As per order issued by DGM Pers BSNL CO, the works of Land Monetization which were earlier with Director HR BSNL Board will be henceforth looked after by Director Finance BSNL Board and accordingly for these land Monetization related works Shri Parmeshwari Dayal, CGM BW BSNL CO will report to Director Finance.  Copy<<<>>

Dr. Kalyan Sagar Nippani, Director HR was overloaded with multiple charges other than Director HR BSNL viz. Director HR MTNL, ITPC and related activities and these works of Land Monetization for which every Monday dash board meeting is arranged in DoT under keen monitoring of Respected MOC and due to these multiple charges his original role and responsibility of HR issues of BSNL Executives was last priority for him. 

With this order, the workload of Dr. Kalyan Sagar Nippani, Director HR will be reduced to some extent and he will be able to keep some focused approach on HR issues of BSNL Executives, which was missing for last many months. Let us hope for resolution of certain HR issues in this changed scenario.

SNEA has updated this detailed news on 19/03/2026 {Copy<<<>>along with this user manual, some important information about issues with viewing and confirmation of receipt of payments/contribution w.r.t. individual members and also given details of nodal officer from BSNL and now all these details are published through a formal letter with some additional information viz. Policy number, mobile number/e-mail id  of one member cannot be used by other member and  information of LIC Nodal Officer etc.

SNEA appeals all individual to check their details and contact these nodal officers for issues if any and ascertain the correctness of amount deposited by BSNL with LIC against name of each individual.

DGM Rstg BSNL CO writes to all Circle Heads endorsing guidelines and user Manual about launch of new IPMS (Individual Performance Management Scorecard) for BSNL Executives for Year 2026-27.   Copy<<<>> 

It is projected in this letter that this new IPMS is launched with revised framework in ESS portal which introduces measurable and outcome oriented Key Performance indicators aligned across CM, CFA , EB and supporting functions and User Manual is enclosed for its smooth implementation.

It is also reported that the achievement of KPI Performance from Q1 2026-27 onwards would be system driven, ensuring transparency, accuracy and objectivity and it will be integral part of IPMS.  

SNEA appeals all the CS/DS and activist to go through this letter and user manual on new IPMS for BSNL Executives which will be effective from 01/04/2026 and CS concerned may send consolidated feedback, issues in its implementation etc to CHQ by email latest by 20/04/2026.

Felicitation of Shri Rajeev Soni, CGM EW BSNL CO: A high level delegation of SNEA felicitated and congratulated Shri. Rajeev Soni CGM EW BSNL CO on successful completion of prolonged 37 years of services in DoT and BSNL and his superannuation retirement on 31/03/2026.

Shri. Rajeev Soni, CGM deserves highest appreciation and such a special Felicitation due to his lifelong devoted and dedicated services for DoT/ BSNL and its workforce.

BSNL family as whole and specially we SNEA recognize his great support to BSNL Executives in the most difficult time of BSNL. He was given responsibility of CGM EW BSNL CO in an extremely difficult situation of BSNL, and with change in managerial position instead of improvement, the situation downgraded day by day. But he sustained all pressure and made all out efforts for the support of Executives in the Electrical wing in particular and executives and employees of other wings in general.

We have witnessed his special support to each and every Executive in Electrical wing and it is highly appreciable that he was knowing majority of Executives in Electrical wing by name and with their problems & difficulties and this makes him different and special from all other officers at such level.

His positive, balanced and till commendable role as Chairman of the Wage Negotiation Committee will be always remembered and will be surely written in golden letters in history of BSNL as he has completed the herculean task of signing Wage Negotiation Agreement.  

We have seen his proactive working for executives of Electrical wing and his passion for Promotions of JTOs in Electrical wing and passion for Third PRC implementation.

Very shortly, the JTOs in Electrical wing will get their overdue first SDE promotion after 27 years and this is possible just because of very positive and firm steps taken by Shri Rajeev Soni as CGM EW BSNL CO.

Executives in Electrical wing have seen him as Oasis in dessert and they will surely miss their leader at top. It was really toughest time for Executives in Electrical wing but he made it bearable to many executives in Electrical wing and we really mean it.

His contribution in the field off Energy Conservation, Operation Samudra Manthan and in implementing Oorja Portal & automation of pan India energy payment system to DISCOM during his tenure was superb. BSNL has saved revenue around Rs. 1000 Crore through savings of energy cost during his tenure periods as CGM EW which is itself an outstanding & remarkable achievement.

