The convention was specially addressed by Shri. Kautik Baste, Convenor AUAB MH and CS BSNLEU, Shri. Tejas Tadsare, CS SNEA, Shri. Linesh Valvi, CS SEWA MH and Shri. Pandit Wankhede, CS AIBSNLEA MH.

Shri M. S. Adasul, GS SNEA who represented AUAB CHQ in his special address updated house on the different actions of AUAB CHQ and happening at Corporate and DoT level.

The Wage/Pay Revision of BSNL Employees is within sight and BSNL Employees/Executives must strengthen unity and Actively Participate in the Agitational programme and raise their demand with utmost and strongest unity was the emphatic demand raised by Shri. Mahadev Adasul, General Secretary of the SNEA, while addressing the state-level conference of district secretaries organised by the All Unions and Associations of BSNL (AUAB) at Chhatrapati Sambhaji Nagar, where he was the keynote speaker.

Shri. Adasul appreciated the initiative of organising the conference of District secretaries of all unions and associations in Maharashtra at Chhatrapati Sambhaji Nagar. He observed that the conference would serve as a guiding light and a source of inspiration for the entire country, helping employees overcome stagnation and renew their determination to fight for their legitimate rights.

Shri Adasul, elaborated that BSNL Employees Pay/Wage Revision is within sight and all employees/executives must strengthen Unity and actively participate in the ongoing agitational programme. He added that it is unjust and deplorable that BSNL employees and officers are being forced to work on pay scales that are nearly 20 years old. The annual increments of thousands of employees have also been stopped. Despite the management signing the wage agreement and forwarding the proposal to the government for approval, the DoT is causing an inordinate and unacceptable delay in its implementation.

He categorically explained how top managerial officers working in the same company are being extended all the benefits and concessions of the Pay Commission and how this is discrimination against employees/executives who work tirelessly to serve the people, particularly in remote areas of the country and during floods, cyclones, global pandemics and other emergencies, must be stopped immediately. He stressed that the rightful wage revision must be implemented without further delay.

Shri. Adasul emphasised that BSNL is not a company driven solely by profit but is an organisation committed to serving the nation. BSNL has installed mobile towers even in remote locations where there are barely ten households, thereby extending essential communication services to the most inaccessible parts of the country.

He added that VRS 2020 resulted in a massive reduction in the workforce, while a large number of activities were handed over to contractors. This led to the closure of thousands of landline connections. The shortage of employees and officers, coupled with large-scale outsourcing, has contributed significantly to the present difficulties faced by BSNL.

He pointed out that the government has collected nearly ₹1.2 lakh crore from BSNL through unjustified spectrum charges, additional pension contributions of BSNL workforce, non-payment of Leave encashment of DoT Period, extra taxes imposed on BSNL and data centres, GST and various other levies and so on.

He added that despite these challenges, BSNL continues to play a crucial role in bridging the digital divide by establishing mobile towers in rural and remote areas. He stressed that generating profits is not the sole objective of this public sector enterprise; providing affordable and accessible communication services to every citizen is its larger national responsibility.

He elaborated that while private telecom companies are providing 4G and 5G services using technology sourced from foreign companies, BSNL has launched its 4G services using indigenous technology. This is undoubtedly a matter of great pride for the country. He explained how the stabilising the 4G network and launching 5G services will still take some time and how it is directly affecting the revenue of BSNL.

He appreciated employees of BSNL for their dedicated and tireless efforts for remarkable achievement wherein BSNL has succeeded in increasing its total revenue from approximately ₹18,000 crore to ₹23,000 crore, particularly in the prevailing circumstances and steep competition in Telecom sector.

Shri. Adasul strongly asserted that the social and national contributions of BSNL must be duly recognised and that its employees deserve the implementation of their long-pending wage revision.

Making an earnest appeal to employees and officers, Shri. Adasul urged everyone to actively participate in the nationwide agitation launched during October and November to secure the rightful wage revision.

He expressed confidence that if we all stand together and continue our peaceful agitational programme the agitation was made successful, the Department of Telecommunications could be compelled to take the necessary action within the next two months, paving the way for the implementation of the wage agreement .

He firmly stated that if all employees/executives unitedly focus their energies on pursuing this single, legitimate demand, without giving room to negativity or pessimism, there would be no need to proceed with the proposed nationwide strike on 20 November as issues will be decided by DoT by that time.

