CWC meeting at Hyderabad from 13th to 16th February, 2017

The first CWC meeting, after the landmark victory in the first membership verification among the Executives Associations, was held at Hyderabad from 13th to 16th February, 2017. The Open session was held on 13th A/N. It was an occasion for celebration for SNEA and we are extremely happy that our beloved CMD/BSNL and other senior officers of BSNL also joined with us in the celebration. DIR(HR) was very keen to attend the CWC but due to preoccupation, she could not.

This CWC was unique in terms that it was the first CWC to be ever held for three days, deliberating wide range of issues from accelerating the growth of the company, defeating the challenges to destabilize and weaken the Company, quick and timely resolution of impending and very crucial HR issues, was just extraordinary. Brainstorming deliberations continuing past midnight of each day, CWC was engrossed in working out strategies and plan of action on critical issues and holistic implementation of the most crucial and significant 3rd PRC.

Proposed deadly move to Close and Transfer Assets of BSNL to States and formation of subsidiary tower company are nothing but a well calibrated move of the Govt. to disintegrate BSNL, SNEA will defeat with all its might such ulterior motives of the policy makers. At the same time we will wholehearted support Tower sharing and other passive infrastructure sharing to monetise the infra without any expenditure. Monetising the land asset is a major challenge and revenue earning source, for that, mutation of land has to be completed first. On the growth front, provisioning of Broadband and FTTH connections through Franchisees/cable TV operators, as done by other ISPs, has to be accelerated. For reliable Transmission media with sufficient bandwidth, there is immediate requirement of replacement of OF Cables and OTN/PTN network implementation. Deployment of Accounts personnel in CSCs for the sales and cash collection in the CSCs was felt necessary. The Engineering and Technical staff deployed in CSCs is to be redeployed and effectively utilized in the field units, deployment of more Executives from Indoor and Office works into revenue earning field units is necessary, CWC unanimously felt. CWC expressed severe criticism on the quality of the NGN equipments supplied by M/s Huwaei and poor technical support extended by them to the field units. The Wi-Fi Hotspots proposed as an alternative to 4G have not attracted the users due to the poor coverage and poor marketing strategy. Introducing 4G services as quickly as possible to capture data market was the need of the hour, CWC opined. 

Holding of Circle Conferences: Odisha, Bihar, UP(West) and KTK Circle conferences will be held during March-May, 2017. PB and HP Circles are to hold the conferences at the earliest.

Implementation of Joint Committee recommendations on Standard pay scales of E2, E3 etc, Pay Parity of Rs 22820 for post 2007 recruits, E1+5 increments for JTO/JAO recruited after 2010: Considering the latest developments in DoT on standard pay scales, it is decided to organise trade union programmes immediately in the month of March itself. The Pay parity of Rs 22820 to be vigorously pursued with the Committee for all the post 2007 recruits, ie JTO/JAOs recruited/promoted after 01.01.2007 during 2007, 2008, 2010, 2013, 2014, 2015 etc. Meanwhile the proposal for E1+5 increments will be pursued for all the post 2010 rects.

Implementation of Joint Committee recommendations on Time Bound Functional promotion or CPSU Cadre Hierarchy: With all functional promotions stalled due to litigations, BSNL has to switch over to CPSU Cadre Hierarchy, where promotions are delinked from seniority and uniformity prevails in all the streams, in the barest minimum time frame, CWC resolved. This should be in the top of the agenda and it cannot be delayed under any circumstances.   

Superannuation benefit to BSNL recruited employees, Formation of Trust, Social security measures like Term Insurance, Corpus Fund etc. CWC strongly resolved to tirelessly continue struggle to get full 30%. The Superannuation benefit has to commence from 01.01.2007. For the benefit of full EPF pension, all legal remedies are to be explored for EPF Full pension option. This will be beneficial for the 2001, 2002 and 2005 rects as all of them already completed 10 to 15 years of service. The superannuation fund will not give them the full benefits as they are having less service. Hon Kerala CAT and HC given judgment in favour of some PSUs in similar cases. CS/KRL Circle is asked to explore the possibility to file a case at Ernakulam. The SNEA proposal for the social security to the BSNL directly recruited employees and others like Term Insurance and formation of a Corpus fund etc, taking contributions from the employees are to be pursued vigorously.

Finalization of HR plan: The arbitrary cut imposed on number of posts in Man power plan as recommended by the consultant M/s Deolittee is a serious threat on the promotional avenues. Management has to take immediate corrective steps when final round of discussion is going on with DoT.

First TBP after 4 years instead of 4 to 6 years w.e.f 01.10.2000: CWC decided to demand first TBP uniformly after 4 years instead of 4 to 6 years and to pursue it with management.

Notional pay of E1A and E2A for JTO/SDEs etc in Civil/Elect/Arch/ TF/ PA/ PS wings w.e.f 01.10.2000: The recommendations of Vinay Sahi Committee in this regard has been rejected by the BSNL Board in 2007 itself, including for JAO cadre. However, later on, as per V CPC, JAO cadre got 6500-10500 scale from 1997 and equivalent IDA scale of E1A in BSNL. For uniformity and parity in pay scales of all the similarly placed cadres, E1A and E2A pay scales notionally for the JTO/SDEs etc in Civil/Elect/Arch/ TF/ PA/ PS wings w.e.f 01.10.2000 are to be pursued with management vigorously.

MT and DGM Recruitment. Strategy to fill up the vacuum at top management: CWC reiterated its earlier decision to strongly oppose External recruitment of MT and DGMs. DGM rect and RR to be scrapped. Suitable fast track mechanism can be evolved after finalization of CPSU cadre Hierarchy.

Officiating pay protection and FR(22)(1)(a)(1) for officiating JTOs: Officiating pay protection issue is resolved and orders are expected soon. This will settle the long pending issue of pay recovery for about 15000 JTO/JAO/AO/SDE officiated in higher grades in DoT and BSNL. Favourable judgment from PCAT got for the SNEA members on pay fixation under FR(22)(1)(a)(1) without the restriction of FR35 for the officiating JTOs.

Rule 8 transfers, Soft tenure policy, recruitment to Tenure stations: All Rule 8 requests are to be settled during the JTO recruitment through promotion or direct recruitment. Guidelines will be issued by BSNLCO. Soft tenure policy to be amended extending the benefit of Circle break. Special recruitment will be pressed after the completion of ongoing JTO and JE recruitments through LICE and Direct Rect.

The CWC was conducted in an excellent manner by the Comrades of Hyderabad under the leadership of com A Viswanath, CP/AP Circle, Com G Ramesh, CS/Telangana Circle, Com Srinivas Prasad/CWC member and other office bearers. CWC congratulated all the activists for the excellent arrangements. This was the first meeting in the newly formed Telangana Circle.

The meeting of the Unions and Associations of BSNL, held on 06-02-2017 unanimously decided to organise March to Raj Bhawan / Collectorate / DM Offices on 09.03.2017. In other words Rallies should be conducted at all Circle and District headquarters on 09-03-2017.

Demands:-

a) Opposing Niti Ayogs proposal for Closure and transfer of BSNL assets to State Govts.

b) Opposing formation of Subsidiary Tower Company.

c) Demanding allotment of 4G spectrum, free of cost, to BSNL.

This programme will help us in a big way, to propagate among the public, the conspiracies being hatched by the Government and the Niti Ayog, to disinvest and finish BSNL in one way or the other way. Congratulations to all:
Union Cabinet approved the payment of Rs 1250 Crores as USO subsidy. Payment above 1000 Cr has to be approved by Cabinet. Forum of BSNL Unions/Assns was demanding the payment and struggled for that. It is the implementation of the settlement with the Forum in the last strike.

