Struggle in Kerala was the crusade against an officer facing corruption charges. When SNEA launched agitation, AIBSNLEA openly supported the corrupt officer. They tried to sabotage the agitation of SNEA and declared Sri M S S Rao is an honest officer. More than 1300 members given dies-non, so many suspended, so many charge sheeted, so many transferred. In the second spell BSNLEU also joined the crusade and their members also victimised by suspension, transfer, charge sheets etc.

But we continued our struggle for more than one and half years till we achieve our goal of proving the corruption charges against Sri M S S Rao and shifting him from sensitive post.

Finally he shifted from CGM post to a post occupied by a DGM (demotion by 2 stages), Principal RTTC, TVM. Two major composite charge sheets on corruption charges served on him. Pension not settled.

SNEA and BSNLEU protected each and every one of their member. All dies-non withdrawn, all charge sheets withdrawn, all suspensions revoked.

We protected each and every member of SNEA and BSNLEU who fought against corruption.

Campaigning at peak in all the Circles. Door to door campaign going on well in all the SSAs by different core groups. Very very encouraging reports are coming from major Circles and Metros taking the MV campaign into new heights and dimension. Consolidate in the remaining 4 days.

Large numbers of Executives are coming forward to support SNEA.

Unexpected support is coming from the Accounts wing as large number of them are complaining that their issues like increasing the quota from 50% to 75% as done in the case of Engg wing by SNEA is not taken up by their Assn. AIBSNLEA simply neglecting their issues like BSNLMS RR amendment, CPSU Cadre Hierarchy etc. Similarly JAO batches of 2010, 2013 and 2015 are coming out openly due to the suicidal stand taken by AIBSNLEA on standard pay scales, resulting the threat of demotion to E1 scales and pay loss of thousands of rupees.

After verification, only the recognized Assn will negotiate the issues of Accounts wing also with the management.

GS and Com Manoj Singh, GS/AITEEA had discussed the pay parity issue of 2007 and 2008 batches. GS/AITEEA sought the support of SNEA in this regard. This is an agenda already taken up by SNEA and part of Manifesto also and GS assured all possible steps to resolve the issue. SNEA then written to the BSNL management on 29.11.2016 itself to refer this issue to a Committee as requested by GS/AITEEA.

A thought for Unity, A Vote for SNEA

As part of membership verification, GS addressed four special general body meetings at Hyderabad itself on 18th and 19th November, 2016. The huge participation and enthusiasm shown by the comrades of Hyderabad given new dimensions to the campaign in Telangana and AP to get 60% vote with the support of all the Executives, demonstrating the unity among the Executives and their eager to settle all the HR issues, especially promotion, Superannuation benefits, pay scales, 3rd PRC etc. CHQ Advisor Com Sudha, CS Com A Viswanath also addressed and other Circle office bearers participated. Newly promoted JAOs from HYD specially met GS during the meeting and thanked for the support and active role played by SNEA for JAO posting. All of them declared that they are joining SNEA and will vote for SNEA.

Chairman addressed the special General body meeting at Rohtak, HR on 19.11.2016 along with Jt Sec and CS/HR Com Surender Singh.

The E2, E3 stand pay scales are delaying due to the stand taken by some Assns. DoT is not agreeing for cascading effect as demanded by some Assns as precondition for E2, E3. The basic cadres of JTO/JAO and SDE/AO are under threat of demotion from E1A to E1 and E2A to E2. No other cadre in BSNL is facing such a threat. The upgradation of all the existing scales comes only after this. So, SNEA strongly feels that stopping the demotion of JTO/JAO and SDE/AO cadres as the most important issue before 3rd PRC and pursues accordingly. Once E2, E3 pay scales are implemented, the pay parity (Rs 22820 fixation) issue will be pursued. So all the JTO/JAOs should be united to get E2, E3 pay scales and pay parity and give an image of unity before the management. E2, E3 pay scales settlement will lead to E2, E3, -- E7 in the immediate future.

SNEA will struggle for the social security of all the BSNL direct rect employees. We are having excellent relations with BSNLEU and NFTE and with their active support, we will achieve full 30%. We missed the opportunity in 2015 to start with 6%. Term Insurance or Corpus Fund formation will be pursued strongly to support the family of the employees in case of untimely death.

Since all the promotions are stayed due to various court cases, CPSU cadre hierarchy will be implemented at the earliest. By that all seniority related issues can be resolved. Since all seniority lists and RRs except JTO/JAO RRs will be scrapped, all litigations will end on its implementation. Efforts are taken to address all seniority disputes like 5, 6, 7, 8 etc in CPSU Hierarchy. SNEA will ensure that the JTOs lost their service by delay in the promotion due to court cases will be compensated with suitable relaxation in qualifying service in CPSU Hierarchy to bring them at par with others who promoted earlier. It is the time to strengthen the hands of SNEA for early implementation of CPSU Cadre Hierarchy.

In the meantime court cases will be strongly pursued. All efforts are being taken to list the case at Ernakulam this month itself. Even if after winning the case at EKM, the recent judgment from Hon CAT, Chandigarh will be a big obstacle on conduction of DPC and promotion in all the cadres, JTO to SDE (SCF and LDCE), SDE to DE/EE etc. BSNL is shortly filing appeal against the CAT judgment in higher courts to enable promotions.  

First TBP, Officiating pay fixation and protection of pay, notional pay of E1A, E2A w.e.f 01.10.2000 etc are other important issues.

The 3rd PRC implementation is the biggest challenge before all of us. 

All the issues requires sustained struggle with commitment and dedication. Such struggles can be done only by SNEA, that is the history. SNEA is having the strength and will power for making successful struggles in case negotiations fail. For that purposes, all Executives should be united and should strengthen the hands of SNEA. The majority of the recognized Assn will decide the future of all the Executives and it is the time to strengthen SNEA with your valuable votes. The very purpose of membership verification is to strengthen the majority recognized Assn and give maximum bargaining power to it. A strong SNEA will ensure a strong BSNL.

Membership verification on 07.12.2016:

Postal ballot is liberally allowed. All the Executives working beyond 20 KMs and on ML can opt for postal ballot. The Executives working in NE Circles, A&N, J&K, Lakshadweep, HP, Uttarakhand Circles, except at the polling stations can avail this facility. The Executives working in sensitive areas within 20 KM can also opt for postal ballot. All such Executives are to be identified and postal ballots are to be arranged in liaison with SSA Head and Asst Returning Officer (ARO).

The postal ballots are to be dispatched by 17.11.2016. All CSs and SSA Secretaries may focus on postal ballot for the next few days.

CP Com George Varghese, CS Com Santhosh Kumar, CT Com Premkumar and other office bearers addressed the meeting.

CHQ President Com A A Khan addressed membership verification campaign in Karnataka Circle by addressing the General body meetings at BBNW, Banglore (01.11.2016), Shimoga (02.11.2016), Chickmangalur (03.11.2016 F/N), Hassan (03.11.2016 A/N) and Kolar (04.11.2016). CS Com S B Nagavi and Com M H Gombi addressed the meetings.

All the meetings were big success with huge participation and enthusiasm.

All CHQ leaders focused mainly the revival and further growth of BSNL during this financial year for facilitating 3rd PRC implementation. This year balance sheet is having huge significance for 3rd PRC implementation. We have to take extra efforts to increase the revenue by adding more and more connections/stopping closure. Best customer care, improving the quality of service and marketing will lead to growth. Forum and mgt together implementing SWAS programme which is a great success. This years extra efforts and hard work will ensure 3rd PRC and benefits will be there for next 10 years time.

SNEA played a leading role in the constitution of 3rd PRC by organizing various agitational programmes in the banner of NCOA. Govt was almost decided not to constitute 3rd PRC as 2nd PRC recommendations itself was not implemented in several CPSUs. Govt was planning to leave it to concerned CPSU and Administrative Ministry. Our vigil and agitation at right time resulted in the constitution of 3rd PRC. NCOA and SNEA given an excellent presentation before 3rd PRC. We demanded delinking pay revision and superannuation benefits from the affordability or profitability of the CPSU. Again SNEA ensured that BSNL mgt also supporting our demands in the presentation given by them to 3rd PRC.

Membership verification is absolutely required for settling the major HR issues. Mgt is waiting for the outcome of the verification to start discussion. The majority of the recognized Assn will decide its bargaining power and Recognition is for the next three years. During this 3 years all the major HR issues of the Executives will be decided like 3rd PRC, standard pay scales, quantum of superannuation benefits, CPSU Hierarchy, first TBP, notional pay of E1A and E2A, pay anomalies etc etc. So need of the hour is to strengthen the recognized Assn with maximum votes and majority and give maximum bargaining power before the management. A very strong Assn with future vision and commitment, having very good majority and bargaining power only can settle the complex HR issues of BSNL. Ultimately verification should lead to unity of all the Executives.

Membership campaign picked up momentum in various Circles after the tour of CHQ leaders. Circles are started door to door campaign by forming several core groups at main buildings, offices, stations division wise. Core group members are meeting all the executives irrespective of membership and making them to understand the importance of this verification and electing a recognized Assn with maximum votes for maximum bargaining power.

Superannuation benefits to BSNL directly recruited employees: The social security of the BSNL directly recruited employees are our serious concern since beginning. Initially only EPF, Gratuity and medical facilities are available. For Gratuity, separate fund is formed with LIC and same amount will be given for all employees. Medical facility is common for all employees.

First major issue was EPF contribution without the ceiling. Till 2005, EPF contribution was a fixed amount of Rs 781/- irrespective of emoluments (12% of Rs 6500, with the ceiling limit). SNEA demanded EPF contribution without ceiling, ie 12% of the actual emoluments (Basic + IDA). Through continuous pursuation SNEA got it implemented and orders issued on 12.08.2005, with retrospective effect and all the arrears credited into the individual accounts with penal interest.

After 2nd PRC, DPE guidelines stipulated 30% contribution. Forum of BSNL Unions/Assns taken a leading role in resolving the issue by the agitation in 2012. Further we pursued at various levels. In 2013, then CMD offered 4% and again in 2015 in our AIC at Jaipur, CMD offered 6%. Unfortunately we could not grab the opportunity either in 2013 or 2015 due to lack of unanimity. Finally mgt decided for just 3% in 2016, taking few into confidence. Lack of vision, experience and immaturity in handling such sensitive issues cost heavily and we really missed the bus. Otherwise we could have started with 4% in 2014, increased to 6% in 2015 and now could have pursued for further enhancement.

However this is a big breakthrough as BSNL is the only loss making CPSU in the country where this scheme got implemented.

Social security of the employees and their families in case of death occurs untimely is a real concern for us. We are pursuing with management to create a Corpus Fund to give relief of about Rs 20 -30 lakhs in such cases. Simultaneously we are working out to change GSLIS to a Term Insurance Scheme to get better benefits of about Rs 25 lakhs.

The E2, E3 pay scales demand and CPSU cadre Hierarchy is alive today due to the continuous struggle and vigil of our Association. Mgt almost decided E1 and E2 scales replacing E1A and E2A scales. Our struggle and pursuation in DoT and DPE (when other Assns kept a studied silence and even not bothered to pursue in DoT/DPE) resulted in the rejection of E1A and E2A scales (third time) was the first turning point. If E1A and E2A was approved, the demand of E2 and E3 would have no relavance after that. Second one and major breakthrough was the reconstitution of the redundant Joint Committee by our struggle in May 2015. The reconstituted Joint Committee submitted positive recommendations within 4 months time whereas the earlier Committee could not do anything for 3 years, from 2012 to 2015.

CPSU Cadre Hierarchy: Our demand for immediate first promotion, relaxation for the second promotion, uniform date of promotion and pay fixation, designation change etc is accepted by the management in principle. Major challenge is to make AGM promotion also timebound, delinking from seniority and availability of posts so that all the court cases can be resolved once for all. List no 6 & 7 seniority issue will be totally addressed in the CPSU Hierarchy. The following issues will be taken care while implementing it: a) For the existing Executives in higher pay scales, continuation of financial upgradation after 5 years.

Revised pay scales of JTO/JAO and SDE/AO cadres, ie replacement scales for E1A and E2A scales are not notified by DoT after 2nd PRC. The pay scales for all other cadres, ie E3, E4, E5 and E6 are notified and presidential orders are issued by DoT. JTO/JAO and SDE/AO cadres are facing demotion to E1 and E2 scales. Other cadres and scales are not having this problem. This is the difference between JTO/JAO, SDE/AO pay scales and other pay scales. Our first and foremost responsibility is to protect the JTO/JAO and SDE/AO cadres from demotion to E1 and E2 scales. If we succeed in getting E2 and E3 settled now, it will be a natural process to get upto E7 later on. We have to struggle to see that E2 and E3 pay scale is settling immediately, before 3rd PRC.

This Assn struggled for decades together to get the cadres uplifted by upgrading the pay scales thrice, in 1987, in 1996 and during absorption in 2002. So, we will not tolerate any demotion of the cadre from E1A to E1 or E2A to E2. This will give the benefit of standard pay scales of E2 to 2007, 2008, 2010, 2013, 2014, 2015 and 2016 batch recruited JTO/JAOs as we assured to them.

Meanwhile as an interim measure, E1+5 increment was been given to 2007 and 2008 batches to compensate the pay loss. However, E1+5 increments are not implemented for SRD JTOs and JTO/JAOs recruited since 2010. This proposal is pending before the BSNL Board for more than one and half years. The Govt directors are not at all positive and clearing the proposal citing HR plan. We are strongly pursuing the same.

Again the pay anomaly/pay loss is to be addressed and our demand of pay fixation at Rs 22820 has to be pursued after the approval of E2 and E3 scales. Along with this the pay loss issue of TTAs become JTOs as Deptl outsider also can be addressed.

First TB promotion after 4-5 years instead of 4-6 years: This is a demand of SNEA alone and by the agitation, it was referred to the Joint Committee reconstituted on 07.05.2015.

Issues related to Civil/Elect/Arch/PA/PS etc: After the formation of SNEA, we started taking up of issues related to these cadres also. We could resolve many of their issues like a) counting residency period from 01.10.2000 for the purpose of TB promotion, b) 1st and 2nd ACPs, c) accounts examination and b) transparency in all areas. JTO to SDE promotions could complete for all the vacancies upto 31.03.2016 fir civil and for electrical, it is under process. SDE(E) to EE(E) promotions issued recently overcoming all the hurdles. However promotion to EE(C ) could not issue eventhough all formalities are completed due to the intervention of some negative elements. We will overcome this hurdle also.

One major outstanding issue is notional pay of E1A and E2A w.e.f 01.10.2000 which we are pursuing for long time. For the first time, during our agitation in May, 2016, management given an assurance to settle this issue favourably. Now we are pursuing this demand as a discrimination of pay scales for the entry cadres and parity in pay scales.

Offtg pay protection: Pay protection and recovery of pay is a serious issue, Assn is pursuing for years together. Finally mgt agreed to reconsider the wrong clarifications and withdraw/modify them. We are pursuing the same.

Rule 8 transfer cases: Assn was pursing this issue for the last one year to have a permanent solution. For arranging the substitutes, three LICEs from TTA to JTO planned this year itself and already two LICEs conducted. Rule 8 cases from most of the Circles will be settled by this. For the remaining Circles having huge waiting list, for arranging substitutes, maximum allotment made in the direct rect quota to the Circles having large no of waiting lists. By this, for the remaining Circles, Assn ensuring that all the Rule 8 cases will be settled before 2017 end by the JTO direct rect.

Regularization of officiating JTOs and FR 22(1)(a)(1) pay fixation case and protection of officiating pay: Assn was pursuing the regularization since 2005 by amending the JTO RRs. Finally we could succeed it in 2015 as we proposed. The confusion created by some sections actually delayed their regularization for so many years and spoiled the career of thousands of Offtg JTOs as hundreds of them retired even without becoming a JTO and others lost 7 to 8 years of service and even one Time Bound promotion. This is the result of the false hope given by some Assns. The FR22(1)(a)(1) pay fixation case to extend similar benefit is in the PCAT and it is listed for 10.11.2016. The officiating pay protection is another issue for them which has to be pursued vigorously. Once offtg pay protection issue is resolved, it will be easy to resolve this issue also.

