Testimony before the Local Commissioner at Patiala Court----
In the case filed by  BSNL against SNEA, AIGETOA, BSNL OA etc in the Patiala Dist Court at New Delhi seeking permanent injunction on all types of agitation in BSNL by the employees including demonstration, dharna, hunger fast, work according to rule etc,  the testimony of GS/SNEA as witness is completed on 21.07.2018. BSNL management filed as evidence, all the notices given by the All Unions and Assns in BSNL for getting favourable orders. Surprisingly, the recent notices by AUAB against Tower Subsidiary company formation, the notice for demonstration at Hyderabad on 28.5.18, the notice for the ongoing agitation programs for 3rd PRC, allotment of 4G spectrum, pension contribution on actual basic pay etc also produced as additional evidence.
From this it is very clear that management is making all out efforts to curtail all the trade Union facilities to the Assns and Unions one by one. Indirectly their prayer is to stop all the agitations including that of Trade Unions. As a strategy, management did not made trade unions as a party, only Assns are party now. Management is trying to suppress the trade unions, their legitimate rights and their voices.

EDITORIAL

Historic milestone accomplished ---- Uniform Time Bound Functional promotion to bring parity in promotions in all streams reaches its logical end --- emphatic and over-riding commitment of SNEA made during membership verification fulfilled. Our humble, sincere and deepest sense of gratitude to one and all for their participation and whole hearted support in taking an issue of paramount significance contained in our terms and conditions of absorption to its logical conclusion after prolonged and sustained struggle - a dream come true.


Decades old aspirations of all the Executives to strive to accomplish a Uniform Time Bound Functional Promotion policy in all the streams were translated into reality through unprecedented resolve exhibited by SNEA when BSNL board in its marathon meeting on 28th May, 2018 at Hyderabad took   a   historic  decision to  pave  the  way  for  implementation of this      foolproof mechanism of career growth for all the Executives after a mind boggling and meticulous discussion. This mechanism will not only herald uniformity in functional promotions up to AGM level in all the streams but will unquestionably pave the way for uninterrupted and unhindered career growth for all the Executives which had become a nightmare in BSNL.  

The journey towards attaining the BSNL Board approval was too arduous and thorny. It took more than 3 years of sustained and untiring efforts, starting from the reconstitution of the Joint Committee in May, 2015 by our present beloved CMD, with Shri M A Khan, ED(NB) as the new Chairman. The Joint Committee submitted its report in October, 2015 wherein two members from the official side gave dissenting note. However, CMD and DIR(HR), were completely reconciled to introduction of new mechanism of career growth which was totally delinked from seniority, root cause of endless litigations, and availability of posts. Seniority has stalled even filling up of very insignificant functional posts and the end result of all this has been a complete deadlock in our vertical career growth. Insufficient sanctioned posts that we had for our functional promotion were further depleted due to large scale closure of landline connections and huge reduction in our assets base. Surrender of posts in all the streams and the recommendations of the Consultant M/s Deolittee to revise the norms and sanctioned strength based on the actual assets was another major factor that considerably further squeezed our already existing narrow functional path. Reduction of posts means scrapping existing vacant posts and virtually sealing our functional promotional avenues which were already limited. This forced us to think and work out a comprehensive promotion policy where promotions are delinked from availability of posts also in order to widen our functional career growth.

Side by side endless litigations regarding reservation and seniority closed the doors for almost all the promotions since 2015. We successfully converted all these adverse conditions as an opportunity to work out Khan Committee recommendations which finally culminated into what is today proudly an unhindered mechanism of functional career growth - CPSU cadre hierarchy. The differences in the interpretation of the Khan Committee recommendations among the Executives Associations also got sorted out after the membership verification when the management started meaningful and serious negotiations exclusively with the Recognized Executives Association, SNEA and naturally SNEA adopted a very pragmatic and workable approach towards framing the new policy which is otherwise too  complicated to get introduced in a company where huge and incredible disparity already existed in functional promotions between different streams. Finally, both management and SNEA succeeded in finding meeting ground through painstaking discussions. This major breakthrough in career growth for all the Executives is direct and inevitable consequence of the membership verification and SNEA proudly emerging as single largest recognized Association.

Providing a smooth Time Bound Functional promotion path up to AGM grade among all the streams was a daunting task and a formidable challenge and it naturally too good amount of time in hammering out final document through prolonged negotiations. Mandate of Kolkatta CWC to CHQ to ensure that at least 7500 executives contained in list no 6 & 7 should be promoted  simultaneously was not only successfully met but CHQ went way ahead to ensure that 75% of list no 8 also are promoted, taking the total number of AGMs between 9,000 to 10,000. CMD and DIR(HR) were quite considerate and rational enough to ensure that the promotions up to AGM grade become Time Bound - an incredible and truly remarkable breakthrough. 

Toning down the stringent bench marks advocated vehemently by DOT Board members from VERY GOOD to a reasonable level was yet another big challenge that was successfully overcome. On our consistent pleadings with CMD and DIR(HR) not to make bench marks further stringent, both of them took a very firm stand in the Board Meeting and succeeded in prevailing upon otherwise adamant DOT Board members to reconcile to reasonable bench marks.

Finally, BSNL Board meeting held at Hyderabad on 28.5.2018 approved the CPSU Cadre Hierarchy proposal with effect from 28.05.2018. CMD/BSNL and DIR(HR) very strongly pleaded  and explained in detail the company’s requirement for implementation of the policy w.e.f 01.01.2017. But the Govt. nominees were firm and uncompromising on the implementation of the policy from 01.01.2017. 

The salient features of Uniform Time Bound Functional Promotion Policy (CPSU Cadre Hierarchy) is enumerated here under:

1) Functional Promotion up to AGM grade will be on Time Bound basis, after every 5 years as under:

a)  Deputy Manager (JTO/JAO) to Manager (SDE/AO) --- 5 years.

b)  Manager (SDE/AO) to Sr Manager (Sr SDE/Sr AO) --- 5 years.

c)  Sr Manager (Sr SDE/Sr AO) to AGM (DE/CAO/EE) --- 5 years.

Today, a JTO with more than 15 years of service is waiting for his first promotion as SDE whereas as per the new policy, all the JTO equivalent grades will get promotion to SDE equivalent grade in 5 years. An SDE with more than 35 years of combined service and 15 to 22 years of service as SDE is waiting for promotion to AGM grade whereas as per the new policy, all the JTO equivalent grades will get promotion to AGM equivalent grade in 15 years in future.

2) Promotion orders will be issued without fresh DPC (for those who are working in the next higher scale or above), simply by taking VC.

3) Promotion will be effective from the due date of promotion even if promotion orders are issued on a later date, ie. CPSU Hierarchy promotion is Time Bound, just like EPP. Presently, all post based promotions are prospective, effective from the date of issue of promotion order.

4) Subsequent review will be on 1st Jan/1st July of each year, twice in a year.

5) The number of AGM positions will get increased from present 3,978 to 9,500 (approx). Similar jump will be there in the promotional avenues for AGM equivalent grades in all streams.

6) Time Bound Financial upgradation will continue up to E6 scale for all the Executives presently working in higher scale, just like EPP.