Audited accounts of BSNL for the year 2015-16 approved by BSNL Board yesterday.

It is a moment of great satisfaction for all the employees as BSNL is growing under great challenges. Still we could improve the revenue also. SWAS programmes giving life to BSNL in terms of growth, quality of service and revenue.

· After 2009-10, highest Revenue. Total Revenue 32,918 crores (Last year it was 28,648 crores).

·  Highest operational revenue. Revenue from Operation is 28,449 crores comparing to 27,242 crores of last year.

·  Increase in revenue from operations by 4.43%.

·  Total revenue increased by 15% mainly due to interest on Income Tax refund, Amount write back etc.

·  Losses reduced by 53%, from Rs 8234 crores to 3880 Crores.

·  EBITA—3854 crores against 672 crores of last year. This hike in profit is mainly because of the 3400 Crores on Interest on IT refund and Amount write back. Actual increase in revenue from operations will be 3854-3400=454 Crores.

·  Employees Expenditure slightly reduced from 54.3% to 54.08%.

·  Admin expenditure increased slightly from 39.9% to 40%.

·  Least debt Telecom company. BSNL is having only 2500 Crores.

CMD BSNL, called a meeting of the Forum of BSNL Associations and Unions on 08.09.2016 to discuss the development and viability related issues and the strategies to counter the Reliance Jio. The discussions focussed on 1) Challenge from Reliance Jio (2) Financial performance of BSNL and (3) Strategies.  Implementation of 3rd PRC in BSNL is the most important issue before us. In so many PSUs like Air India and ITI, Pay scales were not revised due to the financial conditions.  Hence, BSNL should grow further and increase its revenue and should become profit making

Reliance Jio has invested about 1.5 lakh crores rupees for the network. To counter them BSNL is announced very attractive offer of landline for Rs.49, Broad Band for Rs 249 and mobile for 1099. In two years time 40,000 Wi-Fi Hotspots will be installed at a cost of 1,500 Crores and 3G BTSs also will be added. Globally, landline demand is increasing, so we have to concentrate this sector by laying OF cable nearest to the customer premises. Assn pointed out that large number of waiting lists are generated by the offer but field units will be able to provide the connections if the availability of dropwire, 5 pair cable, low count OF cable etc are improved. Shortage of dropwire is a major problem which has to be addressed. CMD informed that as per the feedback given by us last week he already instructed DIR(CFA) to increase the material availability in all the field units. Further we suggested empowering CGMs to procure dropwire directly from the factories as per their requirement.

He further mentioned that after launching of “SWAS” the quality of service has improved due to the awareness and involvement of the employees and that is why about 2 lakh GSM connections are being added every month and MNP positive. He also mentioned that to compete with Reliance Jio 3G and Wi-Fi service should be made more popular. On financial condition CMD informed that almost all the loans are repaid recently and the total liability is about Rs.2500 Crores.

General Body meeting at Bengaluru on 24.05.2016 and Kolar on 25.05.2016:

GS addressed general body meetings at CGM Office Bengaluru and PGMTD office, Bengaluru on 24.05.2016 and Kolar SSA on 25.05.2016 on issues related to the growth of the company, successful implementation of SWAS programme in view of 3rd PRC and various HR issues. Jt Secretary(South) Com Panduranga B Nayak and CS Com S B Nagavi also addressed the meetings. It was a unique experience in Kolar as almost all the BSNL recruited Executives are Members of SNEA and almost 90% members participated in the meeting with a live interactive session.

 

BSNL growth related issues and successful implementation of SWAS programme for 3rd PRC:

Successful implementation of SWAS programmes by all the Circles and SSAs resulted in positive growth in various segments during last financial year 2015-16. EB segment alone grown and increased the revenue by 50%. MNP become positive after so many years, GSM revenue also increased by about 4%. Last year the revenue and operating profit increased. Circles like Bihar, UP(E), JKD, WB etc come up with innovative ideas, melas, road shows etc and improved the sales and revenue considerably.

2016-17 is going to decide the future of the employees as well as the company. This year is very crucial for all of us as 3rd PRC is fully depends on the performance and balance sheet of this year. This years performance is going to decide our future, atleast for the next 10 years from 2017 to 2027 (till 4th PRC). Large scale expansion is going on in different segments. GSM Phase VII plus add on order expansion replacing the old BTSs and adding large number of 3G BTSs is under progress, so data traffic has to increase. BTSs batty is getting replaced ensuring better uptime. 232 new edge routers expansion is under process making MPLS ccts feasible everywhere. New NGN tender with so many additional features is under process, planning to replace all the eqpts with NGN switches. OF cable made available and it has to be laid urgently to improve transmission network. Store availability improved.

GS appealed to the comrades of KTK to come up with innovative ideas and do maximum business this year as Karnataka Circle is having tremendous business potential. During this financial year, our entire focus should be on growth of the company.


Our struggle on various HR issues and 3rd PRC:

SNEA (major constituent of NCOA) and National Confederation of Officers Association of Central PSUs(NCOA) is organizing various Trade Union Programmes demanding constitution of 3rd PRC. The following programmes are chalked out. On 01.06.16, demonstration infront of DPE office, 22.06.2016 Dharna and 27.07.16, March to DPE office at New Delhi. We decided to struggle till the constitution of 3rd PRC.

On one side, we are on agitation to constitute 3rd PRC but on the other side, the pay scales of the entry cadres of JTO/JAO and SDE/AO are not finalized in BSNL. The biggest challenge before us is to get the standard pay scales of E2 and E3 for the entry level cadres replacing the intermediary pay scales of E1A and E2A implemented before constitution of 3rd PRC. Otherwise the pay revision for the entire BSNL Executives will be jeopardised, simply due to this one reason alone. Unfortunately no Assn, other than SNEA recognised this fact and acting on it.

Keeping the future of JTO/JAOs recruited after 2007 and the 3rd PRC in mind, SNEA for the last few years, struggling to get the standard pay scales of E2, E3 implemented in BSNL replacing E1A and E2A. The initial proposal of E1A and E2A got rejected by DoT and DPE due to the efforts of SNEA in July, 2014. The agitation programme in April/May, 2015 by SNEA, resulted in the reconstitution of the Joint Committee with a new Chairman, Sri M A Khan. SNEA was behind all these developments and finally Jt Committee come out with sweeping recommendations which will change the pay scales and promotional avenues of the executives in BSNL.

It is the sole responsibility of SNEA to get the Khan committee recommendations implemented in true spirit without dilution. Lot of negative forces are working to undermine the Khan Committee recommendations for their selfish agenda and motives, which are against the larger interest of the cadre. While SNEA is struggling for replacement of E1A, E2A, E3, -- E6 with E2, E3, --- E7, strategically we decided to delink E2, E3 from E4, --- E7 upgradation as E4, --- E7 upgradation is equivalent to another wage revision and BSNL Board and DoT may take longer time to decided on that. This strategy is adopted to get E2, E3 pay scales implemented before 3rd PRC and giving the benefits to the new recruits after 2007. But our friends having different agenda, if E2, E3 to E7 is not coming, no E2 and E3 at all. No concern about the future of the cadre, future of the young recruits after 01.01.2007 or the fate of 3rd PRC for all. All got 30% fitment with 78.2% IDA merger, all are very happy, except those joined from 2007. When SNEA demanding E2, E3 scales with five existing promotions, each promotion after every 5 years, our friends are struggling to see that the promotions are reduced from five to four by abolishing SDE or Sr SDE grades. They want to create confusion in the mgt, make anomalies and recoveries and anarchy in the company. The ultimate aim was to dump Khan Committee recommendations (inspite of being part of that) which does not suite their leadership. If SDE or Sr SDE grade is abolished, the Khan committee recommendations becomes redundant and CPSU cadre Hierarchy and 1st TBP after 4-5 years will not be implemented by the management.

