Letter
appeals all executives carefully go through their career history details
available in the ESS (Employee Self Service) Portal under Personal Information
Head.
In case
any discrepancy or omission is noticed, the concerned executive should
immediately bring it to the notice of the respective HR/Administrative section
of their circle/ unit along with supporting documents for necessary correction
through e-office or email etc.
Further,
all circles/units Heads were requested to ensure that the HR/Administration
sections promptly examine the representations received from employees and take
necessary corrective action in the SAP/ESS records after due verification of
supporting/service documents.
This
exercise is to be completed with a priority to maintain accurate service
records of all employees and is to be completed positively by 14/04/2026.
This
updated ESS/ERP data will be extracted and used for consideration of pending OTP
Requests from Tenure as well as Non-Tenure stations which are expected to be
considered in this month itself and hence one has to be active and alert in
check correctness of his /her entries in ERP and get it corrected from
BA/Circle administration latest by 14/04/2026.
As per
past year experience, once order is issued or missed the chances of its
modification of fresh orders are less and if in case it is modified/issued with
keen persuasion, it takes months together and all requests are not given
consideration.
Hence all
Executives are requested to take note of this letter and see that all the
entries in ERP/ESS are updated for its correctness so that you are not facing
any hardship as faced by some executives in last year transfers.

BSNL CO writes to all Circle Heads regarding Formation and operationalisation
of BSNL Integrated Network Command Centre (BINCC) and corresponding field
structures at Circle and BA levels. Copy<<<>>
This one
more initiative by CMD BSNL with new concept to strengthen real-time monitoring
of network performance, improve service quality, enhance customer
responsiveness, and establish an integrated operational accountability
framework across all technology domains and service segments of BSNL CO has
approved the formation and operationalization of the BSNL Integrated Network
Command Centre (BINCC) (8 Cells) at BSNL Corporate Office, along with
corresponding structures at Circle and BA levels.
The BSNL
Integrated Network Command Centre (BINCC) is totally new and specially
developed idea envisioned to act as a unified national platform for integrated
monitoring, analysis, reporting and escalation of network and service
performance across BSNL.
As per feedback from some of units, it is reported that till issues faced by the filed executives are not resolved to root cause, such ideas will not give desired results.
SNEA appeals all the CS/DS and activist to go through this letter for new concept by CMD BSNL for real time monitoring of network performance and its improvement and CS concerned may send consolidated feedback to CHQ by email latest by 15/04/2026.

Update on Court case on DGM Telecom
Promotions at CAT Chandigarh: The hearing in court case filed in CAT Chandigarh on seniority issues, staying
Regular as well as Adhoc DGM Telecom Promotions was held on 27/03/2026.
This time a senior advocate from BSNL was
present in the hearing who submitted a plea for interim relief in continuation
of the judgement in AO to CAO promotions by HC Punjab and Haryana and seeking permission
to go ahead with DGM Telecom Promotions subject to outcome of the court case.
But the advocate for petitioner pleaded that
the court case at HC on AO to CAO Promotions was decided with mutual agreement
of both the parties. In this case, petitioner do not agree for the same and stressed
for regular hearing in the case, as case is reaching towards the final hearing and
hence issue may be decided by the court. As such, the case is not decided in this
hearing and accordingly proceedings will continue in the next hearing which is
scheduled on 27/04/2026.
Update on payment of Increased IDA:
In continuation
to earlier information about payment of increased IDA w.e.f. 01/01/2026, it is
to inform that though we tried our level best to get issues created due para 5
of DoPT OM dated 27/02/2026 and release increase IDA in salary payment of March
2026, due to delay in receiving clarification from DoT and as Salary of March
2026 is to be paid by 30/03/2026, the increased IDA is not added in this salary
of March 2026.
But, with all development and persuasion till
now, it is sure that the IDA increased w.e.f. 01/01/2026, will be paid in the
Salary of April 2026 with arrears of three months Jan to March 2026 and expected
increased in IDA w.e.f. 01/04/2026 for which fresh and routine OM is expected
to be issued by DPE in early month of April 2026.