The membership verification among the Executives Associations in BSNL will finally be held on 07.12.2016. Presently there are 11 Associations representing the Executives in BSNL and 10 of them are taking part in the membership verification process. In other CPSUs, there is only one Association representing all the Executives. Multiplicity of the Executives’ Associations with sectional demands currently poses a real threat to the resolution of the genuine cadre interests of the Executives in BSNL. Such diverse demands and views aids and abets the policy of the Management to linger on and on, on all the real issues of the Executives putting them at a heavy disadvantage. And this is what we have been facing for some time now, despite all efforts to put up a joint show in the banner of the UF.  

In DoT setup we had only one cadre Association the JTOA, representing all the JTOs. The wonders, which the JTOA has been able to work out through various struggles remain wonders, cherished and fondly sung by everyone in the know of things. Yes, history was written by our predecessors in indelible golden alphabets. The JTO pay scales were upgraded three times, first in 1986, again in 1996 and the third time during the absorption in BSNL from E1 to E1A pay scale, all through hard fought struggles. The JTO cadre was elevated from Group C to Group B gazette cadre by V CPC in 1996 as a result of which we could all be absorbed as Executives in BSNL. Else, JTO and all equivalent cadres would only be absorbed and remained as Non-Executives in BSNL. Upgradation of the pay scales of the SDE cadre was nothing but a direct consequence of the upgradation of the pay scales of JTO cadre in 1996.

After the formation of BSNL, when the absorption process of the Executives was mooted, the TEOA could and would decide the terms and conditions for absorption, even if it required the strongest of agitations paralyzing the Telecom Services in the country. The TEOA ensured that all the Executives are absorbed in BSNL, in a dignified manner with defined terms and conditions, namely a) pay scales, b) promotion policy and c) fitment formula before absorption. Through the agitation we also ensured that the E1A, E2A, --- E6 pay scales, 5 Time Bound Promotions etc are uniformly applicable for the BSNL absorbed as well as recruited Executives turning the tables on an adamant Management which insisted that the absorbed Executives would be given E1A scale while the recruits in BSNL would only have E1 Scales. We never could compromise on the cadre interests even though fresh recruits at that time just become part of our Association, it was a clever ploy by the Management to keep the JTO cadre split. It takes great vision and unselfish motives to undermine the devious designs of the Management. And history proves that only the JTOA and the SNEA has the resolve, strength, vision and commitment to take the fold undivided. Temporary gains at the cost of our kith, we consider is an unpardonable betrayal.

The quantum of majority that the recognized Association gains will also decide its bargaining power. The majority Association will negotiate for all the Executives without confining its bargaining power for its members alone. The benefits worked out through such negotiations would be extended to all. As already it is the SNEA which has the credentials and history to bargain for the benefit of all without limiting it to the interests of its members alone. Therefore no Executive can discount his responsibility to exercise his franchise to increase the majority of the highest voted Association and strengthen its bargaining power, particularly at this crucial juncture when a large number of issues is on the verge of finalization. The recognition of the representative association is for the next three years. The 3rd PRC, Standard pay scales for the basic cadres, CPSU Cadre Hierarchy replacing the existing post based promotions delinking from seniority and availability of posts, first TB Promotion between 4 to 5 years, notional pay of E1A and E2A from 1-10-2000 for civil/elect/arch/PA/PS etc. are some of the highest priority HR issues to be finalized sooner than later. During the last few years, multiplicity of the Associations and the sectional demands played havoc with the interests of the cadre. All the Executives have been victims and sufferers of this unwanted phenomenon.

On 07.12.2016, each Executive in BSNL gets his opportunity to end this multiplicity and decide his own destiny. Continuation of several Associations with sectional interests for another three years will be suicidal for the cadre and for the entire executive community. The single, best and very strong majority Association with vision, commitment and dedication only can negotiate and decide the complex HR issues of BSNL.

This verification should ultimately lead to the unity of all the Executives in BSNL, catering to the interests of each Executive. One Association with clear vision of the future road map for the cadre and the BSNL is the need of the hour. Ensure that each and every Executive makes the wisest to determine his future and the future of the cadre.

Remember every unpolled vote renders the cadre weak. And every vote for a weak Association is a vote against the bargaining strength of the Representative Association. Go along and vote the best. Vote for Unity. Vote for highest bargaining strength for the Executives.

Procedure for conduction of Membership Verification for recognition of Majority representative Association of Executives in BSNL issused.

Postal ballot allowed liberally facilitating voting by all the Executives. Executives working beyond 20 KMs (or even less, working in sensitive posts like trans mtce, on touring jobs, switches etc) and Executives on maternity leave can opt for postal ballot.

All CS/SSA Secretaries, office bearers and activists are requested to identify the Executives working in distant places and required postal ballot facility and get their application approved by SSA Heads for postal ballot well in advance, ie before 20 days (before 26.10.2016). Individual application for postal ballots are to be submitted.

GS and AGS met CMD and GS, Chairman and AGS met DIR(HR) on 30.09.2016 and discussed about 1) Withdrawal of wrong clarification issued on 30.05.2007 and 19.02.2010 regarding pay fixation and protection of pay on officiating promotion and b) Conduction of membership verification.

Both CMD and DIR(HR) assured that the orders will be modified / withdrawn shortly. DIR(HR) further informed that necessary instructions are already given to GM (Pers) in this matter.

On membership verification, both of them informed that verification process is in the advanced stage and all arrangements are made. Detailed instructions regarding conduction of membership verification will be issued to the Circles in a couple of days.

CEC meeting of Jharkhand Circle at Ranchi and SSA General Body meetings at Ranchi and Jamshedpur in connection with membership verification. Strengthen SNEA, Strengthen BSNL.

SNEA Jharkhand Circle conducted the CEC meeting at RTTC Auditorium, Ranchi on 04.09.2016. All the SSAs attended the CEC meeting. CP Com Ranjan Ram and CS Com Pankaj Das mobilised the gathering. CEC cum General Body meeting was held at Ranchi in connection with preparations for membership verification. A 2007 rect JTO is the new DS of Ranchi SSA. Com Rakesh Kumar nominated as CWC member.An open session was conducted on SWAS programme. On 03.09.2016, General Body meeting held at Jamshedpur, JKD. DS Com N K Singh and DP Com Vinod Kumar initiated the meeting. DSs of AIBSNLEA and AIGETOA also attended the meeting at Jamshedpur.

General Secretary addressed both the meetings at Jamshedpur and Ranchi, explaining the developments at CHQ level. The successful implementation of SWAS programme in JKD Circle is highly appreciable. GS congratulated each and every employee of Jharkhand and the management for their enthusiasm in implementing it under adverse conditions. SWAS programme focuses on the quality of service, sales, marketing etc. If quality improves, automatically customer base increases and additional revenue generates. BSNL management taken series of initiatives like Night Free call, free roaming, free call diversion etc to attract the customers. The tendering processes, procurement etc streamlined and availability of materials improved. Employees also responded very positively. Customer Delight year and SWAS programme changed the mindset of large number of employees and they got a new direction. Last two years, BSNL shown significant improvements in the revenue and BSNL recording operational profits. This year, 2016-17 performance is very crucial for all the employees because 3rd PRC implementation is fully depends on that. It is a real challenge before every employee to ensure that maximum contribution is coming from their side in the coming days to accelerate the growth, customer base, quality of service and ultimately revenue generation. More and more focus is required on enterprises business segments, leased ccts, MPLS ccts, broadband and FTTH connections etc which will generate maximum revenue. This year performance is going to decide our future for the next 10 years, till 2027. Just for 20% hike in our salary, BSNL requires minimum 3,000 Crores additional amount, ie minimum 10% revenue has to increase comparing to previous year.

On 3rd PRC, SNEA took the lead in constitution of 3rd PRC by launching agitation under NCOA. In fact SNEA was the only Assn participated in the agitation. SNEA and NCOA together gave a detailed presentation before the 3rd PRC which was appreciated very much by the PRC. Our entire focus was to delink the pay revision from the profits and affordability. Similarly on superannuation benefits to the BSNL directly recruited employees, being a social security measure, SNEA and NCOA pleaded for compulsory contribution from the CPSU without giving any flexibility to the CPSUs. SNEA was in constant touch with BSNL management and ensured that most of our suggestions are supported and incorporated in the presentation to be given by BSNL mgt to 3rd PRC.

On Superannuation benefits, all efforts are to continue to get minimum 6% contribution from BSNL as offered by CMD, BSNL in our AIC held at Jaipur in last September. Eventhough earlier offer was come for 4% and 6% from mgt side, there was no unanimity among the Assns and Unions, some are insisting for 12%. But unfortunately they didn’t opposed 3%! Now the proposal for administrative approval with 3% contribution is in DoT, we are pursuing it on a daily basis to start with. Once separate fund is formed, we will focus on enhancing the contribution.

On promotions, almost all the promotions in various streams are stayed by different courts on different grounds. In Ernakulam HC, all efforts are being taken to hear the case on merit on out of turn, bypassing the case seniority. We are successful in that by engaging a Sr lawyer from Hon SC, New Delhi. Now the case is part heard and remaining part will be heard on 22nd and 23rd Sept. The LDCE promotion, SDE to DE promotion, JAO to AO and AO to CAO promotions are held up in Chandigarh. Efforts are being made to hear the case on merit at the earliest.

The only viable alternative to this deadlock situation in promotions are implementation of CPSU cadre Hierarchy. CPSU Hierarchy is the implementation of the agreement reached between TEAO(now SNEA) and BSNL in 2002 agitation in true spirit where it was agreed that Time Bound Functional promotion without linking with the posts will be provided upto Selection Grade DGM between 4 to 6 years. Till that date only two financial upgradations (one from JTO and another from SDE) were available, that also after 12 years. In CPSU Hierarchy, promotions are delinked from seniority and availability of posts. Since the Joint Committee was almost defunct, SNEA alone started agitations since February, 2014 demanding CPSU Hierarchy and standard pay scales of E2, E3. Finally we succeeded through agitation in 2015 when CMD agreed to reconstitute the Joint Committee. The demand of first TB promotion after 4 years instead of 6 years also made a terms of reference of the same committee, another breakthrough. We could get very positive recommendations from the Jt Committee on all the three issues in very short time. After the recommendations, last several months, we are working for 1) one time relaxation for immediate promotion to the next higher grade for the Executives working in higher scales, 2) relaxation for qualifying service for further promotions, 3) uniform date of promotion and pay fixation, 4) change of designation, 5) increasing the number of DGM posts etc. The draft proposal addresses large number of concerns and mgt accepted most of our above mentioned demands. Our major issue pending is to make the AGM promotions also time bound, without linking with availability of posts and financial upgradations to E5 and E6 scales should be after 5 years instead of 7 years. SNEA is committed to ensure a uniform promotion policy for all the Executives.

On standard pay scales, we are fully committed to see that our basic cadres of JTO/JAO and SDE/AO are not demoted from E1A to E1 and E2A to E2. SNEA through continuous struggles upgraded the pay scales of JTO cadre thrice, first in 1987, second in 1996 and third during absorption in BSNL. The status also got upgraded from Group C to Group B Gazetted and then to an Executive. Then it has extended to all similar cadres like JAO, JTO(C/E) etc. Our struggle since 2014 was to get the standard pay scales of E2, E3 as replacement scales for the intermediary pay scales of E1A and E2A. E1A and E2A are the two pay scales, DoT didn’t approved in 2009. By pursuing in DoT and DPE, SNEA ensured that proposal of E1A and E2A scales are rejected by DoT and DPE in July, 2014 giving momentum to our struggle for E2 and E3. In the Joint committee we struggled to see that positive recommendations are coming, eventhough dissent note was given by some members. Our agenda is to get E2, E3 scale now, before 3rd PRC so that we should not miss the benefits of 3rd PRC. This will give deserved benefits to thousands and thousands of JTO/JAOs recruited in 2007, 2008, 2010, 2013, 2014, 2015, 2016 and future recruits. The pay parity demand is to be pursued after that. Once E2, E3 is settled, it will be easy to settle E2 to E7. Our priority is to see that JTO/JAO, SDE/AO cadres are not demoted, rest will follow.

Membership verification should lead to unity among the Executives. It is a golden opportunity to revive BSNL, meet all the Executives and explain the contribution of this Association in various struggles to protect the interest of the Executives as well as the interest of BSNL. On disinvestment, copper cable unbundling, ADC, 45.5 million tender cancellation, ITS issue, BWA spectrum refund, 3G roaming, GSM tender cancellation, tower subsidiary formation, MTNL&BSNL merger, SNEA was in the forefront of all the struggles. This is an Assn fighting for your rights. Join this Association and strengthen it. Strengthen the hands of SNEA which all along struggling to Strengthen BSNL. Appeal to all the Executives is that join this fighting brigade, strengthen it to protect your rights, to protect our company. Strengthen SNEA, Strengthen BSNL.

Editorial

Decisive struggle is inevitable to defeat counterproductive moves of bureaucracy in DOT to destabilize BSNL by creating industrial unrest at critical stage of revival. Struggle to conclusively address critical issues, having reached a very crucial stage of resolution, a) Standard pay scales of E2 and E3, b) Superannuation benefits and c) CPSU Cadre Hierarchy. Depth of commitment and involvement in the struggle will decide how fast and in which way we reach our destination. 

Rejection of the proposal to extend standard pay scales of E2, E3, --- E7 by DoT, citing huge financial implications, prompted and paved the way for United Forum of BSNL Executives Associations, comprising of SNEA, AIBSNLEA and AIGETOA, to launch imminent organizational actions. This decision of the DoT brings to surface and exposes the ulterior designs that bureaucracy, particularly DoT Finance, had been nurturing for the last couple of years regarding demotion of strategic cadres of JTO and SDE. However for CAT to come out of the bag also a struggle was required, thus clearly setting the stage for a very crucial, prolonged and head-on struggle to defeat diabolical thinking of thick skinned bureaucracy. And we all know what it takes to permeate the thick skin of bureaucracy.  

Let us understand very grave implications of this retrograde decision- it clearly jeopardizes   our justified demand of getting standard pay scales corresponding to existing scales of E2 to E7 from the 3rd PRC. This retrograde thinking of bureaucracy is clearly evident from its decision to refer the proposal to DPE, simply to preempt our move to plead before 3rd PRC our legitimate demand of getting scales equivalent to existing standard scales of E2 to E7.

For a moment, bureaucracy did not just bother to weigh the incredible recognition that the cadre of JTO earned from National productivity council, IIM Bangalore and 5th CPC. Two incredibly monstrous jumps that the cadre got- one, in 1987 when the Union Cabinet decided to upgrade its pay scale to 1640-2900, and the other one, when 5th CPC, conferred yet another unprecedented distinction on it by upgrading it from Group C to Group B Gazetted along with 6500-10500 scale. This devilish thinking of dumping the cadres of JTO/SDE has to be buried deep down to a level from where it just cannot rise again. And let us understand that getting standard scales of E2 and E3, places us on solid track of getting further elevation E4 to E7 from 3rd PRC and that too no one can stop us from getting. Resolute and deep rooted conviction will inevitably take us to our defined destination.      

Striving to accomplish social security in terms of Superannuation benefits for our Comrades remains yet another formidable challenge for us and this social security has to be accomplished in absolute terms in the long term. Immediately, we have to move towards bridging the huge gap that exists as of now between what we are eligible for and what we are getting. DoT has just no business to obstruct bridging this gap and this struggle has to convey this fact in clear terms to DoT.   

We have been working tirelessly over last couple of years to replace our existing obsolete functional career growth mechanism by a robust and viable one. While this mechanism entails delinking functional promotion from seniority and availability of posts, our immediate formidable challenge is to ensure time bound functional promotion up to AGM level. We will have to strain our nerves to reach, in the first instance, up to AGM level so that senior Comrades get immediate relief whereas younger generation also simultaneously moves up. In this process, number of connected issues, some of them quite complex, are to be sorted out. Last few months we are working tirelessly to see that our suggestions on a) immediate promotion, b) relaxation in the qualifying service, c) change of designations, d) uniform date of promotion and date of increment, e) decentralization of DPCs etc are accepted by the management. The draft proposal addresses most of our concerns and the biggest breakthrough is the proposal for immediate promotion because it gives promotion to thousands and thousands of JTOs as SDEs and SDEs as Sr SDEs/DEs.

