AUAB Meeting with BSNL management on undue delay in releasing IDA payment and agitational call: As per the appeal by SR Cell BSNL CO for withdrawal of agitational call for Human chain against undue delay in enhanced IDA payment, the meeting of AUB Leaders was held with Director HR at 1300 Hrs and with CMD BSNL at 1930 Hrs on 19/05/2026.  

At the outset Director HR appealed to withdraw the agitational call stating that the issue is under active consideration of DoT. He updated that  DPE has issued certain guidelines for approval of the administrative ministry for release of enhanced IDA payment. BSNL has sent the proposal for its approval, but DoT has asked for approval of BSNL Board for release of enhanced IDA payment DoT . The same has been sent by BSNL Management  on 08/05/2026. The similar Board approval has been sent by other PSUs under DoT viz.  MTNL 12/05/2026 and BBNL Board on 14/05/2026. Accordingly DoT has processed proposal for releasing enhanced IDA payments with arrears w.e.f. 01/01/2026 and restoration of earlier process of releasing IDA Payment by BSNL without need of any approval from DoT. He assured that formal approval of DoT will be issued within a day or two and appealed to all leaders to withdraw the agitational call. But leaders demanded in one voice firm assurance from him for releasing the pending IDA payment with arrears in the salary of May 2026, but Director HR shared that issues would be resolved positively and could not give firm assurance for the same.

In absence of firm assurances, it was decided that the matter will be escalated to CMD BSNL and accordingly the meeting was fixed with CMD BSNL at 1800 Hrs, which was held at 1930 Hrs.  

In this meeting Director HR updated that he has taken up matter with the concerned Officer of DoT and updated that all the issues are resolved and formal approval of DoT is expected at any time.

Reciprocating the same CMD BSNL informed that he is pursuing the issue with DoT and matter is as good as resolved and there is no need of any such agitational call by Unions and Associations of BSNL on such resolved matter.

When leaders asked for firm assurances for release of IDA Payment with arrears in Salary of May 2026, CMD BSNL firmly assured for the same. He instructed Director HR to ensure that formal approval of DoT is issued and to keep on hold the disbursement of salary payment to ensure that IDA payment is added in Salary of May 2026. In conclusion CMD BSNL appealed to the leaders to withdraw the call and it was positively responded by all the leaders of AUAB.   

We have also discussed the burning issue of manhandling of JTO BSNL in Gujrat Circle and need of stringent action against goon TIP, Release of pending and continued Kashmir Valley payment, Transfers of GM HR TN & CHTD, need of formal meeting by CMD BSNL updating Unions and Associations on action plan of the management about growth and development of BSNL and resolving HR issues etc and the details will be updated shortly.

Update on AUAB CHQ Meeting: The scheduled meeting of AUAB was held on 19/05/2026 at 1130 Hrs in the BSNLEU office at Eastern Court and it was attended by General Secretaries and Representatives of all participants Unions and Associations of BSNL. The details of discussions are as follows.

· Release of IDA payment and Agitational call for Human Chain: The issue of delay in releasing payment of enhanced IDA w.e.f. 01/01/2026 and its present status was discussed in detail. The issue of enhanced IDA payment has been cleared with fresh order by DPE for enhancement of IDA w.e.f. 01/01/2026 but its formal approval from DoT is not yet issued by DoT and it was decided to go ahead with agitational call for human Chain on 20/05/2026. But meanwhile SR Cell BSNL CO has called the leaders for a Meeting with Director HR on this issue at 1300 Hrs and it was decided to attend the Meeting.

· Jantar Mantar March Delhi for 3rd PRC Implementation: The meeting discussed preparations of Jantar Mantar March Delhi scheduled on 3rd PRC Implementation. After elaborate discussions, it has been decided to reschedule the Jantar Mantar March proposed on 12/06/2026 and to arrange it a massive Parliamentary March during Monsoon Parliament Session by including all Unions and Associations of BSNL and MTNL. It was also decided to ascertain participation of Associations of Retired Employees in this Parliamentary March. Accordingly one combined meeting of AUAB, Unions and Associations of MTNL and all retired Associations of BSNL/MTNL will be arranged to discuss and decide the strategy for massive Parliamentary March for implementation of third PRC. The actual date of Parliamentary March will be decided after announcement of schedule of Parliamentary session.

