AGM Estt BSNL CO endorsed DPE OM dated 17/07/2026 for enhancement of IDA w.e.f 01/01/2026 from existing 238.3% to 241.7% i.e. by 3.4 %.  BSNL <<<>>   DPE <<<>> 

It is important that this enhancement of IDA is added in the Salary of July 2026 and enhanced IDA payment will be disbursed along with salary of July 2026 and onwards.  

This clears that enhanced IDA payment process is restored and has become routine matter and will be paid by BSNL on quarterly basis as per the OMs issued by DPE.

Detailed Update on Meeting by CMD BSNL: The meeting called by CMD BSNL with General Secretaries of All Unions and Associations of BSNL on 21/07/2026, started one hour late at 1930 hrs concluded at 2120 Hrs after threadbare discussions on pilot project of Uttarakhand Circle Restructuring, clearance of HR issues and consideration of Representations on Transfers & OTP Requests.

After welcome by the Director, CMD BSNL gave a brief idea about the Restructuring pilot project, conveyed that the restructuring proposal is being initiated as per the directions from the Minister of Communication for implementation of this pilot project. CMD stressed that the amended Restructuring plan will be implemented in all Circles with some changes suggested by the Unions and Associations.

CMD BSNL categorically informed that there is no chance of withdrawal of the Restructuring plan and only modifications are possible in it and appealed to leaders to share their feedback.

CMD BSNL also assured of consideration of HR issues including issues related to Transfer Posting. He expressed displeasure that till nobody is owning BTS except 3-4 Circles and there is need to give more by BSNL workforce and appealed all to give their best for BSNL.

All the representatives present in the meeting strongly opposed the proposed restructuring and unanimously demanded its complete withdrawal. It was pointed out that the proposal is based primarily on Gram Panchayat and Block-level norms, ignoring the well-established manpower planning principles followed by BSNL over the years. The representatives emphasized that the proposal neither considers operational requirements nor the business and revenue needs of BSNL.

The representatives highlighted that the real reasons for service interruptions are shortages of stores and maintenance materials, inadequate bandwidth augmentation, ageing batteries, power plants, and infrastructure deficiencies and not the present deployment pattern of executives. It was suggested that while procurement of materials may continue centrally, maintenance-related works should be decentralized to the Business Area level for faster restoration and better accountability.

The meeting also emphasized that BSNL Management has repeatedly introduced organizational experiments without evaluating their outcomes, and that the present restructuring proposal lacks a sound business model, financial analysis, operational justification, or projected revenue benefits. It was categorically stated that no restructuring proposal should be implemented without first addressing the long-pending HR issues affecting the morale of employees.

We strongly objected to the pilot Restructuring plan just for posting of all JTOs/SDEs based on GPs and Blocks without giving due weightage to the operational requirement of BSNL and its impact on revenue generation. The existing manpower is already inadequate to handle the present workload.

We submitted that there are 7256 blocks Copy<<<>>  and about 2,65,000 Gram Panchayats all over India and BSNL does not have adequate manpower to post executives at each block and no chance to cover Gram Panchayats and these arrangements through proposed Restructuring Plan would not only overburden the executives further but will adversely affect service delivery.

We suggested Fresh recruitment of local manpower to meet technical requirements arising from additions of the BBNL network in BSNL. These specialized persons can take care of the issues related to BBNL Network spread across Gram Panchayats which is the primary concern of the management behind this restructuring plan. .

We further stated that Management is hiding its failure in giving adequate store, upgradation of Bandwidth requirement as per enhancement requirement of Internet, required Battery Sets, Power plants and related infrastructure including availability of 24 hours Electric supply which is real cause of down time. We also narrated that the centralized Tender for Stores/Material may be continued, but requested that all the tenders related to maintenance of the services should be decentralized at BA levels for effective utilization of services.

We pointed out that Management is coming with different ideas and has failed in successfully implementing such ideas even though there was some base for such ideas. But in this restructuring plan there is no proper base, nothing supportive is available and hence this plan will be a complete failure and it will add more loss to BSNL.

We categorically said that Management is going ahead unilaterally without giving any consideration to the actual needs of BSNL.

We pointed out that every time we are assured of resolution of HR issues and nothing has materialized even the report of the HR Finance Committee is not discussed before its finalization and all the actions of management are unidirectional and the same is not acceptable.

CMD BSNL was not in a mood to hear further arguments on the issue and he intervened stating that the issues recommended by HR Fin Committee i.e. TA/DA and SAB Contribution increases are already decided and the results will be seen soon. He directed PGM Pers to put up MC Note for its approval in the Management Committee Meeting scheduled on coming Thursday and PGM Pers consented for the same. CMD was of the opinion that it is a routine matter and there is no delay in its consideration and a copy of the report can be shared by PGM Pers.