Finally coming together of Executives on a common platform, to unleash what is surely going to yet another historical struggle in itself is a huge breakthrough. This struggle will generate fire and shake perverse thinking, thick skinned and vested interest in DoT which is hell bent upon derailing the revival mode that BSNL has entered into after strenuous efforts. This struggle is therefore going to expose and defeat larger and well planned conspiracy of bureaucracy, having no stake or interest in a robust BSNL, to destabilize BSNL.

Solidarity and support to the General Strike on 02.09.2016 by the Central Trade Unions.

Central Trade Unions decided for one day strike on 02.09.2016 with various demands including No disinvestment of CPSEs, minimum wages, strict enforcement of labour laws and no amendment to labour laws, no merger of banks etc. All the issues are so serious and having direct impact on BSNL when Govt very seriously thinking about strategic sale.

SNEA decided to extend solidarity and support to the strike by joining the demonstration or holding separate demonstrations wherever possible.

Superannuation benefits to BSNL Direct Recruits:
In continuation of our agenda meeting with Secretary DOT on 19-08-2016, GS, CHQ President and Chairman met senior officers of DOT today to further pursue the proposal on Superannuation benefits . In the meeting held on 19-08-2016, Secretary DOT assured us that the proposal will be approved soon. Member Finance, Telecom Commission now cleared the proposal, crossing the major hurdle. The orders are expected in a couple of days.

Replacement of E1A & E2A pay scales with standard pay scales of E2 & E3: 
Today GS, CHQ President and Chairman met the concerned officers in DOT and given further input to the issue. They assured that the inputs will be incorporated in the proposal.

Niti Aayog – Very thinking of strategic sale in BSNL a preposterous proposition – Aayog has to get fully apprised of the ground realities that led to decline of BSNLs growth. Augmentation of BSNL at this critical juncture, when there are visible signs of consolidation of growth and massive closing down of losses, through capital infusion and other measures will strengthen the Govt. with a powerful institution to safeguard national security, force private operators to comply with policy provisions and defeat their concerted attempts of cartelization and help maintain competitive tariffs.

Nothing can be more ill conceived, ill timed and counterproductive than the very thinking in the highest policy planning body of the Country, NITI AAYOG, to dilute the equity of BSNL at a time when the Company, for the first time since the year 2008 has started showing very definite, visible and perceptible signs of positive growth trajectory and is very fast bridging the massive losses that it incurred during the preceding years. This is apt and high time when the policy making body, after taking a very close and hard look of how things have started shaping and building up of late in BSNL in terms of revenue generation, growth of mobile services, narrowing down of losses, expansion of services in rural areas etc. should have suggested very concrete measures to the Govt. to help the Company further bolster its growth so as to finally jump in the profitable zone which is just well within the reach of the Company. Getting into the profitable domain is just at arm’s length as of now and this is where the policy makers are making serious judgmental error by sending wrong signals for no reason.

Policy makers, it is extremely important, need to get apprised of some fundamental ground realities and facts that have unfolded in the Telecom sector during the last two decades. Primarily, policy makers need to factor in the unprecedented and unparalleled role that BSNL has played in terms of taking Telecom services to the remotest parts of the Country at highly subsidized rates, thereby fulfilling the National Telecom Policy Agenda of the Govt. to provide affordable Telecom Services of universal quality. In meeting this objective of National Telecom Policy, spelt out in 1988 when Telecom commission was constituted, BSNL bled and continues to bleed by investing more than Rs 20,000 crores with virtually no returns. And BSNL continues to meet this social obligation of policy, with recurring losses. It is not only pertinent but quite significant to mention that Private operators have had just no contribution in this herculean effort of building massive country wide telecom infrastructure. Instead, they exploited and continue to exploit this infrastructure without any investments. They never met the policy provisions that tasked them to provide telecom services in rural areas.

Massive reserves that the Company had were consigned to flames by politicians, bureaucrats, in nexus with corrupt officers in BSNL and vested interests. When we were running neck to neck vis-a-vis Airtel in terms of market share in the wireless segment in the year 2007, we were left crippled because of cancellation of 45.5 million lines of procurement of GSM equipment by the then Minister. That was where we started bleeding and this is just the tip of an iceberg.  NITI AAYOG needs to dig out all that led to rapid deterioration of BSNL and it will arrive at inescapable conclusion that political interference, bureaucratic red tape, complete lack of autonomy, breach of policy violations by private operators at the cost of BSNL, meeting social obligations of telecom policies of the Govt. etc etc. led to fast sliding of BSNL.

Against all these heavy odds, when the Company is weathering the storm in a determined and extraordinary manner, showing great signs of resilience and visible upward growth trajectory, bridging losses incredibly and remarkably inching forward steadily but surely towards full recovery, the very thinking in the NITI AAYOG even remotely to dilute the equity of the Govt. in the Company in one way or the other only deflects the management and the employees from the path they have been together relentlessly traversing during the last more than a year towards taking the Company to its pristine glory. NITI AAYOG headed by worldwide renowned economist, Arvind Panigrahiya, will have to go quite deep into what has ailed the Company and more significantly will have to recognize the fast recovery that it is heading towards of late. Not only will the NITI AAYOG have to abandon these preposterous and counterproductive propositions of equity dilution but it will have to aggressively and proactively come out with measured strategy and plan of action that help further fortify and accelerate the recovery process that has already set in and is gathering momentum by the day. Capital infusion, akin to banking sector, clubbed with other dynamic and versatile policy intervention will surely take the Company completely out of the deep waters that it go sunk into about five years before and from where it is gradually coming to the surface.

Trade unions and the management, understanding the huge strategic significance of revival of the Company, have been facing the huge challenges together and working in tandem admirably, producing tangible results. Govt. should fully grasp the prevailing situation in BSNL in its totality and not do anything that upsets the balance of delicate apple cart between the management and the employees by forcing the employees to go on to the streets and thus completely derail them from the recovery track that the company is traversing on. The Govt. and the policy makers, on the contrary, should be seen as cementing this relationship because joint endeavor alone can pull through the Company completely out of the woods and facilitate and enable it to enter the much awaited and cherished profit domain that it has been desperately longing for to enter.

 

Role of SNEA vis-a-vis NCOA vis-a-vis 3rd PRC.

SNEA has to be at the centre stage to get the tough decisions taken by NCOA in its NEC meet held at Mysuru on 16th July with regard to smooth and timely implementation of recommendations of 3rd PRC. NCOA has decided to force the Govt. to delink wage revision from affordability, besides taking series of other important decisions on various aspects which are reproduced elsewhere. We have to be in the driver’s seat to get these decisions implemented and that unquestionably and undoubtedly will need a prolonged and sustained struggle. Let us start making very serious and extensive organizational preparations at the grass root level so that we are fully successful in playing pivotal and strategic role to get a very positive report from 3rd PRC that largely meets our reasonable expectations.

 

Replacement of E1A and E2A by standard pay scales of E2 and E3 and Approval of Superannuation benefit to BSNL Direct recruits --- imminent struggle awaits us, start gearing up fully to force the bureaucracy to decide.

Pay scale demand howsoever legitimate it may be has never and will never be realized without a very tough and determined struggle, requiring committed involvement of   each and every comrade. Bureaucracy does not bend but has to be forced to bend. Replacement of non standard scales of E1A and E2A before 3rd PRC is just crucial to our upward movement from E4 to E7. Getting E1A and E2A prior to 3rd PRC will be a stepping stone and this vital breakthrough will surely set the stage for our movement from E4 to E7. Moving from E4 to E7 would be a natural corollary of getting E2 and E3 scales for non standard scales of E1A and E2A. Similarly the BSNL proposal on Superannuation benefits also.

There is strong resistance from bureaucracy in DOT for very obvious reasons and defeating this resistance is  not going to be an easy task unless we get very tough and determined to hit and hit hard and that too very soon. Thus realizing the greatest importance of settling this unresolved issue let us lose no time in making very elaborate organizational preparations to force the bureaucracy to decide and decide quickly. Let us be on our toes and not look back, recalling our huge strengths.

Biggest battle on hand - getting terms of reference of 3rd PRC amended to delink wage revision from profitability and ensuring pension revision as part of the terms of reference -– vested interest bureaucracy will have to be shaken from its mighty citadels to incorporate this fundamental and realistic amendment. SNEA will have to be yet again the marshalling force in NCOA to lead this formidable struggle. 

While NCOA, and within NCOA, SNEA, was instrumental and undoubtedly and decisively key force, in forcing the Government to constitute 3rd PRC for CPSU wage revision. In so far as terms of reference of the 3rd PRC are concerned, it really makes no sense unless a basic and realistic amendment in the terms of reference of the wage committee to delink the wage revision from profitability of CPSU is incorporated in the terms of reference of the wage committee. SNEA from the platform of NCOA started the onerous task of forcing the bureaucracy to get 3rd PRC constituted more than two years before and since then has been struggling against all the odds to get the wage committee constituted and never drifted in its focus and commitment till finally Government decided to constitute it.

However, without fundamental amendment in the terms of reference to delink wage revision from profitability, wage committee and its recommendations are going to be merely ornamental and cosmetic since more than 80% of the CPSUs would be out of purview of wage revision in that case. Yes, timely intervention of NCOA and spectacular unity exhibited by the affiliates of NCOA defeated the initial diabolical thinking in the Government to disintegrate and create ripples in the unity of Executives of CPSUs by delaying the constitution of wage committee in order to give complete freedom and flexibility to the respective managements of CPSUs to decide and finalize wage revision. Yes, NCOA defeated this sinister move of the Government forcing the Government to legitimately constitute 3rd PRC. This undoubtedly has been a landmark breakthrough for NCOA, particularly SNEA.

Without NCOA taking a very tough and unrelenting organizational stand and adopting a well drafted strategy, bureaucracy would have succeeded in its ulterior motives of dividing the unity of Executives of CPSUs by deciding to allow respective CPSUs to decide their own yardstick for wage revision. And if left unchecked and allowed to succeed, such a preposterous move would have wrecked havoc and fragmented the unity of Executives and CPSUs too. This further would have facilitated the Government to execute its long cherished dirty designs of disinvesting and eventually selling these behemoths of Indian economy and symbols of National sovereignty.        

Having accomplished this breathtaking breakthrough, we have even more challenging and arduous task at our hand- forcing the bureaucracy to treat CPSUs at par with Central Government employees and adopt the same yardstick in so far as fitment criterion is concerned. Viewing developments in a hard and realistic perspective, one cannot escape inferring and concluding that contribution of CPSUs towards strengthening Indian economy and in building basic infrastructure blocks of growth of Nation building has not been only spectacular but really unparalleled. Massive political corruption, strong nexus between politicians, bureaucrats and the mafia has wrecked havoc on these bedrocks of Nations growth and economy. Be it Coal, Power, Telecom, Civil aviation, Heavy industries etc. etc, massive corruption has undermined growth of CPSUs and hence there is just no rationale, strength and legitimacy in linking our wage revision to profitability. Doing this is just illegitimate and that is where our job lies - in exposing and publicly propagating vigorously and vociferously what is generally known to the Indian public by now. Not an easy job but yes given the fact that today Indian public is generally aware of how these strategic units of Country’s growth have been systematically degenerated and decayed by corrupt politicians and bureaucrats, our job is not all too difficult.

Similarly, the pension revision for the BSNL absorbed employees didn’t find place in the terms of reference of the Pay Revision Committee eventhough DoT was specifically demanded for it. The pension revision has to be automatic as in the case of Govt employees, delinking it from the pay revision of the serving employees. This amendment also to be incorporated in the terms of reference of the 3rd Pay Revision Committee.

Thus Comrades, our real struggle to force the Government to immediately revisit the terms of reference finalized by it and incorporate basic and rational amendment to delink wage revision from profitability and pension revision for the BSNL absorbed employees now starts and we have to get tough to such an extent that we have to ensure that 3rd PRC does not commence even elementary deliberations unless this fundamental amendment is incorporated. It is only after we succeed in forcing the Government to introduce this critical amendment that the deliberations and submitting of memoranda etc. etc. to 3rd PRC will have meaning and objectivity. Otherwise, deliberations and submitting of memoranda is going to be a lame duck affair, completely devoid of any relevance and objectivity.

This is undoubtedly going to be the most daunting struggle since bureaucracy needs to be shaken in order to look at the entire gamut of issues relating to CPSUs in a pragmatic and realistic manner and the hard reality is that CPSUs wage revision has to be analogous to 7th CPC in terms of not linking wage revision of CPSUs to profitability like 7th CPC. They cannot close their eyes to the realities that have jeopardized growth of CPSUs and if they close, we will have to force open their eyes to peep at hard ground realities. That is where the role and struggle from the platform of NCOA assumes greatest significance and even greater and critical will be the role of SNEA in marshalling the struggle and taking it to its logical conclusion of delinking wage revision from profitability.

Make extensive, strategic and wholehearted preparations to emerge thumbs up and with flying colours from ensuing membership verification- leave just no stone unturned- start gearing up right now to face this formidable challenge too.

In BSNL, HR issues have remained unaddressed mainly due to two reasons, one because of the inaction and complete lack of vision and professionalism on the part of the management to conceptualize and executive innovative HR career growth roadmap consistent with the emerging intense challenges in the sector and,   secondly and more significantly, because of myopic and sectarian views from different sections from amongst the Associations. In this situation, management relishes passing on the buck and it becomes easy for them to bury the issues deeper into the ground. That is precisely what has had been jeopardizing the issues and affecting adversely and irreparably our career advancement for quite some time now.  

Against the backdrop of this, we were just constrained to do what we have had been desisting to do for last four years in the larger interests of the growth of the Company since linked to growth of the Company is our getting eligible for 3rd PRC which otherwise would be a nightmare for us. Overwhelming and spontaneous response from our Comrades to one day Dharna, even though at short notice, prompted the management to engage us in very serious and meaningful discussions for resolution of the long pending issues. The replacement scales of E2 and E3 for the non standard pay scales of E1A and E2A is the most critical issue in view of the 3rd PRC and the large number of young Executives that are affected by this.

Even though E2, E3, -----, E7 is our ultimate goal, strategically we decided to focus on Khan Committee recommendations, limiting to E2 and E3, and protecting the basic feature of five TB promotions envisaged in and underlying our EPP in the first phase followed by E4, E5 to E7. We shall have to strain to ensure that E2 and E3 get nod of BSNL Board and DoT before 3rd PRC constitution. It is not going to be a smooth sailing given the fact that, even though one year have elapsed, E1+5 is yet to get nod of BSNL Board for the remaining batches.

CPSU cadre Hierarchy is the only viable alternative to the present deadlock in promotions due to litigations. Our agitation compelled management to seriously work on that along with the recommendations on 1st TBP after 4-5 years. Another important milestone of this brief struggle is the settlement on pay fixation during officiating promotion and pay protection. Management compelled to agree for withdrawal/correction in the wrong clarifications issued. Another breakthrough is breaking the deadlock on notional pay of E1A and E2A w.e.f 01.01.2000 for the Civil/Elect/Arch/TF/PA/PS cadres. On superannuation benefit, management reiterated its commitment to review the contribution of 3%.

          With a view to put an end to the huge uncertainty arising out of very diverse and irrational views expressed by various groups, management decided to accelerate membership verification by acting and deciding very swiftly to issue the amended rules so as to end the existing legal deadlock arising out of discriminatory provisions in the previous notification. We have had been advocating same course of action for a pretty long time.

          Assurances are mere assurances till they get implemented and for their implementation struggle is inevitable. So let us exhibit extraordinary organizational preparedness at the grass root levels to be ready for struggle for full implementation of the assurances and also defeating divisive and opportunistic forces that are hell bent upon to derail the process of settlement of issues by whipping up populist sentiments and playing to the gallery. Populism and playing to the gallery has never worked in trade union struggles. Holding on to hard ground realities has always yielded tangible and everlasting results.

