Update on Meeting With Director HR exclusively on consideration of genuine representations received under Annual Transfer Order and pending OTP Requests: After return of Director HR from Ten days Leave/Tour, SNEA had a meeting with Dr. Kalyan Sagar Nippani, Director HR on 18/06/2026 at 1915 Hrs wherein we had elaborate discussions exclusively on consideration of representations received against Annual transfer Order and consideration of OTP Requests with priority to Ghar Wapasi Requests of executives who have few days/ months short period for completion of three years for consideration of OTP Transfers.

Apart from Director HR, from the management side this meeting was attended by Shri Rajeev Kumar Kaushik, PGM Pers BSNL CO and from the SNEA side this meeting was attended by Shri. Satya M. Sasidhar, CWC Member BSNL CO and Shri M. S. Adasul, GS SNEA. The details of discussions are as follows.

At the outset, we conveyed thanks for the approval of sabbatical leave and first phase of Transfer modification orders giving partial consideration to genuine representations and giving justice to affected executives.

We specially conveyed thanks for considering SNEA request for exclusion of female executives from All India/ Inter Circle transfers and keeping long stay transfers minimum.

Consideration of Representations against Annual Transfer Order: We specially narrated that there are some other requests from affected executives which should have been given consideration as many have similar grievances as that considered in First Phase of modification transfer orders. Director HR informed that the representations received in Pers section as on date of the Modification order were given consideration. Non-considered requests may have been received but may not have supporting documents or recommendations of Circle and hence may not be given consideration. He added that management is considerate on all such genuine representations and will be given consideration if the representations are duly recommended by Circles along with supporting documents and genuineness of grievances.

We replied that there are genuine requests with all supporting documents but we find it missed may be due to issues in consolidation. We added that by understanding this lack of documents, we have scrutinised all the representations received from our District/ Circle Secretaries and we found the majority of representations have required supporting documents and representations are duly recommended.

We first submitted detailed lists of all such grievances against long stay transfer under different categories and also handed over the print outs of representations and supporting documents in each case. PHOTO <<<>>

We have submitted the above lists under different Categories so to give consideration of genuine requests under different grounds and categories. viz.

A.  Under Long stay Annual Transfer:

B.  Pending OTP Requests:

· Extension of the Cutoff date for eligibility for consideration of OTP

Director HR appreciated our efforts and hard work in collecting and consolidating the data with categorisation and sharing it with supporting documents and assured that all these genuine representations will be given consideration after scrutiny by the Pers section. We informed that we are having all relevant documents and assured that if any supporting documents are required by his office in any of the cases submitted by us, we will definitely supply it as we are in receipt of all such details, but requested that no request should be rejected just for want of supporting documents. Director HR firmly assured the same.

Early consideration of the representations: We requested for early consideration of these pending representations as some Circle/BA Heads are pressing hard for relieving these executives and many of them are already force relieved and will not be receiving salary this month onwards. Director HR assured that the Pers Section will act fast and the second phase of Transfer Modification Order will be issued shortly and may be by next week.

Cancellation of long stay Transfers of Executives recruited under PwBD Category: We expressed displeasure over the long stay transfers of executives recruited under PwBD Category who are granted constitutional immunity from long stay transfers. PGM Pers informed that due to missing entries or not extracting data with such categorisation in ERP Data transfer orders of PwBD Category and some medical ground requests, requests of OBs who were already granted immunity are part of this transfer order. We responded that we can understand this but at least the request of executives under PwBD Category should have been cancelled in first phase modification order and there should not have any need of representations, but none of these cases is considered. PGM Pers informed that the Pers section has checked these cases but in some cases there were issues in ERP entry and the relevant entries are being updated and Circles are given directions for the same and the Updation work is about to complete. He assured that all the representations under PwBD Category are under active consideration and modification orders will be issued along with other modification order.

Undue delay in relieving of Executives under transfer from and to All India Tenure stations: We also narrated that executives from Tenure station are not relieved even after one month of their transfer order and completion of their tenure long back. We requested to direct Circle Heads for relieving executives under transfer from and to all India hard tenure stations without further delay and the Director HR assured to look into it.