SNEA conveys sincere thanks and gratitude to
all the concerned officers from BSNL, DoT and DPE who have supported to our persuasion
for releasing increased IDA in Salary payment of March 2026 as with such active support by all, the uncertainty
and confusion on payment of increased IDA is cleared and it will be regular
matter to be decided and paid quarterly by BSNL as was done in the past.
AGM Admn BSNL CO writes to all
Circle Heads regarding Uniformity in Lanycards/Ribbons of ID cards of BSNL

This is as per the instructions
by the Honourable Minister of Communications to ensure the uniformity in
lanycards/ ribbons of Identity Cards BSNL employees.
The competent authority has
finalized the design of lanycards /ribbons for standardization of the Identity
Cards of BSNL employees.
Circle Heads are requested to
take necessary action for wearing of Identity Cards with this lanycards/ribbon by
employees of BSNL.
These lanycards/ribbon in the
given design will be printed by Circles/BA Administrations all over India and
will be supplied to all Executives and Employees of BSNL, to have uniform
identity of BSNL.
Let us hope that these
instructions from Honourable Minister of Communications will be uniformly
followed by all employees & officers including GMs/PGMs and CGMs and even
by Directors of BSNL Board otherwise
this will be a mere formality of issuing orders and showing compliance to the
instructions of Honourable Minister of Communications and the very purpose of
such special instructions is defeated as seen about many such instructions in
past.
Status of Court cases on AO to CAO
Promotions: After recent judgment
of HC Chandigarh and clearance to go ahead with promotions for AO to CAO, the
issues have been further discussed for issuing promotion orders.
But it is informed that apart from
this decided court case, other three court cases are pending including appeal
by BSNL in High Court Kolkata against decision dated 14/09/2023 by CAT Kolkata
in Ankur Kumar Singh v/s BSNL case. {Copy<<<>> }
Also, some applicants have approached
CAT Chandigarh for similar seniority related issues, but the case was not
admitted.
Due to pendency of these court cases, BSNL
has called for legal opinion to go ahead with promotions, but the same is not
in favor of going ahead with promotions. Now these seniority issues are being
taken care by the Management to have a full proof promotion order which should
not be challenged further.
Meanwhile, the appeal by BSNL in this
Ankur Kumar Singh case pending at Hon. HC Kolkata is decided on 17/03/2026 {Copy<<<>> }
Now as per submission of BSNL, Hon. High
Court Kolkata has observed that the finding of the the Tribunal is erroneous. While
giving judgment, Hon. CAT Kolkata has relied on DoPT OM Dated 04/03/2014 {Copy<<<>> } which has been cancelled and declared
as withdrawn on 19/11/2019 and new OM is issued on 13/08/2021 {Copy<<<>>}. This revised OM was not filed before
court while the issue was discussed and decided by CAT Kolkata.
Now, HC Kolkata has noted that the Tribunal had no occasion to examine
the impact of this OM dated 13/08/2021 whereby the OM dated 04/03/2014 was
directed to be treated as withdrawn. Hon HC accepted submission of senior
advocate of BSNL that the impugned order of Tribunal may be set aside and matter may be sent back
to the Tribunal to re-decide the matter, in accordance with law.
Advocate of respondent has also agreed to this
prayer and accordingly, the impugned judgment dated 14/09/2023 is set aside and
OA 350/00098/2015 is restored to its original number and file.
Hon CAT is further requested to expedite
the hearing of the matter and endeavor to
decide it expeditiously preferably in a period of six months from date of
pronouncement of this HC Judgement.
Thus, the issues are moving with positivity
and towards the desired goal of CAO Regular Promotions and now it is clear that
though it may
take some more time, CAO Regular promotion orders will be surely issued shortly
by overcoming all such remaining hurdles.
The similar issues are observed in DGM
telecom promotions and promotions of some other cadres and once these issues
are taken care/resolved, the long awaited promotions for the post of DGM
Telecom and similarly affected some other cadres will be quite possible.
Thus, major issues in the pending promotions
of BSNL executives are on the way to resolution and we will be able to get all
pending promotions and we will continue our persuasion to clear the stalemate. Hope for the best.

BSNL CO issued letter re-opening the ESS/ERP window from 25/03/2026 to 31/03/2026
for submission of online Self-Certificate for payment of Professional
Upgradation Allowance for left out 1211 executives who are yet to submit PUA

All these
1211 executives are who are yet submit online PUA certificate through ESS/ERP
window are appealed to use this opportunity for submitting self-certification for
continued reimbursement of Professional Upgradation Allowance for purchase of books,
journals which is 2% of basic.