We should simultaneously start strenuously working on coming out with flying colours and thumbs up from the ensuing membership verification. It will surely be a litmus test for our organizational capacity and our commitment and determination to face successfully challenges howsoever formidable they are. That is our history and we have to repeat history with impeccable precision. Our unity, commitment and organizational alertness and preparedness on these issues will drive us to the destination. Let us remain on our tenterhooks to succeed under all circumstances by isolating and defeating counterproductive forces that have raised their heads by merging as the frontline advocate of the Executives in BSNL.

BSNL Board meeting:
It is understood that the Board meeting held on 05.5.2016 approved 30% superannuation benefits to BSNL direct rects with initial contribution of 3% from BSNL. Now it has to be approved by DOT, the administrative ministry. We will continue our struggle to increase the contribution to 6% as assured to SNEA. Amendment to SDE RR clarifying the method of seniority fixation in the ratio 2:1,  E1+5 increment to the remaining batches of JTO/JAO etc and some more HR issues also discussed and will be treated as approved after some more clarification.

What compelled us to go for direct actions in a short notice:

The meeting with DIR(HR) on 26.04.2016 on implementation of Joint Committee recommendations on E2, E3 pay scale was fruitful as management as well as all the three Associations shown keenness to settle the issues strictly as per the recommendations of the Joint Committee. Management continue to maintain its firm stand that there is no question of cascading effect from E3 to E4 (Sr SDE to E4), E4 to E5 etc as all those pay scales are standard pay scales already approved by DoT and there is no justification for changing them. Right from the beginning, at the time of constitution of the Joint Committee in 2012 itself, management made it clear that it will consider only change in the non standard pay scales of E1A to E2 and E2A to E3 without any change in the other pay scales and made the terms of reference of the committee strictly to that extent. So Joint Committee also restricted its recommendation from E1A to E2 and E2A to E3. Chairman of the committee made it very clear in the deliberations also and recorded in the minutes of the last meeting on 09.07.2015, that SDE and Sr SDE will remain in the same pay scale of E3. Further, to ensure pay fixation benefit of one increment on promotion from SDE to Sr SDE equivalent grade in the same scale of E3, the Jt Committee recommended (2ndpart of 1st recommendation) to make necessary changes in the EPP.

So anybody, now raising the demand of E3 to E4, E4 to E5 etc, after becoming party to the Joint Committee recommendations is really trying to derail the settlement or delay it till 3rd PRC so that the demand will be buried once for all. They have to understand that they are not working in the interest of the cadre rather they are indirectly supporting the management stand to demote the JTO/JAO, SDE/AO cadres to E1 and E2 scales. Their stand suits the management also as mgt have tried their level best to finalise the pay scales in the form of E1+5 and E2 scales. They are playing with the future of the cadre and the JTO/JAOs recruited/Promoted after 01.01.2007, i.e. in 2007, 2008, 2010, 2013, 2014, 2015 and future recruits.

The real issue which SNEA is agitating for years together is the finalization of standard pay scales for the JTO/JAOs recruited/Promoted after 01.01.2007, in 2007, 2008, 2010, 2013, 2014, 2015 etc. Vast majority of them are members of SNEA, having full faith that this Assn alone can resolve their issues and do justice to the cadre by uplifting the cadre as being done in 1986, 1990, 1996, 2000, 2007, 2009 etc.  

The other two recommendations, CPSU cadre Hierarchy and 1st TBP are based on the implementation of E2, E3 scales. So delay in implementation of E2, E3 scales naturally delays the implementation of the other two recommendations and that is precisely happening now. Somebody advocating to abolish Sr SDE equivalent grade means, they are derailing the 2nd & 3rd recommendations  also, i.e implementation of CPSU cadre Hierarchy and uniform 1st TBP.

They are indirectly demanding to abolish Sr SDE grade from 01.01.2007 which is opposed by all as it will have serious implications like:

1.  All the executives will lose one promotion and the no of promotions will be reduced to four instead of five. Is it an achievement to reduce the number of promotions? Only SNEA struggled in 2002 to get five assured promotions and made it part of the terms and conditions of absorption and EPP.

2.  Thousands of seniors in E4 scale from 01.10.2009 (more than 7500) got DE/CAO promotions between 01.10.2009 and 01.10.2014 and they will lose one additional increment got on promotion in the same E4 scale as all of them will be shifted to E5 scale on 01.10.2009 itself.

3. As all of them will reach E6 scale on 01.10.2014 itself instead of 01.10.2019 as per their new demand, they will lose another increment due on promotion to E6 scale on 01.10.2019 as per the existing policy. So all of them will lose two increments in their career! Is it our friends want to implement? Seniors as well as Juniors will lose one promotion and minimum one fixation benefit! Whether our friends are aware of this fact that all the Executives are losing two fixations when they are making a demand to abolish Sr SDE grade?

4.  Otherwise juniors (JTOs on 01.10.2000) become SDEs in 2004 will reach E4 scale in 2008 and all the seniors (SDE/AOs on 01.10.2000) will reach E4 scale on 01.10.2009!

5. These are some of the examples. So many similar anomalies, batch wise and cadre wise will be cropped up which will be known afterwards.

When management shown its readiness to implement Joint Committee recommendations on E2, E3 pay scales in the combined meeting on 26.04.16 and also assured us in the meeting on 21.04.16 to increase the 30% superannuation benefit from 3% after working out the actual medical expenditure, conduction of membership verification, settlement of offtg pay protection issue, re-examining the notional pay scales for Civil/Elect etc, the sudden development on 27.04.2016 raises serious doubts about their intensions whether they want to derail the issues once again as happened earlier. The pay scale issue was delaying mainly due to the confusion and contradicting stands taken by some sections for the last four months since December. Similarly other two recommendations of the Joint Committee also delayed only because of the same reason.

Our serious doubt is that they are deliberately trying to delay the settlement of pay scales, CPSU Hierarchy, 30% superannuation etc in order to cover up the demand on MT rect by making them repeatedly an agenda, every time, whenever there is a movement on MT Rect.

This time we cannot take any risk, no more delay tactics as 3rd PRC is fast approaching, no promotions in any cadre due to litigations and CPSU Hierarchy implementation is the only solution. So the only option left for us, is to start organizational actions to defeat this sinister move of some sections, may be in tacit understanding with the management.

So in the coming days truth will come out, who is playing, some section of the Executives with vested interest or the management? If the management is sincere in its approach, they will come out quickly with the resolution of the issues as repeatedly assuring to us and avoid industrial unrest and our agitation will strengthen their hands. In that case the game plan of others will be exposed in front of all the Executives. If management is really playing with the help of some vested interest, then this is high time for all of us to go all out on agitation and settle all the issues and teach a lesson to all those working against the larger cadre interest.

Editorial

Growth of the Company just critical to our inching closer to  ensuing pay revision - seen in that context, significance of success of SWAS, Service With A Smile, and other business initiatives need deeper and greater thrust, with unwavering  commitment, focus and emphasis.

Initiatives like SWAS have to be a permanent feature of our continuing endeavour and have become inevitable and imperative so as to script a new history in turning around our Beloved Company and taking it to new heights of glory.

With an eye on the next wage revision and, on the larger and most critical issue of  revival of BSNL, Forum of BSNL Unions and Associations, after first 100 days of astounding success of SWAS, has naturally decided to extend the initiative for the full financial year for reasons that are quite obvious. In fact, we have to get fully tuned to making such initiatives as permanent feature of our mindset in order to bring the Company completely out of the Red Zone that it is in and is struggling to wriggle out the imbroglio that it is in for the last about eight years. That is the biggest and most critical challenge for us, besides, of course, taking us closer to our realizing and accomplishing that big dream of ensuing wage revision.

 

Undoubtedly, the more we are tiding over the losses towards the end of this financial year, more we inch forward to our realizing that big breakthrough of wage revision. That is, of course close, known to all of us. More important than that is also the fact that the Company has to be debt free as quickly as possible so as to occupy a very prestigious position amongst the service providers in the telecom sector.  Thus, keeping in mind that financial performance of 2016-17 is going to be quite decisive, Forum decided to extend SWAS for the full year, with greater thrust and a very strong focus and emphasis for its complete success.


Financial year that just ended saw significant improvement in the revenues and coming down of net losses considerably. Almost all the Circles registered increase in the revenues and slight decrease in the expenditure also. This is a very encouraging and positive trend which has to be further consolidated. As part of ongoing SWAS, large number of SSAs and Circles initiated various marketing strategies and what is extremely significant is that, with the available resources, performance and quality of service improved, resulting in high revenue generation.


Success of very small and incremental steps leads to reaching greater heights. Even increase in our per day revenue by about 10 crores will create history of all sorts, since our pay day revenue is about 80 crores and this would mean about 8% revenue increase which by all standards would be path breaking and revolutionary in turning around the Company. Not only will our getting next wage revision dream become a reality but one of the greatest and formidable challenge before us of turning around our beloved Company will the accomplished and that will be an unprecedented history of all sorts that trade unions in BSNL will script.

 

Promotion of 683 DGMs- yet another career growth milestone achieved, rather decades and decades old dream turned into a reality through enduring and sustained efforts of this mighty Association. This breakthrough puts us in a highly strategic and decisive position in the middle level management. It is our responsibility now to deliver in an exemplary manner and thus fully live up to the trust that the top management has reposed in us in terms of setting up very high standards of deliverance and performance. This big dream has to lead to our occupying positions of SAG and top management of the Company shortly and our performance as DGS will be deciding factor to that.


The much delayed DGM promotions for 683 DEs is issued recently. The DPC for about 400 posts was completed more than one year back but due to court cases, the promotions were delayed unnecessarily. Remaining posts also were filled on war footing once management took the decision to promote the Executives because of our enduring and sustained efforts.

 

Today our occupying more than 65% of the DGM posts are just incredible and something that we could not even remotely contemplate about two decades before. This is the result of the BSNLMS RRs for which we fought in sustained way and strove tirelessly for and ultimately succeeded in getting these RRs promulgated in 2008. Definitely some of the recently promoted officers will occupy the posts of General Managers in the days to come, of course much depending upon our performance as DGMs. In that context, this DGM promotion will be a great milestone in the career growth history of Executives as well as SNEA. Even though this Association was relentlessly pursuing issuing of promotion orders virtually on a day to day basis, keen, sincere and serious initiative taken by CMD, DIR(HR), GM(Pers) etc to clear the deadlock prompts our greatest gratitude and indebtedness to them to be placed on record.   

Now we are occupying the strategic middle level management. Strategic and quick decisions have to emanate at this level. The management had full faith on us and we have to deliver. We wish our promoted Comrades all the success in their new assignment and are confident that they will live up to the trust that this Association and the management has reposed in them in terms of deliverance.

Two crucial meetings are going to take place on 21.04.2016. DIR(HR) called a meeting of SNEA, AIBSNLEA and AIGETOA to finalise the E2, E3 pay scales. Pers section is giving a presentation to CMD and DIR(HR) regarding the implementation of Joint Committee recommendations on CPSU cadre Hierarchy and first TBP.

The outcome of these meetings on 21.04.2016 is so crucial with regard to implementation of Joint Committee recommendations and our strategy and future struggles fully depends on it. It is understood that there is a proposal in management circles to constitute another committee. In that case we have to forget about the standard pay scales, next pay revision for the Executives and CPSU cadre hierarchy as new committee means, another 3 years. Some section is creating conducive environment for the management to burry Khan Committee recommendations by making fresh demands when management is considering the implementation of the Joint Committee recommendations. We should not allow this game plan and protect the cadres. It is the responsibility of all the Executives. We cannot imagine another three years passing without promotions and finalising the pay scales.

As a last resort to resolve the issues through discussions, we are eagerly looking towards the outcome of these meetings. Similarly the superannuation issue also to be reconsidered by the management as reduction of contribution from 6% to 3% by showing 13.8% on medical expenses is something nobody can digest. Initially it was told that medical expenses is about 1.5%, then increased to 3% and now shoot up to 13.8%. In all other CPSUs it is between 3% to 4.5%. If the outcome is not positive and management is not taking action to approve atleast the pay scales in the next Board meeting, Assn will be going ahead with the orginizational actions as decided in the last CWC.

So organizational preparations at the grass root level in all the Circles is to be started next week onwards.

Service With A Smile (S W A S) needs focussed and accelerated momentum not only for revival of our beloved Company but to accomplish big dream of coming wage revision and translate it into a reality - reiterates Forum - score that final and decisive goal.

 

Owning and reiterating total responsibility for putting the future of BSNL on a very firm and unshakeable track and also fully conscious of the fundamental fact that linked to that inevitably is the coming wage revision for all the employees of BSNL, Forum decided for very obvious reasons that the “SWAS” initiative undertaken by it and having produced tangible results in terms of both improving quality of services and revenue generation needs further focused impetus not only to completely wipe out the market liabilities that the Company has but more significantly to enter that critical positive and exponential growth horizon not only to enable us to reach the goal post but to score that big and crucial goal that finally gives us greatest satisfaction of getting our crucial impending wage revision as well as steering the Company out of the deep woods.

Thought provoking and innovative “SWAS” initiative launched on 1st January,16 has had good results in terms of positively impacting quality of services, sales, marketing and to some extent revenue increase and has been widely acclaimed by users, media and the public at large. But we all have to understand that the challenge is too big and arduous and, in order to really come out of the dire straits that the Company is in, not only did the Forum recognize the need of extending the “SWAS” initiative but is also seriously considering to launch even bigger initiatives in the days to come. In fact, whole hearted and continuous participation of the employees of BSNL has to become an inalienable, not an isolated, part of the whole process of the revival of the Company. Seen in this context, role of the Forum in launching newer and newer innovative initiatives, keeping in view the rapid changes in telecom business, to bolster  growth, and thus fully involve all the employees in successful implementation of such initiatives assumes greatest significance. Total and dedicated involvement of the workers should not be seen as one time measure but a continuous and an unending process.

SWAS” has generated considerable growth momentum and interest in Circles like Bihar, Jharkhand, West Bengal, Kolkata etc. and they have started taking the lead. Clubbed with this effort of the Unions/Associations, Management has also acted magnificently and responsibly by taking extraordinarily bold and risky marketing initiatives like Night Free calls from landline to any network, Free incoming calls while on roaming and by upgrading minimum speed of broadband from 512Kbps to 2Mbps to give momentum to growth. Encouraging and desired results have already started reflecting in terms of revenue increase, declining Landline surrender, increase in connections in highly potential FTTH segment etc. About 2 million mobile connections were provided month each during the last quarter and 70 Million this year, MNP is on the positive side, with one lakh connections per month in the last quarter, etc etc. It is being estimated that this year, BSNL’s annual revenue may cross Rs 30,000 Crores, that amounting 5% revenue increase – credible, quite encouraging  and good enough to begin with. This is something that should give us astounding and enormous confidence that revival is just on the cards and is only a matter of time, depending upon the extent and quantum of our dedicated involvement in the process.

The growth momentum, having already picked up, needs to be further accelerated and consolidated in the coming financial year, since revenues of financial 2016-17 are very crucial and decisive for us. Our next wage revision and the revenues for the year 2016-17, as all of us are fully aware of, are very closely and inevitably intertwined. There is no way whatsoever that wage revision can be delinked from the revenues of this financial year and seen in isolation of the growth for this year.

Recently BSNL announced several value added services in the NGN network like All India IP Centex, Multimedia, Fixed Mobile Convergence (FMC), Prepaid version of fixed telephone(landline), Fixed Mobile Telephony(FMT) etc. C-DoT exchanges will be upgraded to C-DoT NGN. Phase VII plus GSM expansion for about 2100 Crores, replacing Phase I, II, III 2G equipments, is underway. In this expansion, 21712 BTSs will be installed, adding 12795 numbers of 3G BTSs. More than 1000 Wi-Fi hotspots are installed. In yet another significant business initiative, BSNL signed an MOU with Ministry of Urban Development for providing Mobile connection, with GPS tracking facility for waste management, to 4041 Urban local bodies. If special focus is laid on Leased circuits, MPLS ccts, FTTH and BB connections, and CUG customers, huge revenue will accrue. Installation of 232 new Edge routers is underway, giving further scope for revenue generation from Leased and MPLS ccts.     