Sensing the danger of dumping the Khan Committee recommendations by the management, SNEA compelled to start the agitation. Our struggle for one day and its huge success opened the eyes of the management. Mgt understood that SNEA is not an Assn, doing the agitations through websites, its strength is its grass root level membership. Sensing the urgency of the situation, Mgt started serious discussions with the Assn on various issues on 11.05.16 followed by 17.05.16. After thorough discussions with CMD, DIR(HR) and whole HR team, some concrete decisions are taken to settle all the important HR issues in a time bound manner. Our one day Dharna protected the Khan Committee recommendations. Otherwise, the selfish motives and petty interests would have buried the recommendations by this time and mgt also would have been very happy with that as they can go with E1+5 increments, E2, E3, -- E6 scales, no CPSU Hierarchy, no 1st TBP etc etc. Populism and playing to the gallery has never worked in trade union struggles. Holding on to hard ground realities has always yielded tangible and everlasting results. It is election time, we have to be very careful about such populistic demands from various sections and should not fall into their trap. It has seen in regularisation of Offtg JTOs(from 2000), implementation of 78.2% IDA fitment(with arrears), 30% superannuation benefit (nothing less than 12%), E2/E3 from 01.10.2000(demand in 2013) etc etc.

During entire discussions, Mgt was very keen to ensure that SNEA is not going on agitation from 18.05.2016.  

1.  In view of the 3rd PRC and to give immediate relief to the JTO/JAOs recruited after 01.01.2007, it is mutually agreed to move two proposals on pay scales, one as per the Khan Committee recommendations on standard pay scales of E2, E3 replacing the non standard scales of E1A and E2A with necessary changes in EPP to protect the five TBP, after every five years (not 10 years as claimed by some) as recommended by the Committee. The second proposal will cover the cascading factor, upgradation upto E7.

2.CPSU Hierarchy process is fast tracked. Serious discussions on its implementation will be started shortly. Our members at grass root level should be very vigilant in the coming days as there will be populist demands during its implementation which can attract and misguide the masses like present SDEs in DGM scales should be made DGM directly. Our single agenda is to get Khan Committee recommendations implemented without any dilution. If that is ensured, a fresh JTO after 5 years of service will become SDE(now 15 to 20 years), an SDE after 5 years of service will become Sr SDE (total 10 years) and Sr SDE after 5 years will become AGM (total 15 years, now 30 to 35 years). While implementation, mgt assured that our demand 1) as a onetime measure, promotion to SDE, Sr SDE and DE grades without DPC for the Executives in higher scales, 2) address all seniority related issues like LDCE seniority, promotion quota seniority, Direct/Dept rect, Qualifying/non-qualifying etc, 3) change of designations to Asst Manager, Dy Manager, Manager, Asst General Manager, 4) decentralization of DPCs to Circles, 5) uniform date of promotion to end anomalies etc will be considered positively.

3.1st TBP after 4 to 5 years instead of 4 to 6 w.e.f 01.10.2000 is the demand of SNEA alone and it become a new item in the reconstituted Jt Committee. It was a major anomaly for the 1993, 1994, 1995 -- etc batches who got first TBP in 6 years whereas their seniors as well as juniors got it in 4 to 5 years. The recommendation will be processed immediately after CPSU, mgt assured. The EPP will be amended for that purpose.

4.Officiating pay fixation, protection of pay -- withdrawal of wrong clarifications by BSNL: Thousands of JTOs, JAOs, SDEs, AOs officiated in higher post during DoT and BSNL period prior to the clarification are facing reduction in pay by one or two increments and recovery of lakhs of rupees. The EPP clarification dated 19.02.2010 denied pay protection on offtg promotion which is against the provisions of FRSR, MoF orders, DoT orders etc. From DoT period onwards pay protection allowed till the clarification. Surprisingly, the EPP clarification dated 30.05.2007 does not allow pay fixation with one increment from same scale to same scale on officiating promotion where as EPP provides the same on any post based promotion. Assn was struggling against these two clarifications since 2010. Unfortunately the committee formed to examine the issues also not gone into depth which compelled us to make it an agenda. After lot of deliberations, now mgt understood the mistakes and assured that necessary steps will be taken to correct both the clarifications and given a target date of two months time. This will give relief to thousands of Executives, SDEs, AO, DEs and CAOs facing reduction in pay and recovery. This is one of the major achievement due to the agitation.

5.30% superannuation benefits. At our Jaipur AIC, CMD assured 6% contribution to begin with. Mgt later on made a proposal of 3% in a meeting held on 19.02.16 in which SNEA was not present. Since much opposition was not there from the participants (those who are insisting nothing less than 12%) in the meeting, mgt gone ahead with the proposal. SNEA strongly protested against this betrayal and demanded minimum 6%. The proposal of 3% is now approved by BSNL Board. On our strong protest mgt decided to review the contribution, CMD and DIR(HR) assured us.

6.Promotions in various cadres: All the promotions JTO to SDE, SDE to DE, JAO to AO, AO to CAO, SDE to EE are stayed by various courts. To expedite the JTO to SDE case at Ernakulam, as per our request, BSNL engaged senior lawyer from Hon Supreme Court. Case is expected hearing in June. The stay on declaration of LDCE result was vacated by the CAT, Chandigargh and after Assn intervention, the results declared. However stay continuing on promotion. This case along with the case on SDE to DE promotion is listed for 08.07.2016. Assn pursuing all the cases in different courts. However due to the multiplicity of the litigation, the only viable alternative is CPSU Hierarchy.

7.Notional pay of E1A and E2A for Civil/Elect/Arch/TF/PA/PS cadres w.e.f 01.10.2000:

Our Kanyakumari AIC decided to work for uniform promotion policy and uniform pay scales for all the Executives, irrespective of wings. On promotions, we could achieve it in TBP through EPP. On functional promotion, it will be achieved through CPSU. But on pay scales, this demand could not achieve for the above cadres eventhough we are struggling. But we could make a breakthrough on 17.05.2016 when SNEA got an assurance from CMD that this anomaly will be resolved. This is another achievement of our recent agitation.

8.Membership verification: Multiplicity of Assns and the vested interests playing havoc with the future of the Executives. None of the important HR issues are getting resolved. Our committed members and the Executives are the victims of this. Few with vested interests and selfish agenda are taking the entire cadre into ransom. Even Non Executives are working together for the employees and could achieve better than the highly educated Executives, even their designations changed. It is high time for them to open their eyes. Overall cadre interest is totally neglected/missing on various issues, rather petty interests and selfish motives taking leading positions. Recently we are witnessing that instead of making serious efforts to get the Khan Committee recommendations which will benefit the entire cadre by upgrading the pay scales from E1A to E2 and E2A to E3 for the entry /basic cadres, will give better pay for the JTO/JAOs recruited after 01.01.2007, will give functional promotions instead of financial upgradations to thousands and thousands of Executives after every five years who are waiting for promotions for years together, the anomaly in 1st TBP for thousands of Executives are getting resolved, the Assns made the recommendations in October, 2015 are not allowing the management to implement the same recommendations now. To end this deadlock situation, membership verification is the only solution. Management now convinced the same and initiated the process.