7) Promotion up to AGM grade will be on Rect year/ vacancy year basis.

8) Designation will be uniform and new designations will be Dy Manager (JTO equivalent), Manager (SDE equivalent), Sr Manager (Sr SDE equivalent), Asst General Manager (DE/AGM/CAO/EE equivalent) and Jt DGM(NF) in line with other CPSUs.

9) All the JTO/JAOs equivalent joined up to 30.06.2013 (same rect year JTO/JAOs joined upto 30.06.2014) will become SDE/AO as on date of notification.

10) All the SDE/AOs equivalent promoted between 01.07.2006 and 30.06.2015 (and all the same vacancy year promoted SDE/AOs) will become Sr. SDE/ Sr. AO as on date of notification.

11) All the SDE/AOs equivalent promoted up to 30.06.2006 (and all the same vacancy year promoted SDE/AOs) will become AGM as on date of notification.

This will be the lifeline for the career growth of Executives and a unique opportunity to have uniform promotion policy and parity in promotions across all the streams.

Shri Anupam Shrivastava, CMD/BSNL was very much committed to introduction of this from the day one, right from the day of constitution of Khan Committee. DIR(HR) Smt Sujata T Ray was also equally committed to it and her special efforts to see the proposal is approved by Board is really appreciable. Both intervened on various occasions when the negotiations between management and SNEA, the recognised Assn, hit road blocks. Their firm resolve to end the impasse in promotions and switch over to a Uniform Time Bound Functional promotion as practiced in other CPSUs paved the way for framing the new policy. The uncompromising stand taken by DIR(HR) and CMD in the last Board meeting held at Hyderabad on 28.05.2018, supported by other Directors, finally yielded the desired results. The architects of this promotion policy are Shri Deb Kumar Chakraborty, Ex PGM (Pers) and Shri Manish Kumar, Jt GM(Pers) had more than 50 mind throbbing discussions with SNEA, the recognized Association.

We express our profound gratitude to CMD/BSNL, DIR(HR) and all BSNL Board of Directors, Ex PGM(Pers), GM(Pers), Jt GM(Pers) and AGM(DPC) for their contribution in framing and getting approval of the complex Uniform Time Bound Functional promotion policy for the BSNL Executives. It is a dream, come true. Its implementation in true spirit will be the culmination of one of the most significant points contained in terms and conditions of absorption.

Circle Conference of Assam - May.2018

The 6th Circle Conference of SNEA Assam Circle Was held on 11th and 12th May 2018 at Hotel Natraj in Dibrugarh in a grand manner. Over 100 delegates from six SSAs attended the Conference. Com. AA Khan, SNEA (CHQ) President, Com. K. Sebastian, General Secretary and Com. S. Sanyal, Jt.Secy (East) participated. Com. I.H. Mandal, President, SNEA Assam Circle presided over the delegate session.

The Open Session held on 11th May was graced by PGM, Dibrugarh Mr. Tamal Maitra as Chief Guest along with Sri Kishore Kumar, GM(HR), Assam Circle, Dhruba J Bardhan, VP, APBEA, Sri. SP Suresh, Director, Sikhsha Valley School, Dibrugarh, Sri Ashit Saha, Professor, Dept. of Commerce, Dibrugarh University as special guests. Arjit Roy Prodhani, Circle secretary presented the Key Note address. Following the open session, a two hour long colourful cultural function was organized with our own comrade artists.

Massive campaign among the public against the anti-BSNL policies of the Government like Tower Subsidiary formation, delay in allotment of 4G spectrum etc from 07-05-18 to 11-05-18:

All the Central Trade Unions and the CPSU employees are making massive campaign from 07-05-18 to 11-05-18 against disinvestment / privatization of CPSUs. The All Unions and Associations of BSNL (AUAB) meeting held on 24.04.2018 decided to conduct week long campaign, street corner meetings etc from 07th  to 11th May, 2018, against the anti-BSNL policies of the government and demanding the rolling back of the Subsidiary Tower Company. All employees are requested to make the campaign very successful to get public support. Coordinate with the office bearers of other Unions and Assns at different levels.

Public support is very crucial for the success of our struggle demanding roll back of Subsidiary Tower Company.

Development on creation of Tower Subsidiary of BSNL:

It is reliably learnt that DoT is mounting pressure on BSNL and directed BSNL to hold BSNL Board meeting urgently within days to ratify the appointment of CMD, BSNL Tower Company and to make it operational from 01.04.2018. All Unions and Associations in BSNL will be meeting to decide further course of action.

Meeting with Hon'ble MoSC

Meeting between Shri Manoj Sinha, Hon’ble Minister of State for Communications and All Unions and Associations of BSNL.

A meeting is held at the Sanchar Bhawan today the 24.02.2018, between Shri Manoj Sinha, Hon’ble Minister of State for Communications and the All Unions and Associations of BSNL. Together with the Minister, Secretary, DoT, Special Secretary, DoT, Joint Secretary (Admn.), DoT, PS to MoSC and OSD to the Hon’ble Minister, CMD BSNL and Director (HR) BSNL were present. From the All Unions and Associations of BSNL, Com. P. Abhimanyu, GS, Com. Chandeswar Singh, GS, NFTE, Com. K. Sebastin, GS, SNEA, Com. Prahlad Rai, GS, AIBSNLEA, Com. K. Jayaprakash, GS, FNTO, Com. N.D. Ram, GS, SEWA BSNL, Com. Ravi Shil Verma, GS, AIGETOA, Com. Mallikarjuna, President, BSNL MS and Com. S.D. Sharma, GS, BSNL ATM, participated in the discussions. The representatives of the AUAB heartily thanked the Hon’ble Minister for taking out time to meet them. Detailed discussions took place on the memorandum submitted to the Hon’ble Minister, the details of which are as follows:-

3rd Pay Revision. So far, the DoT has been maintaining that BSNL employees are not eligible for 3rd Pay Revision. In today’s meeting the Hon’ble Minister agreed that the issue of 3rd Pay Revision of BSNL employees would be processed and would be taken for the approval of the Cabinet. He directed Secretary to take up the matter personally with Secretary, DPE. This is a great achievement. We have broken the stalemate that prevailed in the Pay Revision issue. At the same time we have to be vigilant, till the final approval is given by the Cabinet.

Formation of Subsidiary Tower Company. The AUAB representatives expressed their apprehension that in the name of formation of the Tower Company, the 66,000 mobile towers of BSNL are being snatched away from BSNL. They also pointed out that the decision of the Cabinet that, the Subsidiary Tower Company would remain under the control of BSNL Management, has been violated, through the appointment of an IAS officer as the CMD of Subsidiary Tower Company. They further pointed out that even BSNL Management was not taken in to confidence in the appointment of an IAS officer as the CMD of the Subsidiary Tower Company, which clearly shows that the Subsidiary Tower Company would not be under the control of BSNL Management. Hon Minister was non committal and the reply given by the Hon’ble Minister in this regard is not satisfactory. The AUAB has to find ways and means to ensure the rolling back of the Subsidiary Tower Company.