Submission
of PUA Certificate is very simple task, which needs time of less than one
minute to complete it through ESS.
SNEA
appeals all executives to take serious note of this extended date and submit
the pending self-certificates in given time immediately and latest by 31/03/2026 by
keeping in mind that the chances of second extension of this window are as good
as nil. Perhaps, this may be final re-opening of window and all left out
executives have to act immediately or be ready for giving off /forfeiting
his/her Professional Upgradation Allowance for FY 2026-27 which paid @ 2 % of
basic.

considering our request for re-opening this window and given one more opportunity
to left out executives.
DGM SR BSNL CO writes to all
Circle Heads regarding Collection of data on accommodation allotted to Unions
and Associations of BSNL as per policy for allotment of accommodation to unions
and associations of BSNL-2022. Copy<<<>>
SNEA has raised concern in
discrepancies in policy and well as disparities & difficulties in actual
allotment of residential accommodations to Unions and demanded for review of
policy and the allotment of suitable residential accommodations for SNEA CHQ at
Delhi. Copy<<<>>
It is unfortunate that some
Unions/Associations non-existing in BSNL as there is no member base, are
allotted huge accommodation and existing Associations/Unions are not allotted
even minimum required residential/office accommodation and this issue has been
raised by SNEA.
Accordingly, the policy for
accommodation for Unions and Associations 2022 is under review by a committee
constituted for the same. Its meeting was scheduled in last week, but the same
could not happen due to administrative urgencies.
Now, SR cell has call consolidated
Circle-wise list of details of the accommodations allotted to recognized as
well as not-recognized unions and associations at Circle/BA/OA along with the
number of office bearers and this information is to be sent latest by 30/03/2026.
This information will be used
by the Committee for decision on review of the Accommodation Policy 2022 in its
next meeting may be scheduled in April 2026 i.e. after receipt of the above
information.
By giving
Circle wise strength of JTOs Telecom as on 01/01/2026, DGM Estt BSNL CO writes to all Circle Heads to
ensure even distribution of JTOs by considering pending Rule 8 requests as per for
extent guidelines of Rule 8 of BSNL Transfer Policy. Copy<<<>>
As per the
Circle wise strength published only five Circles viz. Bihar, Himachal Pradesh,
Jharkhand, Punjab and UP East have excess JTOs.
Thus rule
8 transfers from all Circles to all Circle except above five Circle are
possible and needs to be given consideration by Circle Heads.
All individual
JTOs in need of Rule 8 transfers and concerned CS SNEA are required to look
into these pending Rule 8 Request transfers with Circle Heads and see that all JTO
Rule 8 transfers are given consideration without further delay.
Director
Finance BSNL CO writes to CGM Rajasthan Circle with its copy to all Circle
Heads reminder letter for Timely settlement of Superannuation Pension cases of
BSNL Absorbees and submit compliance report latest by 30/03/2026. Copy<<<>>
Status of implementation and
payment of increased IDA by BSNL: Though IDA OM dated 27/02/2026 was endorsed
by DoT by email on 10/03/2026 for further necessary action, BSNL has raised
query on 18/03/2026 about implementation of IDA OM dated 27/02/2026 citing
condition under para 5 of this OM and asking for formal endorsement of IDA
Order by DoT.
In response, on 23/03/2026, DoT has asked
for confirmation and report about the fulfillment of conditions as mentioned
under para 5 of this IDA OM dated 27/02/2026.
All these queries are replied by BSNL
to DoT on same day. Similar queries are raised by DoT with MTNL and the same
are yet to be replied and the same is expected to be replied today 24/03/2026.
SNEA is pursuing with BSNL management,
DoT and DPE for implementation of IDA OM dated 27/02/2026 in Salary of Month
March 2026 and we are hopeful for confirmation from DoT before initiation of ERP
process for salary of March 2026.
If confirmation reply from DoT is
issued within a day or two, then the enhanced IDA as per OM 27/02/2026, will be
paid in Salary of March 2026.