We strongly put forward that the Management is coming with such repeated proposals and nothing is seen as a positive outcome. We pointed out that on one hand employees are denied third PRC for more than decade giving reasons of Profit loss of BSNL and applying only Affordability clause while other clauses in favor of granting PRC are neglected. We insisted that before going with any such restructuring review even for pilot Project, management has to look into long pending genuine HR issues with financial benefits viz. Third Pay/Wage Revision, Upgraded Standard Pay Scales. We categorically submitted that only after resolving these Major HR issues, the proposal can be discussed but before that we cannot discuss any such even pilot Restructuring plan.

We reiterated our demand for Complete rollback of the Uttarakhand Restructuring Plan remains the primary and non-negotiable demand of all leaders. Instead of going ahead with unilateral implementation, BSNL Management should first start detailed consultations with the Unions and Associations.

We sought for the restructuring plan that must clearly explain the business model, the financial rationale, the expected revenue growth, the operational benefits and the profitability that will come out of the proposed changes.

We asked for a well thought Restructuring Plan that should be prepared without disturbing the existing three-tier structure of Corporate Office, Circle and Business Area and mainly giving consideration of generation of minimum required revenue for BSNL.

We raised serious objections, fundamental lacunae in the Restructuring plan and demanded for immediate roll back of Restructuring plan for Uttarakhand Pilot project and discuss all the issues in detail.

It completely ignores the long-standing norms that have been followed by BSNL for years. No proper weightage has been given to the actual operational requirements of BSNL and to revenue generation. Management is proceeding unilaterally without considering the real needs of BSNL and the feelings of the workforce. While strengthening rural connectivity is important, it should be achieved within the existing organizational framework and without harming the revenue-generating areas.

Any Restructuring plan that adversely affects the revenue-generating capabilities of the Circles will not be acceptable. We insisted that Management should not present vague proposals to DoT and should withdraw this baseless and defective Restructuring plan.

We also expressed serious concern about the insensitive approach of Management in dealing HR issues and specifically delay of two months in considering the genuine representations.

In response, CMD BSNL told that discussions should continue and instructed Director HR and PGM Pers to have detailed discussions with these leaders and look into their suggestions and left the meeting stating that he is having another meeting.

Before leaving meeting, CMD BSNL confirmed the following

·   He directed to continue the meeting, have more rounds of discussions, include Uttarakhand team also in the discussions and finalize the issues.

· To decide to review all Representations received against transfers viz. Medical, PwBD, caregiver, immunity, age bar and pending OTP Transfers etc will be considered sympathetically.

·       On HR issues recommended by the Committee will be decided in the coming BSNL MC meeting which is scheduled on coming Thursday.

· On our request to CMD BSNL to approve the recommendations of the Committee for clearing disparity in educational qualification as now Honourable court has given directions for its consideration, CMD BSNL informed that he will discuss it with PGM Legal and suitable action will be taken on this subject matter.

The meeting continued by Director HR and PGM Pers and made one more attempt to convince leaders that there is nothing wrong in this pilot project and they are ready for discussions and appealed to leaders to share their suggestions and firmly assured that all possible suggestions will be given consideration of the pilot project.

We shared the restructuring guidelines issued by BSNL in 2021 for justification of posts wherein basis for justification of posts is Landlines, Broadbands, FTTH, Transmission Network and nowhere it is mentioned that posts will be justified on the basis of the Gram Panchayat.

We shared the recent orders issued by Kerala Circle, Karnataka Circle, Maharashtra Circle and Gujarat Circle for restructuring review where no consideration is given to Gram Panchayat and Block level posting of Employees as being done in Uttarakhand Circle.

We called for reasons for such justification based on Gram Panchayat and block and in response PGM Rstg/SR informed that the Minister of Communications desires to have presence of BSNL employees at Rural places to grab the business opportunities.

We expressed that for many years BSNL Management has been informing that there is no business in the Rural area and has taken the decision to close all rural Exchanges . In the last five years each and every exchange in Rural and even in urban area is closed by closing or changing over existing landlines to FTTH and in Gram Panchayat level no landline connection is working and entire communications is depending on Mobile services maintained through vendors and FTTH Connections maintained through TIPs. It was also propagated by Management that entire business activities are centralized at BA and Circle HQs and maximum executives transferred from their locations are posted to BA/Circle HQs. The activities like MM, Tendering, Planning of Equipments, Distribution of stores etc is centralized and many executives and JEs have already undergone transfers and transferring them again will be harassment to them.