Pension Revision. The representatives of AUAB strongly argued that pension revision should be done to the BSNL pensioners. It was pointed out that the BSNL pensioners and the Central Government pensioners are covered by the same rules. They argued that when pension revision is settled for the Central Government pensioners, the same should not be denied to the BSNL pensioners. The Hon’ble Minister assured that needful action would be taken to settle this issue and directed Secretary to take necessary action.

Calculation of Pension Contribution. It was strongly argued that pension contribution in respect of BSNL employees cannot be calculated on the basis of maximum of the pay scale, when the same is calculated on the basis of actual basic pay, in the case of Central Government employeeson deputation. It was pointed out that as per the DoP&T order issued in 19.11.2009, pension contribution of the Central Government employees is being deducted on the basis of actual pay only, w.e.f 01.01.2006. The Hon’ble Minister directed the Secretary, DoT, that this issue should be settled as per Government orders.

Allotment of 4G spectrum to BSNL. The AUAB representatives pointed out that it will be extremely difficult for BSNL to compete with the private operators, without providing 4G service. They strongly argued that the proposal of the BSNL Management, for the allotment of 4G spectrum by the Government, should be accepted. The Hon’ble Minister replied in the positive and assured that needful action would be taken and spectrum will be allotted to BSNL.

Reduction of retirement age from 60 to 58. The AUAB representatives strongly argued that the retirement age of the BSNL employees should not be reduced from 60 to 58, as a measure for the revival of BSNL. The Hon’ble Minister told that the government is not having any proposal to reduce the retirement age from 60 to 58.

Left out issues of the 2nd PRC. The AUAB representatives pointed out that this issue is lingering on very long time and needs to be settled. The Hon’ble Minister stated that this issue would be looked into by the Secretary, DoT.

At the end of the meeting, the Hon’ble Minister stated that the representatives of AUAB could meet him again, as well as the Secretary, DoT, in continuation of today’s meeting. The representatives of AUAB heartily thanked the Minister for his positive response to most of the issues.

After the meeting with the Hon’ble Minister, a meeting of the AUAB was held in the FNTO’s office. All the General Secretaries expressed their satisfaction with regards to the progress in the issues. They also expressed the view that all these have happened only because of the united struggles and massive mobilisations by the entire Non-Executives and Executives, for which they deserve appreciation.    We are extremely thankful to CMD BSNL to impress upon Hon MoSC for arranging the meeting

Five Days from January 30 to February 3


A five-day Satyagraha, from January 30 to February 3, had been held by the BSNL employees against the Centre’s moves which are facilitating the privatisation of these Public Sector Companies. The employees demands include a wage revision that has been due for the last 10-years and many more things affecting their day to day needs.

DIR(HR) called all Unions and Associations for the discussions on 02.02.2018 regarding the ongoing agitations. GS/CHQ office bearers of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, BSNLMS, SEWA, BSNLOA etc was present in the meeting. GM(SR) also present in the meeting.

We expressed our serious concern that the Govt is not taking any steps to resolve the issues of lakhs of employees. The Unions and Assns will intensify the agitations in the coming days. On 23rd Feb, huge Sanchar Bhavan (DoT) March is planned in which thousands of comrades from all over India will be participating. The formation of Tower Subsidiary has to be rolled back, 3rd PRC to be implemented with 15% fitment, Pension revision and outstanding issues of 2nd PRC are to be settled etc are the major demands.

DIR(HR) informed that due to the competition and market condition, revenue is coming down and the financial condition of the company is not good. Any impact on the services will further affect the revenue which in turn will affect all.

Union/Assn leaders explained that on earlier occasions, management arranged the meetings with the Secretary/DoT or the Hon Minister as the case may be and through discussions, issues are settled. However, such initiatives are not found nowadays, during agitations.

DIR(HR) personally tried for the meeting by contacting MoSC office. Finally DIR(HR) assured to make possible efforts for meeting at DoT once CMD returns on Monday.

Jt Forum writes to Shri N K Mehta, Director (CFA): Restoration of timing of Night Free Calling from 10.30 PM – 06 AM to 9 PM - 07 AM and Sunday free calling for all the customers – the recent decisions are to be reviewed urgently as it will accelerate the surrender / non-payment disconnection of landline connections resulting further revenue loss to BSNL. Such decisions will be counterproductive and will only help R-Jio etc which is coming in a big way to capture the BB, FTTH business and the landline sector:

It is suggested that:

1. Put on hold the latest order dated 16.01.2018, withdrawing the Sunday Free Calling, starts effectively from 04.02.2018 and

2. Form a Committee consisting of few CGMs of major Circles and some officers of BSNLCO to review the decisions.

2nd Day of Satyagraha and Work according to Rule:

The 2nd Day of agitation seen more enthusiasm, more and more participation of the employees. Keep up the momentum, step up the pressure on the Govt and BSNL Management.

Our agitation is for protecting the company, our agitation is for the pay revision of each and every employee after 10 long years, our agitation is for pension revision and settlement of pending 2nd PRC issues. Success of our agitation will decide the future of our company and our future also.

All Union and Assn leaders available at Delhi reviewed the situation and decided to further intensify the agitation, especially Work According to Rule. All CSs and SSA/Branch Secs to mobile for this in coordination with leaders of other Unions and Assns.

NOFN, NFS, LWE etc are the favorite Govt projects where BSNL manpower is wasted without any returns. So focus these areas where employees are doing extra work for Govt projects.

Submission of memorandum to the Hon MPs: Good progress is reporting by all the Circles. All the MPs may be covered before the strike on 12th and 13th December. Since the Parliament session is also starting by 15th December, all our activists at different level may take initiative to submit the memorandum by the representatives of all Unions and Assns by 10th of December.

All Unions and Associations of Bihar Circle conducted grand meeting at Patna with huge gathering. More than 400 employees attended the meeting, making the 1st meeting a grand success. Bihar Circle fully geared up for the Human Chain on 23.11.2017 and two days strike on 12th and 13th December, 2017.

General Secretaries/Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, AIGETOA, SEWA BSNL, BSNL MS, BSNL OA, ATM and TOA BSNL participated in the meeting. Detailed discussion took place, on the ways and means to strengthen unity. After detailed discussion, unanimous decision was taken to orginise the struggle in the single banner of All Unions and Associations of BSNL.

The meeting unanimously decided the following agitation programme:

1. Lunch Hour demonstration on 16.10.2017 at BSNL CO, Circle/ SSA HQs.

2. "Human Chain" on 16.11.2017 at BSNL CO, Circle/ SSA HQs.

3. Two days strike on 12th and 13th December 2017. Even then issues are not resolved the indefinite strike will be organized till the demands are materialised.

1st All India Conference of ALL INDIA PUBLIC SECTOR AND CENTRAL GOVERNMENT OFFICERS’ CONFEDERATION (AIPCOC) at Chennai on 05.08.2017:

The 1st All India Conference of AIPCOC, held at Chennai on 05.08.2017 attended by the Associations representing the CPSUs of all the sectors and Central Govt officers. Associations representing Banking sector, Telecom sector, Power sector, Insurance sector, Oil sector, Coal, Defense sector, Central Govt Gazetted officers confederation, Railway, ITDC etc attended the Conference.