Otherwise enhanced IDA as per OM dated
27/02/2026 for QE January 2026 and fresh OM which will be issued for QE April
2026, will be implemented in Salary of April 2026 with enhanced IDA arrears
from January to March 2026.
Thus, with these actions and responses
from BSNL, DoT and DPE during last fortnight, it is once again and crystal
clear that there is no proposal either by Government or by DPE or by DoT or by
BSNL to freeze IDA as was projected.
Thus, all the if & buts,
negativity and unwanted doubts about implementation of IDA are over and it is
now crystal clear that the procedure for review IDA review will continue as was
done in past and the OMs will be issued and implemented on quarterly basis
either in Salary of March 2026 with two months arrears i.e. January and
February 2026 or in the Salary of April 2026 with three months arrears i.e.
from January to March 2026 and with one more OM for increase in IDA w.e.f.
01/04/2026. Hope for the best.
The IDA payment will continue to be
reviewed and paid on quarterly basis without any restrictions as being put in
recent IDA increase OM dated 27/02/2026 and the procedure for implementation of
IDA on quarterly basis will be restored from Quarter starting with April 2026.
Status of JTO to SDE Civil/Electrical
wing promotions: The DPC for JTO to SDE Promotions going on for last fortnight is completed
and further administrative process of approval of DPC report and promotion orders
has been initiated. We are pursuing early Promotion orders which are expected within
a day or two.
The process of DPC for JTO to SDE Electrical promotions
is initiated and most probably this DPC will be completed in this week , we are
pursuing Promotion orders in this Financial Year.
We agree that some officers in process of DPC are
moving at tortoise speed, but it is good that it is moving steadily in these
very odd circumstances and finally with keen pursuation of SNEA, this long
awaited promotion orders of JTOs waiting for their first promotion for last 27
years, will be issued in this week.
Meeting with Economic Advisor / JS,
DPE regarding Issues in Implementation of IDA OM: On Thursday, 19/03/2026, Shri. M.
S. Adasul, President NCOA/ GS SNEA and Shri V. K. Tomar, Chairman,
GC, NCOA/GS MEA CHQ, had a meeting with the Economic Advisor / Joint Secretary,
DPE and strongly raised the issue of non-implementation of the IDA revision
order in certain CPSEs including BSNL/MTNL.
NCOA also elaborated on the issues faced in
implementation of the present IDA order and confusion due to conditions under
para 5 for deciding financial implementation by the Administrative Ministry. We
narrated current happenings in the DoT, the Telecom Administrative Ministry and
PSUs under DoT like BSNL/MTNL and other PSUs about implementation of IDA OM
dated 27/02/2026 and how efforts are being made to deny or delay the payment of
increased IDA w.e.f. Jan 2026.
During the meeting, we have highlighted
that:
· The inclusion of the clause relating to financial
implications in Para 5 of the OM has created ambiguity.
· The responsibility being left to Administrative
Ministries for deciding implementation has resulted in confusion and delays.
· Further, non-endorsement of the OM to CPSEs has
compounded the issue and led to avoidable implementation hurdles.
The Economic Advisor gave a patient hearing
and after elaborate discussions assured that:
• The IDA revision order for the April quarter will be
issued in a timely manner in the early fortnight of April 2026.
• The reference to financial implications will be removed from
all future Oms for IDA increase/decrease.
• Copies of the fresh IDA OM will be marked/endorsed to all
CPSEs by DPE as were marked earlier.
• The OM will also be uploaded on the DPE website to ensure
transparency and accessibility to all CPSEs for its implementation as happened
earlier.
NCOA also urged DPE to clarify to
Administrative Ministries and CPSEs, wherever required, to ensure uniform and
immediate implementation of the IDA orders across all CPSEs.
The Economic Advisor assured that the matter
will be taken up, and the concerned Joint Director will coordinate with the
respective Administrative Ministries to resolve the issues reported if any.
In
addition, certain broader issues concerning BSNL were also discussed wherein it
was highlighted that:
• Despite operating under challenging conditions in the
telecom sector, BSNL employees are making dedicated and sincere efforts to
sustain and improve business performance.
• There is a need to recognize the committed contribution
of the workforce, especially under adverse circumstances in the telecom sector
and meeting requirements of all missions & projects of the Government of
India.