Consideration of requests in Civil wing promotions: We narrated how the recently promoted SDEs in Civil wing are transferred even though vacancy exists in the working Circle and many have refused the long awaited promotions due to posting out of Circle and are ready to accept it in the same Circle. We specifically narrated issues created in WB and Kolkata TD Circle due mass transfers on promotions and how CGM WB/KolTD has represented with full justification for retention of promoted SDEs. We requested for review of all such genuine requests and post them in the Circles having vacant posts to possible extent. We also submitted six cases of one to one change of Circle which can be considered. We requested to consider all such representation by extending time by ten days to join the modified Circle. PGM Pers assured to look into all such issues and to issue modified orders shortly.

Consideration of pending OTP Requests: We narrated that though majority of OTP requests are given consideration, some genuine OTP requests and this has been reason for mass unrest among executives who have obeyed long stay transfer orders in past and are waiting for Ghar Wapasi Own Cost OTP transfers but their names are missed just for few days/months of short period for completion of three years. We categorically requested for consideration of Ghar Wapasi Request of all with sympathetic consideration.

We also narrated that requests of some Executives who have completed three years at Non Tenure stations and tenure period of All India Hard Tenure station are not given consideration and this is a real matter of concern. We narrated that the long stay transfer orders were issued in the month of May 2023 and naturally relieving of these executives was delayed due to administrative reasons and depending on this administrative relieving all these executives have joined the transferred place in May 2023 to December 2023 and their joining without relieving was not possible. The executives in all India Hard tenure stations have joined duties and have either completed due tenure or are likely to consider their tenure in coming days/months. Hence fixing date as on 31/03/2026 for counting stay at present Circle is injustice to all such executives and requested for counting stay by giving minimum three to six months and requested for change this date from 31/03/2026 to 31/12/2026 as it is annual transfer order and next order will be issued in next Financial Year. After patience hearing, Director HR assured to look into it and added that may not be 31/12/2026, but executives joined with few months of transfer order may be given consideration and exact date will be decided after analysing pending OTP Requests and their joining date, but assured that majority of such requests will be given consideration.

Restoration of earlier transferred Circle of Executives under transfers: We narrated concern over the modification of Circle in case of Executives who were retained on different grounds including viz. self-medical grounds, on grounds of caregiver and Immunity as OBs of association and their already transferred Circles are changed forcefully for no mistake on their part. We submitted details of all such cases and requested to restore their earlier transfer so that they can join the place of posting after completion of immunity and grounds of transfers. PGM Pers informed that these are old cases not implemented and hence Circle are changed as per current requirement. We narrated that their transfer orders were not cancelled only retention is granted. If their transfer orders were cancelled then we can understand the modification of Circle or posting to new Circle, but immunity was granted from pending transfer by delayed relieving and hence change of Circle at this stage is not correct. PGM Pers agreed to our genuine concern and assured us to look into all these cases.

Posting of SNEA OBs at BSNL Corporate Office: We have drawn attention of the Director HR on undue delay in posting of SNEA OBs at BSNL Corporate office. PGM Pers informed that it is decided not to post any executive in BSNL Corporate office. We narrated that our request is to bring CHQ Office Bearers to BSNL CO and for the request of Shri Samir Khare, AGS for change of circle from earlier posting to NE-I to BSNL CO, the file has been moved and cleared long back and only posting order is to be issued, which is not issued for long time. PGM Pers assured us to consider his request and issue transfer order along with the next modification order.

Consideration of representations for Own Cost Transfers by change from Company Cost OTP Requests: We submitted the pending OTP requests earlier applied on Company cost and not considered in the annual transfer limiting it to only own cost transfers even after completion of tenure of three years. At least company cost OTP Requests for circles having shortage should have given consideration at Company cost, but other unwilling executives are forcefully posted at company cost. PGM Pers informed that due to financial constraints it is decided to consider only own cost OTP transfers and not company cost and hence not given consideration We requested to consider all such requests with revised request from Company cost to Own Cost and Director HR assured for the same.