We should start strenuously working on coming out with flying colours and thumbs up from the ensuing membership verification. It will surely be a litmus test for our organizational capacity and our commitment and determination to face successfully challenges howsoever formidable they are. That is our history and we have to repeat history with impeccable precision. Our unity, commitment and organizational alertness and preparedness on these issues will drive us to the destination. Let us remain on our tenterhooks to succeed under all circumstances by isolating and defeating counterproductive forces that have raised their heads.

9. First TBP after 4 years for JTO(LA) and Sr SDE at par with AAO and Sr AO:

Recent clarification created wide spread resentment among the Executives because of the discrimination. During discussion management agreed to re-examine the matter and render justice to the JTO(LA) and Sr SDEs. In addition to that the clarification issued has created large scale pay reduction for those promoted as CAOs during the intervening period as they are losing one increment they got on CAO promotion in E4 scale. Assn demanded to address this problem also as the benefit given to the CAOs on promotion cannot be taken away by another clarification.

We have to maintain the same organizational preparedness, unity with commitment and dedication in the future struggles to get the commitments implemented as per the target date, without any deviation, defeating the sinister moves of all negative forces.

GS addressed a general body meeting at Vijayawada on 22.05.2016. AGS Com A Chandrasekhar, CS Com A Viswanath and CP Com Umamaheswara Rao also addressed the meeting. Besides comrades of Krisha SSA, comrades from neighbouring Guntur, Nellore, Khammam, East and West Godavai and Ongole SSAs also attended the meeting.

GS and Chairman Com G L Jogi addressed a general body meeting at Hyderabad on 23.05.2016. CS Com A Viswanath addressed the meeting. Besides comrades of Hyderabad, comrades from neighbouring Nalgonda, Warangal, Nizamabad, Kurnool, Mehboobnagar, Karim Nagar SSAs also attended the meeting.

Revival of BSNL, SWAS programme and 3rd PRC:

GS and Chairman in their address explained the financial condition of BSNL, expansion plans, operating profit, performance during this financial year 2015-16, status of 3rd PRC and the significance of performance of BSNL during 2016-17 on 3rd PRC etc etc.

In 2015-16, BSNL could further increase the revenue and definitely it will cross 29,000 Cr. When final figures are out, it can touch even 30,000 Cr. Accordingly the operational profits also will increase and the net lose may be coming down to about 4000 to 5000 Crores. In AP also it was told that revenue increased by 7.7%. GS and Chairman congratulated all the employees and the mgt for this achievement eventhough it was less than the expectations.

This year is very crucial for all us as our performance this year will decide the future of the employees as well as the company. The 3rd PRC is mainly depends on the performance this year. Mgt taken lot of initiatives. GSM Phase VII plus add on order expansion replacing the old BTSs and adding large number of 3G BTSs is under progress. MPLS expansion adding 232 new edge routers is under installation making MPLS ccts feasible everywhere. CISCCO routers capacity added by procuring cards. New NGN tender with additional features is under process, planning to replace all the eqpts with NGN switches. Forum has taken a big initiative by extending the SWAS programmes for the entire year 2016-17 to give special focus on quality of service.

New financial year 2016-17 started with good news for BSNL:

BSNL got a refund of Rs 4,900 Crores from Income Tax during this year, improving our cash flow.

Mobile revenue increased by 9% during April, 2016.

This year performance is very crucial for all of us. The 3rd PRC implementation due from 2017 is fully depends upon the performance during this financial year 2016-17. Let all of us understand this and work together with management to see that company is growing, services are improved, revenue is increasing and unwanted expenditure is curtailed. Let all the employees work together to see that this year, the revenue increased atleast by another Rs 4,000 crores, comparing to 2015-16. This is not an impossible target or exaggerated target, but a reasonable target which can be achieved.

The SWAS programmes are to be implemented with more vigour and focus. Since management is started taking steps to resolve the issues in a time bound manner, now it is time for us to go back to the field by organising Melas and Road shows.

In another business initiative, yesterday BSNL signed an MOU with Ministry of Urban Development for providing GPS facility for waste management to more than 4000 urban bodies. Mobile connection with GPS tracking facility will be extended in all the vehicles involved in waste management, facilitating the tracking of its movements. a)        CDoT NGN having core at Gurgoan and Cuttack. More than 27000 C DoT exchanges will be upgraded to NGN.

b)        Several Value added services on NGN platform.

1. All India IP Centex: Provides all India CUG between landlines and landline plus mobile.

2. Multimedia voice and video conferencing upto 30 customers.

3. Fixed mobile convergence: Landline call can routed to mobile and vise-versa, free.

4. Prepaid version of fixed telephone(landline). No rent.

5. Fixed Mobile Telephony(FMT): By downloading an application in the mobile telephone instrument, call from a landline can be made/received from the mobile phone while travelling. By this landline also become a mobile connection. Separate mobile connection is not required.

c)  Phase VII+ GSM expansion replacing the Phase III equipments which covers 21712 BTSs --- 12795 3G BTSs and remaining 2G BTSs. Already 1000 BTSs installed.

GS writes to DIR(CFA) -- NGN roll out –planning for reduction of cable network by installing small capacity LMGs of 64 port, 128 port, 256 port, 512 port etc instead of high capacity switches alone in the proposed new NGN tender:

· LMGs may be proposed in all pillar areas, to the extent possible to eliminate primary cables. For this, low capacity LMGs of 64/128/256 port may be installed at GSM BTS locations, BSNL buildings like Quarters, enroute and wherever feasible and possible. Most of the BTSs are already connected with OF cables.

·    DLCs may be replaced by LMGs of small capacity.

·   New flats, settlements etc can be served by installing LMGs of small capacity.

Forum of BSNL Unions/Associations and BSNL Management taken a very important initiative for “Revival of BSNL” by implementing SERVICE WITH A SMILE” (S W A S) programme w.e.f 01.01.2016 with special focus on the following points:

(4)  Special focus on Enterprise Business, Leased line, CUG and 3G  customers.

Give maximum publicity and involve all our employees. We have to take a leading role to make the program a grand success. All out efforts should be there from all the employees to achieve this single goal. Many Circles and large number of SSAs taken very serious initiative in this regard. Management and employees started working together, taking lot of initiatives with frequent meetings and interactions. In other Circles and SSAs where the drive is not picked up, Forum leaders should act fast like other Circles/SSAs. The progress has to be reviewed at every level Exchange/Branch/SSA/Circle level frequently.

Special efforts may be taken by all the employees to increase the same day fault clearance, 100% same day clearance of BB/Leased cct faults, visiting the customer premises for reconnection/constant touch with the customers after NPD, conducting melas and road shows, special focus on EB customers, contribution from each and every employee for new landline, BB and mobile connections etc etc.

Forum writes to Hon Prime Minister on Chennai Flood: Exemplary and unparalleled effort of the BSNL in providing landline and mobile services during recent catastrophe and life threatening turmoil at Chennai should act as an eye opener for Telecom Policy makers who have been abjectly overlooking with disdain the great contribution that BSNL has played in the past and continues to play during the time National calamities strike and when question of grave National Security arises. Private operators have betrayed and continue to betray. Policy framework needs to recognize this critical fact and firm policy provisions to strengthen BSNL need to be incorporated and executed like 1) Free Space to built up mobile network at every Government buildings, Pilgrim Centers, Airports, Railway stations, Ports, Tourist destinations, Bus stands, Hospitals, parks, Fishing Harbours, Beach, Market places, Educational institutions and other State Govt. offices etc and  2) reduce the huge Air Wave /Satellite Charges levied from BSNL for giving Telecom services in Andaman, Jammu Kashmir, Lakshadweep and North East areas.