We shared a copy of Restructuring order issued by BSNL Corporate office before fortnight wherein three tier structure is issued for BSNL works Copy<<<>> and within 15 days six tier Structure in being issued and asked for clarification for such contradiction order. PGM Pers responded that this is a different scenario and Uttarakhand is different. When we asked details it was only shared that it is reducing layers for office efficiency and in field units the efficiency will be increased by addition of tiers. We expressed that management is using rules as per choice and not following ethical or office values in deciding the issues.

We also shared that since last decade the JTO and SDE are treated equal and JTOs were reporting to AGMs and this has been changed all of sudden without giving any reasons for it. PGM Pers informed that in these arrangements also the reporting of JTOs may continue to AGMs but added that some JTOs will have to report SDEs.

On posting of JTOs at Gram panchayat level, PGM Pers informed that no JTOs will be posted at Gram Panchayat Level and all will be posted to Block level but they will have to monitor Gram Panchayats under his /her control.

We asked for the supporting hand as the majority who were responsible for line maintenance have left BSNL and TIPs and contract workers of vendors available do not bother with instructions of JTOs/SDEs. We expressed what will be the change in their working if JTOs are posted at Block level as JTO do not have any control over TIPs and workers of vendors. This will not solve the very purpose of change in posting of JTOs, but there was no suitable answer from the management and was informed by Director HR that JTO will be king of that area. We emphasized that in today’s scenarios when even CGMs do not have adequate powers to deal with any issue independently as per practical requirement and how JTOs working at Gram Panchayat Level will be without even minimum required administrative or financial powers, may be explained. Director HR informed that Management will be posting JTOs to their home town places and directed PGM Pers to ensure that certain powers are delegated to JTOs.

We narrated that Management is giving wrong feedback to DoT and hence such baseless and anti BSNL proposals are being projected.

We stressed that Management has to put the factual position before DoT and Honourable Minister of Communications . But unfortunately, such capabilities are missing and management seems to be following each word by DoT without applying mind. We told that we will not allow Management to go ahead with such one sided, biased Restructuring plan damaging overall growth of BSNL, future of BSNL and its executives.

We highlighted that associations and Unions are pursuing additional posts for effecting promotions for all eligible executives and JEs but nothing has been done by Management even after constitution of two committees for the same. But has come up in hurry with this Restructuring plan of rearrangement among available executives and employees shifting them from revenue earning areas to loss making areas.

We pressed that if management really wants to have proper restructuring then first add the post for effective promotion of all eligible JEs and JTOs respectively to JTO and SDE Cadre and in that case some rearrangement with focus to revenue can be decided.

We suggested that wherever required, outsourced manpower may be utilized at the GP level. Specialized activities such as Transmission, Core Network, OFC and other technical domains must continue to be handled only by specialized officers. Expecting every JTO or SDE to perform all specialized functions is neither practical nor acceptable.

We reiterated that we have no objection for rural areas where there is really Telecom business for BSNL with desired revenue but we will not allow posting even in semi urban areas where there is no desired revenue for BSNL.

We stressed that management cannot work in blind approach in following the each and every instructions of DoT/MoC and it will have to take stand as per the needs of BSNL.

We pointed out the concept of One Geography One Owner projected in order dated 04/07/2026 and how the geography has been defined in Uttarakhand Circle. We asked when even two Gram Panchayats are not at one Geography, how it will be owned by One owner and there was no answer from Management to it.

We categorically pointed out that there will be no change in place of posting of AGM and above level officers but about each and every JTO and SDE will be dislocated. PGM Pers informed that the post of GMs is being reduced as officers on deputation are to be repatriated to DoT. We asked why these posts are reduced, when a good number of officers are available and these posts can be occupied by other eligible officers and junior officers under looking after arrangements. PGM Pers informed that the issues will be discussed further.

In continuation to our queries we have asked for clarification on certain points as submitted in the last meeting Copy<<<>> and it was assured that such issues will be clarified in the next meeting.

We also narrated that there are no office Accommodations in many Blocks and some districts and BSNL has closed its offices by surrendering rented buildings and hence posting of Executives and employees at these places will be nothing but futile exercise and hence needs to be stopped before it is implemented.

We pointed out that in Restructuring order it is mentioned that there is no expenditure involved in implementation of this Restructuring model, but there is huge money involved in mass transfer of executives and employees and management cannot continue with such wrong projection of information.

We asked for data used for calculation of profits after implementation of this Restructuring plan and it was not available with Management. We informed that BSNL has installed over One lakh Mobile towers in Rural areas, but BSNL is not earning profits out of it but losses are added to BSNL balance sheet. This futile Restructuring exercise will also add losses to BSNL and there is no chance of any profit out of it.