Consideration of Request in one to one or Mutual or chain transfers: We submitted a sample proposal of some pending OTP requests and Change of Circle which can be considered without single rupee expenditure to BSNL and also the executives concerned can easily go to their Home/Choice Circle. We also added that this is as per the requests received by SNEA but if the Pers section works in the same line then requests of more executives can be given consideration in this one to one, mutual and chain transfer concept. Director HR appreciated the efforts taken by SNEA and directed PGM Pers to look into this concept and assured to check possibilities of consideration of pending OTP requests under one to one mutual transfers.

After elaborate discussions on different issues related to transfer posting and grievances of the individuals and requested to give sympathetic consideration to all the genuine representations and give justice to all affected executives. Director HR firmly assured positive consideration of all the representations received by the Pers section and submitted by SNEA.

As it was late evening and much time took in detailed discussions on transfer posting issues, we requested for another meeting for discussions on other burning HR issues. Copy<<<>> It is decided to discuss the urgent HR issues early next week.

In conclusion, we conveyed thanks to Director HR and PGM Pers for detailed discussions exclusively on the Transfer related issues and giving sympathetic and positive consideration to our submission.

Update on Pay Loss Case at Hon. CAT Ernakulam: The OA 694/2022 filed by SNEA before Hon. CAT Ernakulam was listed for hearing on 15/06/2026 at Sr No. 54 under cases listed for Final Hearing. Copy<<>>

However, due to paucity of time, the matter could not be taken up for hearing and has been adjourned. The Hon. Tribunal has posted the case for next hearing on 21/08/2026. Copy<<>>

It is pertinent to note that that hearing in the case filed by SNEA is completed in October 2024 and the case was listed for final hearing on 04/12/2024.

But at the last moment, MA was filed by Shri Anup Das impleading in this court case with the similar arguments and since then final judgement is delayed for one or the other reason and overall delay is of more than one and half year.

It has been observed that no significant new issues were brought on record through the MA, while the consequent proceedings have unfortunately resulted in considerable delay in the final adjudication of this important matter affecting thousands of JTOs in BSNL.

Let us hope that at least this stage wisdom prevails among such applicants filing MAs delaying the justice to affected Executives of BSNL and  this case listed for final hearing in October 2024 is reaches logical conclusion without any further delay and it will be decided by Hon Court in next hearing giving justice to affect JTOs in BSNL. Hope for the best.

Inter/Intra Circle Transfers of Executives in Non-Recruiting Circles: Though OTP requests of the Executives in Telecom Circles were given consideration, the OTP Requests of executives were not given consideration, even though proposals were sent by these Circles to BSNL CO for approval.

Earlier, all such requests were given consideration by CGMs of these Circles and on compliant of misuse by some executives, the same has been centralised with BSNL CO, but the same was not given consideration.

SNEA has taken up this issue  and now these Requests from Non-Recruiting Circles will also be given consideration and AGM Pers has called information required for consideration of all such pending requests from concerned Circles. Copy<<>>

CS SNEA concerned are requested to look into it and ensure that the required information is sent from all Non Recruiting Circles at the earliest.

Hopefully all these requests will be given consideration in the second phase of modification orders which are expected shortly and hence early action on part of these Circles will be highly appreciable.

Opening of ESS Window for Association Membership Subscription options: DGM SR BSNL CO writes to all Circle Heads regarding Opening of ESS Window with Option to change authorization for deduction of Membership Association subscription of Associations/ Unions from the monthly salary of members. The e-membership subscription window in ERP ESS portal will open from 0000 Hrs and will be available for all executives from 16/06/2026 to 2359 Hrs 15/07/2026 for submission of option i.e. accepting new membership, changeover of existing membership  from the monthly salary in favor of association of their choice.

Though it is mentioned in this letter that the facility of review Option (one time) will be available w.e.f. 03/07/2026 to 15/07/2026 in e-membership subscription window in ERP ESS portal, for submission of the modifications/changes, if any, w.r.t. the option submitted by the executives during the period of window available for the option, this option will be available from day one of opening of window i.e. 16/06/2026. 

We are hopeful for the early required corrigendum on this issue from the SR cell, BSNLCO.

This is an online option available in ESS for opting for fresh Membership by non-members of any association, Changeover of existing membership and to withdraw or stop the membership of already opted association for all the executives.

This is one time option during this window period and option once submitted either opting for fresh Membership by non-members of any association, Change over existing membership and to withdraw or stop the membership of already opted association can be modified only once during this window period.