Leaders from different sectors addressed the Conference about the issues faced by the sectors and how the Govt policies affected it. Central trade Union leaders also addressed the conference. CSs of AP, CHTD, CTD, KTK, KRL, MH, MP, RAJ, OR, TL, TN and WB Circles also attended the convention. Jt Sec(C ) and Jt Sec(E) also attended.

The conference adopted resolutions against disinvest & strategic sale of CPSUs, merger of banks and PSUs, proposed move for privatization of Railways etc. The conference adopted resolution demanding removal of affordability clause for 3rd PRC for CPSUs.

All India Bank Officers Confederation (AIBOC) Secretary General Com D T Franco unanimously elected as the Secretary General of AIPCOC. NCOA President Com V K Tomar elected as the President of AIPCOC. GS/SNEA Com K Sebastin elected as Vice President of AIPCOC.

State level conventions will be held shortly to elect the state level office bearers.

Congratulations to all our CSs, SSA and Branch Secretaries, Office bearers at all levels, each and every one who made the strike on 27.07.2017, a great success. Thousands and thousands of comrades participated in the strike even defying the dictates of the Govt, BSNL management and some Assns.

There is no words to praise the brave comrades of Guwahati, Assam Circle who stood like a rock and continued the strike even after the police action. CGMT Shri M. K. Seth got exposed in the whole episode for his dubious actions.

Once again congratulations to one and all for making the first phase of agitation including the one day strike on 27.07.2017 a great success and creating history.

NCOA and various Assns affiliated to NCOA also extended their solidarity and support for the strike in BSNL.

Withdrawal of support and cooperation to BSNL management from 01.07.2017:

Unions and Associations meeting held on 27.06.2017 at New Delhi reviewed the situation and expressed serious concern over the stubborn attitude of BSNL management in crushing the Trade Union rights. One side management promising that vindictive actions will not be taken but on the other side they are not allowing peaceful demonstrations/ Dharna at BSNLCO premises. Instead of resolving the issues through mutual discussions, management vitiating the atmosphere by wage cut instructions and issuing orders declaring Dharna/Hunger fast etc as STRIKES.

Employees and the Unions and Assns are extending all the support and cooperation to the management and the ongoing agitations are to support the managements efforts in 3rd PRC and other issues with DoT. The Non-Executives and Executives​ of BSNL are not only carrying out their own duties, but are also doing all extra works, keeping the larger interests of the Company in mind. On the other hand, the Corporate Management is issuing letter after letter, curtailing the legitimate rights of the employees, to conduct even peaceful agitations.

The meeting held on 27.06.17 reviewed the situation and severely condemned the high handed actions of the BSNL Management, in curtailing the fundamental rights of the employees to go on even peaceful agitations. After detailed discussion, the meeting unanimously decided to withdraw all cooperations to the BSNL Management from 01-07-2017. From this day onwards, the employees will only do their work and will not involve in any extra activities.

A letter in this regard is submitted to the management.

It is time for introspection:

It is time for all those executives who have not yet aligned themselves under the Umbrella  of Joint Forum to introspect and move towards the platform which is fighting and having the resolve to fight for the rights of their members like standard pay scales, promotions, CPSU Cadre Hierarchy, Superannuation benefits, 3rd PRC, pension revision, first TBP in 4 years, E1A and E2A for Civil/Elect/Arch etc is the need of the hour. The Joint Forum led by SNEA and AIGETOA has made strong inroads towards the resolution of long pending HR issues and the synergy created between the associations during the ongoing trade union programs had made us to believe that unity between like minded forces can do wonders for the fraternity. 

The eighteen thousand plus vote got by the support Association in the membership verification is now used against the very same people who voted for them.  It is visible on standard pay scales issue, struggle for 3rd PRC etc etc. 

Eventhough there is about seven thousand paid members for them on check off after verification, the eighteen thousand plus number is repeatedly used by the support Assn in DoT and BSNL to derail all the HR issues which JF and BSNL management jointly trying to resolve. Even they are not ready for joint struggle or afraid of struggles which is nothing but deceiving their own membership and the supporters.

Out of 18000 plus votes claimed by them, around 10000 plus votes have been garnered using the platform of other Associations in the United Forum. When the time came for returning the good job done by strongly fighting for the issues, the support association preferred to keep themselves away and in fact started doing just the opposite by taking contradictory stand on issues and playing in the hands of DoT and BSNL management.

It is time for those voted for the support Assn to introspect whether their vote and strength is continued to be exploited for such negative campaign in DoT and BSNL against the interest of the Executives. It is time for all the Executives to come out and strengthen the hands of the Assns fighting for the legitimate rights of the Executives.

DIR(HR) called a meeting of the Joint Forum today to discuss various demands. PGM(Estt), GM(SR) and DGM(Estt) also present. At the outset DIR(HR) clarified that BSNL is fully committed to the demand of E2 and E3 pay scales and written to DoT to reconsider the order issued on 28.03.2017 approving E1 and E2 scales and requesting to approve E2 and E3 scales as recommended by BSNL on 06.06.2016. DIR(HR) further informed that she didn’t told the PS to Hon MOSC that the PO is as per the BSNL proposal, in fact it is based on the earlier proposal of 2009, rejected by DoT twice. BSNL want to get E2 and E3 scales implemented. Another reminder has been issued by BSNL to DoT to approve its proposal of E2 and E3 scales. Further we had discussions on the meeting called by DoT, tomorrow.

Discussion on HR issues will be held on Monday in the presence of DIR(HR) after her return from tour.

Second day of Relay Hunger strike.

More participation reported from various Circles and momentum is picking up. More are more activists from other Assns joined the agitation today. All Circle/SSA Secretaries should ensure that actual report on number of Executives on hunger strike is sent by the SSA/Circles to BSNL management. Since it is a do or die situation, all the Executives are requested to join the agitation from tomorrow.  More than 42000 Executives are working as either as JTO/JAO or SDE/AO equivalent grades and all of them facing reversion as cadre is downgraded. All the Executives are opposing this retrograde decision of DoT. Similarly other HR issues are to be resolved at the earliest. For that purpose, the agitations are to be intensified with more and more participation.

Parliament March by NCOA on 22.03.2017.

Congratulations to all the office bearers and activists of SNEA for making the march a great success.

More than 1500 Executives from various CPSUs participated in the Parliament March organized by NCOA on 22.03.2017. It is a clear message to the Prime Minister, Niti Ayog and the Union Govt that the employees will not allow disinvestment and will go to any extent to protect the interest of the company. Employees form CPSUs also joined the march in the efforts to protect the CPSUs. The CPSU employees resolved to protect the CPSUs from disinvestment/strategic sale. On 3rd PRC, all demanded pay revision without linking with profitability and affordability. CPSUs become loss making due to the wrong policies of the Govt or by inefficient management and not by the employees. The employees are not part of any policy decisions.

Com Tapan Sen, MP and General Secretary/CITU inaugurated the March near BSNLCO. Com Predeep Battacharya, Hon MP representing INTUC addressed the March. Com Amrit Kaur from AITUC, office bearers from BMS etc addressed and extended their full support for the initiative taken by the Executives and employees to protect the CPSUs.