·    Manhandling of JTO by TIP and vandalization of his office: The meeting discussed the attack by one of TIP and office vandalization by goon TIP. The Meeting strongly condemned the unfortunate incident of alleged manhandling and misconduct against Shri. Vivek Jayant, JTO Rajpipla, Bharuch, Gujarat Circle by goon TIP while JTO was discharging his official duties and expressed full & solidarity to this affected JTO. It was decided to take up matter with CMD BSNL for immediate and stringent action against TIP by filing FIR for attack on Public Servant, obstructing Public Servant from performing office duties, causing serious bloody injury to Public servant and atrocities, banning entry of this goon TIP in any BSNL premises and termination of his agreement with BSNL.

·  Release of Kashmir Valley Allowances and pending payments: The meeting discussed undue delay in releasing payment of Kashmir Valley Allowance by BSNL management and decided to take up matter for immediate release of Kashmir Valley payment.

·  Transfers of GM HR TN and GM HR CHTD: The meeting discussed the deliberate reluctance by BSNL management is transferring GMs HR of TN and CHTD Circles and it was decided to take up matter a fresh for immediate transfer of Shri Tulasiraman, JtGM who is unofficially and illegally given charge of GM HR TN and Shri Bhaskar GM HR CHTD who continues to in CHTD for more than 14 years against all guidelines.

After elaborate discussions and unanimous decisions as above the meeting concluded at 1300 Hrs.

By considering pendency of submission of self-appraisal by many executives, AGM Pers BSNL CO writes to all Circle Heads conveying extension of last date for submission of self-appraisal for e-APARs of 2025-26 through ESS Portal from 15/05/2026 to 30/05/2026. Copy<<<>>

Meeting with CMD BSNL on urgent HR Issues : Shri. Pawan Kumar Meena, Joint Secretary West SNEA and Shri M.S. Adasul, General Secretary SNEA had a short meeting with Shri. A. Robert J. Ravi, CMD BSNL on 13/05/2026 to discuss urgent issues. The details of discussions are as follows.

OTP Requests and Transfer postings: At the outset we conveyed thanks for consideration of OTP Requests and giving relief to executives affected under long stay transfers.

CMD BSNL accepted our thanks and conveyed that much care is taken this time in issuing transfers and specially the request of SNEA to exclude female executives from Inter Circle long stay transfers is given consideration. He also added that due and possible extent consideration is given to Transfer policy guidelines and mainly SNEA request for keeping Long stay Transfers minimum and need base is given consideration.

We conveyed special thanks for considering the request of SNEA for excluding female executives from Inter Circle long stay transfers and giving relief from sufferings and hardship faced due to inter Circle Transfers. We also conveyed thanks for keeping transfers minimum and reducing disturbance as compared to Inter Circle Transfers issued in the last year.

We also conveyed thanks for giving consideration to about all OTP requests from All India Hard Tenure stations and requested to give consideration to OTP Requests from Tenure station on quarterly basis for that CMD BSNL directed us to check with Director HR.

We also narrated that the request from executives from all India Soft Tenure Stations are not given consideration and CMD BSNL responded that this may be due to non-updating data in ERP and if data is corrected the same will also be given consideration and directed us to give all such requests to PGM Pers.

We brought to notice of CMD BSNL that this time executives under PwBD Category who are immune from such long stay transfers are transferred. CMD BSNL informed that this may be due to wrong data and assured cancellation of such transfer order issued if any.

We narrated that some OTP Requests are not given consideration from the same station at par with others, CMD BSNL informed that all Own Cost OTP Requests are given consideration and company cost OTP Requests are not given consideration. On our request to give consideration on such OTP if requested at own cost, CMD BSNL directed us to give such individual representations to PGM Pers.

We specially narrated pain and hardship of executives whose OTP Requests are not considered due to the short period for completion of Tenure in the working Circle by a few days or few months, CMD BSNL informed that this is done as per criteria and all these requests will be given consideration in next order. We narrated that the executives under long stay transfers were relieved late by Circle/BA administration and naturally after transfer orders in April/May, the relieving was ordered from June to August and executives should not be made to suffer for no mistake on their part and requested for considering such requests /representations, CMD BSNL directed us to discuss all such cases with PGM Pers.