There is time of one month to analyze the issues and ascertain your option i.e. from 16/06/2026 to 15/07/2026 and please take decision on your own by critical analysis of the happenings in BSNL and the need for stronger unity of the executives.

Further this option once submitted in ESS and finalized in this window will be closed on 15/07/2026 and the same cannot be modified till the next window which will be opened after one year i.e. on 16/06/2027. Hence one has to make a decision by properly understanding issues and making opinion thereof and then decide on submission of option for membership subscription with priority to SNEA as done by majority of the executives in BSNL.

As such, all executives will have to make a firm decision and then only take call on action on this ESS Option for changeover, withdraw the membership of Association.

No action is required for continuation of existing membership of SNEA. But we advise all SNEA members to check and confirm their present option is available for SNEA, if SNEA membership is not visible, the same may be corrected accordingly.  

Please do not make decisions in a hurry as ample time of one month is available and all executives have only one chance to submit an option for membership subscription and only one chance to review a given option.

Some executives have informed last time that they have submitted options under pressure from some individuals, some executives complained that their both the chances were deliberately exhausted and they were restricted from opting membership of an association of his/her choice. This is not expected at the level of such highly qualified executives and one is free to exercise options as per his/her will, wish and wisdom.   

As on today SNEA has membership of more than 13000 Executives which is highest among all Unions and Associations of BSNL.

Membership of all other associations together is about 11000 members and about 4000 executives are not members of any association.

We appeal to all executives who are not members of SNEA to join SNEA and strengthen the Unity Executives and make it strong. Joining of more and more members to the SNEA family will give way forward to the resolution of Critical Financial HR issues of BSNL Executives viz. Upgraded Standard pay scales, Implementation of third PRC, enhancement of SAB Contribution, enhancement of TA/DA Rates and Restoration of medical bill reimbursement which are at forward stage and the details will be updated shortly.

We sincerely appeal that if it is not possible to join SNEA for any reason, please join any other association in BSNL, but please do not continue as non-members and be part of any of the association. Your joining SNEA Family will be helpful in resolving the pending HR issues  

SNEA CHQ appeals to all non-members of SNEA to come forward and opt for membership of SNEA and support the sincere efforts being taken by SNEA as the only Recognized Majority Representative Association of BSNL Executives in resolution of pending HR issues. 

SNEA is working on HR issues by keeping pending HR issues silently, steadily and firmly putting it for consideration at different levels with full justification and supporting documents and till now SNEA has already given fruitful results with its sincere persuasion at all levels viz. 

·      Approval of Sabbatical leave for BSNL Executives.

· Removal of affordability clause applied for IDA payment.

·    Restoration of IDA payment Method.

·  Successfully taking up matter Own Management of BSNL

·  Successful persuasion for explorer to internal talent of BSNL Executives.

·    Laptop for all executives including JTOs/JAOs,

· Enhancement of Mobile Handset reimbursement amount,

· Allowing deputation of BSNL Executives to other Govt Dept, PSUs,

·    Promotion order in SDE reversal cases,

·   Promotions of all wings and cadres wherein not stay is given by court,

·       Restoration of second Saturday,

·  Constitution of committee for HR issues with Financial implications,

·    Recruitment of Internal MTs,

·   Additional 4 days CL for PwBD category executives,

·   Recent SDE Civil Promotion orders,

· Completion of DPC for SDE Elect Promotion with exception of Promotion order at any time,

·   Consideration of majority OTP Requests with priority to Home Return Requests and persuasion for left out OTP Requests and so on.  

These are the sample cases and there is long list of HR issues successfully pursued by SNEA. The details will be shred shortly.

With submission of all above facts, SNEA CHQ appeals all executives in BSNL to analyse and understand issues and support successful persuasion of many HR issues by SNEA and strengthen the devoted & dedicated efforts of SNEA by joining membership of SNEA and give us strength so that we will be successful in implementing third PRC for BSNL Executives, approval of upgraded standard Pay scales, SAB Contribution, promotions for all cadres and wings etc.

Update on AUAB CHQ meeting held on 05/06/2026: A meeting of the AUAB CHQ was held on 05/06/2026 at the NFTE BSNL Office, New Delhi, to discuss review the past decisions and to decide the future course of action on all the HR issues including 3rd PRC issue.