As usual police stopped the March at Parliament street police station and taken a delegation to the Hon Prime Minister for submitting the memorandum.

Com Baby Thomas, Secretary General/NCOA, Com V. K. Tomar, President/NCOA, Com K Sebastin, GS/SNEA, Com Thomas Franco, Secretary General/AIBOC and General Secretaries of various Associations representing various CPSUs addressed the march. Com.A.A.Khan, CHQ President / SNEA participated and led the Parliament march. Dy.GS/SNEA Com M S Adasul also participated in the march and extended vote of thanks.

Maximum participation was from MTNLEA and SNEA. Large number of comrades from Rajasthan, Punjab, Haryana and UP(West) Circles participated in the March in addition to the comrades from NTR and BSNLCO. CSs Com SS Rajput/RAJ, Com Amarjit Singh/PB, Com Surendar Singh Sandhu/HR, Com Sanjeev Sharma/UP(West), Com G K Das/BSNLCO, Com Aggarwal/NTR and Com V K Yadav/CP, UP(W) taken all efforts for the success of the march. Parliament March by NCOA on 22.03.2017 from BSNLCO.

NCOA organized Parliament March on 22.03.2017 on the following demands:

a) No disinvestment/Strategic sale.

b) Implementation of 3rd PRC without profitability condition.

If profitability condition is not removed, BSNL Executives will not get 3rd PRC benefits and pensionary benefits. We have to start agitation now itself before Govt takes final decision on 3rd PRC.

All union/Association meeting held at New Delhi on 16.11.2016 decides to organise One Day Dharna on 25.11.2016 and One day Strike on 15.12.2016 against formation of Subsidiary Tower Company.

The all Union/Association meeting held at New Delhi on 16.11.216, unanimously decided to conduct dharna on 25.11.2016 and one day strike on 15.12.2016, against the proposed move for formation of Subsidiary Tower Company. In the past, the united BSNL trade union movement has foiled all attempts of the government to disinvest BSNL. Once again we will prove that we will not allow BSNL to be destroyed. Circle and district office bearers are requested to immediately start the preparations, in coordination with all the unions and associations, to make the Dharna and Strike a historic success.

Government is moving fast in the direction of forming Tower Subsidiary Company of BSNL, which will be detrimental to the future of BSNL. The Core committee meeting of the Forum decided to conduct demonstrations on 27.10.2016, at the Corporate Office, Circle and SSA HQs opposing formation of the Subsidiary Tower Company. The future course of action on this issue will be decided in the next meeting of the Forum, to be held on 17.11.2016.

“Day Long Hunger Fast” at BSNL CO/Circle/SSA HQs. As per the reports, the participation in first day hunger fast from all over country is very encouraging. Hundreds of comrades participated with huge enthusiasm and determination to settle the issues without anymore delay. Make extensive preparations for the Hunger strike with maximum participation on 28th and 29th September, 2016.

Demands:

1. Immediate replacement of intermediary pay scales of E1-A and E2-A by standard pay scales of E2 and E3 for JTO and SDE equivalent cadres w.e.f 01.01.2007 as per the recommendation of the Joint Committee.

2. Extending 30% Superannuation benefit to BSNL recruited Employees as per the recommendations of 2nd PRC.

3. Implementation of CPSU Cadre Hierarchy and first Time Bound Promotion as per the recommendation of Joint committee.

Solidarity and support to the General Strike on 02.09.2016 by the Central Trade Unions.

Central Trade Unions decided for one day strike on 02.09.2016 with various demands including No disinvestment of CPSEs, minimum wages, strict enforcement of labour laws and no amendment to labour laws, no merger of banks etc. All the issues are so serious and having direct impact on BSNL when Govt very seriously thinking about strategic sale.

SNEA decided to extend solidarity and support to the strike by joining the demonstration or holding separate demonstrations wherever possible.

Huge Parliament March on 09.08.2016 opposing disinvestment, privatization and merger of Banks.

Officers of Nationalised Banks conducted a huge Parliament March with the slogan SAVE PUBLIC SECTOR, SAVE INDIA in the banner of All India Bank Officers Federation (AIBOC) and NCOA. More than 5000 officers/ Executives participated in the March. SNEA, NCOA, MEA and AIPEF extended full support to the agitation and joined the Parliament March in large numbers giving stern warning to the Govt against disinvestment/ privatization.

SNEA comrades from BSNLCO, NTR, UP(W) and HR also joined the Parliament March. GS, President, Chairman, AGS, CS/NTR, CS/UP(W) and other activists participated. The employees of BSNL and MTNL staged massive demonstration at all Circle and SSA HQs on 03.08.2016 protesting against the Govt move for strategic sale/sale of BSNL and MTNL. When BSNL is in the path of revival, this move, may be supported and sponsored by private operators should be opposed tooth and nail. Strategic sale means, management control will go to the strategic partner. Ultimately it will fully go into their hands, full privatization. VSNL is a classical example where TATA was the strategic partner. Now VSNL has vanished and only TATA Teleservices is there. We have to make our employees alert and prepare them for a tough battle ahead. So far we protected our company from any disinvestment through continuous struggles. We have to unite all the employees for this noble cause.

At BSNLCO GS, President, Chairman, AGS, Jt Sec, CS/NTR and other activists of SNEA participated. Leaders of various Assns and Unions in BSNL and MTNL addressed the gathering. NCOA also extended its solidarity and support and President/NCOA addressed at BSNLCO.

At all Circle/SSA HQs, mass demonstrations were held and thousands of comrades participated in it strongly opposing the Govt move.

Move for strategic sale / Disinvestment of BSNL / MTNL

BSNL launched another marketing initiative today – Free To Home (FTH): By this Free Call Diversion allowed from Mobile to any Landline (Home/Office) within LSA(Circle). Hon MoC&IT will be announcing this today. CMD BSNL called the Core Committee of the Forum of BSNL Unions and Associations and informed this today morning. This scheme will popularise the landline and address the inbuilding coverage issue. Further we requested to consider the call diversion from landline to mobile also during faulty condition. It is another marketing initiative atken by BSNL.

We are extremely happy that this demand was raised by SNEA two months back vide SNEA/CHQ/CMD/2015-18/18   Dated 21st March, 2016.

On performance, it was informed by CMD that according to the unaudited accounts, BSNL income may touch 30,000 Cr during 2015-16 and the operating profit will be around 2,200 Cr (during 2014-15 it was 672 Cr). Revenue from Core business increased by 3%. Vertical wise CFA:2%, CM:2% and EB:42%.Most probably, 5 Circles namely Kerala, Karnataka, Orissa, A&N and J&K may record profit this year with Kerala again at top with 735 Cr.

On 23rd May, another 1,100 Cr refund has received from Income Tax, taking the total receipt to 6,000 Cr during 2016-17.

On expansion CMD informed that all the 3 verticals done major expansion and taken quick decisions. CFA added/upgraded 49 BNGs. EB added MPLS ccts by adding cards in existing CISCO routers and procuring new 232 routers from Huawei. CM vertical expansion is going on in Phase VII+, adding 21000 BTSs, most of them are 3G BTSs.

