Absurd Restructuring Proposal by BSNL Management: PGM Restructuring BSNL CO has issued letter for restructuring of Uttarakhand Circle as pilot Circle. Copy<<<>>

This letter seems to be deliberately issued during the membership window so that unrest is created among the Executives and under frustration of such activities by BSNL management, some of them quit the membership of Associations and to increase the total number of non-members of any association.   

Management is in extreme hurry that the proposal is posted on holiday and unfortunately the same management does not get time for deciding posting of JTOs in Electrical wing for their SDE Promotions for which DPC has been conducted and process is completed before one month and every time it is being assured to issue the Promotion order at the earliest, but not issues for last one month.    

The intention of this proposal is to project in front of DoT and Govt of India that the employees are not working and hence they need to be punished by posting at remote places and Management gets a good name in the eyes of the DoT, Honourable MoC & MoSC such an absurd proposal is submitted and approved.

It is unfortunate that none of the officers in the Management dealing with this Restructuring proposal is understanding the practical requirement of BSNL and if understanding nobody has the guts to speak the truth and hence such attempts of beating bushes is done by projecting such utter useless proposals.  

It is an unfortunate situation in BSNL that nobody wants to speak reality and practical requirements as if somebody speaks it, then he/she is either transferred to odd places or harassed by different actions. Due to this approach, about all senior officers have taken a stand to shut the mouth and in case if mouth is to be opened then it is opened only join whatever is said by the higher officer in Chain.  

This is the reason, this absurd situation is witnessed in BSNL wherein proposals without understanding practical requirements and needs of BSNL & its executives. Only proposals given by BCG or generated from AI are being projected as restructuring proposals for revival of BSNL and hence these are lacking practical use and needs of BSNL.

One side BSNL management is taking Credit that the revenue of BSNL has touched the figure of 25000 Crores with base of just 50000 employees and on the other side it is projected that employees are not working hence such extreme drastic steps are required for revival of BSNL.

Otherwise how such a proposal can be designed by the Committee headed by CGM BSNL with Five PGM Level members, two working in field units and three from Corporate Office and it is understood that this Committee was constituted secretly.

In BSNL justification of posts is done on basis of Number of working LL/FTTH lines, Length of OFC Network, Transmission Network, Mobile Network and Enterprise Business, but here in a funny approach, the Committee has now justified the posts on basis of number of Gram Panchayat and Blocks, which has lost relevance due digital era and when geographical boundaries are vanished making world as one platform.

Unfortunately, it seems that the Committee, BSNL management and officers in DoT are either not aware of this digital world and are taking BSNL and its executives back to the world of ancient days where Gram Panchayat played an important role in local markets.

It is unfortunate that BSNL is given huge business at Biggest Metro Cities i.e. Delhi, the Capital of India and Mumbai, the Economical Capital of India and here BSNL Management is not thinking of utilisation of even a single officer/employee of BSNL and even more than 3000 Executives/Employees of MTNL are forced to sit ideally without giving proper work and nothing is done in the last two years to improve Telecom services of BSNL either in Mumbai or Delhi and it is proposed to outsource all services from procurement to maintenance to the Vendors and BSNL officers and employees are forced to join at Rural areas that to be at Gram Panchayat level.

Forget about these two big Metro cities, the other Metro cities, district places will now be disturbed and now all the executives will be posted at Gram Panchayat Level and Block level.

The said committee and BSNL management is so blind that they are unable to differentiate the needs and requirements among the different Blocks and Different Gram Panchayats with geographical boundaries, areas covered, local conditions, hilly terrains and any other factor as per needs and requirements of BSNL.

Its seems this team is worried only about number of Gram Panchayats and Blocks and has planned such absurd proposal focusing on Gram Panchayats and Block forgetting needs of big /metro cities and opportunities of Business and revenue for BSNL, otherwise such useless, absurd  proposal destroying BSNL and its executives further.

In recent past, the prominent Circles like Kerala, Maharashtra, Karnataka and Gujarat Circle also have issued restructuring norms at their level and they have reshuffled staff as per these restructuring proposals. In contradiction to these orders by major Circles, the proposal by Restructuring Cell is based on number of Gram Panchayats and Blocks, this is how BSNL is being driven wrongly.   

There are many orders stating that JTOs will not report to SDEs and this has been accepted by all in BSNL for last decade but now with u turn to this decision each and every JTO will have to report SDEs as if the Committee and BSNL management is not aware of this decision.