Shri. Adasul added that we should be optimistic for positive action by DoT but if circumstances made the strike unavoidable, he appealed to all employees to participate wholeheartedly, without being deterred by the prospect of wage deductions. He emphasised that the financial losses employees incur every month due to stagnant wages far outweigh the temporary wage deductions that may result from participating in the strike.

He expressed confidence that BSNL employees were now very close to achieving their long-pending wage revision.

Shri. Adasul particularly appreciated the commendable efforts of the NFTE and BSNLEU, which had succeeded in securing a wage agreement even for a loss-making PSU, describing it as a significant achievement by the recognised trade unions, which has given ray of hope for settlement of long pending Pay/Wage revision in BSNL.

The concluding remarks were delivered by Shri. Nagesh Nalawade, Circle President of BSNLEU.

The entire proceedings of the conference were nicely and beautifully conducted by Shri. Shivaji Chavan, Chairman AUAB Chatrapati Sambhaji Nagar and Smt. R. S. Rakh, Convenor, AUAB Chatrapati Sambhaji Nagar.

The conference was made successful through the dedicated efforts of Shri. Shivaji Chavan, Shri. R. J. Patil, Shri. Smt. R. S. Rakh, Shri. Ramesh Dubile, Shri. Harish Sable, Shri. Ramu Surase, Shri. Shantilal Gaikwad, Shri. Bhansingh Pohal, Shri. Avinash Pundkar, Shri. B. R. Gankawar, Shri. Vilas Savde and several other activists of AUAB Chatrapati Sambhaji Nagar.

The conference started at 1400 Hrs concluded at 1900 Hrs with National Anthem and slogans of unity and a renewed commitment to strengthen unity among all unions and associations, intensify the nationwide agitation and secure the long-pending Third Pay Revision for BSNL employees and officers of BSNL.

Congratulations!!!! AGM Estt BSNL CO issued Orders for enhancement of  TA/DA rates for BSNL Executives by amendment in TA/DA Rules 2002 and the revised rates are applicable  from 01/10/2026. Copy<<<>>

This is result of continuous follow up, presentations in Formal and informal agenda meeting and pursuation by SNEA, finally long awaited Order for enhancement of TA/DA rates for AGM and below level officers is issued.

SNEA noted the discrimination in enhancement of TA/DA Rates for DGM and above level officers as per the latest rates and continuing the TA /DA Rates  for AGM and below level officers at the rates last approved in Year 2002 and has continuously demanded for clearing this discrimination.  Copy<<<>>

Accordingly, the committee for enhancement of TA/DA was constituted last year and Committee also has given positive recommendations in July 2026 and thereafter the report was processed for approval of BSNL MC and Board, and this order is issued after approval of BSNL Board.

Now the rates are as good as doubled and this is great relief to the executives who have to tour for different office works locally as well as other stations. This is fulfilment of one of the commitments of SNEA and we continue our efforts to full all commitments made to BSNL Executives.

SNEA CHQ conveys sincere thanks and gratitude to  Shri. A. Robert J. Ravi, CMD BSNL, Dr. Kalyan Sagar Nippani, Director HR, All Board of Directors, Shri. S. P Singh, PGM Estt  BSNL, All the Committee members  and the team of officers in Estt Section BSNL CO for considering the request of SNEA for enhancement of TA/DA Rates for AGM and below level officers at par with DGM and above level officers and clearing this discrimination going on for last 26 years.

We are aware that these enhanced rates are also not sufficient to meet the expenditure on travelling as per the market requirements as these reviewed in view of the prevailing market rates and the financial position of the BSNL and SNEA will continue its efforts to enhance it as per the practical requirement of Executives.

AGM Pers BSNL CO issued second modification order by giving consideration to genuine representations given by the individuals on certain grounds viz. self-medical, care giver, PwBD Category, All India Hard/Soft Tenure Completion etc and given justice to certain affected executives. Copy<<<>>

This is result of continuous follow of all these representations by SNEA and putting the pains and hardship faced by these executives in front of Management.

It is good to see that in this order, the modifications are given consideration on grounds viz. self-medical, care giver, PwBD Category, All India Hard/Soft Tenure Completion etc and some requests are given consideration.

But the requests on similar grounds by other executives are not given consideration mainly due to fact that their applications are not received through proper channel with due recommendations and if received then it was late receipt after the process for issuing this modification order was started.

SNEA has consolidated all such requests received from the Circle Secretaries and the same is submitted to the Management and we are pursuing for considering all these requests.