Meeting with Shri N. K. Mehta, DIR(EB): GS held discussions with DIR(EB) on 10.12.2015 on the following issues.

Laying PLB pipes/OFC cable in the trench of NFS project. Demand from various project Circles especially to address the problems in Eastern Region, ETP, NTP etc. DIR(EB) informed that BSNL taken up the issue with defence for permission for laying around 700 KM OF cable in the same trench in NE areas, J&K, HP, UK and other areas as projected by Project wings and Circles. Defence dept is very much reluctant in granting permission. Further BSNL taken up the issue through DoT and Sec/DoT is also very keen to get permission for BSNL. After the intervention of Sec/DoT, now the matter is referred to Minister of Defence for granting permission. Earlier Army allowed BSNL to lay cables in few very difficult terrains in J&K, Arunachal Pradesh and HP after lot of pursuation. BSNL is vigorously pursuing the matter with Defence Ministry through DoT.

Supply of OF cable: As per the new tender, OF cable delivery started by the vendor. In the initial stage, project Circles are covered followed by other Circles.   

MNGT tender for Edge routers: The PO issued and the validation eqpt will be delivered by 15.12.2015. Thereafter equipments delivery to respective sites will be started by mid January.

Forum meeting at New Delhi: Forum of BSNL Unions and Associations met at New Delhi on 10.12.2015 and took the following important decisions:

a)        Forum congratulated the employees and BSNL management of Chennai and TN for their exemplary contribution in maintaining the telecom services during the flood. They worked overnight even on holidays to maintain the services. By offering Free call and Free 3G data, BSNL extended helping hand to the flood hit Chennai. BSNL was the only operator provided services which was appreciated by one and all, media, Govt, NGOs, other agencies etc. Congratulations to one and all especially to the Circle office bearers, local leadership and all the comrades of Chennai and Tamil Nadu.

b)        Forum decided to observe 100 days program- from 01st January, 2016 on “Revival of BSNL” concentrating on marketing, fault free service, reconnection, MNP and focus on EB customers.

c)        Forum decided to hold lunch hour demonstration on 22.12.2015 protesting against the undue delay in settling the 78.2% IDA fitment for the pensioners.

d)        Forum decided to extend a helping hand to the flood affected people of Tamil Nadu by contributing one day basic pay salary towards the flood relief. Forum desires that the amount should be distributed by BSNL itself.

Congratulations: CMD informed that the refund of Rs 1250 Crores on account of USO Subsidy due for 2012-13 is released by DoT yesterday. Forum was in the forefront to fight for the refund and it was one of our major demand in the last strike.

Committee on pay fixation during Officiating promotion and pay protection had a meeting on 23.11.2015 and discussed the matter.

Congratulations to Sri Anupam Shrivatava, CMD/BSNL, Sri N. K. Gupta, DIR(CFA), Smt Sujata T Ray, DIR(HR&Fin), Sri N K Mehta, DIR(EB) and all the CGMs, SSA Heads and employees of BSNL for the remarkable achievement of making BSNL operational profit of Rs 672 Crores during FY 2014-15.

·  BSNL made operational profit of Rs 672 Crores during 2014-15. Last year, the operation loss was 691 Crores.

·  The income from services increased by 4%.

·  Total income from services increased from 26,153 Cr in 2013-14 to 27,242 Cr in 2014-15, highest in six years.

·  Due to high depreciation, the balance sheet shows 8234 Cr losses from 7020 Cr in 2013-14.

The BSNL Board meeting and AGB held today and approved the accounts.

Let us work together to achieve a target of 10% additional revenue for the next two years.

Lot of marketing initiatives are taken by different Circles and SSAs to popularise BSNL schemes. All of them are getting Good response from public also resulting in addition of connections. Details of such marketing initiatives taken by various SSAs may be mailed to CHQ along with Photos to publish in our website. This will help other SSA/Circles also to take similar initiatives and steps.

CSs may kindly note that the response for tower sharing from the Circles are not at all encouraging. This will strengthen the proposal of tower subsidiary company in the coming days. So actively get involve in this area for maximum sharing of towers. As per reports even Reliance Jio demanded 2500 towers for sharing but so far 570 towers only BSNL provided.

Along with that the Free call facility during night hours is a good package to offer to the public.

Free roaming facility for mobile connections is another attractive offer.

A net increase of about 4% is observed in the revenue during last few months, a very very positive and promising trend. However we have to grow further and further, month by month to reach the figure of 15% to offset the losses. 

All employees are to contribute much more towards the growth and revenue generation so that we have to get all the benefits of 3rd PRC.

Ultimate aim of Govt is to disinvest the subsidiary company, we the employees protected BSNL from disinvestment so far.

If Govt is successful in forming a tower subsidiary and its disinvestment through a JV or strategic partner, then their next target will be our other big assets worth thousands of crores of rupees like land asst and OF cable network.

Then what remains with BSNL, we can imagine.

Congratulations to all --- Good news for BSNL after the launch of new schemes. For the first time after so many years, BSNL become no.1 operator providing maximum mobile connections in July 2015, pushing Airtel and Vodafone to no.2 and no.3 positions. BSNL added 16.1 lakh connections in July, 2015, almost double (86%) than that of the sales in May, 2015. Top performers are Bihar, Haryana, J&K, Karnataka, Kolkata TD, Orissa, Tamil Nadu and UP(East) circles. Other Circles also to come up like this by conducting melas and other marketing strategies.

Core Committee of the Forum will be meeting CMD and other senior officers on 24.07.2015, 11.30 AM to review the activities in various Circles. The specific issues to be taken up with CMD like shortage of store, fund etc to be informed to the GS by tomorrow evening.

It is reported that large number of waiting lists are generated in field units but connections are not getting through due to various reasons. On Free roaming, much initiative is not taken by Circle/SSAs to conduct melas, marketing at selected and targeted locations, advertisements etc.

Implementation of next PRC in 2017 is fully depending upon the revival of BSNL. We have to bring our company out of red in the next 18 months to get Pay revision in 2017.

Comrades, let us focus on the single agenda of revival of BSNL for the next PRC in 2017.

50% Add on order for GSM expansion Phase VII expansion:

After very successful negotiations by CM wing of BSNLCO with M/s ZTE, add on order for 50% additional GSM equipments in Phase VII will be placed shortly for South, North and Eastern zones. The proposal is under the consideration of BSNL Management Committee. After MC approval, APO will be issued. In the add on order, 2G equipments will be utilised for replacing the life expired Phase I, II and III GSM equipments. Remaining will be 3G equipments for expansion.

For western zone proposal for new tender is under consideration.

Night free call facility in landline

Forum to conduct campaign among public from 08th June to 07th July, 2015:

Forum decided to popularize the scheme among public and to take maximum efforts to increase landline connections and improve the quality of service. Forum called upon all the employees to participate in the campaign.

This is a golden opportunity to restore the glory of landline and repair the network by special efforts.

The Forum taken the following decisions:

a) Conduct month long campaign from 08th June to 07th July to popularize the scheme.

b) Forum at Circle/SSA level will meet the Circle/SSA heads latest by 15th June and chalk out joint action plan.

c) Massive campaign should be unleashed among public involving maximum employees. Publicity through advertisements, display of flex board, posters etc can be done.

d) Melas can be organized wherever it is possible.

e) Customers disconnected in the recent past can be approached by the employees for taking reconnection.

f) Special efforts to make landline fault free. Additional fund/store required for repairing cable fault etc to be taken up.

g) Shortage of stores, materials, funds etc should be immediately taken up with SSA heads and Circle administration by the Forum. If the issues are not settled at circle level, it should be escalated to BSNLCO and brought to the notice of the GSs for further action.

h) The progress of registration of waiting list and provision of connections should be monitored by the Forum at SSA and Circle level regularly.

i) The monthly progress can be reported to CHQ and it will be published in the website also.