We bring it to notice of CMD BSNL that some executives under long stay transfer are posted randomly and at far away places while it was quite possible to post to nearby Circle and requested for consideration of requests for change of Circle to nearby Circles, CMD BSNL assured for consideration of such genuine requests and directed us to give such requests to PGM Pers.

We narrated new transfers of Executives retained under Medical grounds and under immunity as Office Bearers of SNEA by changing Circles, and requested for restoration of Circle on completion of immunity, CMD BSNL informed that the retention on immunity grounds in reviewed as per present requirement to posted Circle and accordingly posted to new Circle.

We requested that Immunity is given from pending transfers and Executives are relieved to these Circle after completion of immunity period and medical ground requests need to be reviewed as per present medical conditions of dependent /self and change of Circle is hardship to these executives and suffering family members. CMD BSNL assured to review such representations if any.

We specially requested for posting of Shri. Samir Khare AGS SNEA and other Office Bearers of SNEA to BSNL CO and CMD BSNL straightaway informed that no OTP Request for posting to BSNL Corporate office will be given consideration as sufficient executives are already available. We narrated that OTP requests of some Executives from BSNL CO are also not given consideration and there is shortage of executives at BSNL CO and requested for consideration of such mutual or one to one transfers, CMD BSNL was reluctant for any such consideration and if anybody want transfer to Delhi even on immunity /medical grounds then he/she may ask for nearby Delhi and not BSNL CO or CNTX Delhi.

We specifically requested for consideration of the pending request of Shri. Samir Khare AGS for change of Circle and bringing him to BSNL HQ Delhi under immunity as AGS of recognised association, CMD BSNL directed us to give these details a fresh to PGM Pers and immunity ground requests will be given consideration.

Escalating the pending Promotions: We specially conveyed thanks for issuing long awaited JTO to SDE Civil wing promotion Order thereby giving first promotions in career of these JTOs waiting for their first promotion for the last 27 years. We especially appreciated the last minute efforts in collecting fresh VCs from all Circles in the shortest possible period of two days as earlier VCs expired.

We narrated the disturbance due to dislocation on promotional posting even though vacancy existing in the same or nearby Circle and requested for re-consideration of their posting to vacant posts in the same or nearby Circle or by interchanging the present posting as presently executives are posted to far away places and executives from other Circles are posted to these Circles or nearby Circles. CMD BSNL assured us of looking into such possible requests for Change of Circles and directed us to discuss with PGM Pers with details of such requests. While once again conveying thanks for Civil wing promotions, we requested for similar action in JTO to SDE Electrical wing Promotions and giving relief to JTOs of Electrical wing who are also waiting for their first promotion for 27 to 29 years.

We also brought to notice of CMD BSNL that the Promotions under PwBD category of about all wings and cadres with retrospective date effect are not issued even after data has been collected long back and requested for early promotion order giving relief to all PwBD category executives. In response CMD BSNL assured that he has already directed to check possibilities of Promotions of all wings and cadres where no court case is pending including promotions of executives under PwBD category.

We narrated efforts taken by SNEA on clearing hurdles due to pending Court Cases on DGM Telecom and CAO Promotions as per special appeal by him in an earlier meeting. CMD BSNL appreciated efforts of SNEA and was of the opinion that such personal efforts and interaction will clear the ways for pending promotions by overcoming disputes in courts and assured for firm and required steps for DGM Telecom and CAO Promotions.

In conclusion of this short meeting, we conveyed thanks to CMD BSNL for sparing his valuable time to discuss urgent issues and requested for consideration of pending/fresh Requests/ representations by the executives on transfer posting sympathetically and CMD BSNL assured for the same.

SNEA welcomes Respected Shri. K. Balaji, Joint Secretary, (Admin), DoT: A delegation of SNEA comprising Shri. M. S. Adasul, GS SNEA CHQ, Ms. Anu Agrawal, CS SNEA BSNL CO and Ms. Shubhra Purwar, OS SNEA BSNL CO had a meeting with Shri. K. Balaji, Respected Joint Secretary (Admin) DoT in his office at Sanchar Bhavan, New Delhi on 27/04/2026 at 1215 Hrs.

At the outset, the delegation warmly welcomed Shri K. Balaji, on assuming charge as Joint Secretary (Admin), DoT, and conveyed best wishes for his successful tenure. A bouquet was presented as a gesture of goodwill. The delegation assured full cooperation from SNEA on matters concerning the growth and development of BSNL and requested expeditious resolution of long-pending genuine grievances of BSNL executives awaiting DoT approval.