It is important that the Management has falsely made the instructions of PMO vide letter Dated 29/01/2026 under point 10 as base for this justifying proposal and it is projected that Respected Prime Minister of India desires that JTOs and SDEs needs to be posted respectively at Gram Panchayat and Block levels. But if we go through the instructions of PMO in this letter, under point 10, it is directed to take immediate steps to repatriate all the officers on deputation to BSNL. Copy<<<>>  

In the second part of this point 10 it is mentioned that assessment of all personnel may be carried out with regards to their suitability for the organisation and efforts may be made to reduce the staff.

Thus it is crystal clear that the instructions from the PMO office are different and BSNL management is projecting it differently and making all out efforts to destroy the present working of BSNL and disturbing each and every executive of BSNL by mass transfers to Rural and Remote Areas that to be Gram Panchayat level where there is no scope for growth of BSNL.

This and other such decisions like SET recruitment from open Market neglecting internal talent available in BSNL, Appointment of Contract basis GMs in Finance and Telecom wing are against guidelines of PSUs and hence cannot be implemented in PSU as there seems dilemma about which rules are to be applied to BSNL either rules of PSU or rules of Govt and DoT/BSNL are selectively applying rules of PSU and Govt as per their needs and not as per the needs of BSNL.

In last two years, earlier different committees have been constituted which were having CGMs as members, but these committees have submitted any report and this secret committee has given report within no time and BSNL management and DoT also has acted on this without in lightening speed as if they are in hurry to destroy BSNL and its executives on name of Restructuring

SNEA condemns this absurd decision of BSNL management for Transferring JTOs en masse at Gram Panchayat Level and transferring SDEs en masse at Block level and also condemn decision to scrap well settled and highly accepted OA/BA basic structure in BSNL working with attempt of further reducing the sanctioned posts which are already reduced drastically after Mass VRS by neglecting needs of BSNL.

SNEA will oppose this proposal it till it is withdrawn in the interest of BSNL and Its executives.

Highly Successful Combined CEC Meeting of SNEA West Bengal & Kolkata Circle: {Report by Shri. Anup Mukharji Joint Secretary East CHQ}: With a Historic and Power-Packed Commencement, the Combined CEC (Circle Executive Committee) meeting of SNEA West Bengal Circle and SNEA Kolkata was held up with unmatched grandeur, roaring enthusiasm, and a profound sense of solidarity on the 12th June 2026 at the Moulali Yuva Kendra Conference Hall, Kolkata, West Bengal.

The atmosphere was electric, charged with the collective resolve of leaders and delegates who had gathered from every corner of the West Bengal Circle.

Prior to this SNEA WB Circle successfully held proceedings of first day of  CEC Meeting at same venue, wherein many internal issues were discussed in depth.  

The historic occasion commenced with a deeply inspiring flag-hoisting ceremony in morning hours. Shri. Amit Khan, Circle President, SNEA West Bengal, proudly hoisted the SNEA flag amid thunderous slogan-shouting that echoed the unity and steel resolve of SNEA. Standing shoulder-to-shoulder in absolute solidarity were Circle Secretary Shri. Somenath Ghosh, all Circle Office bearers, and a massive gathering of district leaders and dedicated delegates, symbolizing the ultimate unity and strength of the association.

Following the high-voltage flag hoisting and slogan chanting, the leadership and delegates assembled inside the grand venue. With the entire house standing on its feet and the dignitaries on the dais, the conference formally commenced with the singing of the National Anthem in a deeply solemn and befitting manner, setting a patriotic and high-spirited tone for the mega event.

First Half of Joint CEC & Internal Leadership Discussions: All Circle Executives and District Executives of SNEA Kolkata and SNEA West Bengal were duly present, marking full and vibrant attendance. In this exclusive executive session, several core organizational agendas were placed on the table and thoroughly debated.

Detailed Agenda & Core Issues Tabled in the First Half: After elaborate discussions on reports by DS and CS, the house passed the following resolutions.

· Office Infrastructure: Insisted on strict implementation of the 2nd Saturday holiday across all OAs, provisioning of dedicated Admin staff, and prepaid FTTH connections for offices.

· GeM Hardware Issues: Reported that PCs and hardware supplied through the GeM portal do not match the required application profiles and technical specifications.