Phase VIII.4 tender is under process for 31 Million capacity in 3 phases with an estimated cost of 5000 Cr. In this 2G, 3G and 4G planned. 21,000 new BTSs are planned which will be compatible for 2G/3G/4G.

Lunch hour demonstration on 10.03.2016

Forum of BSNL Unions/Associations holding lunch hour demonstration today in protest against Govt move to introduce TAX on EPF withdrawals and demanding

a)  Settlement of 78.2% IDA for the pensioners without linking it with MTNL pension.

b)  Payment of USO subsidy for Rs 1250 Cr before March, 31st.

c)  Pension contribution, by BSNL, to the government should be calculated only based on actual basic pay of the employees and not on the maximum of the pay scale.

d)  Reimbursement of salaries of employees deputed to DoT and TERM Cells.

Eventhough Govt announced withdrawal of TAX on EPF withdrawals, Forum is going ahead with the lunch hour demonstration on other important issues.

Forum review meeting on S W A S programme: Forum of BSNL Unions and Assn held a review meeting on 11.01.2016 on the progress on the Service With A Smile (S W A S) programme. The progress in various Circles and SSAs evaluated. Number of Circles and large number of SSAs taken very good initiative in this regard. Management and employees started working together, taking lot of initiatives with frequent meetings and interactions.

In other Circles and SSAs where the drive is not picked up, Forum leaders should act fast like other Circles/SSAs. The progress has to be reviewed at every level Exchange/Branch/SSA/Circle level frequently.

A Grand Open Session on the occasion of All India Conference of MTNLEA was organised on 03.11.2015 at New Delhi. Shri N K Yadav, Member (Services), Telecom Commission and CMD MTNL was the Chief Guest. CHQ President Com A A Khan and Chairman Com G L Jogi addressed the open session. Combined Circle Executive Committee meetings of SNEA and BSNLEU of Kerala Circle and convention at Trivandrum: A combined meeting of SNEA, BSNLEU and CCLU, Kerala Circle was held at Trivandrum on 04.11.2015. GS Com K Sebastin addressed the meeting.

GS in his address congratulated the entire employees of Kerala Circle especially the comrades of SNEA, BSNLEU and CCLU for the historical struggle against corruption and dictatorship. Ultimately all the corruption charges are getting proved and truth started coming out. In the process growth of the Circle drastically come down and huge number of landline, BB and mobile connections surrendered due to very poor service. Circle management was only interested in vindictive actions, not on development or quality of service. As a first step to clean the system, management decided to shift the CGM, Sri M S S Rao on charges of corruption clearly establishing our complaints and posted him as Principal, RTTC, TVM. BSNL Management told the Hon Supreme Court and CAT that Mr Rao is facing serious charges of corruption, his name is in the agreed list, he is not able to lead or control or motivate the employees, Circle growth is affected etc, clearly establishing we are correct. What SNEA and BSNLEU was telling for the last one year is admitted by the management in the Hon Court. Further actions on the charges of corruption is expected in the coming days.

Now it is for the employees to prove that not because of the CGM alone, Kerala was making profit, it was because of the hard work of the employees, Kerala was always in the top. Earlier Management and Employees worked together which took the Circle to the glory. Now under the new CGM, Circle has to flourish again, that is the expectation of CHQ and BSNL management, GS told.

As a first step, to motivate the employees and regain confidence among the employees, all the vindictive actions, suspension/transfers/charge sheets/die-non etc to be withdrawn at the earliest. On behalf of the CHQ of SNEA and BSNLEU, GS assured that all the vindictive actions will be withdrawn or revoked and no employee will be punished unnecessarily.

Massive Dharna to be held at Corporate Office, Circle and District levels on 16.09.2015, against Subsidiary Tower Company formation.

The Forum meeting which met today, has taken the decision to conduct massive Dharna at the Corporate Office, Circle and SSA levels, against the decision of the Cabinet for formation of Subsidiary Tower Company. The meeting insisted that the government should give up it’s decision to form Subsidiary Tower Company. The meeting also decided to mobilise more than 1000 comrades in the Dharna to be conducted at the BSNL Corporate Office, New Delhi. All Circle and District secretaries are requested to organise the Dharna very effectively.

Night Free call facility and Free roaming facility: Campaign extended for one more month.

The Forum of BSNL Unions and Associations meeting on 26.06.2015, reviewed the implementation of the Forum call to conduct a month long campaign from 8th June to 7th July to popularise the “Night Free call” facility and also to increase the number of landline and broadband connections. The Forum meeting expressed its dissatisfaction over the slackness on the part of the circle and district level Forums in implementing the month long campaign. So far the CHQ of all Unions/Associations have not received information from any circle except Chennai TD regarding the implementation of the campaign. Subsequently "Free roaming" facility also announced by the Management from 15th June. After detailed discussion, the meeting decided that the campaign should be extended for one more month.  Forum took the decision that all circle level Forums should compulsorily meet by 03.07.2015 and finalise the strategies for the successful implementation of the campaign. Similarly, all the district level Forums should meet by 06.07.2015 and finalise the strategies to be taken at the district level for the successful implementation of the campaign.  Forum also took the decision to write to the CMD BSNL about the inaction of the circle and SSA level administrations in taking steps to increase our customer base, utilising the offers. Hence, all circle and district secretaries are requested to take every possible step to effectively conduct the campaign. 

 

The BSNL Management has taken two bold marketing initiatives recently.  They are the "9 pm to 7 am" free call facility from landline and the "free roaming" facility in mobile connectionss. Both these steps have been largely welcomed by the public as a result of which the BSNL image has also greatly improved. At the same time, we should not forget that, the Company is going to lose its revenue to the extent of hundreds of crores of rupees as a result of the implementation of both these concessions. Increasing our customer base substantially, is the only way to save the Company from this loss of revenue. Hence, we the employees, have to take every possible step, to increase our customer base in a big way, both in the landline, broadband and mobile segments. The next one month period should be entirely and effectively utilised to boost our customer base.

“Post card campaign" in the month of August.

The Forum meeting held on 26.05.2015 expressed its dissatisfaction over the fact that, the government has not taken any meaningful step for the revival of BSNL. It is already 2 months since the 2 day strike has taken place, and also talks were held with the Secretary, DoT. Except in the matter of 78.2% IDA merger for pensioners, no improvement has come on any other issue. The Forum has decided that, the whole month of July should be utilised to popularize the “Night Free call facility” and “Free roaming facility” and increase our customer base. At the same time, the Forum has come to the conclusion that, we cannot remain silent for long. Hence, it is decided in the meeting that a "Post card campaign" should be conducted in the month of August from 10th to 22nd August, 2015. Post card should go from each and every employee to the Hon Minister of Communications, demanding immediate steps for the revival of BSNL.

The post card should be signed by the individual employee with name, designation and name of SSA.

National General Council(NGC) meeting of NCOA at Guwahati: The NGC of National Confederation of Officers Associations of Public Sector undertakings (NCOA) held at Guwahati on 27.04.2015. Com K. Sebastin, GS, Com Arvind Pal Dahiya, National Vice President, NCOA and AGS/SNEA(I), Com I. H. Mandal, CS/AS Circle and other activists of Assam Circle attended the NGC.