We narrated that Uniform implementation without considering ground realities will adversely affect both service quality and the employees.

Existing manpower is already inadequate to handle the present workload. Such an arrangement centred only at Gram Panchayat level would only overburden executives at JTO/SDE level and will adversely affect service delivery.

Specialized activities such as Transmission, Core Network, OFC and other technical domains must continue to be handled by specialized executives and such random shifting on basis of Gram Panchayat and Block will hamper the specialized needs of BSNL.

BSNL Management expects that every JTO/SDE has to perform all activities starting from labour to GM level including specialized functions and with fixing responsibility only to JTO/SDEs is neither practical nor acceptable. This is an impractical and unfair expectation which will ruin the cadres which are working at frontline and facing different challenges.

We insisted that adequate resources, maintenance funds, infrastructure and vehicles must be provided before assigning any additional responsibilities to the field units.

The unique geographical and operational challenges of hilly and difficult terrains must be properly factored into any restructuring plan.

We expressed that BSNL was formed to overcome control of Government on newly created PSU, but over the years entire control of BSNL is regained by DoT and there are virtually no role of BSNL Management and every time we are being informed that this action and that action is being taken as per the directions of DoT.

We submitted that if the restructuring is being driven by higher authorities in DoT and the Ministry, then all BSNL employees should be brought on Government rolls and should be extended the benefits of the 7th/8th Central Pay Commission along with Government Pension to executives and employees.

After elaborate discussions for about one hour, it has been decided that before or on coming Friday, fresh discussions will be held in presence of Team Uttarakhand and both sides will present their views and then only further course of action will be decided.

Refusal of Regular Promotions, after wait of three decades for it, the matter of deep concern: Addl GM BW BSNL CO issued orders for acceptance for refusal of promotion by JTOs as SDE Civil who were promoted after prolonged wait and it was their first promotion in their 27 years executive career in DoT/BSNL. This is extremely unfortunate and painful that Nine JTOs out of merely 62 JTOs who earned their first promotion after nearly three decades have chosen to decline it.

Their refusal is  not because they were unwilling to shoulder higher responsibilities, but because they were posted outside their working Circles despite the availability of sufficient vacancies in their respective Circles and due to family constraints and mainly due to left with few years of services before superannuation.

The situation becomes even more disappointing considering that some Circle Heads had strongly recommended retention of these officers in their existing Circles due to acute manpower requirements. However, these genuine administrative requirements and the availability of vacancies were not taken into account while issuing the posting orders.

As a result, even after 27 years wait, these officers will now continue to serve as JTOs, despite being found fit for promotion, until the next promotion exercise.

They will also suffer the consequential loss of career progression, including a delay of around two years in their next Time Bound Upgradation, apart from the financial and psychological hardship caused by the denial of promotion.

Important point is that promoted officers are not going to get even single rupee financial benefits as BSNL Management has already withdrawn only increment available on promotions {Copy<<<>>} and hence their expenditure will enhance due to transfers.

The refusal of promotions is just because of stubborn  stand of CMD BSNL for posting each and every promoted executives out of their working Circle even though more than sufficient vacancies exists in the working Circle.

SNEA has submitted proposal for consideration of One to One or Mutual request for change of Circle with no single rupee expenditure to BSNL. Our proposal was appreciated and we were repeatedly assured that it will be given consideration as these proposal was for change in one to one approach among the transferred Circles and not in their working Circle, but the same is not given consideration and this refusal order is issued. In BSNL, all such issues of posting of SDEs on promotion were earlier decided by CGM EW/BW or PGM Pers with final approval of Director HR. But in most unfortunate happenings in BSNL, nowadays all such small issues are decided by CMD BSNL who do not have sufficient time to understand the pain of these executives in refusing promotions after prolonged wait of 27 years. We feel it as deliberate attempt to deprive executives even from minimum level motivation to BSNL executives on promotion.

Management is working in cruel approach that each and every executive promoted is transferred out of Circle regardless of existence of vacancies and the executives from other Circles are posted to these Circles and this never happened in BSNL. Finally in in most derogatory manner , promoted Executives are compelled to refuse the promotion as happened in this case.

Till before AGM LICE promotions in 2025, posting on promotions was done on as is where is basis and only in case of non-existence of vacancies, the executives were transferred to other Circles that to be to nearby Circles.

We have repeatedly brought it to the notice of all responsible Officers and our request for posting to the working Circle to the extent of existing vacancies was agreed by Shri Rajiv Kumar Kaushik,  PGM Pers and Dr. Kalyan Sagar Nippani, Director HR who are competent authority to decide the Promotion and posting of SDEs & AGMs cadre executives.