·   The Crucial Pay Loss Nexus (E1+5 & Standard E2): Strong emphasis was placed on the long-standing Pay Loss issue, specifically highlighting the anomalies of the E1+5 scale. The core demand focused on resolving this permanently by implementing the standard E2 pay scale for all JTOs and JAOs who joined after 2007. Alongside this, the grievance regarding TTA Pay Loss was forcefully tabled for an early resolution.

·  Implementation of the 3rd PRC: A major discussion centred on the implementation of the 3rd PRC for BSNL employees. The leadership demanded that the corporate management clear all bottlenecks to implement the pay revision at the earliest.

·  DGM Promotions: A dedicated agenda was placed regarding the immediate dynamic implementation of long-awaited DGM promotions, emphasizing the widespread frustration caused by prolonged functional stagnation at higher management cadres.

· Strong Objection to SET Exam: The executive leadership placed a fierce and unanimous objection against the implementation of the SET Exam for internal recruitments/promotions. Executives expressed severe resentment, stating that such examinations undermine institutional seniority and operational parity.

·       JTO to SDE SCF: Demanded the immediate clearance of JTO to SDE SCF promotions and a definitive revision of the BSM Gratuity Slab for executives.

·   VR & Earned Leave: Demanded immediate settlement of pending SPS cases and a 150-day EL encashment benefit for BSNL executives under VR.

· SAB & LIC Contributions: Demanded that SAB contributions be managed directly by LIC and made completely transparently visible on the LIC portal.

·  Medical & Welfare: Called for the modernization of the BSNL Self-Care App, the inclusion of more ailments under the Chronic Diseases list, and company-funded OTP communication channels.

·    Allowances & Rule-8: Raised issues regarding Spouse Rule-8 transfers (Bihar) and strongly demanded the closure of non-territorial circles.

· Rejection of Kerala Model: Strongly opposed the forceful implementation of the Kerala Telecom Model in West Bengal, citing completely different regional realities.

·  Asset Leasing: Demanded that BSNL properties be leased out to generate sustained revenue rather than being sold off outright.

· App Integration: Called for the immediate consolidation and integration of multiple Open Platform Apps (OPPs) and URLs to streamline workflows.

The house gave warm welcome to Shri. Anup Mukharji, Joint Secretary East CHQ and Shri. M. S. Adasul, GS SNEA GHQ.

One of the active leaders Shri. Anisul Haque, presented beautiful Pen to GS and expressed gratitude for efforts of SNEA in resolution of HR issues of BSNL Executives.

Thereafter Shri. M S. Adasul, General Secretary delivered a critical guidance speech specifically addressed to the leadership of BSNL Kolkata and West Bengal SNEA, outlining the national strategic roadmap and advising on grassroots management before opening up the floor for the day's primary agenda. In his two-hour address, he touched all issues about working of Association at all levels, role and responsibilities of SNEA leaders at different levels, steps taken by SNEA for betterment of the executives and results thereof. After his address, house adjourned for lunch.  

Second Half Proceedings: Grand Open Session & Leadership Addresses: The second half of the meeting witnessed a massive, spontaneous gathering of general members who assembled in overwhelming numbers for this joint Circle Executive Committee (CEC) session to welcome and hear the policy directions from the central leadership.

The entire grand ceremony and CEC proceedings were ably presided over and anchored by Shri. Amit Khan, President, SNEA West Bengal, who kept the audience engaged with his masterful handling of the session.

The open house was set in motion with a fiery, powerful, and highly motivating speech by Shri. Prasoon Ghosh, President, SNEA Kolkata, which instantly electrified the atmosphere. This was followed by an excellent, high-energy, and deeply inspiring address delivered by Shri. Harekrishna Fauzdar, Circle Secretary, SNEA Kolkata, who laid bare the core challenges of the region. Adding to the momentum, Shri. Somnath Ghosh, Circle Secretary, SNEA West Bengal, delivered a deeply dedicated, articulate, and nice speech, reaffirming the circle's absolute commitment to the executive movement.

Keynote Report: Intervention by the Joint Secretary East, SNEA: Following the circle leadership, the floor was taken by the Joint Secretary East, SNEA, Shri. Anup Mukherjee. The address was delivered with deep organizational passion and piercing logic, reflecting the core expectations of the general members who had shown massive, voluntary attendance for CEC Meeting.