In response, the Joint Secretary (Admin) accepted our wishes and conveyed thanks for the good gesture. Joint Secretary (Admin) added that he has joined office recently and is looking into different issues and assured of all possible support to BSNL and its executives to resolve the issues of BSNL.

We have discussed certain important points related to growth and development of BSNL viz working of 4G services, support of Govt to BSNL, efforts by BSNL to meet the expectations of the Government as strategic partner etc.

We discussed in brief the urgent need for resolution of certain critical HR issues of BSNL Executives and requested for his kind support for early resolution of these issues in order to boost the morale of the executives of BSNL. The details of discussions on HR issues are as follows:

Undue delay by DoT in approval of enhanced IDA Payments: We elaborated that the recent issue of IDA enhancement and how this routine and non-issue is made issue by miscommunication between BSNL, DoT and DPE is classic example of typical red tape approach. We added that due to the prolonged delay of four months in deciding IDA enhancement by DoT & BSNL, the executives in BSNL are feeling cheated and frustrated. We shared that DoT and BSNL management are expecting highest output with fastest speed in present odd circumstances in office works and while it is turn of resolving routine and simple HR issues like IDA enhancement are being handled in casual approach and this is reason for mass unrest among executives. We narrated story behind restrictions by DPE in enhanced IDA payment and how DPE will be clearing this issue by restoration of IDA announcement and payment procedure and also how para 5 will be removed from the IDA orders w.e.f. April 2026 and requested for early approval of DoT for the same which is pending for last fortnight. Joint Secretary (Admin) informed that though he has recently taken over charge, he is aware of this IDA issue and his office is already working on it. He added that this IDA payment is the issue of the topmost priority and assured that whatever may be hurdles, the same will be taken care of and the issue of enhanced IDA payment will be resolved shortly. We requested a final call on it so that at least the IDA delayed for the last four months is paid in salary/pension of May 2026. Joint Secretary (Admin) assured that it will be settled before that and no need to worry.

Upgraded Standard Pay Scales for affected JTOs/JAOs: We requested for kind intervention in the issue of resolution of Standard Pay Scale affecting about 50 % working strength of BSNL Executives and thus leading to demotivation of important work force leading BSNL at field level at key positions in BSNL. We added that these are the executives going to serve BSNL in the coming days, there is an urgent need to resolve this long pending issue.

We elaborated the complications aroused from the presidential order 28/03/2017, why the same is not implemented by BSNL, how only clauses are framed for showing the payment made to executives other than affected executives, how nothing has been mentioned about affected executives of BSNL making this Presidential order fruitless and how review by DoT as per request of BSNL is undecided for the last eight years and how it is affecting on overall working of BSNL. By elaborating all facts, we requested for his kind intervention for approval of DoT for upgraded standard Pay scales for affected executives in BSNL. We humbly requested to resolve this issue with topmost priority and give relief to affected executives.

Joint Secretary (Admin) DoT made some specific queries on this issue which we replied satisfactorily and with factual positions. We gave a detailed booklet on this subject matter with annexures. In conclusion, the Joint Secretary (Admin) shared that with our submission he has got an idea about the issue and its intensity and assured to look into it by taking updates from his office for further course of action from DoT.

Approval of Third PRC for BSNL Executives and Employees: SNEA emphasized the severe financial hardships being faced by BSNL executives and employees due to the continued delay in implementation of the Third Pay Revision Committee recommendations. We informed that BSNL has sent proposals and reminders including recent approval of BSNL Board for Wage Negotiation Committee for BSNL employees. The delegation pointed out that while DoT continues to focus primarily on the affordability clause, several other supportive provisions and recommendations favouring implementation of the Third PRC in BSNL have not received due consideration. It was further explained that BSNL has been executing various strategic national projects and Government assignments without prioritizing commercial profitability, making the strict application of the affordability clause unjustified. We explained how such selfless efforts & contribution of BSNL to the Government Projects without looking into losses is appreciated by Hon. Prime Minister of India and Honourable Minister of Communication. We added that it has been many times cleared in Parliament on different occasions that employees are not responsible for losses but losses are mainly due to Government policies.

We added that when it is the turn of dues and minimum benefits of executives and employees, then only profit and affordability is added against such clear stand by Honourable Prime Minister of India. We narrated classic examples of how BSNL is facing losses due to policies of Government/DoT and how the workforce is not solely responsible for the ongoing losses.

