In the next hearing which was held on 27/07/2026, advocate for applicant submitted the documents as directed by Hon CAT in the last hearing and the case was posted for hearing on 03/08/2026. Overwhelming Response to the Nationwide Lunch Hour Demonstration call in Protest of Uttarakhand Circle Restructuring Proposal: The nationwide call given by the All Unions and Associations of BSNL (AUAB) for Lunch Hour Demonstrations against the proposed Uttarakhand Pilot Project under the restructuring scheme received an overwhelming response from the BSNL workforce across the country.

Massive Lunch Hour Demonstrations were successfully organized throughout India on 31/07/2026 with enthusiastic participation from Executives and Non-Executives.

The nationwide protests sent a strong and unequivocal message against the unilateral and anti-BSNL restructuring proposal being implemented through the Uttarakhand Pilot Project.

Although the BSNL Management initially remained indifferent and avoided meaningful dialogue with AUAB, the unprecedented response from employees across the country in general and  the strong and united movement in Uttarakhand Circle in particular, compelled the Management to initiate discussions with the AUAB leadership both at the Corporate Office and in Uttarakhand Circle.

The Executives and Non-Executives have clearly realized that the proposed Uttarakhand Pilot Project is not merely a Circle-specific issue. There is growing concern that similar restructuring may soon be extended to other Circles, as preparatory work has reportedly already commenced in some Circles and at the Corporate Office. Such a move is likely to adversely affect a large number of BSNL employees across the country.

The massive participation in the Nationwide demonstrations reflected the growing concern and resentment among BSNL employees against the proposed restructuring plan. Thousands of Executives and Non-Executives from Corporate Office, Circle Offices, Business Areas, and Operational Areas actively participated in the demonstrations.

AUAB Circle and District leaders across the country played a proactive role in organizing the programmes and addressed the gatherings, highlighting the unilateral approach adopted by the Management without adequately assessing the practical operational requirements. AUAB leaders at all levels  appealed to the employees to remain united and intensify the movement, if required, to safeguard the interests of BSNL and its workforce.

Meanwhile, the BSNL workforce in Uttarakhand Circle continued its historic Full-Day Dharna for the fourth consecutive day, demonstrating exemplary unity, determination, and commitment. This remarkable show of solidarity by Executives and Non-Executives under the banner of AUAB has created significant pressure on the Circle Management. The CGM, Uttarakhand Circle, has made repeated appeals and initiated detailed discussions with the AUAB leadership to resolve the issues through dialogue.

At BSNL Corporate Office, Eastern Court, New Delhi, a massive Lunch Hour Demonstration was organized with enthusiastic participation from Executives and Non-Executives. The gathering was addressed by the General Secretaries and Representatives of the constituent Unions and Associations of AUAB, who strongly condemned the proposed restructuring initiative and reiterated their commitment to protecting the interests of BSNL and its employees.

AUAB CHQ conveys its heartfelt congratulations and sincere appreciation to all members, Circle/District leaders, and the leadership of all constituent Unions and Associations for making the nationwide Lunch Hour Demonstrations a grand success.

AUAB also salutes to the strongly united Executives and Employees of Uttarakhand Circle and also expresses its sincere gratitude to entire BSNL workforce for extending unwavering solidarity and support to the employees of Uttarakhand Circle.

The overwhelming participation from every nook and corner of the country has once again reaffirmed the unparalleled unity of the BSNL workforce under the banner of AUAB. This united voice against the anti-BSNL restructuring proposal has sent a powerful message to the BSNL Management as well as the Government of India.

AUAB firmly believes that this unprecedented display of unity and determination will compel the authorities to reconsider the proposed restructuring plan and engage in meaningful consultations with the representatives of the employees before taking any decision.

BSNL Executives & Executives Observe Call Attention Day with Black Badges against the Uttarakhand Pilot Project: Responding to the call of the All Unions and Associations of BSNL (AUAB), BSNL Executives and Non-Executives across the country observed Call Attention Day by wearing black badges to register their strong resentment and determined protest against the BSNL Management's unilateral decision to implement the Uttarakhand Pilot Project.

The nationwide protest reflects the growing anger of employees over the betrayal of management's from its commitments and its continued disregard for the legitimate concerns of the workforce regarding the Uttarakhand Pilot Project.

In Uttarakhand, 100% of the Executives/Non-Executives have launched an indefinite non-cooperation movement and are holding a massive dharana, demonstrating their unwavering resolve against the adamant and indifferent attitude of Management towards implementing the pilot project despite widespread opposition.