In the reporting, the following critical issues were strongly placed before the house:

Massive Solidarity and Spontaneous Presence: A warm organizational welcome was extended to all field units for their overwhelming, spontaneous, and dedicated participation across both days of the Circle Executive Committee (CEC) proceedings, highlighting that this massive presence reflects the members' deep interest in reshaping the future of BSNL.

Pay Loss Issue & Implementation of E2 Related: The floor was dominated by the critical Pay Loss issue. The management was strongly interrogated over the highly anomalous E1+5 scale pay structure. It was forcefully demanded that standard E2 pay scales must be implemented to protect the financial rights of JTOs and JAOs recruited post-2007. Furthermore, the long-pending issue of TTA Pay Loss was brought to the forefront as a matter of immediate priority.

The Struggle for 3rd PRC Implementation: The delayed implementation of the 3rd PRC was highlighted as a major source of resentment among the employees. Management was fiercely questioned over the lack of active intent in implementing the pay revision, which has severely impacted the morale of the workforce.

Promotional Stagnation & Structural Neglect: Grave concerns were expressed regarding the deliberate delaying of JTO to SDE SCF promotions. The administration was severely taken to task for keeping premier operational areas like Kolkata starved of regular DGM, GM, and AGM leadership, alongside crumbling building maintenance and the lack of basic amenities like drinking water at exchanges.

A clear and definitive roadmap was requested from the central leadership to permanently resolve this administrative deadlock and safeguard executive rights through constructive and strong organizational representation.

Address by General Secretary: The session reached its ultimate crescendo when the General Secretary of SNEA, Shri. M. S. Adasul, addressed the house. Delivered with profound statesman-like gravity, the speech comprehensively answered the core issues, throwing the entire hall into waves of thunderous applause and renewed optimism.

Resolute Stand on Pay Loss & Standard E2 Scale: On the critical Pay Loss issues that dominated the CEC discussions, the General Secretary updated house about efforts taken by SNEA and the present status. He confirmed that the battle for the implementation of the standard pay scale for affected JTOs and JAOs is being keenly pursued at the highest levels of corporate management to permanently replace the anomalous E1+5 structure. He also assured the house that the TTA Pay Loss grievance has been taken up through Court and the case filed by SNEA is listed for final hearing, but held up due to last minute MA filed on similar lines, there killing important time of two years and is on a definitive path to being systematically resolved.

Deep Structural Struggles & Strong Optimism on HR Agendas: In the opening phase of his address, the General Secretary firmly established that the central leadership is locked in a fierce, uncompromising battle with corporate management regarding promotions for all wings and cadres. He updated house about status of each pending promotion across the different cadres and wings.  He expressed immense optimism that relentless pursuance by SNEA will yield results soon as administrative and legal bottlenecks are being successfully dismantled. Furthermore, he highlighted his absolute commitment and highly optimistic outlook toward implementing crucial policy decisions regarding rotational transfers, filling structural leadership vacuums Executives in different cadres in Kolkata, and extracting absolute mandates for building repairs and drinking water from the Circle Office.

Comprehensive Deconstruction and Hopes for Promotions: Elaborating extensively on management stagnation, the General Secretary provided a comprehensive and thorough explanation regarding the delay in DGM promotions. After mapping out the intricate administrative bottlenecks and counter-strategies by SNEA before the house, he expressed a very strong and positive optimism that the DGM promotion issue is on the verge of a swift and successful resolution.

Actions taken by SNEA in stopping defunct and defective SET Recruitment: Addressing the deep resentment shared by the executives, the General Secretary detailed the rigorous and intensive efforts SNEA is making at the highest administrative levels to paralyze and cancel the proposed SET Exam. He strongly condemned the attempt of management to force direct structural recruitments via this channel and gave a rock-solid assurance to the entire house that SNEA will successfully shut down this process permanently.

Hope and Confidence on 3rd PRC Settlement: Addressing the crucial agenda of the 3rd PRC, the General Secretary expressed strong optimism about breaking the current deadlock. He assured the members that SNEA is leaving no stone unturned at the ministerial and corporate board levels to expedite the pay revision. He requested all employees to maintain deep patience, maintain absolute discipline, and place their full faith in the central leadership as they navigate this complex negotiation toward a positive outcome.

System Overhauls & Operational Relief: A categorical assurance was given that the blind replication of the Kerala Model would be resisted at all costs. To address immediate field grievances, deep technical synchronization with ITPC has already commenced to debug the Sanchar Mitra app and replace defective GeM hardware, while management is being legally pressured to deploy permanent staff at CSCs to provide immediate relief to BBMs.