We elaborated on how thousands of Crores of BSNL are wasted due to policies and how the workforce has been contributing to BSNL in the most difficult circumstances in the Indian Telecom sector. We also shared the clauses of Third Pay Revision Committee report supporting its implementation in BSNL, how Parliamentary committee has recommended for clearing disparity in implementation of third PRC, how BSNL is not allowed to keep focus on only profit as required under affordability clause, how DPE directions for approval of third PRC through cabinet approval is pending action at DoT and so on.

By citing certain examples, we explained that certain Government policy decisions which BSNL has to abide by being PSU, is reasons of losses in the Balance Sheet of BSNL viz. installation of more than One lakh 4G sites at rural/ remote areas with no desired customer base, added losses against depreciation cost, procedural lapses in allotment of spectrum and how BSNL is paying for pan India while other operators are paying spectrum charges only for few circles, allotment of 5G spectrum in 2023 and non-allotment of equipment for the utilization of this spectrum for years together leading heavy loss to BSNL, taking over properties of BSNL by Government without passing any benefits to BSNL, how BSNL is providing services in rural area and remote places without any chance of profit now or in future etc.

After an elaborate submission by us fully justifying the fact that employees and executives are not the reason for the losses, detailed discussions, Shri K. Balaji Joint Secretary (Admin) stated that the proposals submitted by BSNL regarding Third PRC were under examination and that the discussions had provided valuable inputs regarding the affordability clause and assured to explore all possibilities of considering recent proposals from BSNL for implementation of third PRC for executives as well as employees.

HR Management and SET Recruitment: We conveyed thanks for accepting our proposal for having self-management of BSNL in the Silver Jubilee Year by exploring the internal talent of BSNL. We submitted how it has been wrongly projected by BSNL and DoT to the Government that SET recruitment will be a succession plan and this will fill up immediate crises of Managerial positions in BSNL Management. We submitted a copy of SNEA letter on scrapping SET External recruitment, framing/ restoring the MTRRs for scope to ample internal talent with highest experience in telecom sector, how the certain vacant positions can be occupied by senior officers in BSNL etc. We also requested for conforming the recent contradicting guidelines of DoT for having HR management and updated about actual requirement and need of BSNL. After patience hearing to our submission Joint Secretary (Admin) informed that he is not having much details on this issue but assured to go through the feedback of SNEA and take required on this issue.

We also requested for intervention of DoT in resolution of certain long pending but genuine HR issues of BSNL executives with BSNL Management and intervention from DoT for its resolution, Joint Secretary (Admin) informed that he will look into issues to be decided by DoT and issues at BSNL may be discussed with BSNL management and till any issue, then the same can be looked into.

The meeting concluded on a very positive note. SNEA conveyed sincere thanks to Joint Secretary (Admin) for sparing valuable time and patiently hearing the concerns of BSNL executives and for his encouraging and supportive response. Shri K. Balaji, Joint Secretary (Admin) assured the delegation that all issues raised by SNEA would be examined sympathetically and appropriate action would be taken based on the feedback and submissions made during the meeting.

Long awaited OTP Request Transfer Order issued!!!!: Finally the long awaited Inter Circle OTP Request Transfer order issued on late evening at 2245 Hrs on 09/05/2026 giving relief to a few hundred executives as their OTP Requests are given consideration. This is a long awaited OTP Request Transfer order issued after a major OTP Request on 02/05/2025 and selective OTP Requests/Modification order as on 30/06/2025, 30/09/2025 and 05/11/2025.

This order is issued by mixing OTP Requests of all wings and Cadres and this time the Promotions are not mixed in the Transfer orders and issued separately.

The exact criteria adopted in consideration of OTP Requests is not mentioned and we observe that some executives with less stay are transferred while some executives with higher stay from the same stations are not transferred.

The OTP Requests to Circles having shortage of Executives are given consideration and to Circle having excess executives seems to be given consideration on selective basis.

We have also received some issues viz. OTP Requests of some executives with less stay are given consideration and OTP Requests of some executives with higher stay/tenure are not given consideration.

Though it was informed that no long stay transfers will be issued, some long stay transfers are issued and neither long stay list was published nor are these executives given option for posting to choice Circle, as per standard procedure followed in issuing any long stay transfers.