The meeting was presided over by Shri. Chandeshwar Singh, Chairman and Shri. Animesh Mitra, Convenor, briefed the participants on the present status and future strategy regarding the issue.

Shri. M. S. Adasul, GS SNEA, Shri. Abhishek Jain, GS AIBSNLEA, Shri. Samir Khare, AGS SNEA, Shri. Arvind Pal Dahiya, JSC SNEA, Shri. Lokendra Ganoliya, AGS Central, SEWA, Shri Suresh Kumar Meena, CS SEWA NTR, Shri. Rasheed Khan, President, TEPU, Shri. Kanhaiya Gupta, CT DEWAB NTR and some other leaders of the unions and associations attended this meeting and shared their views during the discussion.

The details of discussions are as follows.

·   After detailed deliberations, it was decided to intensify efforts for early implementation of third PRC/Wage negotiations with DoT authorities before launching any agitational programme during the Monsoon Session.

·  AUAB leaders will meet the concerned authorities to ascertain the latest status of the 3rd PRC and press for the relaxation of the Affordability Clause.

·  The meeting also decided to submit a letter to the CMD BSNL, highlighting instances of arbitrary transfers in some circles in violation of the existing transfer policy.

·     The meeting also raised serious concern on the vacant posts of CGMs in more than 50% Circles and decided to take up matter with CMD BSNL for filling these posting Regular CGMs

·   The meeting also discussed in depth and decided to go ahead with conversion of SPS to NPS and accordingly submit views to BSNL Management.

· The leaders expressed satisfaction over sustained efforts of AUAB, which contributed significantly to the settlement of the IDA arrears issue and meeting conveys sincere thanks and gratitude to all the executives and employees in BSNL for their prolonged patience and strong faith.

After elaborate discussions from 1130 Hrs to 1300 Hrs meeting concluded with summarization of discussions and to go ahead with above decisions uniformly by Conveyor Shri Animesh Mitra with vote of thanks.

Update on Promotions in Telecom wing by overcoming issues in two major ongoing Court Cases:  At present there are 1000 plus vacant post of DGM Telecom Regular Promotions, which are not filled after last DGM Adhoc Promotion in Year 2019, due to court cases filed by Shri. Naresh Thakur at CAT Chandigarh Shimla Bench and another case by Shri Amarjit Singh at CAT Chandigarh bench. The details of the court case with its present status are as follows.   

Case I: Amarjit Singh Vs BSNL: The OA 288/2025  was listed for hearing in the CAT Chandigarh on 26/05/2026. This court case is filed challenging seniority of AGM Telecom for DGM Promotions based on judgement of HC Chandigarh on fixing seniority of AOs for CAO Promotions. After preliminary hearings, in the hearing on 25/04/2025, Hon CAT Chandigarh has stayed Regular/ Adhoc/ Provisional Promotions from AGM to DGM Telecom.  Copy<<<>>

The request by BSNL for vacation of stay and allowing DGM Telecom Promotions, was not agreed by Hon CAT  Chandigarh in the hearing held on 27/04/2026 and Hon CAT continued restraining BSNL for either Regular or Adhoc DGM Telecom Promotions. Copy<<<>>

In the last hearing on 26/05/2026, applicants have submitted reply on submission of BSNL for vacation of Stay and now the case is posted on 02/07/2026 i.e. after summer vacation of the Hon Court.

Meantime, in continuation to discussions with CMD BSNL, SNEA has discussed this issue with applicant Shri Amarjit Singh,  with humble appeal and earnest request to allow promotions of AGMs who are promoted in Year 2018 which are not under purview of the seniority dispute raised by him against his AGM promotion in Year 2022.

We have brought to his notice that number eligible AGMs for DGM Promotions are absolutely senior to him and there is no direct or indirect impact of the DGM Promotions of AGM seniors to him as many General Category Executives senior to him are in zone of consideration and he has not completed four years for DGM Promotions against vacancy Year 2022 or 2023. Shri. Amarjit Singh has responded our appeal positively and assured to take call after discussions with his team about this appeal. But he was of the opinion that there are chances that BSNL may promote some AGMs who were junior to him in JTO Cadre and he is of the opinion that case should be decided by the Court. SNEA conveys thanks to Shri. Amarjit Singh for his response and assurance thereof.