Optimistic Approach toward Local Holidays & Welfare: Turning to regional operational concerns, the General Secretary stated that while a final corporate mandate on the 2nd Saturday holiday and Special CL is still a matter of ongoing discussion, the leadership is highly optimistic. SNEA is consistently pursuing local management to iron out these issues and expects a favorable resolution soon. He also noted that cashless hospital tie-ups across all BAs and OAs are being monitored on a weekly basis, and the proposal to lease out BSNL’s vast properties for sustained revenue generation instead of selling them outright has been forcefully placed before the BSNL Board in New Delhi with positive traction.

The General Secretary concluded by expressing his deep gratitude for the spontaneous, massive turnout of members throughout the two days of this joint Circle Executive Committee (CEC) meeting in West Bengal and Kolkata Circles.

He remarked that the unified presence is ultimate strength of SNEA. The address ended with a roaring commitment to collective success, leaving the entire house electrified and highly confident.

SNEA Meeting with Smt. Ghazala Faisal, CGMT WB/KolTD: After conclusion of joint CEC Meeting of SNEA KolTD & WB Circles, the delegation of the prominent SNEA leaders from SNEA WB & Kolkata TD viz. Shri. Somenath Gosh, CS WB Circle and Shri. Harekrishna Fauzdar, Circle Secretary, SNEA Kolkata, along with Shri. Anup Mukharji, Joint Secretary East CHQ and Shri. M. S. Adasul, GS SNEA had a meeting with Smt. Ghazala Faisal, CGMT WB & Kolkata Circles on 12/06/2026 in her chamber.

We discussed important HR issues of BSNL Executives of both the Circles, issues faced in overall development of BSNL in these Circles and suggestions for providing fault free services to esteemed customers of BSNL.

Many critical issued were discussed in depth and CGMT has assured for resolution of all such issues. These discussions were fruit and many concerns raised SNEA were responded positively and affirmatively by CGM WB/Kol TD Circle.

Status of Report by the Committee Constituted for HR issues having some Financial Impact: SNEA has submitted the feedback to the Committee constituted on 02/06/2026 {COPY <<<>>} for recommendations on settlement of HR issues of BSNL Executives having certain financial impact and discussed these issues for different HR issues.

SNEA had meetings with Chairman and Members of the Committee and we have strongly put forward the need of consideration of these long pending issues and giving relief to BSNL Executives who are sufferers. The detailed submission by SNEA. Letter <<<>>      Annex A <<<>>      ANNEX B  <<<>>      Annex C <<<>>      ANNEX D  <<<>>

After different rounds of deliberations and discussions for about three weeks, now this  Committee has  submitted its report and the same will be formally approved by CMD BSNL and then it may be taken for approval of BSNL Management Committee/Board.

We have submitted a brief note on enhancement of Transport allowance also, but we were informed that it may be decided separately.  COPY   <<<>>

Though the final report of Committee has not been disclosed officially, it is understood that Committee has recommended for enhancement of SAB by some percent which is less than 1%,  Enhancement of TA/DA for AGM and below level officers at par with DGM and above level officers, restoration of frozen Basic limit to current year etc. The exact details on recommendations of the Committee will be shared as and when available.

We are hopeful that the Committee has submitted the recommendations positively and there will be some financial relief for BSNL Executives on these financial HR issues which were not decided for many years and are being given consideration now.

Update on Hearing in JTO to SDE Seniority Court case at CAT Chandigarh: As informed hearing in JTO seniority case for SDE promotions was scheduled today and case was listed at Sr No. 5 and it came up for hearing at 1100 hrs.

From the SNEA side Shri Pawan Meena, JSW CHQ and Shri Pankaj Chopra, CS HP were present in the Court during hearing.

From respondent BSNL the case was represented by a regular  Advocate as nominated Senior Advocate could not attend the hearing. Though there was a strong chance that arguments could have taken place today.

But, today nothing could happen as the advocate for respondent, BSNL, has requested for next date quoting the inability of the Senior Advocate to present the case.

Hon. Court directed to have timely hearing as there are chances that the double Beach at CAT Chandigarh may discontinue and the Court wants to complete the hearing in this case before that.