Viewed in the context of the path breaking and radical business initiatives in the offing and the huge impact that they likely to create on growth, “SWAS” has not only to continue but has to continue with renewed vigour, momentum and focus so that growth results gets accelerated and we start looking forward with huge optimism and confidence towards quick revival of this “Strategic National Telecom Institution” of the Country and quite naturally towards  accomplishing that big and legitimate dream of our “Impending Wage Revision”. With a do or die resolution, we have to score that big and decisive goal, only reaching the goal post will be inconsequential and leave us way behind. Challenge is to score the goal.

 

Inaction of the Management to address HR issues forcing us to take recourse to Organizational actions at this crucial stage. Wide spread grass root level preparations have become inevitable and imminent to get critical HR issues resolved. Our patience and restraint is being construed as our weakness.   

 

Considerable optimism and confidence, regarding resolution of some critical HR issues, which were gathering dust for about four years, was generated when present CMD and Dir(HR) took over and effectively and decisively intervened to address the issues by setting up a fresh committee and tasking the said committee to give its recommendations on these issues within stipulated timelines which were met by the committee in an exemplary manner. With decisive intervention of CMD and Dir (HR), we decided to put in our entire energy and focus on revival of BSNL. Since we felt that resolution of issues would be taken care of by the management, so we decided to single mindedly focus on issues of growth of the Company.  

However, things have not really gone the way they should have. Virtually, the recommendations of the committee on twin crucial issues of standard pay scales of E2 and E3 and CPSU cadre hierarchy are really not getting the kind of engagement from the management which it ought to have. We have tried our level best to prevail upon the management to address these crucial issues as quickly as possible since our next wage revision is fast approaching and there is an imminent need to resolve these issues well before that. On the contrary, the developments of the last about eight months have been extremely disappointing, disgusting and discouraging. When other verticals in the Company like CFA, CM and EB made significant improvements during the last one year, HR vertical has continued its dismal performance on all fronts, except recruitment. On Pay scales, Promotions and Pensioners benefit, situation remains the same. DGM promotions are an exception.

Even on 30% superannuation benefits, we have been completely betrayed. While we were   categorically assured that another 6% would be extended, we understand that 3% is under consideration. This betrayal is nothing but outrageous and just condemnable. We are not going to lie low, but are committed to fight it out tooth and nail. We have never accepted betrayal and this is nothing but a shameful and naked betrayal. Management is undermining our capacity and strength if they think that by taking some people into confidence they can betray us. We will hit back with greatest ferocity and solidarity. Betrayal is something that we have always exposed and defeated.

Against the backdrop of these developments, Kolkata CWC has given a broad mandate to the CHQ leadership to start trade union actions in case following issues are not resolved.

1. Implementation of Joint Committee recommendations on:

a) Standard pay scales of E2, E3 replacing E1A and E2A,

b) Time Bound Functional promotion or CPSU cadre hierarchy,

c) Uniform TBP between 4 to 5 years instead of 4 to 6 years w.e.f 01.10.2000.

2. Officiating pay fixation, pay protection – withdrawal of wrong clarifications issued on 30.05.2007 and 19.02.2010.

3. 30% Superannuation benefit to BSNL recruited Employees.

4. Promotions in different wings from JTO to SDE, JAO to AO, SDE to DE/EE, AAO to CAO and DE to DGM.

5. Membership verification among Executives Associations by addressing the issues raised. Restoration of trade union facilities and deduction of subscription from Salary till membership verification is conducted.

6. Time Bound Promotion after 4 years from Lateral JTO and Sr SDE grade as done in the case of AAO and Sr AO grades.

7. Notional pay of E1A and E2A for Civil/Elect wings w.e.f 01.10.2000.

Comrades, time has come when we have to begin extensive and widespread organizational preparations at the grass root level to start actions in near future for resolution of issues. We have left no stone unturned to ensure that issues are resolved through discussions and that trade union actions are averted under all circumstances for obvious reasons. But that has not unfortunately happened and worked and it appears that management is construing our silence as our weakness and resolution of issues continues to linger on.

Lot of HR issues are to be settled immediately, before the 3rd PRC. BSNL has to switch over to standard pay scales before 3rd PRC. Otherwise, not only the pay revision of the young Executives, the pay revision for the seniors also will also be in complete jeopardy when the entry level pay scales are not decided and finalized before 3rd PRC. 

Day by day it is becoming crystal clear that CPSU Cadre Hierarchy is the only viable solution to overcome the deadlock on promotions in all the cadres. Promotions of the entire Executives    are held up in court cases related to seniority and reservations. Against this background, only silver lining is the Joint Committee recommendations on CPSU cadre hierarchy. With lot of struggle for 3 years, SNEA succeeded in getting a recommendation that ensures Time Bound Promotions up to AGM level, delinking promotions from seniority and availability of posts. Since SNEA was fully involved in the deliberations of the Committee on all the three demands, we cannot remain silent spectators when the implementation of the recommendations of the committee is getting inordinately delayed for no justified reasons. This is nothing but betrayal.

CPSU cadre hierarchy is a time tested and flawless mechanism of career growth, already in place in almost all the leading CPSUs like BHEL, NTPC, Oil Sector, SAIL etc.etc and its implementation in BSNL is not only badly needed but is ideally needed since our entire functional career growth is blocked because of very complex and innumerable court cases. JTO to TES Gr B, TES Gr B to STS etc.etc is deadlocked because of legal issues from which there appears to be no respite. In BSNL, delinking promotions from seniority and availability of posts will bring about drastic transformation in career growth, besides bringing about complete uniformity in career growth in all the streams. Existing discriminations will end.

It is because of the exquisiteness of this mechanism of career growth that SNEA raised the demand of its introduction in BSNL. Another area of serious discrimination is pensionary benefits of absorbed from DOT vis-à-vis direct recruits of BSNL. The huge injustice and discrimination that BSNL recruits are facing in this regard is unpardonable and speaks volumes about callousness, insensitivity and apathy of top BSNL management. Any discrimination in pay scales able and promotions between different streams is not acceptable to us.

Finally, enough water has already flown and it is high and appropriate time that we start making very serious and extensive organizational preparations at the grass root level to deal with the precarious situation created because of lack of concern and interest on part of BSNL management to resolve the issues. We cannot afford any further delay in resolution of standard pay scales of E2 and E3, implementation of CPSU cadre hierarchy to break career growth impasse, 30% superannuation benefits, pay anomaly issues. We have waited enough and exhausted our patience and all persuasive methods of amicable resolution. Time is ripe enough to act and act decisively to get the issues addressed as quickly as possible.

As it is not possible to divide 17 into half or 17 by 3 or 17 by 9, the sons started to fight with each other. Finally, they decided to go to a wise man.

The wise man listened patiently about the Will. The wise man, after giving his thought, brought one camel of his own & added the same to 17. That increased the total to 18 camels.

Now, he started reading the deceased fathers will.

Half of 18 = 9. So he gave 9 camels to the eldest son.

1/3rd of 18 = 6. So he gave 6 camels to the middle son.

1/9th of 18 = 2. So he gave 2 camels to the youngest son.

Now add this up: 9 + 6 + 2 = 17 and this leaves 1 camel, which the wise man took back.

The attitude of negotiation & problem solving is to find the 18th camel, i.e. the common ground. Once a person is able to find the common ground, the issue is resolved. It is difficult at times but not impossible…..

In standard pay scale issue, the 18th camel is staying in E3 scale for 10 years (by reaching it 5 years earlier) without losing financially, also ensuring 5 TBPs as in existing EPP and also BSNL need not loose around 400 Cr in the form of pension contribution. And we can always take back the 18th camel once the financial health of BSNL is improved, which is very much visible. Now let us decide whether we are ready to add the 18th camel to resolve the standard pay scale issue or keep it tangled.

Remember the need of the hour is replacing E1A and E2A with E2 and E3 as this is having the direct impact on post 2007 executives and the 3rd PRC. And those of who are worried about eligibility to DGM RR(External Recruitment) can wait for some more time…..

In Kerala, it is realized that, BSNL fixed line broadband internet services are slowly being substituted by RailTel FTTH broadband internet services even at rural villages. Hence Dr. V. G. Sabu, SDE / Nedumangad & CEC Member SNEA Kerala (Mobile no.:09446433433) and Dr.V.P.Sudeep Kumar, SDE / Neeleswaram / Kannur SSA (Mobile no.:09446445455) conducted a case study at Trivandrum Telecom District. Now State Governments also roll out Internet plan through local cable TV operator. Now, BSNL intends to provide Broadband Services in  predominantly Non-Feasible (TNF) Areas on chargeable basis using the network of Local Cable TV Operators (LCOs) or Multi System Operators (MSOs) floating EOI at Pan India level / Circle level and SSA level. Clarion call of Kolkatta CWC- Gear up for what could be possibly our decisive struggle to shape our long term career growth

Management must understand the consequences of forcing rational people to become irrational and not construe our continuing restrain as our weakness. That would be a serious error of judgment and assessment.

For any commercial enterprise to come out of the kind of turmoil that we are in, Human Resources are supposed to be reasonably oiled so as to give out their best and stay focussed to meet successfully the challenge of revival. Keeping Human Resources in a reasonable motivation becomes all the more relevant and significant for the top Management when the Company of late is showing some positive and perceptible trends in its growth trajectory and Human Resources, having read the positive trends, have got engrossed in consolidating these positive upward trends. It would be disastrous for the Company if the top management continues to ignore the huge importance of addressing some legitimate and just issues which have been gathering dust for years. Top Management has to be fully conscious of the need to avoid industrial turbulence at this critical hour when the growth momentum has built a positive sentiment which needs to be accelerated, not retarded. Top HR Managers has to be extremely sensitive and cautions in reading the sentiments of the Human Resources and have to act and decide issues that abet growth.

 

Top Management appears to be getting unrealistic in dealing with resolution of the issues and the initial euphoria of trust that was building up should not be diluted. Very simple issues which ought to have been resolved within no time are getting bogged down because of bureaucratic red tape. Not restoring trade union facilities on flimsy grounds is nothing but provocative. Exemplary restraint that we have exercised in this regard speaks volumes of our serious concern to maintain industrial peace and should not be construed as our weakness.

Developments of the past few months has been disappointing and disgusting– no seriousness and sense of urgency on part of top management to get down to the task of addressing the issues so as to maintain optimum levels of motivation of HRs to keep the things moving and not allow creation of an environment that will stifle growth and retard process of acceleration. Management has to be too sensitive and professional to understand this critical and underlying fact. Deciding immediately on the recommendations relating to Standard pay scales and CPSU cadre hierarchy, Uniform first TBP between 4-5 years, 30% superannuation benefits, Restoration of trade union facilities, protection of pay during officiating period committee report on officiating pay fixation and pay protection, promotions in various cadres, discrimination in TBP for lateral JTO/Sr SDE, notional pay for Civil/Elect etc wings etc etc. We feel exasperated in reiterating issues again and again and testing our patience further would be dangerous.

It is precisely against the backdrop of these unfortunate and serious developments of the past few months that constrained us to have a session of our CWC much before we have had it otherwise. We have had huge expectations, in fact continue to have even now, that very serious and painstaking efforts would be made to address the issues and the climate of uncertainty and demoralization that prevailed earlier would be replaced by one where people feel reassured and confident that their issues would be taken care of so that they single-mindedly stay focussed on the revival process and don’t get distracted. But that has not unfortunately happened and our expectations are belied, forcing us to convene CWC at Kolkatta to take stock of the situation.

 

In voice vote, CWC fully endorsed the concern of the CHQ and mandated it to go in for very decisive trade union actions by first week of April in case situation does not improve. It appears that management is making a very serious error of judgment by construing our continuing restraint to maintain industrial peace as our sign of weakness. Management has to understand the reasons for which we are exercising utmost restraint despite grave provocations. Management   must fully reckon and understand deadly consequences of forcing reasonable people to get unreasonable. We believe good sense prevails and management comes out of the slumber and inertia it is in and gets down to serious task of resolving the issues through objective and meaningful discussions. We would be happiest lot to see industrial tranquillity not getting disturbed and industrial unrest being averted at this crucial hour. Ball is in the court of top Management. Let them decide their priorities - continued focus on growth and revival of the Company or industrial turbulence. CWC was so critical about the present situation and of the opinion that further delay in resolution of some of the issues like standard pay scales will make irreparable damage to the cadre. Homage to the great leader Late Com W. Seshagiri Ro:

CWC paid rich tributes to the veteran leader Com W. Seshagiri Rao who led the Association as CHQ President and General Secretary upto 2006. By his sad demise, the trade union movement lost a great stalwart, great visionary, the most dedicated, committed and selfless leader. His contribution in 1640 pay scale struggle, 1990 joint struggle for lateral advancement, interaction with V CPC for gazetted status to JTO cadre and upgradation of pay scales of JTOs to Rs 6500-10500, strong opposition against Corporatization, organizational and legal action against absorption in BSNL for an adhoc payment of Rs 2000 without declaring the terms and conditions for absorption, finalization of pay scales, promotion policy and fitment formula for absorption in BSNL, absorption of JTO cadre as an Executive in BSNL, framing of EPP, abolition of qualifying exam, thousands and thousands of promotion from JTO to SDE etc are some of the milestones.  

His another dream was the unity among the Executives. Formation of SNEA in 2003 at Kanyakumari conference merging TEOA and BSNLEA was a step in that direction. In that AIC, he simply handed over the mantle to Com G. L. Jogi, another great leader. He brought up this organization and he will live in the hearts of thousands and thousands of the Executives forever and ever, CWC observed.

Paying rich tributes to Com W. Seshgiri Rao, CWC decided to work for his dream – Upliftment of the cadres and Unity among the Executives.

In the memory of Late Com W. Seshagiri Rao, CWC unanimously resolved to rename our SNEA Bhavan at New Delhi as Seshagiri Rao Bhavan.

The hero of many historic battles to win the pride and prestige of the Executive community, his stellar role in building up the SNEA will remain with us forever. The likes of him have seldom walked the earth. Com W Seshagiri Rao cannot die, but will live on and on. We pray to the almighty to receive him into the ranks of the best and the blessed. Criticality and paramount significance of Kolkata CWC:

Revival of the Company and resolution of crucial HR issues has to get engaged in serious, objective and brainstorming deliberations. Definite strategy and plan of action is to be chalked out. Extraordinary focus and commitment called for to tide over the situation. 

 Forum of BSNL Unions and Associations had taken very serious and meaningful initiative for “Revival of BSNL” by deciding to launch “Service With A Smile” (S W A S) programme. As we all are fully aware that, our fortunes and dreams depend on the growth of our beloved Company. Our pay, promotions, pension, perks and everything, depends upon BSNLs profit, and, to on the top of all of this, hinges the implementation of the impending the 3rd PRC. Through SWAS programme, significant improvements in quality of service, customer interface and accelerated growth are aimed at and expected. Unlike earlier occasions, this time the Management at higher level is taking very keen interest to make the programme successful. They are involved at every stage and are taking fast decisions and adopting marketing strategies to ensure success of the said initiative. Success of SWAS programme is going to decide the future of BSNL and it all depends on how the Forum, different Associations and Union leaders, Management at different levels, and, above all, the employees, get involved in the implementation process. Strategies to increase the revenue and accelerate the growth to tide over the losses and thus make BSNL profitable will be on highest priority of the agenda in the ensuing CWC for obvious reasons.

HR issues are continuously getting neglected. 2015 year passed without any DPC or promotion for Telecom Engineering wing. All the promotions are under litigations, be it JTO to SDE, SDE to DE or DE to DGM. CPSU cadre Hierarchy is thus a viable alternative to this deadlocked situation. Finalization of the pay scales for the basic cadres of JTO/JAO, SDE/AO and equivalent cadres is getting delayed for unknown reasons. In such a situation, how the revision of the pay scales of these cadres will be deliberated and decided by the 3rd PRC? Foreseeing these issues, Assn struggled in a sustained and untiring way to get the deliberations in the reconstituted Joint Committee in a record time concluded. Joint Committee came out with very specific and pertinent recommendations on implementation of Standard pay scales of E2 and E3, introduction of CPSU Cadre Hierarchy and uniform first TBP. Since management exhibited keen interest to resolve these contentious issues through the Joint Committee, naturally implementation of Joint Committee recommendations on war footing was and is expected by all of us. However the pace of further progress to get the recommendations processed and finally implemented during the last 3 months has been quite disappointing and surely not the way we expected.