In the NGC of NCOA, detailed deliberations took place regarding next wage revision and issues to be focussed in the next wage revision committee. The core committee formed at Hyderabad NGC in which GS/SNEA(I) is a member will examine the proposals given by various member Associations and consolidate the views of NCOA in consultation with other sectors like Oil, Coal etc.

Employees put BSNL on Fire of Struggle
As per the initial reports from A&N, AS, AP, BR, CHTD, CHG, CTD, GUJ, HP,  KTK, KRL,MH, MP, NTR, RAJ, OR, JKD, J&K, PB, TN, UPE, UPW and WB Circles, almost 100% of the employees are participating in the strike today. The response from all over the country is overwhelming. All the Circles reported that more employees joined the strike today which shows that the correct message has reached to all the employees.
The official figure for yesterday was 87% even after Circles like CGM/NTR forged the official figure and send wrong report to BSNLCO when all the equipments rooms and offices in NTR remain locked. Senior officers admitted that if the official figure is 87%, then the actual figure will be more than 97%.
The massive participation shows the concern of the employees on the future of the company and their commitment to revive the company. The message is loud and clear. Whether the managers in BSNL and the babus in DoT listening to that? It will be known in the coming days. Otherwise we have to make them to listen…….
Congratulation to all our CSs, office bearers and activists at all levels, CSs and activists of various Unions and Assns who worked day and night to make the 2 day strike a grand success. Above all, Central HQs salute the real fighters, our comrades at grass root level, who made this strike 100% successful.

Employees put BSNL on Fire of Struggle

It is a Do or Die battle for the employees. It is going to decide the future of BSNL and the future of the employees. Participate enmasse, make it a grand success by 100% participation. Main demands are:

a. Refund Rs 9000 Crore to BSNL on account of BWA spectrum refund charges, excess pension contribution, USO Subsidy, salary of employees deputed to TERM Cell etc.

b. Transfer of land and asset from DoT to BSNL.

c. Compensation to loss making Rural services.

d. Fill up vacant DIR(Fin), DIR(HR) and DIR(CM) posts in BSNL Board.

e. No subsidiary formation.

f. No merger of BSNL and MTNL without addressing contentious issues. 

g. Allow BSNL for spectrum trading.

h.Reject anti-employee recommendations of Deloittee committee. 

i. Expand BSNL network, extend financial assistance to BSNL for expansion.

j. Pension revision for BSNL pensioners. 

k. Superannuation benefit to BSNL recruited employees.

Massive preparations to be made in the next few days by door to door campaign and conducting combined meeting of Forum at all the exchanges/locations. The employees on leave should cancel their leave and join duty on 21st and 22nd to participate in the strike.

Since settlement of issues going to decide the future of BSNL and the employees, 100% participation and success of the strike only will compel the Govt to start negotiations and settlement of issues in the coming days.

A Joint Circle Executive Committee meeting of Forum of BSNL Unions/Assns, Gujarat circle was held at Ahmedabad on 20-03-2015 to successfully organise the two day strike on 21st and 22nd April, 2015. Com C. Sigh, GS/NFTE and Chairman, Forum presided over the meeting and delivered his address. Com P. Abhimanyu, GS/BSNLEU, Com K. Sebastin, GS/SNEA(I), Com Suresh Kumar, GS, BSNL MS and Com Prahalad Rai, GS/AIBSNLEA and addressed the gathering and stressed on the importance to successfully organise the two days strike. Thereafter, the circle secretaries of SNEA(I), BSNLEU, NFTE, AIBSNLEA, BSNL MS, ATM and AIGETOA spoke and assured that the strike would be successfully organised in Gujarat circle. Finally, the circle level Forum of Gujarat circle was formed with Com N.J.Bhatia, CS/NFTE as the President and Com A.M. Patil, CS/ BSNLEU as the Convener. The meeting ended with slogans to successfully organise the strike and to save BSNL.

Convention at Jaipur on 19.02.2015:

 

The Forum of Rajasthan circle conducted a huge convention in the premises of the PGM TD office, Jaipur. Com.Ashok Pareek, Convener, Forum, welcomed all the leaders and the comrades. More than 1000 comrades enthusiastically participated in the convention. Forum meeting on 11.02.2015: A review meeting of the Forum held at New Delhi regarding the preparations for the parliament March on 25.02.2015, 1 crore signature campaign and indefinite strike from 17.03.2015 onwards.

According to the report received by CHQ, the progress in the signature campaign is not satisfactory in many Circles. All CSs, SSA/Branch secretaries, office bearers at all levels are once again requested to concentrate on signature campaign. The memorandum to the Hon PM may be got signed from the public at the earliest. All CSs and other office bearers to co-ordinate with other Union/Assn leaders and make it a grant success.

Convention in Tamil Nadu Circle on 30.01.2015:

Forum of BSNL Unions & Associations, Tamil Nadu circle conducted a massive convention at Cuddalore, TN on 30.01.2015. About 1,500 comrades attended the convention. The convention was presided over by all the circle presidents of the constituent Unions/Assns. The convention was addressed by Com. P. Abhimanyu, General Secretary/BSNLEU, Com. Chandeswar Singh, General Secretary/NFTE(BSNL), Com. K. Sebastin, General Secretary/SNEA(I) and Com. P. Venugopal, President/AIBSNLEA, Com M Gopinathan, CS/SNEA(I) and others. The convention was also addressed by all the circle secretaries of the constituent unions. All the leaders requested the delegates of the convention to effectively organise the "Save BSNL" campaign, collection of one crore signatures, 25th February March to Parliament and the Indefinite Strike from 17-03-2015. This convention has boosted the morale of the Tamil Nadu comrades to effectively organise the indefinite strike from 17.03.2015. Tamil Nadu comrades already collected 1.6 lakh singnatures as part of signature campaign.


   Convention in Chennai TD on 29.01.2015:

 

Forum of BSNL Unions & Associations, Chennai TD conducted a very effective convention today. The convention is held in the sprawling Raja Annamali Mandram and about 800 comrades attended the convention. Com R. Rajan, CHQ Treasurer /SNEA(I) and Com.P.Abhimanyu, GS/BSNLEU, Com.Lingamurty, Dy.GS, FNTO,  Com. Shanmuga Sundararajan, CS/SNEA(I) and many others addressed the Convention and elaborately spoke on the important demands on which the indefinite strike from17-03-2015 is taking place. The CHQ leaders urged the Circle leaders and comrades to effectively conduct the "Save BSNL" Campaign,  as well as the signature campaign and also mobilise maximum comrades for the March to Parliament.

SAVE BSNL Movement

 

Three days Dharna by Forum of Unions and Associations started on 06th January, 2015 on the issues of revival of BSNL. Large scale participation reported from various Circles. Dharna will continue for another two days.

Forum national leaders in their address at New Delhi told the employees that this may be a last chance for the employees to revive the company by providing better service to the customers, focusing on growth, expansion of network and customer base. This year, 2015 is going to decide the future of BSNL. All the demands raised by the Forum are related to growth and revival of company so that better service can be provided to the customers. 