By special mention that the case is being delayed since long, Hon'ble Court expressed displeasure on such negligent approach with  remark that Court cannot wait for advocate to represent the case and instructed all the counsels to be present in next hearing without fail and given date within 15 days. As such chances for completing arguments in this case in next or next to next hearing are more. Now the next of hearing is scheduled on 15/07/2026. Hope for the best.

Dear Esteemed Executives in BSNL,

The membership change over window is open from 16/06/2026 and by now about 13 days are passed and SNEA conveys sincere thanks and gratitude to all beloved Executives in BSNL for your continued support to SNEA and keeping the membership of SNEA at the highest among all Associations in BSNL.

As on today, the Membership of SNEA (12750) is higher than the combined membership of others (11500) and remaining being non-members of any association. This great and grand support of esteemed executives in BSNL  really remember us about our highest responsibility  to represent the aspirations and safeguard the interests  of BSNL Executives and delivering continued positive results.

At this important juncture, we earnestly appeal to every executive of BSNL to assess associations not by social media campaigns, allegations, or emotional narratives, but by their credibility, achievements, approach, and ability to deliver tangible results.

SNEA Believes in Positive and Constructive Association activities: SNEA firmly believes that every association in BSNL exists for one and common objective i.e. The welfare and advancement of BSNL Executives.

For this reason, SNEA has consciously avoided engaging in unnecessary controversy or personal attacks to leaders of any association. Our energy has always been invested in continuous dialogue with BSNL Management, DoT, DPE and the Government of India for securing long-pending HR issues. SNEA has consistently chosen the path of constructive engagement and result-oriented negotiations.

While every association in BSNL works in the similar approach, only AIGETOA leadership has chosen the path of non-constructive criticism with baseless allegations targeting SNEA, the only Recognised Majority Association in BSNL  chosen by you all beloved executives in BSNL. AIGETOA leadership want to dictate terms and want SNEA to move as per their wish and will, which is not and cannot be agreed by SNEA. This is the reason for their frustration and they express it with regular criticism with fake narratives as if nothing positive is happened in the 3rd MV Tenure as Recognised Majority Association while factual position is different and SNEA achievements during this period speaks volumes.   

Results by SNEA, Speaks Louder Than Words: It is fact that SNEA has  successfully pursued and achieved solutions for several long-pending HR issues of BSNL Executives. It is important that many of these issues are long pending and were declared closed /dead by Management and with silent concurrence of then MA crying foul now. This approach has reopened several HR issues that had earlier been declared closed and has brought many of them to the threshold of resolution.

We respectfully appeal to every executive to verify facts before believing allegations, Compare achievements rather than rhetoric, Judge associations by their performance, not by propaganda, Support those who consistently work for collective welfare. A mature and responsible Executive community deserves informed decisions based on evidence.

One Step forward for appointment of Regular CMD BSNL: DoT issued notification for appointment of CMD BSNL on immediate absorption basis through Search cum selection Committee and last date for submission of application is 22/07/2026. COPY <<<>>

Vacancy for post of CMD BSNL was created on 15/07/2024 due to on-extension of term of then CMD BSNL Shri P. K. Purwar and since last two years the charge of CMD BSNL including MTNL, BBNL has been entrusted to Shri A. Robert J. Ravi as additional Charge and recently it has been extended till 15/10/2026. Earlier PESB has issued notification for Appointment of CMD BSNL COPY <<<>> , but none of the applicants including some Directors of present BSNL Board were found suitable for the post of CMD BSNL.

Hence on 22/07/2025, as per approval of ACC, DoT has issued directions for appointment of CMD BSNL by constitution of Search Cum Selection Committee headed by Chairman PSEB COPY <<<>> and this notification is issued after a period of one year.

With this search Cum Selection Committee also the selection will be done by the Committee out of the applications received by Secretary DoT till the last date of submission of applications.

With this formal notification by DoT, the chances of appointment of Regular CMD BSNL are enhanced and BSNL may get regular CMD BSNL though this special process under Search Cum Selection Committee constituted as per DoPT Guidelines. COPY <<<>>

Apart from the post of CMD BSNL, PESB has already issued notification for post of Director CM BSNL COPY <<<>> and Director CFA BSNL COPY <<<>> , but even after completion of six months of receiving nominations by PESB, but till no interview has been conducted for any of this posts.

It is understood that there is a proposal for restructuring of the BSNL Board with rearrangement of the portfolios, responsibilities and designations of Directors and hence there is delay.