In the last week, on Monday BSNL Management has called applicant Shri Amarjit Singh for understanding his grievances and clearing the stay on DGM T Promotions. It is understood that there were healthy discussions between team BSNL headed by Director HR and applicant Shri. Amarjit Singh and after elaborate discussions applicant has assured for positive response to the appeal of BSNL management. He assured for all possible support from his side for early decision in this case. The next hearing in this case is 02/07/2026.

Case II: Naresh Thakur Vs BSNL:  The hearing in this court case staying DGM Regular Promotions but permitting BSNL DGM Adhoc promotions was scheduled on 28/05/2026, but due to change in Holiday hearing could not take place and till now next date is not announced by CAT Chandigarh.

But in the last hearing held on 23/04/2026, Hon Court has listed this matter for final hearing without considering any prayer for adjournment on behalf of either parties. Copy<<<>>

Both the cases are at progressive stage as BSNL management has filed factual position in both cases making clear that applicants in both the cases are not directly or indirectly affected by the DGM Telecom Promotions against vacancy Year 2022 or 2023 and hence has requested for vacation of stay.

Since last four-five months, we have seen very sincere efforts from the Management to get clearance from Hon CAT Chandigarh for going ahead with DGM Telecom promotions. 

With all these efforts by the BSNL Management , we are hopeful for final outcome on both these cases on DGM Telecom Promotions either final hearing or at least vacation of stay on DGM Regular as well Adhoc Promotions. 

These DGM Promotions for about 1000 vacant posts will pave way for about 6800 total Promotions for Telecom wing executives in BSNL viz.

a.    These DGM Promotions will create 1300 vacant posts for SDE to AGM Promotions including existing vacancies,

b.    The AGM Promotions will further create total about 2000 SDE vacancies for JTO to SDE Telecom Promotions including existing vacant posts,

c.     The SDE Promotions will further create about 2500 JTO vacancies for JE to JTO Telecom LICE Promotions including existing vacant posts.

In some cadres multiple year vacancies are not filled and hence these figures may change. All these vacancies given above are approximate & estimated and the actual calculation of vacancies will be done at the time of initiation and conduction of DPCs for the respective promotions.

Whatever may be the vacancies, promotions for filling vacant posts in all cadres of telecom wing will be promoted in coming months. Hope for the best.

GOOD NEWS: Positive Consideration by BSNL Management of certain Core HR issues passing  Financial Benefits to BSNL Executives: AGM Estt BSNL CO conveyed approval of Competent Authority for constitution of the Committee to examine the Core and long pending HR issues of the BSNL Executives. This is the result of continuous persuasion by SNEA with CMD BSNL on long pending Core HR issues for passing due financial benefits to BSNL Executives. We have pursued these issues in different formal and informal meeting with BSNL Management and have received firm assurances from CMD BSNL in our recent meetings held on 07/04/2026 and 13/05/2026 with follow up meetings with firm and very positive response by CMD BSNL to review and decide these core HR issues at the earliest.

This Committee is specially constituted to examine the Core HR issues pursued by SNEA viz. Superannuation Benefits, Revision of TA/DA, Medical benefits & IDA issues.

It is important that as per directions of CMD BSNL, the Committee is working fast and within two days of constitution of the Committee, the members of this Committee have initial meetings in this week and further rounds of meetings are expected to be held in the next week and issues are being discussed in depth.

SNEA is continuously updating feedback required for positive consideration of these issues and till now we find that management is seriously working on these Core issues of the BSNL Executives and we are expecting the submission of the final report of this Committee in the coming week.

All these are the core HR issues having financial impact and as assured by CMD BSNL in our meetings, the committee these Core HR issues are being reviewed and will be given positive consideration.

After the positive recommendations for major financial issues of BSNL Executives viz. Third PRC implementation and Upgraded Standard Pay Scales,  this constitution of Committee for passing certain financial benefits to BSNL Executives, is one more positive step by BSNL management headed by CMD BSNL and we are hopeful for a positive outcome on all these Core HR issues with certain financial benefits very shortly. Let us hope for the best.