Shri. A. Robert J Ravi, CMD BSNL has agreed for this each time we submit, but it is unfortunate that since he has taken over and with posting in AGM LICE Promotions, the PGM Pers and Director HR have lost these powers and all such powers are centralised with CMD BSNL and since then this cruel approach of posting all promoted executives to other Circles is started and continued in SDE Civil promotions and now seen in the SDE Electrical wing promotions.

CMD BSNL was kind enough for reducing number of long stay transfers and excluding female executives from long stay Inter Circle transfers, but such transfers on promotion even though vacancies exist are more damaging as concerned Executives has to either accept promotion or be ready for facing losses including that of financial losses.

In Civil wing promotions, female executives exclude but in SDE Electrical promotions ladies are also not spared from transfers as Mrs. Vallabaneni Sri Sudha only female executive promoted is transferred from AP to TN Circle even though vacancy exists in AP Circle.

The Civil & Electrical wings are engaged in new set of operational activities and the presence of the executive having well-versed with the local organisation will be an added advantage to the company.

The SDEs in Civil /Electrical wing are the executives in these wings where they have to communicate with labours/supervisors/ vendors/ local government departments where language barriers will be a major problem and BSNL will be the ultimate loser, but the same also is not given consideration

In earlier working of BSNL, the mistakes were done at lower level and where such mistakes were corrected by higher officers. But in recent past reverse trend is started in BSNL as mistakes are done at higher level and there is no one to correct it. The lower level officers do not have courage to point out mistakes or lacunas in works done at higher level and no chance of powers to correct it and hence the mistake is not corrected even after bringing it to notice of all concerned but efforts are done to justify these mistakes/ wrong actions, policy violations. Due to this approach, instead of corrective measures on these mistakes/ wrong actions, policy violations, the same are carried forward projecting wrong as right, this is most unfortunate.

SNEA believes that transfers outside the Circle may be justified on case no vacancies exist in the working Circle. However, transferring every promoted executive outside the Circle despite adequate vacancies serves neither administrative efficiency nor employee motivation and this is nothing but deliberate harassment of executives due to lack of practical and happenings in the field units.

CMD BSNL is of the opinion that all these Executives were working at the same place and even though it has been brought to his notice that all these executives have undergone many Inter Circle/Inter BA/ Inter zone transfers, but CMD BSNL is of the opinion that till 27 years these executives are working at the same place and hence at least on promotions they needs to be shifted. 

Such a poor understanding and biased approach without understanding reality discourages executives from accepting promotions and has created an unprecedented situation where many executives are preferring to forego regular promotions rather than face compulsory inter Circle transfers.

This trend is unhealthy for any organization and particularly for a pan-India Public Sector Enterprise like BSNL, where employee motivation and organizational stability are critical for delivering quality Telecom services. If this approach continues then henceforth executives will refuse promotions in mass.

SNEA condemns this extreme negative approach and attitude of the BSNL management.

One side Honourable MoC and MoSC are working on clearing deadlock in BSNL promotions by overcoming court cases, this stand of CMD BSNL for posting every promoted Executive out of working Circle ruins all these efforts of high offices of MoC & MoSC.       

SNEA once again appeal CMD BSNL for sympathetic consideration and review of his stand for posting each and every promoted officer out of present Circle and let the posting be decided by at least Director HR level as per delegated powers.  

We also appeal to follow the well-defined policy of posting executives in working Circle till vacancies exists in that Circle and in case of no vacancies in the same Circle, then promoted Executives may be posted to other Circle with priority to nearby Circle having vacant posts.  

Let us pray for that the desired wisdom prevails in BSNL management and the justice is given to these affected executives by review of their refusal/forgo and by considering their request for posting to Circle having vacancies either in working or nearby Circle and a real justice prevails for them.

Felicitation of Shri Parmeshwari Dayal, CGM BW BSNL CO: A high level delegation of SNEA felicitated and congratulated Shri Parmeshwari Dayal, CGM BW BSNL Corporate Office, on the successful completion of his prolonged dedicated services spanning over 35 years in DoT and BSNL and superannuation retirement on 30/06/2026.

Shri Parmeshwari Dayal, CGM BW BSNL CO has been one of excellent senior officers who has rendered devoted services for DoT/BSNL. He truly deserves this special honour and heartfelt appreciation for his lifelong commitment, unwavering integrity, and exemplary service to DoT, BSNL and its executives. Throughout his illustrious career, he remained a highly respected administrator and a dependable guide for the Civil wing fraternity. Despite immense administrative pressures and rapidly changing circumstances, he discharged his responsibilities with calm and quiet nature.

Shri Parmeshwari Dayal, has been supporting executives in BSNL by absorbing the pressure from higher ups and has always supported executives working in his unit. We have witnessed his special support to each and every Executive in the civil wing.

