Salary of Month Oct 2026.
But with sincere
efforts by the concerned officers and with positive approach by the BSNL management,
the same is being added in the Salary of October 2026.
SNEA appreciates
the efforts of these officers and conveys thanks for such urgent step towards
passing certain benefits to workforce of BSNL.

Revision .
Let us

Heartiest Congratulations !!!! : In an Historical moment, the long awaited AO to CAO Promotion order is
finally issued. Copy<<<>>
SNEA
Congratulates all the Account Officers Promoted as Chief Account Officers and conveys
them best wishes for their grand success in Promotional assignment.
Though it
was feared that each and every officer will be transferred out of Circle on CAO
Promotions but in a good outcome many are posted in the same Circles and for
remaining the options/pending own cost request transfers are given
consideration.
This order
was expected in 2022 as all these AOs became eligible for that year Vacancies,
but due to avoidable prolonged litigations on the seniority, the matter was
dragged in the courts and finally the Honourable Supreme Court has cleared these
issues and issued directions for going ahead with promotions.
Now also
someone is putting efforts to stay promotions and in a similar attempt one case
has been filed in CAT Chandigarh but the stay is not granted.
The
chances of staying promotions in other courts are less, as it is being issued
as per directions of Honourable Courts and conditionally subject to outcome of
the all pending court cases. But by understanding this approach and poor attitude
of staying promotions, as precautionary measures the promoted officers are
advised to join on promotions as early as possible.
These are
SCF quota Adhoc Promotions as per the directives of Court and SNEA will
continue its efforts for converting these Adhoc Promotions as Regular CAO
Promotions. The LICE Quota Promotions will also follow and some more AOs will
be promoted in coming days under SCF as well as LICE quota.
SNEA
conveys thanks and gratitude to Shri. A. Robert J. Ravi, CMD BSNL who
was behind the CAO promotions and was deeply involved in clearing the hurdles
and finally in issuing this order. We also convey him thanks for considering
request by SNEA for changing the earlier stand of the management for posting
each and every promoted officer in other circles and to post/retain the
promoted officers in the same Circle against existing vacancies.
We also convey
thanks with appreciation to Shri. Rajeev Kumar, Director Finance has
played a vital role in the entire process of Promotions and posting on CAO
Promotions.
We convey
thanks and appreciate sincere and devoted efforts by Shri. Ramkrishna Nelli who
was at the helm of affairs as PGM Legal for clearing the man made hurdles and
clearing stay on CAO promotions and finally succeeded in clearing all hurdles.
We convey
thanks to Dr. Kalyan Sagar Nippani, Director HR Shri S K Bhardwaj, PGM
EF and his team of SEA Section and Shri Rajeev Kumar Kaushik and
his team DPC Pers Section who have devotedly contributed in
issuing this historical Promotion order.
This order
will surely reduce the negativity continued for the last few years as this is a
ray of hope for pending promotions in all wings and cadres.
This is the
start of Promotions and we are expecting promotions for Executives in all wings
and Cadres where no court cases are pending including retrospective date
Promotions under PwBD Quota.
The next
such Promotion order expected is AGM Telecom Promotions and the process for the
same has been already initiated by the DPC Pers section.
Similar sincere
efforts are also being made to overcome the pending court cases for other
cadres and next such Promotion Order by overcoming court cases will be that of
AGM to DGM Telecom Promotions as these promotions are stayed on the basis of
the court case challenging seniority of AOs.
Let us
hope for the best.