Further, the chances of posting to a nearby Circle on long stay transfers was quite possible, but executives are transferred randomly and at faraway places and without giving any choice among available Circles.

It is seen that there is much improvement in this order as compared to earlier order, but till chances of improvement are more. We will continue to give our suggestions and feedback for further improvement and justice to left out executives.

In this mixed transfer order with majority of OTP Requests transfers, total 1018 Executives of Telecom wing are transferred and its break up is:  

a. 626 are Own Cost Request Transfers including 31 non-implemented orders of last year and 390 are company cost requests including 156 non-implemented orders of the last year.

b.  593 are OTP Requests (From Non-Tenure Circles: 538, From tenure Circles: 08, To tenure Circles: 47),

c. Long stay Transfers: 145 (Non-tenure stations:138, Tenure stations: 07)  

d.   Non-Implemented Transfers: 186

In similar manner, the transfer of other wings are also issued viz. Account wing 69, Civil Wing: 82, Electrical wing: 68, TF 06 and One Arch are transferred under different categories but majority are own cost OTP Requests.

Important instructions issued in this transfer order:

·     Executives under transfer are to be relieved within 15 days of this transfer order i.e. by 24/05/2026.

·   Executives under transfer have to handover the charge in detail within seven days of this order and a signed copy of Handover Certificate is to be sent to Circle HR.

· The Circles have to provide an orientation program within seven days for executing joining at the posted Circle.

·     Intra Circle Transfers are to be issued within the next 30 days and no Intra Circles thereafter except exceptional cases.

· Representations against genuine medical and immunity grounds are to be submitted within seven days of this order and it will be given consideration as per the guidelines within 15 days.

·  Medical Representations received after seven days will not be entertained and hence all who have genuine grievances should immediately submit their representation with supporting documents.

·    Entire procedure on medical ground representations is to be completed by Circles within 60 days period from date of this order.

·      The Office Bearers of Recognised Association already granted immunity will continue to get immunity granted and will be relieved after completion of the immunity period.

·    Revenue generation posts in BA/OA are to be filled in on priority.

· Restriction on filling of post of GM and above level officers by Circle Heads is again reinforced in this order. But this seems to be name sake formality as such case of Shri Tulasiraman JtGM Arch who is given illegal charge of GM HR TN Circle has been repeatedly brought to notice of BSNL Management including CMD BSNL and every time we are assured to withdraw his charge of GM HR TN, but no action is taken and he illegally is allowed to continue as illegal GM TN in violation of such repeated orders.

·       Once again useless criteria of posting AGMs at SDCA HQs is reproduced and it makes clear that till management has not understood the practical working in the field units of BSNL.

We have been receiving calls from many individuals about their grievances and all such executives having genuine issues of wrong stay calculations, medical grounds, spouse ground request or any other ground justifying early OTP Request or cancellation of long stay transfers etc.

All the executives who are having genuine grievances are requested to first go through the consolidated guidelines in this order in dealing different requests and submit their representation in seven days of order i.e. at least before 18/05/2025 through proper channel with due recommendations by Circle Head and send its copy to DS/CS SNEA concerned, who will send consolidated list and representations with supporting documents.

SNEA CHQ will take all genuine left out issues of OTP Request transfers as per feedback and submission by the Circle Secretaries and individuals may represent their grievances through proper channel and send its copy to CS

Congratulations!!! Finally order for SDE Promotions in Civil wing issued: Heartiest Congratulations to all the JTOs in Civil wing who got their first promotion after continued service up to 27 years as AGM Pers BSNL CO issued promotion order of JTOs in Civil wing and promoted them as SDE Civil.  Copy<<<>>

This is a long awaited promotion order with keen and prolonged persuasion for more than three years by SNEA and finally  the promotion order is issued with such dedicated efforts in overcoming many hurdles created by certain officers in BSNL,.

The entire process of DPC was completed in March 2026 and since then this promotion order was expected, but not issued for different reasons.

Due to prolonged delay first in clearing hurdles of court cases, then internal issues of BSNL and finally due to expiry of VC after completion of DPC in March 2026 the promotion order is delayed even at the last moment also.

But this time fresh VCs are pursued  by BSNL Management seriously and within two days all the Circles/Civil Zones have sent fresh VCs and  hence this promotion order is issued.  