It is highly appreciable that Shri. Dayal was aware of issues of Executives in the civil wing and was fully advocating for their problems and difficulties with Pers Section and Director HR. If his views were give due consideration at that particular time, there would have been much improvement in the ease of office works for civil wing executives and suffering of many executives would have been reduced to better extent. This quality makes him different and special from many other officers at such a senior level.

Shri. Dayal, consistently stood by the Executives of the civil wing and remained equally accessible and supportive to employees across other streams. It were his sincere efforts and persuasion that has resulted in JTO to SDE Civil wing Promotions and he also has proactive role in moving forward the Promotion from JTO to SDE Electrical while holding additional charge of CGM EW.

The encouragement and guidance by Shri. P. Dayal, inspired confidence among the officers of the Civil wing, especially during difficult times. The superannuation retirement of Shri P Dayal, undoubtedly marks the end of a remarkable chapter in the history of the Civil Wing BSNL.

On this memorable occasion, SNEA expresses its deepest gratitude and heartfelt appreciation for his outstanding contributions to DoT and BSNL, his visionary leadership in strengthening BSNL by his unwavering commitment to the welfare of the organisation and its Executives & Employees.

SNEA Congratulates all these promoted executives on their first ever promotion in Executive Cadre and convey best wishes for grand success in their promotional assignment.

Though, it was expected for posting in the same Circle subject to availability of vacancies, but it is unfortunate to see after taking time of one and half month CMD BSNL to decide the posting of 49 JTOs, finally all are posted with simple formula to post each and every executives out of his/her parent Circle.

This is a classic case of how the promotions in BSNL are delayed due to casual and careless approach of the certain officers dealing with promotions and how management can be extremely rigid on useless stand due to poor understanding of field realities.  

The file for SDE Electrical promotion was initiated in Year 2023 and since then it was shunting from offices to offices and from EW to Pers and BW section on name of court case and once court case issue was decided it was taking rest in Pers DPC section and then concerned officers were so casual that the file was delayed for no reason till the VC expired and it took two months to call fresh VC and conduct DPC and thereafter the file was again pending in Pers section for last one month to decide posting of 49 Executives, this is really shame for BSNL management.

Then SNEA has to take up this undue delay repeatedly with different Officers including CMD BSNL and after five to seven reminders and requests, then this file for posting is approved wherein it is totally disappointing to see that all the promoted SDEs are posted out of their working Circle.

SNEA will take up matter for posting of the executives in the same Circle or nearby Circle subject to availability of vacancies.

The promoted executives who do not have any issue in joining on Promotion in presently allotted Circle may join suitably and others who have issues/ difficulties in joining the posted Circle may submit their representations addressed to Director HR through Proper Channel and its copy may be given to CS SNEA concerned and we will pursue it accordingly.

AUAB Meeting with Joint Secretary Admin DoT on Third PRC Implementation: A meeting of All Unions & Associations of BSNL (AUAB) Leaders was held with Shri. K. Balaji, Joint Secretary Admin DoT in presence of Shri Raiti Madhav Rao, Director PSU DoT on 09/06/2026.

From AUAB, this meeting was attended by Shri C. Singh, Chairman AUAB & GS NFTE, Shri. Animesh Mitra Convenor, AUAB & GS BSNLEU, Shri. M. S. Adasul, GS SNEA and Shri. N. D. Ram, Chief Patron, SEWA BSNL.

At the outset, the AUAB delegation submitted a comprehensive Memorandum seeking approval of the 3rd PRC/Wage Revision for the entire BSNL workforce. Copy

The delegation also shared some videos showing remarkable services in remote, border and inaccessible areas, as well as its vital role during natural disasters and emergency situations, where uninterrupted telecom services were maintained without any consideration of commercial profitability.

Joint Secretary Admin appreciated these presentations and acknowledged exceptional contribution of BSNL and its workforce towards national service which needs to be given special consideration.

During the discussions, Shri K. Balaji, Joint Secretary Admin raised certain genuine queries on the issues presented and the same were responded by delegation to each point in detail with supporting documents and factual justifications.

After an elaborate discussion, the Joint Secretary Admin remarked that the delegation had presented a strong and well supported case for implementation of the 3rd PRC. However, he also pointed out that the issue of the affordability clause remains an important consideration while taking a final decision and assured to take further call on this issue by taking into account all these facts.

In response, we specifically shared relevant points of the letter Dated 14/12/2017 issued by the then CMD, BSNL recommending implementation of the 3rd PRC with 15% fitment and highlighted that the proposal itself recognizes unique role of BSNL in Nation Building and acknowledges that BSNL cannot be evaluated solely on commercial profitability since it performs numerous strategic and social obligations assigned by the Government.