On this great occasion of superannuation Retirement after highly successful,  long and spotless services, SNEA congratulated and felicitated him for his excellent, dedicated and devoted services in DoT as well as BSNL and for support extended to BSNL workforce.

On behalf of thousands of members of SNEA all over India in general and the Electrical wing in particular, we wish Shri Rajeev Soni, CGM EW BSNL CO,  a very Happy, Healthy, Wealthy and Prosperous long retired life.

Update on Meeting AUAB CHQ: An important meeting of the available General Secretaries of AUAB was held on 08/04/2026 to discuss the current scenario regarding the IDA payment, which has been due since January 2026. After threadbare discussions, it was decided that AUAB will organise a countrywide demonstration programme on 20/04/2026 demanding the release of the IDA arrears along with salary of April 2026.

Accordingly, a memorandum on the subject has been sent to the Secretary DoT, CMD BSNL and Secretary DPE to convey our strong resentment over the undue delay in releasing the IDA arrears. The further course of the agitational programme will be finalised in the next AUAB meeting, likely to be held on the evening of 20/04/2026.

Further, as per the decision taken in the last AUAB meeting, two separate memoranda on the issues viz. Posting of Regular CMD  BSNL and  settlement of the Chennai/Tamil Nadu issues have also been submitted to the Management/ Government of India to draw their urgent attention and further course of action on these issues will also be discussed in the next AUAB meeting.

AGM Pers BSNL CO writes to all Circle Heads conveying timeline for processing of e-APAR of Executives & Non-executives of BSNL through ESS-Portal for year 2025-26. Copy<<<>> 

Important dates for executives are

The date for submission of self-appraisal is 15/05/2026.

The e-APAR reporting will be open on 21/05/2026 and last date for reporting will be 30/06/2026.

The e-APR reviewing will be open on 21/05/2026 and last date for reporting will be 30/07/2026.

The entire process of e-APR in case of mid term transfers within BSNL, retirement is to be completed within one month’s period, and in case of transfers outside BSNL within three months   regardless of above timelines. 

The timeline for Non-Executives are different depending on their pay structure.

SNEA appeals all Executives to take note of these important dates and complete the activities as per given timelines and please do not wait for extension of these timelines.

AGM Pers BSNL CO writes remainder to all Circle Heads regarding verification of employee data and submission of required documents for payment of insurance benefits under the BSNL Gratuity and Leave Encashment Schemes. Copy<<<>> 

Earlier vide letter dated 13/03/2026, BSNL CO has requested Circles to verify the details of deceased employees viz. beneficiary, bank details of such deceased employees for FY 2020-21 to 2025-26.

This data is required for early settlement of Insurance claims, but till today, no Circle has sent the required information.  

The consolidated list of employees was also provided to Circles for due verification for further updation of bank details of the beneficiaries (legal heir/nominee) in IT0009 by the Payroll DDOs.

Circles were also requested to forward the scanned copies of attested Death Certificates of the concerned employees to CA Section in one consolidated lot for submission to LIC for settlement of claims.

It is requested to expedite the verification process and submit the required details/documents at the earliest, so that the insurance claims may be processed without any further delay.

All CSs are required to take up matter with their Circles and see that required information is sent at the earliest.

AGM Pers BSNL CO writes to all Circle Heads for verification and correction of Career History of executives in SAP/ ESS Portal.  Copy<<<>> 

Letter appeals all executives carefully go through their career history details available in the ESS (Employee Self Service) Portal under Personal Information Head.

In case any discrepancy or omission is noticed, the concerned executive should immediately bring it to the notice of the respective HR/Administrative section of their circle/ unit along with supporting documents for necessary correction through e-office or email etc.

Further, all circles/units Heads were requested to ensure that the HR/Administration sections promptly examine the representations received from employees and take necessary corrective action in the SAP/ESS records after due verification of supporting/service documents.

This exercise is to be completed with a priority to maintain accurate service records of all employees and is to be completed positively by 14/04/2026.

This updated ESS/ERP data will be extracted and used for consideration of pending OTP Requests from Tenure as well as Non-Tenure stations which are expected to be considered in this month itself and hence one has to be active and alert in check correctness of his /her entries in ERP and get it corrected from BA/Circle administration latest by 14/04/2026.

As per past year experience, once order is issued or missed the chances of its modification of fresh orders are less and if in case it is modified/issued with keen persuasion, it takes months together and all requests are not given consideration.

Hence all Executives are requested to take note of this letter and see that all the entries in ERP/ESS are updated for its correctness so that you are not facing any hardship as faced by some executives in last year transfers.