In this historical Promotion order, total 62 JTOs (08 JTOs as per as per SDE Civil RRs 2002 Annexure-I, 54 JTOs as per as per SDE Civil RRs 2023 Annexure-II) are promoted as SDE  against vacancies of concerned Year.

These are promotions up to vacancy year 2024 and we are pursuing SDE Civil promotions against vacancy year 2025 and we are hopeful for the same in this month. We are hopeful that with this all the JTOs in the Civil wing will be promoted as SDE in coming days, clearing the prolonged wait for their first promotion.

Though SDE vacancies exist in the same Circle majority of promoted JTOs are posted to other Circles and some of them are posted as substitutes for consideration of pending OTP Requests or being posted out of Circle as per strange stand of BSNL Management by counting stay of more than 25 years in present Circle.

Naturally, the promoted Executives may have genuine grievances and the concerned executives may represent their grievances addressed to Director HR and its copy to CS SNEA concerned. Update on JTO to SDE Promotions in Electrical wing: We were expecting SDE Promotion orders of JTOs in Electrical wing along with Civil wing promotions, but as the VC called for Electrical promotions expired before the scheduled DPC on 05/05/2026  and now fresh VCs are called from CEs/PCEs Electrical. The sincere and dedicated efforts are being done by BSNL Management  for clearing this last minute hurdle due to the expired VC.  The fresh VCs are expected early this week and we are hopeful for successful conduction of DPC and accordingly SDE Promotion order of JTOs in Electrical wing are also expected at any time in this fortnight. Hope for the best.

Update on enhanced IDA Implementation in BSNL: As assured by CMD BSNL, the IDA enhancement is approved by the BSNL Board in the fastest possible speed and the approved proposal with due recommendations of BSNL Board has been sent to DoT for final approval for releasing IDA Payment pending from 01/01/2026 along with arrears thereof. 

The issue of financial viability created in DPE OM dated 27/02/2026 {Copy<<<>>} was cleared with revised OM dated by DPE dated 24/04/2026 {Copy<<<>>} but as DPE has not clarified about the applicability of clause for payment of IDA due w.e.f. 01/01/2026.

As BSNL has sent request for approval of enhancement of IDA Payment with all relevant information, being financial matter, on 29/04/2026, DoT has called for the recommendations of BSNL Board. {Copy<<<>>} 

The next BSNL Board meeting is scheduled on 22/05/2026, but by understanding need for releasing IDA payment in salary of May 2026, we requested intervention of CMD BSNL, who has taken decision to get approval of BSNL Board by circulation as done for approval of Wage Negotiation Committee Report.

Thus, with intervention of CMD BSNL, Management Committee and BSNL Board have approved this proposal within a period of six days and finally the same has been sent to DoT for final approval and due recommendations for payment of IDA with arrears as per OM Dated 27/02/2026 & 24/04/2026 and approval for allowing to implement the enhanced IDA payments w.e.f. 01/01/2026 and onwards in the normal course with approval of CMD BSNL in accordance with the revised rates notified by the DPE from time to time. 

With this clear recommendation by BSNL Board, the final approval of DoT is expected this week as all other issues with this IDA enhancement are already cleared.

As such, all the disputes, confusions and WhatsApp gossips on the uncertainty of IDA payment are cleared and now it is crystal clear and sure that:

1.The enhanced IDA with arrears of four months i.e. from January 2026 to April 2026 as per order dated 27/02/2026, will be surely paid Salary of May 2026 along with further enhanced IDA for Apr 2026 as per DPE order dated 28/04/2026.

2. Henceforth the IDA procedure for IDA payments will be restored and will be issued as per DPE OM and there will not be any need to get approval from DoT.

3. This will also clear the way for DR payment for Retired Executives and Employees of BSNL with similar period arrears and earlier procedure for the same will also be restored.

The entire happenings make it clear how a simple issue can be made critical and such critical issues can be resolved if properly pursued at all levels in concerned departments. This episode is classic example of how non-issue is made an issue and how important manhours can be wasted in its settlement and avoidable gossips with extreme comments on social media that to be continued for prolonged period of four months

Update on Meeting with CMD BSNL: By understanding unrest among the executives waiting for OTP Request transfers and undue delay in issuing OTP Request transfers, yesterday on 06/05/2026 at 1930 Hrs, GS SNEA had a meeting with Shri. A. Robert J. Ravi, CMD BSNL in the presence of Dr. Kalyan Sagar Nippani, Director HR and Shri. Rajeev Kumar Kaushik, PGM Pers/SR BSNL CO.