• Implementation of the 3rd PRC is essential for
maintaining minimum motivation levels among employees.
The Economic Advisor acknowledged these
concerns and appreciated the efforts of BSNL and its employees, recognizing
their contribution in sustaining business and operational strategies under
difficult conditions and earning about Rs 24000 Crore topline revenue in all
these odd conditions and circumstances.
In conclusion of the meeting we conveyed thanks
for sparing time and for firm action for restoration of earlier procedure for
review of IDA and its implementation and payment on a quarterly basis.

Seminar by SNEA CHQ on International Women Day:{Report by Ms. Anu Agrawal, CS SNEA BSNL CO}: Women Brigade of SNEA celebrated International Women Day 2026 in a
remarkable and special way thereby interacting with majority of Women
Executives in BSNL.
On the
occasion of the International Women Day, 08/03/2026, Women Brigade of SNEA
arranged an online seminar at zoom from 1000 hrs.
This
special meeting was presided over by Ms. Anu Agrawal, Circle Secretary
SNEA BSNL Corporate Office.
The
webinar received greetings from the following dignitaries:
1. Chief Guest Ms Rupa Paul Choudhury, Former CGM
Assam Telecom Circle and presently PGM (Coordination & Monitoring) in CMD
Secretariat at BSNL Corporate Office.
2. Special Guest Ms. N. Sujatha. CGMT Karnataka Telecom Circle,
3. Guest of Honour Adv Ms Gauri Puri, renowned advocate from
Supreme Court and Delhi High Court fighting for justice of deprived classes
with Social Responsibilities.

This webinar was attended by hundreds of the Women Executives in
BSNL from different corners of India and by certain CHQ OBs and Circle
Secretaries of SNEA and this seminar covered following prominent topics:
1. Government Policies for the welfare of Women Executives and its
implementation in BSNL.
2. Knowledge session regarding Govt. laws supporting women employees.
3. Experience about response from society and office being a working
woman.
The
meeting started at 1015 Hrs and within no time hundreds of women officers
joined the meeting on a busy Sunday morning.
This was
the second edition of an online grand zoom meeting/webinar organized by an
association connecting Women Executives across the country to address the
issues and inculcate the awareness about the existing policies of Women
Executives by the Government of India.
Ms. Pooja Joshi, OS SNEA, Noida UP West and Ms. Renu Yadav, CWC SNEA Haryana gave a
warm welcome to all the dignitaries, guests and women officers present in the
seminar. They gave introduction of the Chief Guest , Guest of Honor and Special
Guest and elaborated about the different activities being conducted on SNEA
Platform specially for women executives.
The
webinar started after seeking prayer with a melodious Vandana by Ms Renu Yadav,
CWC SNEA Haryana, followed by the Presidential address by Ms Anu Agrawal
CS SNEA BSNL Corporate Office.
Inauguration
of the webinar was done by auspicious hands of Ms. N. Sujatha, CGMT Karnataka Telecom Circle, with her
opening remarks by congratulating all for International Women Day and motivated
all women officers to come forward and contribute in raising the flag of BSNL
higher.
In her
Presidential Address, Ms. Anu Agrawal, CS SNEA BSNL CO highlighted how WhatsApp
group proved significant in connecting with the BSNL women executives across
India and various issues resolved through it. She expressed happiness on such a
great response from Women executives in BSNL. She added that sometimes females
hesitate in discussing their issues and the WhatsApp group became a bridge in
such a situation. Various circulars asked by members were provided in due time regarding
various policies. The group helped in creating awareness amongst women about
existing rules and policies. She updated the house about the proceedings and
purpose of the seminar on the special day. She added that all genuine transfer
cases of women executives involving medical ground, spouse cases, single parent
cases were pursued on priority and were finally given consideration. Some women
Executives raised issues at the workplace and the same were taken with
appropriate authorities for its resolution. She requested women executives to
be united and come forward to take the lead and raise voice for their issues.