The findings of the Committee regarding pay fixation and pay protection on officiating promotion during DoT/BSNL period has been disgusting to ay the least and reflects extremely poor understanding and talent of those dealing with this issue. Deplorable as it is, they even do not know the basics of officiating promotions and the background of pay protection in the context of provisions of FRSR in local officiating promotions.  The committee has gone to the extent of declaring “Local Officiating Promotion” is not a “post based promotion”. The committee is only trying to cover up illegitimate and arbitrary orders issued by BSNLCO on 30.05.2007 and 19.02.2010, without the approval of the competent authority, ie. BSNL/Board and DoT. These dubious moves have to be exposed and defeated to render justice and protect the interest of thousands of our comrades.

Superannuation benefit to BSNL directly recruited employees, an issue of utmost significance and related to their social security is getting inordinately delayed, reflecting callousness and insensitivity of the top management. We are told it has reached BSNL Board but how long to wait. Where is sense of urgency to resolve it? Membership verification, restoration of trade union facilities and deduction of subscription from salary are other major issues which are in cold storage for more than two years, adversely impacting our day to day functioning for no reason.

In the backdrop of aforesaid developments, and, keeping in view the significance and urgency of resolution of these issues, we are constrained to notify CWC at Kolkata just after 5 months of AIC. Serious deliberations and important decisions on the future course of action on SWAS programme and resolution of these HR issues shall be top on the agenda of the CWC.

15th All India BSNL Athletics Meet, 2016 was held at Mysore from 20th to 22nd January 2016. Smt. Ashwani Nachappa, renowned International Athlete inaugurated the tournament and Shri Javagal Srinath renowned International Cricketer and ICC Referee was the Chief Guest at closing ceremony. Com. Amarjeet Singh, Circle Secretary/SNEA Punjab and Com. Malkeet Singh, Area Secretary/SNEA UP (West) won Bronze Medal (3rd Position) in Discus Throw and 20 KM walk respectively. Landmark Judgment by Honble Supreme Court:
PIL filed by NCOA of which SNEA is a major constituent. Honble Court hits out at government for handing over lakhs of crores of public money to vested interests like Anil Agarawal of Vedanta. Court questions wisdom and intentions of government in offloading stakes in profit making CPSUs in Hindustan Zinc Ltd. and BALCO. Simply to raise Rs 20000 crores through disinvestment the government is handing over lakhs of crores of Public Money to vested interests, Honble Court observed. It exposes the sinister intentions of the NDA government to finish strategic units and pillars of Indian Economy and also exposes Arun Shouries moves in 2002-2003 to virtually consign CPSUs to flames by handing over these to vested interests. BSNL enters critical revival threshold - no complacency- final destination is wiping out losses. All the kudos to new BSNL captain and his team for the path breaking business initiatives and leadership.

True to our profound and inherent commitment of driving the prestigious “National Telecom Institution” to the pinnacles of glory, this Association has had been relentlessly struggling to bring this prestigious institution out of the morass that it has been in for past several years. Huge paradigm shift was quite perceptible, putting our career related issues to the backburner and, instead, single-mindedly focussing on the growth of our beloved company. As responsible members of an integrated family, we were and continue to be   conscious of the fundamental fact that our promotions, entire future and the   upcoming crucial wage revision are irretrievably linked and interwoven to the continuing upward growth trajectory of the Company. Perhaps we were at our very best and the first in recognizing and realizing the strategic significance of this hard reality and then getting glued to accomplishing it. We really displayed unparalleled and exemplary craftsmanship in this direction.  

Balance sheet of the year just gone reveals that we have started succeeded in hitting the bottom line i.e increase in revenues and that is what matters finally. The data, even though small in magnitude, give us huge confidence and strength to inch forward and reinforces our conviction that we can and have the capacity to reach the goal post. Comparing operational profit of 672 Crores for 2014-15 to the loss of 691 Crores during 2013-14 stimulates us to look forward with renewed optimism and vigour. Our income from services increased by 4.16% to Rs 27,242 Crores in 2014-15, the highest in last five years. Even the highly neglected but potential CFA segment has shown remarkably positive trends.

And the distinguishing feature is that all this has occurred when BSNL unlike other major telecom giants has not incurred heavy market debt. This undoubtedly has redoubled and reignited the raging fire within us that we are all determined and confident of taking this company back to its pristine glory and positioned once again as a leading telecom operator in terms of services, market share and revenues. It is writing on the wall which has to be read meticulously and not lost sight of it by getting complacent. The only thing that can derail and endanger our upward journey is complacency. It has the potential of killing us and thus has to be defeated by staying on course and on our toes.    

Needless to say, it has been a two way affair, with trade unions taking the lead in mobilizing, motivating, sensitizing and finally preparing its members to respond to the great challenge of revival of and the top management too playing a very pragmatic role in terms of taking key and timely policy business decisions, marketing initiatives of various attractive schemes and to top it all streamlining the crucial procurement mechanism that is the nerve centre of growth.

Hats off to the new leader of BSNL for he understood and recognized the greatest impact that talking to employees and taking to them in close confidence can have on growth of the Company. He did not insulate himself from the workforce and that is what has started yielding tangible results. This process of close interaction between the management and the workers has not only to continue but has to be fostered further in a big way at Circle and SSA level and the results of this close and harmonious relation would be truly and incredibly spectacular. Congenial industrial ambience and trustworthiness will create miracles. Last few months, positive trend is seen in both GSM and CFA segments.

Our final destination is wiping out completely the accumulate losses and clearing our balance sheets. Our commitment and conviction in wiping out losses has to be extraordinary in the coming days. We have no other option but to respond in an exemplary way to the initiatives and business decisions of the management and fully capitalize on them. Our real challenge is “quality of service”. We have to fully live up to the huge trust and expectations that people of this country continue to repose in us as a Govt company. Meeting their expectations in quality of service and not betraying their trust is itself a big challenge.

As CMD, BSNL announced, BSNL revival has started. We have to take it forward in the coming days with greater strength and commitment. We should not be lagging on this issue till we achieve our goal, “Revival of BSNL’’, not only by making operational profits, but by wiping out losses has to be the ultimate goal.

In XXIX AIC, a grand felicitation was organised to our CHQ President and great leader Com G L Jogi. Mrs Lilita D Jogi was also present. All the speakers narrated his superb role in JETA, JTOA and SNEA in organizing various struggles for the upliftment of the cadre. Struggle for 1640-2900 scale, joint struggle for lateral advancement in 1990, promotion of 8000 JTOs as SDEs in 1993-94 to avoid the reversion of 550 SDEs to JTOs, joint struggle with TEOA demanding terms and conditions for absorption in BSNL, TBP policy in 2007, implementation of 2nd PRC for BSNL executives in 2009, BSNLMS RR in 2009 etc are memorable one. He continued to guide SNEA in 78.2% IDA fitment, increasing the DE quota from 50% to 75% ending adhocism, standard pay scales of E2, E3 etc, CPSU cadre hierarchy etc.

BSNL’s growth momentum will captivate ensuing Jaipur AIC.

With 3rd PRC at doorsteps and resolution of critical impending issues of standard E2, E3 pay scales, CPSU cadre hierarchy, 30% superannuation benefits, crossing the deadly red zone is not only important but a must.

Jaipur AIC is being held very close on the heels of constitution of 3rd PRC. Visualized against that critical background, and also the fact that resolution of impending critical HR issues like taking the issue of replacing non standard pay scales for JTOs/SDES and equivalent cadres by by standard pay scales of E2 and E3 to its logical conclusion, putting in place sound mechanism of CPSU cadre hierarchy holistically and getting abnormally delayed issue of resolution of 30% superannuation benefits addressed, how critically significant our timing of AIC is, and more than that what is crucial is to work out how and in what manner we are to come up with a very concrete strategy and plan of action, within a very limited time frame of about 15 months that we have at hand, to get the Company out of the lethal red lines that it is surrounded by at the moment. Creating that situation is not only necessary but a very basic and  inescapable ingredient and prerequisite to get an audience before 3rd PRC. Otherwise, literally speaking, we are bound to be out of purview of 3Rd PRC.

We have had the distinction of being the first CPSU to have got 2nd PRC implemented in 2009, even though our profit lines were fast declining by 2009. Thereafter we strenuously struggled to get 78.2% IDA fitment in 2013 when we had registered huge losses. However, thereafter our losses have been steadily accumulating and today our accumulated losses stand at incredibly staggering Rs 25,000 crores, with depreciation.    

Given the determination and profound commitment of the trade unions and the workforce in BSNL, wiping out or considerably scaling down the losses is not at all an impossible task. In this entire arduous endeavour of revival of the Company, SNEA has to be at the centre stage in so far as drawing up a blue print for revival and its implementation is concerned. Otherwise, frankly speaking the whole thing will go haywire. We have to focus on creating a perfect level playing field to compete, besides getting intensely focussed on real issues that will spurt growth.

We have been put to test in the past on numerous occasions to face challenging situation and it is a matter of great pride for us that on each occasion we emerged with flying colours. Our fundamentals are pretty strong - massive infrastructure that we have, our expertise, our talent and huge manpower are our great inherent strengths on which we have to consolidate and build up. We adequately and successfully demonstrated our strength on various occasions in adverse conditions - in Leh, Uttarkhand, Orissa, Tamil Nadu, Visakhapatnam, Srinagar etc etc. In those disastrous situations we worked overnight to restore the services, when our so called competitors fled away and left people high and dry.

Our dedication, hard work, toughness to cross the river by hook or crook, come what may, is eventually going to decide where we shall be landing in so far as looking forward to getting 3rd PRC implemention is concerned. Not only getting 3rd PRC is a matter of concern, but more than that is retaining what we are getting as of now.   Our existing promotions, perks, medical facilities, pension revision, everything is depending upon our performance during the next two years. We already missed Performance Related Pay (PRP) during 2nd PRC itself.

New Management has come out with some bold initiatives. “Free night call facility for landline” and “Free roaming for mobile customers” are two bold marketing initiatives taken by the Management recently. When private operators are facing the brunt of “call drops” more than BSNL, it is a divine opportunity for BSNL. BSNL services are better in many ways and “free roaming facility” has given a boost to it. Now we have to capitalise on that. The report for the month of July is very encouraging. BSNL become number one operator in adding mobile connections in July, pushing Airtel and Vodafone down. The mobile revenue also increased by 3.5%. In landline sector more than ten Circles has reported positive growth. These are all very encouraging inputs. If the remaining Circles are also coming up with same enthusiasm and commitment, then BSNL revival will be on the right track and it can be again positioned as a market player and profit making PSU.

Performance of last two months demonstrates our commitment and concern for the company and our strength to make it profitable by 2017. Our hard work and commitment will take us to the next PRC. No doubt, we will not miss it.

If we miss the 3rd PRC in 2017, we are missing all the benefits for another 10 years up to 2027, we should not forget that crucial fact. In that case the mental trauma, de-motivation, demoralisation, and industrial unrest that will eventually erupt is going to create havoc on us as well as the Company. The Company will be in shambles.

Other important issues are following up standard E2, E3 pay scales, CPSU cadre hierarchy, 30% superannuation benefits. Positive recommendation from the Joint Committee on E2, E3 pay scales has to be single-mindedly and vigorously pursued before BSNL Board and DoT to get the issue resolved once for all before the next PRC. This will boost the morale of the young recruits and the future recruits also. Joint Committee has already submitted the broad contours regarding implementation of CPSU cadre hierarchy and this broadly spelt out road map has to be fine tuned in order to make the mechanism practically implementable. That is yet another big challenge requiring a brainstorming discussion. This revolutionary and innovative mechanism of HR growth will give a new direction to our career growth, provided company grows. The pensionary benefits and social security to the BSNL direct recruits are to be addressed comprehensively even by taking some risk in negotiations. To introduce the mechanism without further delay is very important, that also with reasonable amount of contribution. The shortcomings in the recognition rules are to be addressed and the membership verification has to be completed without any delay. All out efforts is required in this direction.

Yes, these are the formidable challenges that need to be addressed holistically in the ensuing AIC through threadbare discussions and resolutions. At the core of the agenda has to be exclusively revival of BSNL. And last but not the least is that this AIC should bring us more united than ever before. We should emerge out as the strongest and unified force in this AIC. Each one of us has an enormous responsibility on his shoulders to forge complete unity and extraordinary solidarity. With that in mind, in unwavering and absolute terms, we should be treading towards Jaipur.

The shortcomings in the recognition rules are to be addressed and the membership verification has to be completed without any delay. All out efforts is required in this direction.

Yes, these are the formidable challenges that need to be addressed holistically in the ensuing AIC through threadbare discussions and resolutions. At the core of the agenda has to be exclusively revival of BSNL. And last but not the least is that this AIC should bring us more united than ever before. We should emerge out as the strongest and unified force in this AIC. Each one of us has an enormous responsibility on his shoulders to forge complete unity and extraordinary solidarity. BSNL’s growth momentum will captivate ensuing Jaipur AIC.

With 3rd PRC at doorsteps and resolution of critical impending issues of standard E2, E3 pay scales, CPSU cadre hierarchy, 30% superannuation benefits, crossing the deadly red zone is not only important but a must.

Jaipur AIC is being held very close on the heels of constitution of 3rd PRC. Visualized against that critical background, and also the fact that resolution of impending critical HR issues like taking the issue of replacing non standard pay scales for JTOs/SDES and equivalent cadres by by standard pay scales of E2 and E3 to its logical conclusion, putting in place sound mechanism of CPSU cadre hierarchy holistically and getting abnormally delayed issue of resolution of 30% superannuation benefits addressed, how critically significant our timing of AIC is, and more than that what is crucial is to work out how and in what manner we are to come up with a very concrete strategy and plan of action, within a very limited time frame of about 15 months that we have at hand, to get the Company out of the lethal red lines that it is surrounded by at the moment. Creating that situation is not only necessary but a very basic and  inescapable ingredient and prerequisite to get an audience before 3rd PRC. Otherwise, literally speaking, we are bound to be out of purview of 3Rd PRC.

We have had the distinction of being the first CPSU to have got 2nd PRC implemented in 2009, even though our profit lines were fast declining by 2009. Thereafter we strenuously struggled to get 78.2% IDA fitment in 2013 when we had registered huge losses. However, thereafter our losses have been steadily accumulating and today our accumulated losses stand at incredibly staggering Rs 25,000 crores, with depreciation.    

Given the determination and profound commitment of the trade unions and the workforce in BSNL, wiping out or considerably scaling down the losses is not at all an impossible task. In this entire arduous endeavour of revival of the Company, SNEA has to be at the centre stage in so far as drawing up a blue print for revival and its implementation is concerned. Otherwise, frankly speaking the whole thing will go haywire. We have to focus on creating a perfect level playing field to compete, besides getting intensely focussed on real issues that will spurt growth.

We have been put to test in the past on numerous occasions to face challenging situation and it is a matter of great pride for us that on each occasion we emerged with flying colours. Our fundamentals are pretty strong - massive infrastructure that we have, our expertise, our talent and huge manpower are our great inherent strengths on which we have to consolidate and build up. We adequately and successfully demonstrated our strength on various occasions in adverse conditions - in Leh, Uttarkhand, Orissa, Tamil Nadu, Visakhapatnam, Srinagar etc etc. In those disastrous situations we worked overnight to restore the services, when our so called competitors fled away and left people high and dry.

Our dedication, hard work, toughness to cross the river by hook or crook, come what may, is eventually going to decide where we shall be landing in so far as looking forward to getting 3rd PRC implemention is concerned. Not only getting 3rd PRC is a matter of concern, but more than that is retaining what we are getting as of now.   Our existing promotions, perks, medical facilities, pension revision, everything is depending upon our performance during the next two years. We already missed Performance Related Pay (PRP) during 2nd PRC itself.