Comrades, this is a golden opportunity and we have to fully involve in this to provide maximum connections. CMD and Directors assured that they will provide all the logistics and don’t hesitate to escalate the matters to CMD and Directors.

GS writes to CMD, BSNL: Enforcing  accountability and discipline in the organization is key to the its revival and growth. Shifting of non performing CGMs/GMs, based on their performances, during last financial year is imminently required. Performance not seniority should be the deciding yardstick.

a. The starting point of this stimulating process should be to post CGMs/SSA GMs on their performances, regardless of their seniority.

b. It is observed that few CGMs and some SSA heads are virtually absconding from their respective HQs for weeks together in every month.

c. Make Circle and SSA heads accountable for the growth, profit and loss.

d. Seniority alone should not be the criteria in deciding the CGM/GM postings. Performers should be given top priority over seniority.

CS/CHQ office bearers meeting at New Delhi on 26.02.2015

Highlights on BSNL growth related issues:

a)  The meeting reviewed the Parliament March and preparations for the indefinite strike. The Parliament March was a grand success. Conventions in the remaining Circles will be held at the earliest. SNEA(I) has to take initiatives for the success of the strike.

b)  It is reported by several CSs that AMC penalties are waived off in large scale and BSNL is loosing crores of rupees in this regard. Most of such decisions are taken at Corporate office. When field units are struggling for fund for operations and maintenance, the vendors are paid waiving the penalty for which they didn’t extended any AMC support. Very old cases are reopened and payments made by waiving the penalty. Large scale corruption is suspected in the case. Assn to take up the matter at appropriate level.

c)  Transfer of Assets and mutation of land in different Circles are at very slow pace. Assn to focus of this issue of land mutation.

d)  Posting of CGM/SSA Heads to be transparent and performers only should be given the responsibility. Non performers should be shifted immediately based on their performance during this financial year.

e)  Sharing of tower and 2G BTSs/Antenas to be encouraged. OF, MPLS, 3G and FTTH network to be expanded.

f)  Subsidiary formation and merger of BSNL and MTNL without addressing the contentious issues to be opposed strongly.

g)  OF cable shortage to be addressed. Modem, data card, EPBT etc procurement to be discouraged and direct purchase by the customers from the vendors to be encouraged from the QA empanelled lists.

h)  Issues related to TERM cell and payment due from TERM cell for the BSNL staff on deputation will be taken up with DoT/BSNL.

3G Roaming: The name of the operators providing 3G services without spectrum in each LSA may be mailed to CHQ urgently. So far the information received from OR Circle only. We are almost finalized the SLP to be filed in the Hon Supreme Court and waiting for the details from the Circles.

 

FR 22(1)(a)(1) fixation benefit to Offtg JTOs as well as regular JTOs officiated earlier: So far the list from CTD and WB Circles only received. Separate list of Regular JTOs who officiated earlier and the officiating JTOs with the Assn may be submitted by the remaining Circles at the earliest.

All CSs, SSA/Branch Secretaries are requested to fully involve in the 1 Core signature campaign on the memorandum to be submitted to Hon Prime Minister on 25.02.2015, after the Parliament march. GS writes:

·  Human resources are our biggest strength. The morale of the employees in BSNL is down and confidence building measures to motivate the employees are the need of the hour. Resolution of the following issues and career growth must be on highest priority:

a)         Finalization of Standard pay scales for the basic cadres of JTO/JAO and SDE/AO w.e.f 01.01.2007. Even after 8 years, the pay scales are not finalised.

b)        Finalization of Superannuation benefit to the BSNL recruited employees.

·  Strict enforcement of discipline, accountability, close monitoring of performance, especially of SSA heads which are nerve centres of growth, monitoring of quality of services and execution of projects at all the levels.

 

·  Finalization of tenders and procurement of materials in a time bound manner, facilitating the Circles/SSAs to complete the project in time and provide quality service shall be on the top of the agenda.

·  Last, but not least, is taming corruption ruthlessly which is fast raising its ugly head.

·  Corporate office of the company should be policy think tank and a huge reserve of policy formulations and monitoring of execution of policies.

·  Top management of the Company has to safeguard the legitimate interests of the Company.

GS writes to Hon MOC & IT regarding 3G ICR pact between private operators -- Judgment of TDSAT allowing private operators to offer 3G services through illegitimate ICR pacts is flawed and untenable. Mr Kuldeep Singh, Member/TDSAT, has had a conflict of interest and a premeditated opinion on the matter and should have recused himself from hearing the case. Mr Kuldeep Singh compromised judicial propriety and ethics by hearing and delivering Judgment on the matter.

Sharing of BTSs with other operators:

GS Com K Sebastin, President Com G L Jogi and AGS Com Arvind Pal Dahiya had some discussion with DIR (CM) Sri Anupam Shrivastava on sharing of BTSs with other operators on 03-07-14. DIR(CM) told that sharing of BTSs with other operators especially in rural and uneconomical areas is to be considered. According to him, those BTSs are to be shared where the traffic is less. In lieu of that, BSNL can share BTSs of other operators where we don’t have BTS or having coverage problem. This will improve the coverage, quality and presence as no of BTSs will increase and ultimately bring revenue also. Already other private operators are doing this and earning revenue and improved the coverage.

Editorial:

Elementary and simple initiatives that the new MOC&IT cannot afford delay unleashing, for a moment, to quickly revive an ailing and strategic Telecom Company that he   owns:

Strong and reassuring commitment from the new custodian of BSNL that the government will very shortly initiate series of measures to revive its strategic telecom company, one believes, will not be a mere rhetoric but a very serious and sincere effort to pull BSNL out of the deep crisis that it is in and thus once again position it in telecom market in the country as a leading player in terms of services, market share etc. New minister’s assertion that previous government abjectly neglected its own company is undoubtedly and unquestionably indisputable since his immediate predecessor was engrossed from the day one he took over as MOC&IT to justify his infamous zero loss hypothesis   relating to award of 2G licenses. In fact that was his awful agenda during the entire period he was at the helm and he left no stone unturned, even colluding with vested interests, to corroborate his crazy and hollow zero loss theory which never got justified and in the process pushed BSNL to rock bottom by completely overlooking its core growth and development issues.

New minister’s emphatic assertion that government stands committed to revival of BSNL thus assumes very high significance and sends encouraging and positive signals across the board that new government means serious business and revival of BSNL commands high priority in the agenda of the new government. With new Prime minister and new MOC&IT having taken over and change of guard expected very shortly in DOT and BSNL, one has started exuding confidence and optimism in terms of the fact that things have started looking up for revival and revitalization of BSNL.

New MOC’s first and foremost task should be ensuring that BSNL is not orphaned by putting in place Chief executive of the Company and filling up all the positions of functional directors at lightning speed. Full fledged board of the Company headed by CMD lends great and decisive strength to the decision making mechanism and enhances credibility and standing of the Company in the market. With a fractured and headless board, everything looks shoddy and that undermines position of the Company in the market. Within the Company, a rudderless board shatters the confidence of the employees and also sulks the confidence of the people involved in key decision making. This leads to virtual policy paralysis in the Company and indiscipline in the Company surges. The consequences of all these are too deadly for a gigantic organization like ours and are clearly visible today.  