The AUAB delegation emphasized that the policy decisions by then Governments, strategic recognition of BSNL, and the nature of its national responsibilities justify consideration of the 3rd PRC on parameters beyond the affordability clause.

In conclusion of the meeting, the Joint Secretary Admin stated that the Department had received substantial and valuable inputs from the delegation and assured that the issues and concerns raised during the meeting would be examined carefully while processing the matter further.

The meeting started at 1615 hrs concluded at 1720 hrs after nearly one hour of detailed and constructive deliberations.

Overall, the meeting was cordial, comprehensive and highly productive and we are hopeful for some positive development on third PRC Implementation in coming days.

Third PRC issues taken up with High Office of Honourable Speaker Lok Sabha: Delegation of SNEA and SEWA led by Shri. M. S. Adasul, GS SNEA and consisting Shri N. D Ram, Chief Patron SEWA, Shri Arvind Pal Dahiya, JSC SNEA and Ms. Anu Agarwal, CS SNEA BSNL CO Delhi had a meeting with Respected Shri Om Birla ji Honourable Speaker Lok Sabha in Meeting Hall at his Residence Akbar Road, New Delhi at 1115 Hrs on 14/07/2026.

At the outset we conveyed sincere thanks and gratitude to Honourable Speaker Lok Sabha Shri Om Birla ji for great support extended to BSNL by Government led by Shri Narendra Modi ji, and requested for continued support to give better and affordable Telecom Services to esteemed customers of BSNL all over India.

In reciprocation Hon Speaker responded that this support will be continued by taking into account the important role played by BSNL in Nation Building and directed us to do all possible for betterment of Society.

We submitted detailed representation conveying gratitude and requesting for kind intervention for Cabinet Approval for implementation of third Pay Revision in BSNL and for giving long awaited financial relief.

We explained how the affordability clause should not be applied to BSNL being a strategic CPSU contributing to the Nation Building without looking into the loss or profit of the company.

We also submitted that DPE has already conveyed directions to Dept. of Telecom for approval of waiver of the affordability clause from Cabinet and how desired action is awaited for the last six years and how the BSNL Workforce is compelled to work on old salaries of 2007.

We requested for the kind intervention of the Honourable Speaker Lok Sabha, for approval of the Cabinet for waiver of Affordability clause and implementation of third PRC in BSNL. With patience hearing for our submissions Respected Shri Om Birla ji, appreciated our concern and assured that his office will go through this submission and will take required action on this Representation.

In reciprocation, we conveyed thanks and assured to give our best to BSNL and Nation.

It was a very fruitful meeting and we are quite hopeful for forward action on Proposal duly recommended by BSNL for Cabinet Approval for implementation of Third PRC for BSNL Executives.

Status of Promotion Order of JTO to SDE Electrical wing: In the meeting held with  Dr. Kalyan Sagar Nippani Director HR and Shri. Rajeev Kumar Kaushik,  PGM Pers, on  10/07/2026, after completion of discussions on Transfer posting, we have raised serious concern over the undue delay in issuing promotion order form JTO to SDE Electrical wing.

We expressed that we have witnessed a very casual approach of management in SDE Electrical promotions. Though the DPC was first to be held in February 2026, it was not held for a long time citing different reasons and when DPC was scheduled on the date of DPC, it was observed that VC had expired.

Then it took about a month to call the VC and even after receipt of the VC,  the DPC was delayed for one month.

Then with our continuous follow up the DPC was held on 05/06/2026. We added that on completion of DPC, the posting proposal was called from EW wing and  EW wing has promptly submitted the proposal within a  day and since then one month passed but the posting is not decided by Pers section and for this simple work promotion order is not issued for one month and it has become big question on efficient working of Management.

Reciprocating seriously to our submission and concern thereof, Director HR immediately instructed PGM Pers to ensure that Promotion orders of SDE Electrical are issued immediately if possible by Monday. But PGM Pers informed that SRPM Meeting is scheduled on Monday and he is busy with its preparations and hence it may not be possible on Monday, but he firmly  assured Director HR that at any cost SDE Electrical Promotion Order will be issued by Tuesday i.e. 14/07/2026.

We requested to keep this as a gentle promise as many such promises earlier have failed and hence there is mass unrest among the Executives. Director HR firmly assured us to ensure it personally that the Promotion order is issued on Tuesday. He specially directed us to remind him on Tuesday Morning so that the Promotion order is issued by evening.

Let us hope that with this gentleman promise, the SDE Electrical promotion order is issued by Tuesday and all the JTOs waiting for their first promotion will get justice after a prolonged wait of 27 years of joining as JTO in DoT.