Consideration of OTP Request Transfers without further delay: We specially expressed concern over the undue delay in issuing OTP Requests and requested for issuing OTP transfer orders at the earliest.

CMD BSNL informed that the work is being done by PGM Pers in a focused manner and in the last 4 to 5 days he is working day and night on it and by now he is ready for issuing orders. But due to the mismatch of data of some executives, PGM Pers has not finalized the proposal and he will issue orders shortly.

We brought to notice of CMD that there is mass unrest among executives due to this undue delay in consideration of OTP Requests and added that we are also facing an embarrassing situation as no assurance is followed by the management. We added that earlier we were assured for OTP Transfer orders by March end, then in April and now we are completing the first week of May, but uncertainty on OTP Requests including that from all India Hard Tenure stations is still continuing.  

CMD BSNL agreed for the assurances given till now and informed that he is aware of pressure and he is also receiving calls for OTP Requests even from higher offices, but the transfer orders cannot be issued with wrong data. He confirmed from PGM Pers about receipt of data for all wings & cadres and which was confirmed by PGM. Then CMD BSNL directed PGM Pers to see that orders are issued without further delay.

When we insisted for time line for issuing OTP Requests as many assurances given are not followed till now and requested to issue order in remaining two days of this week, CMD BSNL assured for the same, instructed PGM Pers to act accordingly and added that order may be issued before that also. With all these discussions, it is sure that OTP  Request Transfer order will be issued at any time this week.

Consideration of HR issues as discussed in last meeting dated 07/04/2026 : We reminded about resolution of other HR issues discussed in our meeting with Respected CMD BSNL on 07/04/2026 and added that even after one month is passed, none of assurance are full filled as agreed upon. CMD BSNL confirmed status from Director HR on all these HR issues, wherein Director HR informed that the issues are under consideration, but PGM Pers is busy with OTP Requests and after the OTP Requests, all these agreed HR issues will be given consideration. We added that many of decided issues are pertaining to PGM Estt/Admn and requested for its consideration, but Director HR informed that issues are discussed together with PGM Pers/SR and PGM Estt/Admn but firmly assured that all these HR issues will be discussed and decided in the coming week.  

Delay is settlement of HR issues and need to fill vacant posts of PGMs/GMs: We expressed concern about overload to PGM Pers by addition of multiple charges of other units in BSNL CO. We added that many PGM/GM level posts dealing with HR issues viz. SR, Restructuring, Admn, Training and Recruitment are practically vacant for last one year and all these works are assigned to only two PGMs i.e. PGM Pers and PGM Estt. PGM Pers is given additional charge of SR and Restructuring Section and PGM Estt is given additional charge of Admn, Training and Recruitment section. In the last fortnight due to leave, all these sections were looked after only by PGM Pers and he is practically overloaded and this is the reason for delay in OTP Consideration. We added that PGM Pers is putting in day and night sincere efforts, but it is not possible to look into these many charges by a single officer. We expressed the urgent need of filling all these vacant posts and mainly reducing the added workload of PGM Pers. CMD BSNL agreed to our concern and assured to fill up these posts and instructed Director HR to look into it with priority.

Implementation of pending enhanced IDA: We also discussed about the implementation of pending IDA and status of the report called by DoT on approval by IDA enhancement by BSNL Board so that pending approval is issued by DoT for implementation of pending IDA w.e.f. 01/01/2026. We expressed that due this delay of four months, executives are feeling cheated as this simple issue has not been decided for the last three months and expressing the feeling that how can we expect settlement of other issues. CMD BSNL informed that issue is already in his notice and the proposal has been approved by MC and approval by Board is under consideration and asked status from Director HR, who informed that note sent to all Directors of BSNL Board and their concurrence is expected shortly. CMD BSNL directed him to look into it personally and see that the same is approved by remaining Directors and sent to DoT in a day for final approval of DoT. We requested for payment of pending enhanced IDA with arrears w.e.f. 01/01/2026 in salary of May 2026, CMD added that for that only this action is being taken and firmly assured for releasing it in Payment of May 2026.

With all these discussions and assurances, we are hopeful for some positive results on pending HR issues of the executives. Hope for the best.