Massive Countrywide Hunger Fast and Demonstrations held All Over India for Early Approval of Third Pay/Wage Revision: In response to the agitational call given by the All Unions and Associations of BSNL (AUAB), a Massive Relay Hunger Fast by GSs/CSs, CHQ/Circle Office Bearers along with Lunch Hour Demonstrations at OA/BA/Circle and CHQ were held at nook and corner of India on 01/10/2026 i.e. on 26th BSNL Foundation Day. Hundreds of Executives/Non-Executives with AUAB leaders raised strong voice in support of single demand for early approval and implementation of the Third Pay/Wage Revision for BSNL Executives and Non-Executives.

Reports received from all OAs/BAs and Circles confirmed enthusiastic participation and impressive mobilisation of AUAB Office Bearers and members of various constituent Associations/Unions with strongest ever unity and never seen before the determination to secure their legitimate demand for third Pay/Wage Revision.

The leaders of AUAB all over India along with Majority of the Executives/Non-Executives conveyed greetings and wishes on 26th BSNL Foundation Day to each other but boycotted any celebrations arranged by the certain insensitive officers in BSNL.

It was nice to see that in partial response to the appeal/request by AUAB to BSNL Management, not to arrange any celebrations on BSNL Foundation Day or postpone it till approval of Third Pay Revision, no formal letter was issued by BSNL Corporate Office for celebrations on 26th BSNL Foundation Day.

But till few insensitive Circle/BA Heads have arranged the celebrations at their level and continued with utter insensitivity. But their insensitivity was responded by the Executives and Non-Executives with strongest unity as the majority of them boycotted such celebrations and remained absent from celebrations.

At BSNL CO Delhi, CMD BSNL addressed gathering covering majority of GMs/PGMs who are getting benefits of 7th CPC, but the BSNL Executives and Non-Executives remained absent from this address of CMD BSNL and expressed their anguish and unrest against undue delay by DoT in approval of their Pay Revision. The said boycott continued even after personal appeal from some individuals that this is not celebrations and it is just an address of a few minutes.

The same was situation all over India and except few selfish Executives/Non-Executives, which can be counted at finger tips who are not left even with minimum required sensitivity towards his/her own delayed Pay/Wage Revision were seen roaming alongside of BA/Circle Heads and supporting these insensitive Circle/BA Heads for their celebrations of 7th & 8th Pay Revision.

At CHQ level, the Relay Hunger Fast at Eastern Court, Janpath, New Delhi, witnessed the participation of senior leaders of AUAB constituent Associations/Unions participated in the Relay Hunger Fast and Lunch Hour Demonstrations.

Addressing the gathering, the leaders highlighted the present status of the Third Pay/Wage Revision proposal and the role of the DoT, Government in resolving the long pending issue. They reiterated that the continued delay in approval of the Third Pay/Wage Revision, is unacceptable and called for a decisive intervention early Pay Revision for BSNL Executives and Non-Executives.

The Full Day Relay Hunger Fast with massive Lunch Hour demonstrations reaffirmed the determination of AUAB to intensify the agitational programme, if the long pending demand remains unresolved and deadlock in DoT continues.

Significantly, despite the invitations/appeals to participate in the Foundation Day programme by SR cell, personally by some OA/BA and Circle Heads, Majority of Executives and Non-Executives across the country remained absent from such name sake celebrations and participated in the Relay Hunger Fast at Circle/Corporate level and Lunch Hour Demonstrations at OA/BA, Circle and Corporate office reaffirming their commitment to the collective determination to fight for the legitimate demand of the Third Pay/Wage Revision.

SNEA CHQ conveys sincere thanks and gratitude to all AUAB leaders, members and participants for making the Nationwide programme a grand success. The enthusiastic response across the country sends a strong message that the BSNL workforce remains united and determined to secure justice on the issue of the Third Pay/Wage Revision.

SNEA conveys thanks to BSNL Management and about all OA/BA/Circle heads who respected the sentiments of BSNL workforce about undue delay in approval of Third Pay/Wage Revision by not arranging celebrations of 26th BSNL Foundation Day. We appeal to others to respect the feelings of thousands of Executives and Non-Executives all over India who are facing financial losses and to show some sensible approach towards the own workforce of BSNL.

Meantime, it is understood that this long pending issue of Third Pay /Wage revision is being reviewed at DoT and the deadlock is about to be cleared shortly.

Let us maintain our unity, strengthen our collective resolve and make every forthcoming programme a grand success until the demand for the Third Pay/Wage Revision is achieved.