New Management has come out with some bold initiatives. “Free night call facility for landline” and “Free roaming for mobile customers” are two bold marketing initiatives taken by the Management recently. When private operators are facing the brunt of “call drops” more than BSNL, it is a divine opportunity for BSNL. BSNL services are better in many ways and “free roaming facility” has given a boost to it. Now we have to capitalise on that. The report for the month of July is very encouraging. BSNL become number one operator in adding mobile connections in July, pushing Airtel and Vodafone down. The mobile revenue also increased by 3.5%. In landline sector more than ten Circles has reported positive growth. These are all very encouraging inputs. If the remaining Circles are also coming up with same enthusiasm and commitment, then BSNL revival will be on the right track and it can be again positioned as a market player and profit making PSU.

Performance of last two months demonstrates our commitment and concern for the company and our strength to make it profitable by 2017. Our hard work and commitment will take us to the next PRC. No doubt, we will not miss it.

If we miss the 3rd PRC in 2017, we are missing all the benefits for another 10 years up to 2027, we should not forget that crucial fact. The delegate list from most of the Circles not received by the host Circle. The list should be send by the concerned Circle Secretaries immediately. Payment of CHQ quota:

All the CS and SSA/Branch secretaries are requested to clear the pending CHQ quota immediately, before AIC. It can be directly deposited into the CHQ account and details may be mailed to CHQ Treasurer. During AIC, CHQ quota will be accepted only by cash or DD. Cheque will be accepted subject to clearance but it will not be counted as quota for this AIC purposes.

Meeting with CMD, BSNL on Kerala issues: GS/SNEA(I) Com K. Sebastin and GS/BSNLEU Com P. Abhimanyu met CMD, BSNL and held discussions on the ongoing agitation in Kerala Circle and the recent developments. We demanded immediate withdrawal of all the vindictive actions initiated by the CGMT last year and this year and settle all the outstanding issues including that of the contract workers.

Yesterday, CMD deputed a team of senior officers including Sri A. K. Jain, CGM, Sri Shamem Akthar, Sr GM(SR) etc held discussions with leaders of SNEA(I) and BSNLEU on the ongoing struggle in Kerala Circle. We explained all the issues in detail, the corruption charges, vindictive actions when corruption are exposed, deteriorating services and large scale closure in landline, mobile, broadband etc. and demanded settlement of all the issues. The officers heard the issues patiently and assured us that they would report the matter to DIR(CFA) and CMD. Com K. Sebastin, GS/SNEA(I), Com P. Abhimanyu, GS/BSNLEU and Com Wankhede AGS/SNEA(I) attended the meeting.

Editorial:

Radical Cadre breakthrough accomplished – Dignity of basic cadres of JTOs/SDEs restored. Not that replacement scales of intermediary scales of E1A and E2A are restored but our long cherished dream of standard scales of E2 and E3 for basic cadres is becoming a reality. Association’s singular and protracted struggle finally takes us very close to reality.

This Association has had unique and privileged distinction of always having fought struggles to protect the dignity of the basic cadre of JTO from which it took its birth. The first historic milestone of getting scale of 1640-2900 for the erstwhile cadre of JE was achieved in 1987 after what could be called a bloodshed struggle spanning over three years. That struggle forced the obdurate bureaucracy and the Union Cabinet to acknowledge the legitimacy of our struggle and finally concede to our just demand of getting 1640-2900 scale.

The spectacular struggle of 1986 and its resounding success led to this Association being positioned as the most formidable and front line force in the Telecom Trade Unions. Distinguished recognition that this Association thus earned has been the cornerstone of the success of all the struggles that eventually followed thereafter and led to consolidation of the career growth of basic cadre of JTO and the cadres promoted there from.

Profound and unwavering conviction and relentless efforts of the leadership of erstwhile JTOA(I) led to yet another spectacular and truly historic breakthrough in 1996 when 5th CPC was forced to travel miles and miles ahead in not only placing the cadres of JTO and TES Gr B in the scales of 6500-10500 and 7500-12000 but bestowing unique distinction on the cadre of JTO by bracketing it in the category of Gr B gazetted. This was not only the turning point of the cadres of JTO and TES Gr B but paved the way for absorption of the JTO cadre in BSNL in the Executive category. What an incredible breakthrough because of sheer class and vision of the leadership of JTOA(I). Officials of 5th CPC dealing with pay scales of JTO and TES Gr B minced no words in openly acknowledging that JTOA(I) played a crucial role in elevating the JTO cadre to Gr B gazetted status and placing it in the pay scale of 6500-10500. This development forced 5th CPC to correspondingly upgrade TES Gr B to the scale of 7500-12000.

Carrying forward our tireless struggle, in the year 2002, at the time of absorption in BSNL, erstwhile TEOA and BSNLEA, along with Comrades of MTNL, defeated lock, stock and barrel the sinister move of the BSNL Management, in collusion with some Associations, to force our absorption without defining our basic service conditions in BSNL and MTNL. We stood like a rock and forced BSNL Management to allow us to decide where to go - BSNL, MTNL or continue in DOT- by defining our elementary service condition, pay scales, promotional avenues and fitment criterion. We comprehensively defeated the move of the opportunistic forces in the Trade Unions and exposed their unholy nexus with the BSNL Management by trying their level best to allure people to get absorbed as bonded labourers, without knowing basic service conditions, by accepting monthly pittance of Rs 2000. Not only did we stop with disclosure of basic service conditions but we launched yet another struggle in 2002 to force BSNL Management to upgrade the pay scales offered by BSNL Management for the cadres of JTO and TES Gr B from E1 and E2 to E1A and E2A. And we did not allow sinister designs of BSNL Management to prevail by trying to give BSNL recruits pay scale of E1. We put our foot down and made it absolutely sure that BSNL recruited JTOs are not discriminated vis-a-vis JTOs absorbed from DOT.

Having got intermediary pay scales of E1A and E2A for JTOs and SDEs at the time of absorption in BSNL, our eyes were simply set to remove this anomaly and we were getting determined to get these non standard pay scales replaced by standard pay scales of E2 and E3. However, after 2nd PRC, BSNL Management succeeded in imposing their dubious designs by demoting the cadres of JTOs and SDEs by downgrading their pay scales from E1A and E2A to E1 and E2. Naturally, we opposed this move tooth and nail and started making serious efforts to defeat this preposterous move of BSNL Management to demote the cadres of JTOs/SDEs.

In the meantime, so called champions of BSNL recruits dealt a severe blow to the issue and derailed the issue by agreeing to the proposition of the Management to agree for E1+5 increments. These self styled leaders of BSNL recruits, who have been playing havoc with BSNL recruits in every possible manner, were driven by their vested interests to accept this dangerous proposition of E1+5 increments. They virtually facilitated the move of the Management to drive last nail in the coffin of the cadres of JTO and TES Gr B. 

However, our commitment and conviction to uphold the dignity and prestige of the cadres of JTO/SDE and not allow irreparable and irreversible damage to be inflicted on these cadres made us just determined to defeat the move of demotion of these cadres. Even though a committee with GSs of all the three Associations was constituted by the Management in February, 2012 to address the issue of standard pay scales, but the committee remained a virtual non starter.

Thus the entire responsibility of restoring the lost dignity and prestige of the cadres of JTO/SDE, which we had earned through tireless struggles of decades, was forced exclusively on us and we, recollecting over huge strengths of the past and living to our history of struggles and upholding the values and spirit of struggle that we have imbibed over decades, embraced this challenge with undeterred determination and unwavering conviction.

Resolution of the issue however got focussed and real momentum after we launched our struggle in March/April2014 and thereafter our intense and continuous persuasion with officers in DOT, DPE and DOP&T. We drafted our strategy and plan of action meticulously. The starting point was overcoming main obstacle in resolution of the issue i.e pension contribution. Having obtained a concrete commitment from the Management that the issue of standard pay scales would be considered in case there is some tangible breakthrough on the issue of pension contribution, we singularly concentrated our efforts in getting a commitment from DOP&T, after intense and continuous persuasion with the concerned officers, that BSNL has to pay pension contribution on actual basic, instead of on maximum of scale. This was the real turning point that paved way towards resolution of issue.

We also had series of discussions with concerned officers in DPE, including Secy/DPE and Jt Secy/DPE, impressing upon them to convey to DOT that under no circumstances will DPE agree to the proposition of BSNL board to introduce non standard replacement scales of E1A and E2A. Having obtained these concrete commitments from DOP&T and DPE, we forced BSNL Management to live up to its commitment of addressing the issue comprehensively once these irritants are addressed. That was the beginning and this alone led to reconstitution of the Joint Committee by the new CMD after notice was served by us on 23.3.2015 to start trade union actions. The commitment given by the new CMD to the General Secretary, after we served notice on 23.03.2015, that he will not allow demotion of the cadres of JTO/SDE and equivalent cadres was groundbreaking and gave us enormous confidence and strength towards resolution of the issue.

 All out efforts were made, within and outside the Joint Committee, to scuttle the settlement, by raising unrealistic and tall demands, knowing very well that Management will never agree to consider these defeatist demands. Ridiculous was the demand raised to restrict these pay scales of E2 and E3 only to directly recruited JTOs in BSNL, that also w.e.f 01.10.2000. Our commitment on resolution of the issue and the tough stand taken by SNEA(I) within and outside the Joint Committee forced them to come around for a settlement. Our strong argument that the minimum of the revised pay scales of E1A and E2A cannot be less than Rs 18850 and Rs 22800 respectively and the DPE order that no intermediary pay scales are permissible after 01.01.2007 left no option for the Joint Committee than recommending E2, E3 pay scales w.e.f 01.01.2007 replacing E1A and E2A pay scales. The Joint Committee meeting on 09.07.2015 came to the conclusion to recommend standard pay scales of E2, E3 for JTO/JAO, SDE/AO and equivalent cadres. Never did we lose our sight on our demand of E2, E3 scales since 2000 or left the issue at any point of time but continued our struggle for E2, E3 scales. Our unity and commitment ultimately yielded rich dividends. Our demand for upgraded pay scales up to E7 has to be pursued at appropriate time.

Having said that, we have yet a long long way to go to get the issue conclusively resolved. No room for complacency. This is just only tip of an iceberg, even though very crucial. We have to build on the recommendations of the committee and have to continue our struggle till we reach our destination. It has to pass the litmus test of BSNL Board and then the mighty and stubborn bureaucracy in DoT. The real challenge lies in the days to come. That is where our commitment, unity, solidarity and conviction will be tested. We have to maintain extraordinary levels of organizational preparedness at all the levels to successfully face any kind of challenge in future to get the issue resolved at the earliest. Let very serious and extensive organizational preparations commence right now since big struggles undoubtedly will be needed in the days to come to finally clinch the issue and thus restore the lost glory and prestige of the basic cadres of JTO/SDE.    

Yet another milestone to end decades old discrimination in career growth between Telecom and Civil/Electrical/Arch etc - Path breaking and fully justified clarification on BSNLMS RR for Civil/Elect/Arch wings ends decades old career growth discrimination between Telecom and Civil/Electrical/Architecture/TFs Comrades in all respects–commitment that we had made to Comrades of Civil/Electrical/Arch etc at first AIC of SNEA(I) in 2003 at Kanyakumari.

In first AIC of SNEA(I) at Kanyakumari, SNEA(I) resolved to bring about total parity in career growth between Executives of Telecom and Civil/Electrical/TFs etc by ending discriminations that existed in all respects. Parity in Time Bound promotions was already achieved by counting the service from 01.10.2000. Parity in functional promotions was the pending issue that was vigorously pursued by the Association. The diploma holders in Civil/Electrical/Arch wings were deprived of EE promotions since 1994. BSNL decided to amend the BSNLMS RR 2009 reserving 50% vacancies each for Engineering Degree holders and Diploma holders.

Meanwhile DoT with the concurrence of DoP&T issued clarifications based on the Hon Delhi High Court order making Diploma holders with 10 years of experience in the relevant field equivalent to Degree in Engineering. Based on this clarification and Hon High Court judgment, BSNL also issued necessary clarification on 16.07.2015 to the already existing provisions of the BSNLMS RR 2009, ending the discrimination in EE promotion for the Civil/Electrical/Arch wings since 1994, which was one of our demands in the struggle during April/May, 2015 in which assurance was given by CMD and DIR(HR) to end the discrimination in matter of promotions to EE.

Sri A. N. Rai, DIR(EB) retired on superannuation today. He was holding the additional charge of DIR(HR) for long time till the new DIR(HR) joined. He was our CMD also for few months. As DIR(HR), he was very positive and during his tenure we witnessed large number of promotions in various cadres which was earlier held up due to various reasons. As DIR(EB) he finalised MPLS tender, MLLN expansion and given focus on enterprise business. GS, President, AGS and CS/CO greeted him on his retirement on superannuation.

We thank him for the dedication and congratulate him on the retirement. SNEA(I) extends best wishes to him for a happy and peaceful retired life.

Night Free landline calling and Free mobile roaming – potential game changers not only to stimulate growth but to avert definite and catastrophic jeopardizing and sealing of ensuing pay revision. Are we serious and keen not to be left in the lurch and profusely bleed? Only way out is to put the company on a sustainable growth trajectory.

Wounds inflicted by denial of on the cards pay revision would be deep, incurable and shattering. Psychological trauma would be incredible. Let us understand this reality and escape from going into vegetative state.

Comrades, even though it is needless to reiterate, time and again, that doors of coming pay revision would be shut for us, if we don’t considerably bridge, if not completely wipe out the losses, by the time 3rd PRC knocks at our doors, and which is not quite far away, yet, we are compelled to reiterate this hard and inescapable reality, keeping in view and fully visualizing and understanding the psychological trauma and magnitude of agony that denial of pay revision will inflict on us. We will be completely shattered, left in the bewilderment and keep on bleeding. It is not a question of scaring anyone but just a matter of going in for a very serious and honest self introspection to reveal and understand the deadly consequences of doors of coming pay revision getting closed for us - fatal consequences.       

Yes, it is nearly impossible to wipe out completely the accumulated losses of about Rs 7000 crores in the intervening time but if we succeed in considerably and continuously bridging the losses, it gives us strategic leeway in terms of arguments to convince and impress upon pay revision committee that we are on an upward and sustainable growth trajectory and are gathering momentum with each day to completely overcome the accumulated losses in due course of time. This surely should not and will not fall on the deaf ears of the wage committee, administrative ministry and the Management. And if it falls on the deaf ears, we get all the justification, legitimacy and strength in the world to hit back with a big bang. Otherwise nothing – we even cannot make smallest dent on 3rd PRC.

New Chairman of the Company having taken radical, unprecedented and bold decisions, hitherto never even thought about and fraught with huge risks, of Night free landline and free roaming, has not yielded tangible results in terms of revenue generation. We have miserably failed to capitalize on the huge business potential that these twin decisions inherently have. More than 200 SSAs are yet to generate any revenue increase, underlying our complete failure. These radical business decisions have not been marketed at all and obviously have not percolated to users. And we should understand that these decisions have been taken with incredibly huge risks – a virtual business gamble- we can lose revenues in hundreds of crores if we fail to capitalize on them as quickly as possible. True, we have good number of lousy and non performing CGMs/SSA heads that have no concern, affinity whatsoever towards the Company but it is our responsibility to ruthlessly thrash and expose them to make them act and decide. Strategies for marketing, providing of new connections, improving and monitoring quality of services, reaching out to users, strengthening of network etc. have to be closely worked out at SSA levels and got executed. Simply pleading that CGM/GM is not performing has no meaning - it only implies our failure and lack of commitment to get the act done.

Hon PM and MOC are pragmatically and proactively getting focused on revival of BSNL and its public and media acknowledgment and presence is getting increasingly visible. This is something great. Top Management is going on in a big way in expansion, with Wi-Fi hot spots, NGN project, major expansion on GSM by 50% add-on order etc. Mobile add-on order will cover south, east and north zones. For western zone, separate tender is planned.

Management and owners of the Company getting committed to revival of Company, it is our duty and responsibility to piece our acts together and respond to these initiatives in a spontaneous, outstanding and exemplary manner – exhibiting rarest of rare determination, focus, commitment and involvement to reach our destination. Reaching destination means looking forward optimistically and confidently to getting eligible to 3rd PRC and thereby escaping from the gallows of getting strangulated, incurably wounded and psychologically traumatized and finally going into a vegetative state.

Deeply Frozen critical HR issues get a fresh lease of life - Our struggle injects optimism and puts derailed issues back on track.