Update on consideration of pending OTP Request and request against Transfer order: SNEA CHQ has worked out further possibilities of pending transfers without posting of any substitute for consideration of pending OTP Request and for  consideration of pending requests for change of Circle.

As per updated OTP Requests from majority of Circle Secretaries, SNEA has prepared revised list of One to One/ Mutual transfers and possible chain transfers in same cadre and cross cadres.

We found that out of 386 of Telecom wing requests,  we have received under pending OTP Requests and request against transfer order,  more than 200 cases can be settled without any single rupee expenditure to BSNL and at the same time, the hardship and difficulties faced by all these executives can be reduced/ resolved with this approach.  

Accordingly, yesterday on 24/06/2026, late evening Shri. M. S. Adasul, GS and Shri Arvind Pal Dahiya, Joint Secretary Central  had short meeting with Dr. Kalyan Sagar Nippani, Director HR and Shri. Rajeev Kumar Kaushik, PGM Pers in chamber of Director HR wherein we have submitted these proposals  for one to one/Mutual and Chain Transfers and requested for consideration of requests.

After going through the proposal, both have appreciated our efforts and hard work in  preparation of this proposal and making it easy job for Pers section and assured for consideration of requests in this approach.

We once again submitted that this is list out of request received by SNEA and if this exercise is done by Pers section with total pending OTP Requests and request for change of Circle, we will get a greater number of such possibilities.  

We have requested for early consideration of all pending OTP Requests and request for change of Circle, cancellation of transfers or retention on transfers at the earliest as many of executives having such genuine issues are relieved by Circles/BAs and they are waiting for consideration of their genuine request by BSN Corporate office. Director HR informed that PGM Pers is working on it and assured for order for modification as per requests received  and consideration of pending OTP requests by next week. Hope for the Best.

AGM SR BSNL CO issued corrigendum clarifying that the facility of review Option (one time) in e-membership subscription window in ERP ESS portal, will be available will be available during entire window period from day one of opening of window i.e. 16/06/2026 to closure of window on 15/07/2026 and not limited for limited period from 03/07/2026 to 15/07/2026 as mentioned in letter dated 01/06/2026. This issue was raised by SNEA as practically option was available in ESS window but it was mentioned in letter for limited period and there were chances that members may exhaust their limited option under confusion of having second option for the same.

With this clarification, all confusions are cleared and Executives will be using this option with due care and diligence and mainly noting that this is one time option during entire period of membership window and cannot be changed later.

GS addresses Great & Grand District Conference of SNEA Kalyan: The Great and Grand District Conference of SNEA Kalyan was successfully held at 1700 Hrs on 23/05/2026 at Conference Hall, Telephone Bhavan, Kala Talao, Kalyan, Maharashtra. This meeting was attended by majority of executives in Kalyan BA.

Shri. M. S. Adasul, General Secretary, SNEA CHQ shared detailed information regarding the ongoing developments and continuous efforts at Corporate Office New Delhi, DOT and MoC related to Pay Revision, HR issues, Standard Pay Scale for JTO/JAO cadres, Sabbatical Leaves, Deputation matters and VRS issues. He elaborated on the discussions and follow-up being carried out at various levels for safeguarding employees’ interests and resolving pending HR matters. He also motivated members to work with unity, dedication and commitment for strengthening the organization and BSNL.

In a unanimous elections Shri. Vikas D. Patil, Shri. Nitin N. Kapadnis and Shri. Surykant Kamble are respectively elected as District President, District Secretary and District Treasurer of SNEA Kalyan for next term of three years.

The Proceedings of District Conference started at 1600 Hrs with report by District Secretary and District Treasurer in delegate session and then detailed processing’s of Open Session, concluded at 2200 Hrs with National anthem, slogans of unity and dinner thereafter.

Promotion Order of JTO to SDE Electrical wing Promotions are likely to be issued shorty: GS SNEA and Chief Patron SEWA had detailed discussions with Director HR in presence of PGM HR on 19/06/2026, by 1930 Hrs regarding unjustified delay in issuing Promotion order of JTO SDE Promotions even after completion of DPC last fortnight.

It was informed that due to different meetings in BSNL and DoT during this week, the posting is not yet decided and the same is under active consideration.

Finally Director HR informed that the pending issues will be cleared in day or two and Promotion order will be issued early coming week. Hope for the best.