Rahi, Circle President, SNEA HP Circle}: The Fifth Circle Conference of SNEA, HP Circle was conducted with great enthusiasm and grandeur on 01 & 02/05/2026 at The Katoch Grand Resort, Manali, District Kullu, Himachal Pradesh.

The event witnessed remarkable participation from executives across the HP Circle and reflected the collective strength and unity of the association.

The Circle Conference witnessed active participation from all District Secretaries, Circle Office Bearers, CWC Members, Delegates, CHQ Office Bearers, and enthusiastic members from across HP Circle. The Conference was graced by the esteemed presence of the following Distinguished Dignitaries.

Grand Inauguration & Open Session: The conference commenced with a warm welcome by Shri. Tilak Thakur, Circle President, SNEA HP Circle, who greeted all dignitaries, delegates, and members.

The Open Session, presided over by him, featured insightful addresses from distinguished speakers. All guests were felicitated with bouquets, traditional Himachali caps, and shawls.

Key Highlights from Addresses:-

Shri. B. R. Rahi, Circle Secretary, SNEA HP Circle warmly welcomed the Distinguished Dignitaries, gathering and appraised the house of pressing developmental and HR issues in HP Circle. He highlighted that SNEA has been consistently and effectively pursuing various HR matters at the Circle level and many HR issues resolved at Circle level. He also appreciated the positive and supportive approach of the CGMT, HP Circle towards executives' concerns.

Shri. Tilak Thakur emphasized the indispensable role of unity among executives for achieving organizational goals.

Shri. Balwant Singh Sharma, All India Vice President CHQ highlighted the need for a unified struggle at Corporate Office level and motivated members with ongoing CHQ efforts. He motivated the gathering by highlighting the sustained and sincere efforts being made by CHQ leadership in addressing key concerns. And he also aware the gathering regarding the efforts made by the GS, SNEA specially at their own level and at association level by working Eighteen Hours daily

Shri. Jagtar Singh, Jt. Secretary North CHQ updated the house on various organizational activities and urged executives to further strengthen unity to achieve long-pending demands. He high lighting the points that association done and ongoing activities at Corporate Level with the management.

Shri. Arvind Pal Dahiya Jt. Secretary Central CHQ elaborated on the initiatives taken by CHQ for resolving HR issues and appealed to all executives to contribute actively towards the growth and development of BSNL.

Shri. M. S. Adasul, GS SNEA CHQ delivered a comprehensive and impactful address, providing detailed updates on HR issues at BSNL Corporate Office, DoT, and Government levels. He highlighted the substantial financial support extended by the Government of India for the revival of BSNL till date and its utilization. He emphasized the significance of unity and collective strength, along with the progress on key issues such as 3rd PRC and Standard Pay Scales. He assured the gathering of continuous and persistent follow-up with management and expressed optimism regarding positive outcomes. His address was highly informative and captivating, with the audience attentively engaged until late night hours. He delivered a highly impactful and detailed address covering HR issues at Corporate Office, DoT, and Government level and put forwards many issues related to growth and development of BSNL and future of BSNL and enlightened house on different Issues.

Shri. Rajan Kamboj, CGMT HP Circle, appreciated the constructive role of SNEA and acknowledged the exceptional dedication of field executives, especially in the challenging terrain of Himachal Pradesh. Appreciated the constructive and positive role played by SNEA in addressing organizational and HR issues. He acknowledged the critical contribution of executives in maintaining and enhancing BSNL services, especially under challenging conditions in the hilly terrain of Himachal Pradesh. He lauded the dedication of field executives, who often go beyond their call of duty, even contributing from personal resources when required, without compromising service quality. He reiterated that BSNL employees form the backbone of the organization and commended their unwavering commitment across urban and remote areas. He highlighted progress in BharatNet services and ongoing initiatives for operational improvement and network expansion. He further informed that HP Telecom Circle signed an MoU worth 142.38 crore with the HP Education Department under the Samagra Shiksha Abhiyan for the implementation of digital infrastructure in 777 classrooms across Himachal Pradesh—marking a significant achievement and one of the largest orders for BSNL in India. Addressing HR concerns, he assured that management is cognizant of the issues and efforts are being made for their timely resolution. He emphasized the need for effective coordination between the association and administration. In conclusion, he conveyed his best wishes for the election of the new Circle Body and assured full cooperation from the administration. He highlighted Strengthening of BharatNet services, Operational improvements and network expansion, Landmark MoU of 142.38 crore with HP Education Department under Samagra Shiksha Abhiyan for 777 digital classrooms, major achievement for BSNL. He assured management’s commitment toward addressing HR concerns and extended full cooperation to the newly elected body.