Chief
Guest Ms. Rupa Paul Choudhury, PGM Coordination & Monitoring, CMD
Secretariat, BSNL CO, appreciated the unique initiative by SNEA in utilizing
technology by connecting the Women Officers of BSNL across India. She explained
the importance of education and expressed gratitude for all who put in efforts
in providing education to us. It is because of their struggles; we are in this better
position today. She highlighted the importance of International Women Day this
year with the theme Give To Gain by explaining its meaning that when we
give generously, everyone gains. As women who have had the good fortune of
education and economic independence, we have so much to give. Though there has
been progress in many developmental parameters, like the National Literacy
rate, there is still much to do. She encouraged the audience by quoting the
famous lines of Robert Frost, I have miles to go before I sleep, and miles to
go before I sleep. She emphasized that now is the time to give liberally and to
give abundantly. We are fortunate enough so we must give to young girls and
women who have dreams, who can fly high, but whose wings are tied because of
poverty, societal attitudes and customs, predatory environment and so on.
Together we can make a difference and volunteer in supporting young girls and
volunteering when the opportunity arrives. Raise your voice against wrong
doings. As women, each of us has an innate strength, God-given SHAKTI - the
capacity for unconditional love, empathy and emotional intelligence. So give
abundantly and open heartedly. When a girl rises, a family rises, society rises
and in turn the nation rises. She apprised the house about various laws
providing equal opportunities and positive discrimination for women. She
reminded the audience about Fundamental Rights and Duties as well as
constitutional provisions in favor of women. She concluded by quoting Dr B.R.
Ambedkar that I measure the progress of a community by the degree of progress
which women have achieved. She urged women officers that it is our duty to
bring the change we want to see. We have the power to mentor and educate the
future generations to do the right thing.
Guest of
honor Adv. Ms. Gauri Puri, Renowned
Advocate Supreme Court and High Court New Delhi, informed that there is enough legal framework in our
country to protect women and it is getting better. She further said, change
starts from home, responsibilities need to be divided and need to break
stereotypes created in our society. We need to teach our boys not to make fun
of girls and it is not a crime if a boy cries. We must appreciate our teachers,
because of them we are at this position today. It is time that we make our
children learn these little aspects. In professional setup we are in a world
which knowingly or unknowingly is not equal. Although so many laws have been
formed like equal pay, equal work, but the desired equality still does not
exist for women at the workplace. The time we spend in our workplace to create
a space for ourselves must be spent to work on our talent, to work on business
ideas. We must not try to make room for ourselves or try to prove ourselves but
rather spend that time in polishing our talent and skills. She highlighted the fact that although laws
are there for protection of women jobs during maternity leaves but still there
are cases where women are losing their jobs. She emphasized that we must be
conscious of what our children are watching online. Right to health has been
considered as important as right to life and similarly other aspects are also
getting improved day by day. She appreciated initiatives by SNEA and urged more
and more women to come forward.

Women day. He congratulated Women Brigade of SNEA for taking such initiatives
and arranging a nice webinar and inviting prominent Speakers for valuable
guidance to house. In his motivational address he shared that since childhood, he
has been inspired by his mother and following all her instructions and he feels
proud of it. He said that women executives are pillars of SNEA and SNEA always
gives weightage to female members. He added that SNEA has successfully taken various
issues of females to management and will continue the same spirit and tempo. He
expressed grief on Inter Circle transfer and hardship faced by the affected
executives in general and women executives in particular. He narrated that when
a female is away from the family, then the whole family gets disturbed and
routine of the entire family is disturbed and special privilege is required for
female executives. He highlighted the courage hidden in women and elaborated
that whenever opportunities or situations demand, females take the lead even in
the worst situation and set things rightly and perfectly. He apprised the house
about how Chhatrapati Shivaji Maharaj was inspired by the great teachings and
valuable guidance of his Mother and with such great guidance only he made a
great kingdom with great vision inspiring the World. He further said that daughters
are taking more care of parents in todays scenario as compared to sons and this
is possible with the strength and will power of women and appealed to all to
take care of their parents, especially mothers. He added that SNEA will always stand
with its members especially the female executives for resolution of their
grievances. He further assured that SNEA has already taken the issue and this
year all executives transferred under earlier long stay transfers females will
be going back to their home or choice stations. He further assured that issues raised
in this meeting will be resolved and taken care of so that hardship faced by female
executives is reduced to a better extent. He added that the Women Officers of BSNL continue to bring
laurels and pride to BSNL through their dedication and excellence in their
respective fields. He took the opportunity to congratulate all and appealed to motivate
others also for the same. In conclusion of his address, he once again
congratulated SNEA Women Brigade for such a special and grand webinar and expressed
gratitude for giving him an opportunity to address the virtual meeting.