Another area of very high priority for new MOC would be to restore accountability which is at its lowest ebb at the moment and has resulted in utter chaos in the Organization. Non performing heads of Circles and heads of potential SSAs like for instance Pune are merrily continuing in their saddles despite the Circles and SSAs which they head registering mammoth losses year after year. There is no semblance of a performance driven management culture in the Company. It is a merry time for non performers. In fact, there is no distinction between performers and non performers since the mechanism and monitoring of performance is nonexistent. Simply because a highly non performing CGM/PGM of potential Circle/SSA is to retire within a year, he is allowed to continue as if it is a charity organization. Heads would be axed if they were in a truly competitive commercial organization with professional managers at the top. Thus replacing non performers by those capable of delivering and driving the organization regardless of seniority should occupy strategic positions in the field. Non performers should be dumped at insignificant positions. This will send very loud and clear signals that Company means serious business. MOC has to ride roughshod on this.      

Another huge inherent strength of the Company which we so assiduously nurtured, cultivated and preserved in monopolistic era of DOT i.e foolproof monitoring mechanism at all levels is collapsed, resulting in highest degree of inefficiency, indiscipline and total loss of accountability, starting right from the top and naturally percolating to the lowest rungs. Top Management of the Company has stopped monitoring deliverance by CGMs and PGMs and CGMs are just not bothered about how their SSA heads, particularly potential ones, are delivering and performing. It is a free for all situations in the Company today, having resulted in virtual anarchy. There will be incredible improvement in quality of service and top line improvement will be distinctly perceptible. Company will shortly and inevitably be on an exponential growth trajectory, once this simple issue is holistically addressed. And this, by no means, is going to be a difficult job.  

Policy commitments at the time of corporatization for meeting social obligations component of telecom policy have to be met. Huge capital investments, without any returns, for Provisioning and maintenance of landline in rural and remote areas, have to be adequately compensated through policy provisions. And this is not a sop, as vested interest private sector, having exhibited zero commitment and involvement so far towards meeting social obligations of policy, calls it, but a core and critical issue necessitating concrete and quick policy response failing which BSNL will further crumble.

Finally, greatest and critical strength of the Company, Human resources, cannot be treated as garbage. Very quick resolution of some critical HR issues which have been gathering dust like standard IDA scales, introducing mechanism of cadre hierarchy to regulate career growth which every CPSU has in place except BSNL which has deliberately and woefully failed to introduce, 30% superannuation benefits, timely promotions to the available vacancies etc, will have miraculous impact in turning around the Company. Top management of the Company is guilty of gagging the aspirations of young, talented and potential force of the Company. Insensitive and callous management of BSNL cannot be pardoned, by any stretch of imagination, for demoralizing and slaughtering this young brigade, at their very entry in the Company, which has unbelievable potential in changing the complexion and direction of the Company. Their enormous latent potential was never exploited. And at what cost this force has been butchered and what price the Company is paying today for this unpardonable and deliberate apathy of the vested interest management?

These are some elementary and simple challenges before the new MOC and new CMD. Revival of BSNL undoubtedly depends on how these issues are addressed and how fast they are addressed.

Important decisions of Forum of BSNL Unions/Associations meeting:

An emergency meeting of the Forum off BSNL Unions and Associations was held on 13.02.2014. The meeting seriously discussed the formation of subsidiary companies for tower asset, proposed merger of BSNL and MTNL as well as other recommendations of the GoM. The meeting also discussed about the expansion of BSNL networks to face competition. After detailed discussions, the meeting decided to submit a memorandum to the government on the following issues.

1) MTNL is having a huge market liability of around Rs.12,000 crores. Further, MTNL shares have already been sold in the market to the extent of 46%. Lot of HR issues are also there to resolve before merger. Under these circumstances, if BSNL and MTNL are merged, it will seriously affect the revival of both BSNL and MTNL. Hence, the meeting decided that the government should first address these issues comprehensively, before the merger of BSNL and MTNL.

2) The meeting strongly condemned the unilateral decisions taken by the BSNL Board to create subsidiary companies- one for the infrastructure and one for the land asset. The tower asset, land and the Optical Fibre network are the major strength of BSNL. If they are separated from BSNL, then nothing remain in BSNL leaving the 2.4 lakh employees. The meeting demanded that these decisions should be scrapped.

3) The meeting decided that the government should fully compensate the loss being incurred by BSNL, on account of running rural landline service only to meet the social obligations of the Govt.

4) The meeting decided that the government should extend soft loans to BSNL, to meet its capital expenditure, for procurement of equipments, for the immediate expansion/upgradation of its networks to face the aggressive competition from the competitors.

5) The meeting decided that, BSNL should be exempted from the payment that the government has stipulated for spectrum liberalisation. It may be noted that liberalisation of 900 Mhz spectrum is very much essential for BSNL to provide 4G service. BSNL should be given the freedom of spectrum trading, since it will help BSNL to mobilise resources. As per the conditions laid down by the GoM, BSNL cannot trade its spectrum.

6) The meeting decided that BSNL should be given freedom to procure equipments for all the four zones through tender. At present, the government has mandated that BSNL should procure 30% of the equipments (West Zone for mobile) only from ITI. Expansion of networks in the West Zone is seriously affected for the past so many years, as a result of this condition. ITI is not manufacturing any GSM equipment.

7) The meeting decided to write to the Prime Minister, demanding not to grant any extension of service to the incumbent CMD, after his superannuation, as well as to take immediate action to fill up the posts of DIR(HR) and DIR(Fin).

8) The meeting decided to further take up the issue of 30% superannuation benefit to the BSNL recruited employees with CMD/BSNL. BSNL recruited about 31983 employees (20016 Non Executives and 11967 Executives). In the agreement signed on 12.06.2012 with BSNL Mgt and Forum, BSNL agreed to review the decision.

Government  tacitly  going  ahead  with disinvestment of BSNL - Dangerous Development
Vultures of IMF invade BSNL and dig final nail in its coffin- creation of a subsidiary company by transferring towers of BSNL into it is surely a step not only towards disinvestment of BSNL but to make BSNL sick. Gear up and get ready to defeat the diabolical move to finish BSNL.

Agents of IMF in the EGOM ostensibly constituted to revive and revitalize BSNL have finally raveled their sinister plan of handing over   strategic telecom company of the government to vested interests, an agenda that they have been pursuing so hard and long.

In the garb of handing over what possibly are not even just peanuts, let alone a comprehensive plan of action to revive BSNL, agents of IMF in EGOM have surreptitiously pushed through their agenda of driving final nail in the coffin of BSNL by dismembering BSNL and snatching away potential business segment from it. The decision of EGOM to create a subsidiary company of BSNL by transferring towers of BSNL into the subsidiary Company is fraught with potential and inevitable consequence of making BSNL sick and allowing private operators very easy and cheap access to towers owned by BSNL where huge capital investments have been made by BSNL. What BSNL would essentially be left with is about 2.5 lakh employees and an ailing and sinking   land line segment.

What EGOM has actually decided in terms of revival of BSNL? Let us have a close look. Rs 8313 crores that government has coerced BSNL to pay by offering a redundant BWA spectrum band won’t be refunded. The amount would be adjusted instead against future payments of license fees, spectrum usage charges etc. Could govt. even remotely think of treating Airtel, Vodafone etc. in the same manner it has treated BSNL on refund issue. Hard cash with interest would have been handed over to them in the name of promoting  competition and encouraging private sector to participate in it.

As regards long term loan that govt. is to extend to BSNL to cushion    its wage bill of about 50% of existing 1/3rd employees stands nowhere against what BSNL was forced to pay with 14% interest on  notional loan (not actual capital) it got from govt. at the time of its formation in the year 2000. Virtually govt. sucked the blood of BSNL in forcing it to pay what was not actual money but notional loan of Rs 7500 cores along with market interest of 14%. Thus loan that govt. is considering to extend to BSNL on a long term basis @ 1% interest to compensate its wage bill for about 35000 employees for a period stretched over ten years does not even offset notional loan that BSNL was forced to pay along with market interest @ 14%.   