Delegate Session: In the Delegate Session commenced on day one, with focus on detailed deliberations on HR issues and policy matters, Organizational strengthening, Operational challenges, CS and CT reports etc.

Shri. M. S. Adasul, GS SNEA CHQ interacted extensively with delegates and appreciated the significant role of HP Circle despite being a comparatively small telecom circle. He highlighted the valuable contribution of CHQ office bearers from HP Circle.

Detailed deliberations were held on key issues including Membership Verification, organizational strengthening, pay loss, Progress on 3rd PRC and Standard Pay Scales, Factual position and issues related to delayed IDA payments, Transport Allowance Revision, Enhancement in SAB Contribution, efforts on all India LTC Restoration, Continuous engagement with management for early resolution and updated house, transfer/posting concerns, Membership Verification & Organizational Strengthening and other HR policies.

All queries raised by delegates were addressed comprehensively, and the interaction was widely appreciated for its transparency and effectiveness. The session remained engaging until late night hours, followed by dinner.

Financial Report: Shri. Anil Kumar Mahant, Circle Treasurer, presented the financial report, which was unanimously approved by the house with appreciation.

Key Resolutions Passed in this Circle Conference: After detailed deliberations, the house unanimously adopted the following resolutions:

· To ensure effective communication with members, considering the geographical challenges of Himachal Pradesh, and to strengthen branch-level formations across BA units

·  To safeguard and protect the interests of executives at all levels.

·   To pursue resolution of HR and financial issues with Circle Management and BSNL Management through CHQ.

· To strengthen membership across all districts and organizational wings.

Election of New Circle Body: Before dissolution of existing Body Shri. Ashwani Kumar was unanimously nominated as Chairman/Election Officer by the house. Shri. Jagtar Singh, Jt. Secretary North, CHQ Observed the elections proceedings on behalf of CHQ. In the unanimous elections Shri. B. R. Rahi, SDE Architect Shimla, Shri. Pankaj Chopra , SDE Rural, Shimla and Shri. The Election Officer administered the oath of allegiance to the newly elected body. The newly elected team assured their commitment to work with dedication, transparency, and unity.

The proceedings of Circle Conference started from 1500 Hrs on first day conducted at 2230 Hrs on second day, with National Anthem and resounding slogans of unity.

Congratulations!!!: AGM Estt BSNL CO issued the formal order for approval and SOP of Sabbatical leave for BSNL Executives. Copy<<<>>

As informed earlier, the Sabbatical Leave was approved by BSNL Board in its meeting held on 22/05/2026 and now the formal order for its implementation and SOP is issued.

The detailed provisions governing eligibility, duration, of sabbatical leave conditions applicable during the sabbatical leave period, procedure for submission and approval of Leave applications, obligations of employees and terms of re-joining along with SOP are covered in this letter.

This will be the most useful facility made available for all BSNL Executives with continuous persuasion by SNEA at different levels.

SNEA CHQ conveys sincere thanks and gratitude to Shri A. Robert J. Ravi, CMD BSNL, Dr. Kalyan Sagar Nippani, Director HR and Shri. S.P. Singh, PGM Estt BSNL CO and his team for all the initiatives and actions since the proposal submitted by SNEA to till today by issuing final order of approval and implementation of the most awaited sabbatical leave for BSNL Executives.

In similar manner SNEA is pursuing at all levels for approval of Enhancement of SAB Contribution, Enhancement of TA/DA rates for AGM and below level executives, Approval of Benevolent Fund for Executives, Conversion of SPS to NPS, Restoration of all India LTC facility, Restoration of medical reimbursement limits, Enhancement of Transport Allowance, Restoration of Kashmir Valley allowance etc and we are hopeful for similar orders in days to come.