The AUAB CHQ extends its warm greetings and heartfelt thanks to all grassroots members, office-bearers, and cadres for their spontaneous, enthusiastic, and united participation, which made today's nationwide programme a grand success. The overwhelming response once again demonstrates the unity, strength, and determination of BSNL employees in defending their rights and protecting the interests of the organization.

To further intensify the struggle, the AUAB has decided to organize massive demonstrations at every workplace and at all GM/CGM offices on 31/07/26 along with the submission of memorandums highlighting the burning issues of BSNL Executives/Non-Executives, with the immediate withdrawal of the Uttarakhand Pilot Project as the foremost demand.

Registrar Protest by wearing Black Badges today against Betrayal by CGM Uttarakhand and BSNL Management: One side CMD BSNL has assured to discuss the issues related to Restructuring plan pilot project of Uttarakhand Circle  along with CGM Uttarakhand and meeting was scheduled on last Friday 24/07/2026, but was not held.

It was expected that this meeting will be held in this week with Committee members of Restructuring Committee along with CGM Uttarakhand Circle and leaders of AUAB CHQ and Uttarakhand Circle.

But nothing has been done for discussions as assured by CMD BSNL, on the contrary forceful action of betrayal, CGM Uttarakhand has acted one step forward for implementation of this pilot project in the following manner.

1. CGM Uttarakhand has submitted fresh proposal to BSNL CO by quoting that proposal is discussed with AUAB Uttarakhand, but discussions are not held with AUAB Uttarakhand by CGM Uttarakhand.

2.  Further no discussions are held with AUAB CHQ by PGM Restructuring & Director HR as directed by CMD BSNL in meeting dated 21/07/2026.

3. Continuing betrayal more bluntly, CGM Uttarakhand has moved second step forward by calling Options for AGMs and DGM posting at newly defined Zonal Offices. DGM <<<>>   AGM<<<>>

4.  Most disappointing is that these options are called at own cost of the Executives and no money will be paid for such dislocation in the interest of service.

5. It is further disappointing that CGM Uttarakhand has written letter for closure of facility of Immunity available for Office Bearers of Unions and Associations  for forceful posting of all Executives and employees at new Zonal Centres and at Gram Panchayat & Block level

In protest of Betrayal of CGM Uttarakhand and cheating action of management, AUAB Uttarakhand has issued notice for immediate agitational call starting with Lunch Hour demonstration.

AUAB CHQ Meeting held today 27/07/2026 at 1300 Hrs at NFTE Office Delhi has discussed this issue and expressed serious disappointment on the betrayal by CGM Uttarakhand and BSNL Management.

The meeting condemned betrayal action by CGM Uttarakhand and CMD BSNL and has unanimously decided to strongly protest against this betrayal by BSNL management with single demand of total roll back of Restructuring Plan.

The AUAB CHQ meeting decided to go ahead with Pan India agitational call as per notice dated 20/07/2026. Copy<<<>>

·  Call Attention day by Wearing Black Badges on Dated 28/07/2026.

·    Lunch Hour Demonstrations all Over India on Dated 31/07/2026

·    Twitter Campaign on Dated 03/08/2026.

It is crystal clear that BSNL Management is trying to destroy BSNL by forceful implementation of this one sided, biased and loss making proposal for shifting total failure of the Management on employees by posting all executives and employees to Gram Panchayat and Block level and indirectly holding them responsible for the failure of management to meet expectations of Government in maintaining Bharat Net Project.

AUAB meeting was held on 27/07/2026, had discussed in detail the struggle of the Uttarakhand Executives and Non-Executives, who have already started the struggle against the Pilot Project in the Circle. CIRCULAR <<<>>

After a threadbare discussion, the meeting decided to intensify the struggle with all-out seriousness by submitting a memorandum to the Circle/BA Heads and CMD BSNL registering protest elaborating betrayal on the day of the countrywide Lunch Hour demonstration on 31/07/ 2026.

It was also decided to observe a Protest Day on 28/07/2026 by wearing black badges during duty hours.

AUAB will organise a countrywide Twitter Campaign to draw the attention of the DoT and the Government for immediate intervention in the matter.

AUAB appeals all Executives and Employees of BSNL to stand united with strongest unity to defeat ill intention of management to destroy BSNL and its workforce by forceful implementation of this loss making Restructuring proposal. AUAB Zindabad, Our Unity Zindabad.