Reconstituted Committee to look at issues in a holistic perspective and report by 15th Aug,15. However, this should not unduly make us complacent, for the journey is too far and arduous. 

Our crucial struggle for resolution of critical HR issues, which were virtually consigned to flames by an insensitive and unconcerned management, which commenced from  23rd March, 2015 led to mind boggling, fruitful and very serious discussions with CMD, Director(HR), ED/Finance and Sr GM(SR) on 6th May and eventually culminated in a very significant and path breaking development by reconstituting an already existing joint committee constituted in Feb, 2012 which had lost its objectivity, significance and relevance because of incredibly callous attitude of some of the members of the committee and a very unconcerned and insensitive top management which never bothered to find out the reasons for the committee to put the issues in deep slumber.

It was for the first time we found the competent authority, who constituted the committee in Feb.,12 with specific terms of reference and definite time frame of six months to submit its report, diluting and surrendering his authority to such an extent where committee became irrelevant and competent authority never intervened. Competent authority forgot that constitution of committee was his baby and that he should not allow this baby to be consigned to flames thereby completely eroding his authority and in the process setting up a classic case of indiscipline.

Nonetheless, timely intervention of CMD on 06.05.2015 and reconstitution of joint committee thus paved the way for frozen critical HR issues to get a fresh lease of life and injected lot of confidence in us regarding resolution of long pending HR issues of standard pay scales, Time Bound Functional promotion, First time bound promotion after four years etc. and brought these issues into limelight once again. Our Countrywide preparation for the Mass Dharna on 07.05.2015 and Relay Hunger strike from 19th to 21st May, at the peak of summer, and that too just after the two days historic strike under the banner of Forum, was yet again a big challenge for us. But our valiant comrades and activists at all levels were fully geared up to meet the challenge and had made extensive and widespread preparations at the base levels to make the struggle successful and total. Hats off to our activists and grass root members.  

Success of the struggle was that we could overwhelmingly convince the management about the urgency and significance of resolution of these impending HR issues and this was evident from a very spontaneous and serious intervention from CMD by reconstituting the committee and expressing his grave concern and disappointment about the highly irresponsible manner in which earlier committee conducted. The message from CMD was loud and clear. Urgency of resolution of issues is made out by the fact that CMD has tasked the reconstituted committee to meet at least once in a fortnight and complete task assigned to it by 15th Aug., 15. The significance of the resolution of other equally important pending issues, excluded from the purview of this committee, is not at all undermined since it has been decided that these issues too would be addressed in a time bound manner and this task is assigned to ED/Finance.

We recognize the huge significance of protecting the legitimacy of pay scales and dignity of cadres of JTOs/SDEs and are committed to comprehensively defeat the sinister moves of the Management to demote these cadres. We just cannot digest the very dubious intensions of the management to subject them to humiliation. We are determined to cut such perverse thinking management to pieces and we mean it. We will and shall not let lose the glory and dignity that we earned for these cadres through intense and prolonged struggle of the last three decades.

Since the management has responded positively and instantaneously by reconstituting the joint committee and directing it to act on a time bound basis, as responsible Associations, the committee members from Association side have to be pragmatic to ensure that meaningful discussions are taking place within the limited time period and that contentious and critical issues are comprehensively addressed. Recognizing the great significance of averting reversion of cadres of JTOs/SDEs and resolution of other issues also that will shape our career growth in future without interruptions, we have to stay flexible and be realistic while negotiating these issues. We have to understand that raising unrealistic demands during negotiations will eventually defeat resolution of issues which need immediate resolution like standards scales of E2 and E3 for JTOs/SDEs and time bound functional promotions. We should not allow this golden opportunity of getting standard scales of E2 and E3, putting in place a sound mechanism of CPSU cadre hierarchy and first time bound promotion after four years to wither away by straying here and there simply for the sake of straying.

Finally, let us understand in clear terms that simply reconstitution of committees does not mean resolution of issues, even though it is quite significant. For that reason we should understand that no circumstances we should get complacent since the struggle to get these issues resolved comprehensively is going to be protracted and a tough one. It is surely going to be a long and arduous journey and we should maintain optimal levels of Organizational preparedness at the grass root levels- well oiled and ready to strike and hit back. We know what it took and meant to get our pay scales of 1640-2900 in 1986- Incredibly ferocious and protracted struggle spanning over four years. Let us keep that in mind while we yet again are challenged to safeguard dignity of the cadres of JTOs/SDEs.

The two days strike on 21st and 22nd April, 2015 was not only very successful in terms of huge participation by the employees, but the seriousness and urgency shown by the Govt in the subsequent discussions with DoT demonstrated that strike creates ripples of huge magnitude. Concrete assurance from Secretary/DoT on resolution of various issues like refund of about 15000 Crores to BSNL and the time frame set by him to complete the formalities clearly demonstrate the impact that strike had. DoT is understood to be in touch with other departments at Secretary levels for expeditious resolution of the issues. This strike had striking similarities to the strikes in 2007 on GSM tender issue and in 2012 on 78.2% IDA merger.

Vested interests and bureaucrats in DOT trying to dig last nail in the coffin of BSNL by recommending to the policymakers that job of execution of NOFN in potential areas must be carried out by the private sector.

Vested interests never die and they get tremendous support from bureaucrats. We are used to it. That is what has precisely happened. In a move that is not unexpected and has not surprised us, vested interests and protagonists of private sector in close nexus with bureaucracy in DOT, have recommended that hence the majority of the work relating to broadband penetration in potential areas be handed over to the private sector. The so called self proclaimed intellectuals who have been glued to private sector and hostile to public sector growth like Kiran Karnik etc in the committee who just have no idea whatsoever as to what has been spectacular and unprecedented role of BSNL in building country wide massive network and infrastructure where BSNL and the incredible magnitude of investments that BSNL has made in building this infrastructure  with no returns to meet social obligations of telecom policies of the govt. from time to time are advocating handing over this infrastructure to private sector on a platter.

We out rightly and unequivocally condemn this move of the vested interests tacitly aided and abetted by the bureaucracy in DOT in inflicting irreversible and irreparable damage to the growth of BSNL by allowing the infrastructure it has built by investing more than Rs 20,000 crores to be exploited by the private sector. This is nothing but a calculated move of vested interests in nexus with bureaucrats to disintegrate and destabilize BSNL.

Meeting with Sri Anupam Shrivastava, CMD/BSNL:

Com K Sebastin, GS/SNEA(I), GS/BSNLEU, GS/NFTE(BSNL) and GS/AIBSNLEA met CMD/BSNL on 30.04.2015 and held discussion on developmental related issues and meeting with Secretary(T) on 01.05.2015.

On future plan of expansion of mobile network CMD explained the road map as follows:

a)        2G network for voice calls: CMD informed that almost voice requirement come to saturation and much spending on 2G is not desirable. However, in order to improve the network availability, coverage and quality issues, discussion is going on with other operators for sharing and intra circle roaming on 2G spectrum as done by other operators. This will improve the coverage wherever BSNL is not having BTSs. Already testing is completed with Airtel and testing is going on with Vodafone and Reliance. Commercial agreements are to be worked out for revenue sharing. This will be done at the earliest to start the sharing.

b)        3G expansion and Wi-Fi: Till 4G eco system is becoming stable and affordable, BSNL is focussing on 3G and Wi-Fi through land line and Broadband which is equivalent to 4G. This will be more economical for BSNL.

c) 4G expansion: For the future, 4G services can be offered through BWA spectrum. In 6 Circles where BWA spectrum is surrendered, BSNL is working out alternate solutions to offer 4G services in 800 MHz (CDMA) spectrum. BSNL is having two slots of 1.25 MHz spectrum in these Circles and in touch with other operators having 2 slots so that 4G services can be offered on revenue sharing with 4 slots of 1.25 MHz (5 MHz). Luckily some operators are there where BSNL surrendered the BWA spectrum. If the operator is ready to pay market price on behalf of BSNL on revenue sharing basis, it can be implemented.

SNEA Comrades– great - Hats off to you for spectacular shut down – message conveyed to deaf govt. is loud and clear.


Comrades yet another crucial struggle awaits us for comprehensive resolution of deadlocked &critical HR issues.

 

Comrades you have created history yet again by making two days strike splendid and thereby conveying to dumfounded and insensitive Govt. that we mean business and will not compromise in any manner in so far as safeguarding our beloved Company is concerned. MOC&IT will surely feel huge tremors and earth beneath him will shake in case he does not understand and recognize seriousness of the issues and the urgency to address them in totality in near future. Wrath and solidarity expressed by BSNL workers which is bound to swell and intensify in the days to come will expose ulterior motives of MOC&IT and the entire bureaucracy in destabilizing and disintegrating strategic telecom Company of the Nation which has met and continues to meet social obligations of Telecom policies of the Govt. in an extraordinary and unparalleled manner.

 

Unprecedented turnout and committed support extended by workers at the grass root level clearly establishes that struggle has taken deep roots and is going to rattle the citadels of power occupied by those surrounded by vested interests. The message conveyed to thick skinned, callous and insensitive bureaucracy is shed bureaucratic red tape that has killed this Nation and get down to honest and serious business of understanding and addressing hostile and discriminatory policy issues that have crippled growth of Company that Nation owns. Message percolated to and emanating from the base level is that each and every worker of BSNL is prepared to shed every drop of his blood to protect this Company and thus defeat the sinister moves of vested interests to destabilize and disintegrate it.

 

We have no words to congratulate office bearers, activists and base level members of this Association in playing a leading role in mobilizing support for this struggle and call upon them to tighten the noose further since the struggle is going to be a protracted and really tough one in the days to come and we are not going to yield till a comprehensive resolution of   the issues is accomplished. That is the ultimate objective of this historic struggle.

 

While we are engrossed in this huge struggle, we cannot obviously lose sight of the crucial HR issues that BSNL Management has put in the cold storage. Levels of demotivation and humiliation met out to us by callous and arrogant BSNL Management have reaching alarming proportions, never seen before in the Company. Whatever we have achieved through intense struggle of last three decades has been snatched and our career growth is jeopardized. We have been demoted and our functional career growth is sealed for at least a decade now because all the seniority lists are virtually quashed and endless and prolonged litigations and counter litigations are just unavoidable in the coming days.

 

Let each one of us regardless of his/her Association affiliation understand and recognize how important it is for all of us to get out of this pothole as quickly as possible. Otherwise we and our beloved Company are bound to perish. In this context, it has to be understood how crucial our ongoing struggle for standard Pay Scales of E2, E3—etc. and time bound functional promotion is. Time bound functional promotion up to DGM level is an everlasting and comprehensive solution to our career growth since this mechanism pulls us out of muddy and obsolete concept of seniority issue and post availability. What an excellent mechanism for our uninterrupted career growth which reckless, unconcerned, callous and unprofessional BSNL Management will never accede to unless it is caught by the neck and strangulated to introduce this innovative mechanism.

 

We thus make a fervent and impassioned appeal to each and every executive to fully participate in our ongoing struggle which is entering its crucial 2nd phase with Day long Dharna on 7th May and Relay Hunger Strike from 19th to 21st May. Let us shed our Association affiliations and enthusiastically and optimistically look forward towards a unified struggle that address our deadlocked career. We would be doing a yeoman’s service to our career and the growth of Company

Bidding bye to 2014, we embark 2015 with new hopes and fresh challenges to usher in a promising, stable and secure future:

It is time for us to say good bye to 2014 and step in 2015. Even though the year just gone was full of activities in terms of some new business initiatives and breakthroughs on HR front also, but the end result in terms of revival of BSNL has not been encouraging, to say the least. Revenue mobilization and generation has further slid and potential broad band and wireless segments have also registered further negative trends.

Regarding revival of BSNL, some developments in the positive direction have taken place like Govt. having been forced by Trade Unions to refund BWA spectrum charges (SNEA played a very leading and crucial role on this issue), Notional loan has been waived off, MPLS tender for Edge/PE routers has been finalized, NGN and ERP are rolled out etc. After a long gap, actions were initiated for filling up CMD and DIR(Fin) posts in BSNL, even though the results are not visible as of now.  Some improvement was witnessed in areas of procurement also. However, increase in the revenue or market share is not visible and these are really matters of serious and continuing concern. Large scale closure in areas of landline and broad band connections – our monopoly and high revenue yielding sources- was witnessed through the year. In mobile sector also, market share decreased even though our network expanded significantly with installation of thousands of new BTSs.

On HR front significant breakthroughs were visible- amendment of BSNLMS RR in January, 2014 to enhance the regular DE quota from 50% to 75% and thereby by ending decades old Adhocism in STS promotions, speedy promotions to STS for the vacancy years 2011-12, 2012-13 and 2013-14 and thus making STS promotions current was a mile stone. Preparatory work for JTO to SDE promotions for around 5000 vacancies is on the final stage and promotion orders to TES Gr B would be issued as soon as Judgment by Ernakulam Tribunal is pronounced. LDCE is also notified to make JTO to TES Gr B promotions current in the near future. JTO to SDE promotions in Civil/Electrical/Arch wings are running current in both seniority cum fitness as well as competitive streams. Regular promotion to CAO and DGM(Fin) cadres was also issued. JAO to AO promotion is still under process.  Adhoc JAG promotions in Telecom Engineering side are delayed because of sudden developments regarding 206 seniority cases in Supreme Court.

Our demand for regularization of officiating JTOs is getting materialised on the lines suggested by us as amendment of JTO RR for the same is before the BSNL Board. Similarly, amendments in BSNLMS RR for Civil/Electrical etc are also under the consideration of the Board. The proposal to amend the BSNLMS RR for the finance wing to bring it at par with the telecom by enhancing the regular promotion quota from 50% to 75% in STS is also before the Board. On our persistent demand, membership verification among Executives Associations was initiated, but some crucial   provisions need modification to render verification meaningful and help achieve desired objectives.

2015 starts with the Forum of BSNL Unions/Associations setting the goal for the employees of BSNL to get focused on the revival of BSNL. Employees of the Company, having recognized and understood that, with little help going to come from the Govt. /DoT, revival of BSNL fully depends on us - our performance, our involvement, our commitment and dedication will be decisive and game changer. That our future is in our hands is well understood. That we have to continue our fierce struggle against the biased policies of the Govt. and also force the Govt. to uphold various policy provisions envisaged in telecom policies is also well understood.

While continuing our struggle, we do not have to lose our intense and complete focus on drastically improving quality and delivery of services. To strike delicate balance between the two needs working out a careful strategy and this in itself is a big task and challenge. Large scale surrender of landline, mobile and broadband connections has to be arrested to arrest fast decline in market share and revenues. This undoubtedly is biggest challenge before us. Improvement in quality of service and customer support can help us retain users, particularly high end data users. Network expansion, especially in areas of GSM and transmission requires our special attention. Defeating move to merge BSNL and MTNL without addressing the contentious issues, move for subsidiary formation, NOFN, 3G ICR etc are other major challenges to be faced. Having a full-fledged Board and ending ITS deputation are other equally important and major tasks to be completed.   

Meanwhile on the HR front, resolution of E2, E3 pay scale and 30% superannuation for BSNL direct recruits has to be on our highest priority. Further delay in addressing these critical issues pertaining to BSNL recruits will cause irreparable damage to the cadres as well as the Company. JTO to SDE promotions, in both seniority and LDCE quota are to be made current. JAO to AO promotions for all the vacancies and for all the eligible candidates has to be accomplished. The deadlock created in JAG promotion due to 206 seniority issue has to be overcome, the deadlock on seniority lists and on further DE promotions due to 206 seniority and recent SC order on list no 6 and 7 have also to be overcome.

Finally, the biggest and daunting challenge is to draft strategy and plan of action to face upcoming 3rd PRC which is shortly getting constituted. This is going to be a herculean task for us, particularly in the context of the fact that we are deep in the red zone and unless we come out of it as quickly as possible, it is going to be a near impossible task to face 3Rd PRC and get recognition from it. How important thus it is for us to come out of the crisis that we are in is something that needs a very serious and deep introspection from each one of us and how much critical our struggle to revive our beloved Company is in order to usher in a promising, stable and secure future has to be recognized and understood by each one of us  in very clear terms.