Parliament March to be held on 25.02.2015 and a memorandum signed by the public demanding SAVE BSNL is proposed to be handed over to the Hon Prime Minister on that day. Forum decided to collect one Crore signatures from the public in the memorandum. The Memorandum to be got signed from the all the Hon MPs also seperately. CSs/SSA/Branch secretaries and all our activists at all levels may coordinate with other Union/Assn leaders for the signature campaign.

A meeting of the Forum of BSNL Unions/ Associations was held on 4th August 2014 at New Delhi to discuss about the report of the M/s Deloittee, Consultants appointed by BSNL to furnish recommendations on revival and restructuring of BSNL. The report is completely anti-employee and anti-BSNL. The consultant didn’t made any consultation with the employees or its representatives who are the real stake holders of the company before making such sweeping recommendations on HR front. So far Management also not shared the details of the recommendations with the Associations/Unions. The report has to be studied and discussed in detail before taking any decision, meeting opined.

After detailed discussion by all the participants the following decisions were taken:

Massive Protest Demonstrations to be organised at Corporate Office, Circle and SSA Offices on 12th August 2014, on which date the meeting of the Circle Heads is taking place in Corporate Office to take decisions on the recommendations of the M/s Deloittee Consultants.

Issue of 78.2% IDA merger to BSNL pensioners:
Com.V.A.N. Namboodiri,   Convener, Forum met Shri. Vijay Kumar Singh director (ADM), Department of Expenditure on 10-03-2014 and discussed the issue of 78.2% IDA merger to BSNL pensioners.
Convener pointed out that there has been much delay in the DoE and requested for early approval. The Director stated that, he has seen the file, but the concerned office has made a note in the file regarding 60-40% pension contribution by BSNL which may create problem, if sent to higher officers. Therefore he has returned the file to the concerned office with instruction to delete the note and resubmit. The director was positive in approach and agreed to do the needful without delay.

Forum meeting on 30% superannuation benefits to BSNL directly recruited employees. The Forum meeting on 03.03.2014 discussed the issue further and reiterated its earlier stand that BSNL should contribute 30% towards superannuation benefit to the directly recruited employees, as per the DPE/Govt orders. The meeting decided to meet the ED(Fin)/Chairman of the committee in this regard. The meeting decided to submit a memorandum to the Higher Level Committee.

State Convention on “Revival of BSNL” organized by Forum of BSNL Unions and Associations at Lucknow on 15.10.2013.

This convention was address by all CHQ leaders of major Associations/ Unions of BSNL including Com G.L. Jogi President CHQ & Com K. Sebastin GS. As main speakers, Com G.L. Jogi President CHQ and Com K. Sebastin, in their fiery speeches, told the workers that how private operators are forcing the Government to make policies in their favour and harming the BSNL day by day. It is time for us to unite and start struggle against this. Speeches of SNEA (I) leaders were very much appreciated by the audience.

This convention was attended by all PHQ Office Bearers, District Secretaries and District Presidents of SNEA(I) UP (East) & members of all branches of SNEA(I) Lucknow and its nearby branches in hundreds of numbers.

All Non-Executives of Lucknow & nearby Districts and their representatives from whole UP (East) Circle. Total attendance was more than seven hundred workers. (Executives / Non-Executives).

Payment of 78.2% fitment benefit to employees of KTK and other Circles where ERP is implemented:
GS Com K. Sebastin, Forum Convenor Com VAN Namboodiri and GS/BSNLEU Com Abhimanyu met DIR(CFA) and discussd the issue. This issue has been brought to the notice of DIR(CFA) last week itself by the Forum. DIR(CFA) informed Forum that necessary modifications in the ERP software has been developed by HCL by Saturday and now 78.2% IDA fitment can be implemented through ERP also. Initially HCL was asking for 2 weeks time but due to the strong intervention of DIR(CFA), they developed the programme in 2 days time. As soon as Circles are completing the pay fixation, salary can be drawn through ERP for the Circles where ERP is implemented.
Further Forum had discussions on supply of U/G cables to the Circles. DIR(CFA) informed the Forum that e-tender has been floated with the provision of reverse auctions also. Even then the rates are too high. So negotiation is going on with the vendors and tomorrow (23rd) the PNC is meeting to have further negotiation.

Decisions taken in the meeting of the Forum of BSNL Unions/Associations held on 17th July 2013.

A meeting of the Forum of BSNL Unions/Associations was held on 17th July 2013 at New Delhi. After detailed discussions, the following decisions were taken:

1.  All India convention on 3rd August 2013 at New Delhi on revival of BSNL: Senior Trade Union leaders who are also Members of parliament have been invited to address the convention.

2.  Protest against FDI increase in Telecom and Defence sector: The meeting expressed its strong protest against the government’s decision to increase the FDI in telecom sector from 74% to 100% and defence sector from 26% to 49%. These are two sectors connected with national security and the present decision compromises security concerns of the nation. The unlimited flow of funds through FDI to private companies will adversely affect the growth and survival of BSNL and MTNL. The Forum decided to organise Badge wearing and Demonstration  on 25th July protesting against the decision to increase FDI in Telecom and defence sectors and demanding that the decision be dropped forthwith.

 

3.   78.2% IDA pay fixation and connected issues: Though the order for payment of 78.2% IDA pay fixation has been issued for the serving employees, the following issues remains unsettled.

a)  Orders for pre-2007 and post - 2007 pensioners are yet to be issued.

b) The PO issued by DoT has to be modified with respect to payment of arrears.

c)  Many allowances are granted at 68.8% IDA only, though the agreement between the BSNL Management and Forum did not have such a condition.

All these issues are to be taken with the management. A meeting may be arranged with the CMD, preferably this week itself.

4) 30% superannuation benefit to BSNL recruited employees:

 As per the agreement reached between the Forum and Management on 12.06.2012, a committee has been formed to study the issue in its totality. The committee has submitted its report and now BSNL asked views from the Unions/Associations on the issue. Forum decided to give a common reply after further discussions on the subject.


5) Forum protested the decision to Grant allowances to the ITS officers alone and decided to demand the same for Executives and Non-executives as in the case of ITS officers.

Uttarakhand Relief fund: CMD/BSNL appealed to all the employees and Unions/Associations to contribute one day salary towards the relief Fund. SNEA(I), CHQ welcome the proposal and is in touch with other Unions and Associations. Forum is trying to give a joint proposal to the Management after discussion with other Unions/Associations.

Appeal from CS/SNEA(I), Uttarakhand to all BSNL Employees.

“Every body in the country is continuously viewing the news of recent Natural calamity in Uttarakhand in 16th June, and every body is shocked.  Defence forces and state Govt. teams have evacuated about 40000 people but still there are more than that those are trapped in odd situations. There is no estimation about the number of casualties which may rise to  Several thousands.  The pilgrims from all over the world are trapped there without food, water and shelter. Center & State Govts are doing their best to provide relieve to the victims  of  the disaster,  which  is of massive nature  and spread at various locations, a lot work has still to be done .  Although our comrades posted at these SSAs are working day & night to restore the services, we being sensitive citizens, must extend our hand to the victims at this juncture.  SNEA(I) Uttarakhand, therefore, proposes to that all the BSNL  Employees/Executives of BSNL contribute one day salary towards the PM’s relief fund”.