EGOM was completely deaf and dumb on legitimately compensating BSNL for its participation in highly loss making rural land line sector. BSNL is bleeding by meeting social obligations of telecom policy of the govt. and EGOM never cared to go into this critical aspect of revival of BSNL. Compensating BSNL for meeting social obligations of telecom policy of the govt. and stipulating comprehensive and unambiguous policy mechanisms to quantify this compensation should have been very high on the agenda of EGOM. This was not even discussed and we are not surprised since agenda was never revival. EGOM was looking at other issues of interest to private sector.

Thus adjusting Rs 8313 crores against future payments of license fees, spectrum charges in not a revival measure since BSNL needs hard capital for its expansion and competitively meeting emerging technological challenges from its competitors. Not a revival measure, thus, instead an escapist route to safeguard exchequer. Long term loan to cushion wage bill for about 35000 of employees stands nowhere what govt. sucked from BSNL by forcing it to pay notional not actual loan of Rs 7500 crores with 14% interest. What a revival measure.

And Comrades all this (these sops) is contingent to hiving off towers of BSNL and formation of a subsidiary Company to pave the way for losing of potential wireless business of BSNL and finally and surely  disinvestment of BSNL. All this is getting started by constituting a Strategic Business Group(SBU) in BSNL which will eventually oversee transfer of towers of BSNL into a subsidiary Company of BSNL.  These sops are also subject to the condition that BSNL and MTNL get merged a move definitely welcome, but fraught with deadly consequences unless government fully takes full responsibility of huge market liabilities that MTNL has. Merger even though undoubtedly in the interest of both the Companies would cripple BSNL unless govt. fully owns all the existing liabilities of MTNL. Thus Comrades, let us understand at what cost these petty and virtually insignificant measures to revive BSNL are being offered. Definitely not to revive BSNL but to sink it further to a level where it gets sunk and its sell off becomes a fait accompli. That is how the strategists of IMF are working. We have to rise to the occasion and safeguard this beloved Company of ours. Time has come to hit back ferociously, with greatest strength, unprecedented determination to expose and defeat the ulterior motives of protagonists of IMF philosophy to weaken and eventually sell the state owned strategic institutions of the Nation that have been the pillars and mainstay of economic growth and development of the Country.

Awareness session between BSNL Management and Unions/Associations:

From Management side, CMD, DIR(Fin), DIR(HR&Ent), DIR(CFA), ED(CN), ED(Fin), ED(CA) and all the PGM/GMs of BSNLCO were present. All the Union / Association leaders (2 each) were participated in the session from 10:00 AM to 02:45 PM. SNEA(I) represented by AGSs Com Pandurang Nayak, Com Vivek Wankhade and GS.

Elaborate presentations were made by PGM/GMs of different verticals namely Finance, Mobile (CM), Landline (CFA), Enterprise business (EB) and Human Resources (HR) explaining the roadmap for the revival of BSNL. Very serious thought process was made by the Management in the form of presentation.

MPLS expansion:

BSNL finalized a big tender for MPLS expansion and the MC approved the same on 14th Nov. By this BSNL plans to procure and install 242 new Edge/PE routers at 242 new locations. The tender will be called shortly.

Simultaneously to meet the immediate requirement, BSNL decided to procure additional cards for the existing PE routers for its expansion by which GE and channelised E1 ports will be added to the existing routers to meet the urgent requirement. This proposal also approved by MC and APO will be issued by BSNLCO shortly.

The MPLS core network already expanded by installing 40 new Core routers recently. Traffic is already routed though 25 such new routers and traffic routing through the remaining routers will be completed shortly.

Meeting with DIR(CM), BSNL Board: GS, President and AGS Com Arvind Dahiya met Sri Anupam Srivastava, DIR(CM) on 16.08.13 and held discussions on Phase VII GSM expansion, tender for Western Zone, the traffic handling issue of Western Zone, procurement of battery and power plant for replacement, Mobile coverage at Naxal affected areas with USO Fund subsidy etc.

DIR(CM) informed that the Phase VII expansion is going on and expansion of about 50% of old sites and 25% of new sites are completed. The tender for west Zone for 0.683M will be opened by this month end. Future expansions will be depending on the possibility of additional revenue generation and more focus will be given for data services. For this 3G services will be extended to more and more areas with better coverage. In the coming days, major revenue will be from data, not from voice. The traffic handling issue of west Zone will be resolved shortly by diverting the traffic through South zone till the expansion of MPLS is completed. Additional 10G connectivity will be extended at Trichy for this purpose. Priority will be given for replacement of batty and power plant as a backup to provide uninterrupted GSM service. Replacement of battery alone will not solve the problem for the areas where power failure is for 16 to 18 hours. There E/A and diesel consumption is a must to provide services for these sites.

With USO Fund, BSNL will provide 1800 BTSs in the 9 naxal affected states like CHG, BR, JKD, WB, OR, MH, AP etc on nomination basis. Entire cost will be borne by USO Fund. There will not be any LD clause in case of delay. Core network belongs to BSNL. The entire operational cost for the next five years also will be borne by DoT. BSNL will get an assured profit of 10%.

We clearly told Secy/DoT that unless and until BSNL is managed by its own Officers, none of the initiatives taken by the Govt can revive BSNL. Leaving the BSNL Board, for the last 12 years, all other senior positions are manned by officers on deputation from Govt and more than 70% of the Circles/states are headed by deputed officers on look after arrangement and on temporary basis. The absorbed officers are not promoted and posted to these key positions by the BSNL Management, to protect the interest of the unabsorbed officers on deputation, at the cost of BSNL. We explained the impact of the recent DoT order calling for volunteers which is even against the spirit of the cabinet decision. Secy/DoT assured that the order will be reviewed by DoT.

On other issues of revival of BSNL, Secretary appreciated our concern and initiatives and informed that GoM will be dealing these issues shortly. Further he suggested to submit details of the issues to be taken up with GoM within a couple of days. We will be submitting a note in this regard.

On 78.2% IDA merger also, Secretary was very positive and assured that DoT will take immediate action on receipt of comments from BRPSE.

PO for MLLN equipments: BSNLCO issued APO for MLLN eqpts from M/s ITI. BSNLCO written to all Circles to send the SSA wise distribution of the ordered equipment and consignee details urgently for issuing the PO. APO issued for 47 DXCs, 1600 VMUXs, 21400 Modems (18000 V 35, 1500 G. 703 and 1900 CTU R) and for other spare cards also to meet the immediate requirement of the field units.

All our CSs and SSA Secretaries are requested to take up the issue with CGM/SSA Heads to send the information at the earliest. Assn was demanding for the immediate procurement of MLLN eqpt to provide leased circuits.

Repeated failure of IN SCP Lucknow: GS and CHQ President discussed this issue with the concerned Directors on 14.02.’13. IN SCP Lucknow was repeatedly failed on 11th Jan, 16th Jan, 31st Jan, 05th Feb and 12th Feb’13. Enterprises customers DISHTV, VIDEOCON, TV18, LG, HCL, ONE97 etc are running their critical business applications through toll free nos through Lucknow IN and even they are threatening to withdraw the services from BSNL. It is reported that the issue is addressed by the vendor M/s Alcatel. This important issue was brought to the notice of the CHQ by Com Sanjeev Sharma, our CS/UP(West) Circle.