Ms. Anu Agarwal, President of function,
summarized the addresses of all the speakers and thereafter the house was
opened for all participants to share their views.
Sensing the opportunity, Ms. Richa Chauhan JTO
UP East who received 2nd best performer award in UP East Circle
amongst 1900 employees with certificate of appreciation and cash award from
CGMT UPE Telecom Circle, was virtually felicitated and congratulated. She
shared her experience and feelings with the house.
Ms. Smita Darshetkar, PA to DGM Goa BA was felicitated by
National Book Trust for 25 years of literature work in Goa. She encouraged and
motivated the female officers by reciting a poem titled as Mein Stree Hun. She also raised the issue of restrooms
at the workplaces.
Ms. Umamaheshwari, VP SNEA Chennai TD, recited
a poem written by her daughter titled Who You Are. She requested to bring the executives back to
their home.
Ms. Smitha Chandran, EM SNEA CHTD spoke about the difficulties faced by single
parents due to their long stay transfers. She further raised her concern about
basic amenities, hygiene for women at workplaces. She further suggested having more
discussions and activities on this forum and sharing it in the WhatsApp group.
Ms. A K Ajeetha shared her feeling and requested to bring the executives back to
their home.
Ms. Jyoti Jha VP SNEA Pune and JTO Trans, Pune
Circle recited a poem and highlighted the strength of women and encouraged
Women Executives.
Ms. Jhuma Ghosh, Noida raised the issue of Intra-Circle transfer disturbing
the family life.
Ms. K. N. Begum, Vishakhapatnam raised the issue regarding the condition of broken
chairs/ poor furniture in offices leading to health problems.
Ms. Sridevi discussed
the offensive and derogatory remarks of senior officers during her initial days
in the job.
Ms Dipty, Odisha appreciated
the initiative of SNEA team.
Ms Priyanka Yadav, JAO Noida, shared
her difficulties and how she has been harassed by the Management of BA Noida
and requested for support in resolution
of issues.
Every
participant was given opportunity to share their views and in overall discussions, the house was apprised
about the right of Women Executives and how efforts are being made by Female
Brigade of SNEA to protect the respect and rights of Women Executives in BSNL
and SNEA is taking care in resolving the issue of bringing back women officers
to their respective places. It was informed that sexual harassment committees
are being formed in every circle and such cases should be informed immediately.
It lies on our wisdom whether we have to share
personal issues with our seniors or not. All officers were requested to be in
touch with leaders at Circle/BA/OA level and apprise them about the issues
regarding basic amenities, washroom, restroom, furniture etc.
It was also assured for persuasion of issues shared
by each one in the meeting and its support by SNEA CHQ and Women Brigade of
SNEA.
Shri. Manish Samadhiya, AIP SNEA CHQ congratulated all on
International Women Day and conveyed thanks for active participation and
assured all possible support from SNEA.
Ms. Anu Agrawal, CS SNEA BSNL Corporate Office conveyed
vote of thanks to all dignitaries and guests for sharing the words of wisdom
and apprising all female officers about the legal framework existing in our
offices. She specially conveyed thanks to Women Executives attending the
virtual online meeting across India on a busy Sunday morning and for active participation.
She further said we must become vocal
and raise our voice whenever required, even if it is a small issue we need to
speak up. It was also informed to be in touch with local leaders but if
required higher leadership can always be contacted anytime. WhatsApp group was
formed with the aim to bring women to one platform and unitedly resolve the
issues by supporting each other. The group is indeed fulfilling its purpose and
creating awareness amongst the women executives of BSNL.

Pooja Joshi, OS SNEA, Noida UP West Circle beautifully anchored the entire proceedings
of the webinar and impressed the audience with their expert comments and
summarization of proceedings.

The
proceedings of Webinar started at 1000 HRs concluded at 1240 Hrs by sharing
moments of joy and creating awareness amongst each other. This webinar
inculcated the feeling that women officers of BSNL are not alone, SNEA stands
firmly with them.