Update on Modification in Transfer Orders and consideration of pending OTP Requests:  AGM Pers BSNL CO issued one more and third in series of annual transfer order wherein the transfer order of  six executives is cancelled under PwBD Category and transfer of three executives is deferred on medical grounds.  Copy<<<>>

First phase annual modification order was issued on 26/05/2026 and this is second annual modification transfer order issued after a gap of nearly one and half month.

Though it was repeatedly assured to us by the management that all the genuine  representations received against transfer order dated 09/05/2026 will be given consideration together, to our surprise again this partial order is issued on PwBD and medical grounds and many genuine requests are yet to be given consideration.

Though it is mentioned in this an order that it is an order of executives from Telecom/ Finance/ Civil/Electrical streams  all are from Telecom stream and only one Executive is from Electrical wing and no request of executives in Finance/Civil wing is given consideration.  

Taking note of this partial and incomplete modification order in all respects, as immediate action,   Shri. M. S. Adasul, GS SNEA, Shri. R.K. Gupta, GS DEWAB along with Shri. S. M. Sasidhar, CWCM SNEA BSNL CO had a meeting with Dr. Kalyan Sagar Nippani Director HR and Shri. Rajeev Kumar Kaushik,  PGM Pers at 1930 Hrs on 10/07/2026.

We expressed resentment on this partial order which does not even cover all requests for cancellation of transfer order of Executives recruited under PwBD Category and also not covering  requests of executives for cancellation/deferment under  medical ground. We strongly objected to this pick and choose approach and conveyed mass unrest among other executives waiting for their request.

We also highlighted the contradictory situation wherein, on one hand, genuine representations are awaiting consideration, while on the other hand, Circle/BA Heads are forcibly relieving these executives through ERP, causing avoidable hardship and uncertainty.

Once the discrepancies were brought to the notice of Management, the transfers ought to have been cancelled Suo motu without delay. The continued inaction for nearly two months has only reinforced the perception of an insensitive approach towards employees with disabilities.

We added that transfers of Executives under PwBD Category should not have been issued and once issued & brought to the notice of Management, then the same should have been cancelled immediately and with Su Moto initiatives of management. But even after two months of transfer order no such action is taken and it has created mass unrest about the insensitive approach of the Management.

PGM Pers informed that Executives under PwBD Category were mixed with Care Giver category under PWBD and hence there is need to update decide the requests on self-grounds and Care giver separately. He added that with this intention the separate guidelines are issued  for dealing with transfers of PwBD Category employees. Copy<<<>>

We, however, pointed out that the existing guidelines adopted by BSNL provide immunity from transfers to PwBD employees even from local transfers. Despite this, BSNL had issued inter-circle transfer orders to such executives. Even now, cancellation orders are being issued only in selected cases, which is neither fair nor justified.

By taking note of our concern, PGM Pers informed that this is partial order and in other cases UDID Certificate is not available. We shared a list {Copy<<<>>} and details of UDID of left out executives and PGM Pers informed that this needs to be verified and then recommended by Circle. We narrated that calling for fresh verification will be a time consuming process, PGM Pers informed that it is just a two minute process and is to be done at Circle level.

Director HR assured that the Transfers of all PwBD Category executives will be cancelled and none of them will be relieved.

He added that the Medical ground representations  are being scrutinised as per the recommendations from Circle and it needs more time but assured that after the SRPM Meeting scheduled on Monday, all these representations will be scrutinised and genuine requests with due recommendations for Circle will be given consideration.  

We also  requested for about other requests i.e. request on grounds of immunity, request for change of Circle, request on mutual transfers and the pending request of Executives in Civil wing who are waiting for change of Circle on one to one basis, Request from WB and KolTD Circle on administrative grounds and mainly for consideration of Home Circle Transfer requests of executives who narrowly missed eligibility due to delayed relieving in their previous transfers but would complete the required tenure by 31/12/2026, request on age criteria, spouse working etc.

We were informed that all these representations will be given consideration after SRPM and though it is not possible to consider all OTP requests up to December 2026, but the criteria will be relaxed by giving weightage to the relieving and joining on last transfer. We insisted for early consideration of all these representations and pending OTP requests and we are once again assured for the modification orders with priority medical ground requests, PwBD Requests and so on by the next week.   

In conclusion, we conveyed thanks and requested for giving relief to all executives by giving sympathetic consideration and without further delay.

SNEA shall continue to pursue the pending requests for cancellation/ modification of pending transfer orders and consideration of pending OTP Requests which narrowly missed eligibility due to delayed relieving until all the genuine  grievances are resolved, reducing hardship by the affected executives and their family members.

Emergency Meeting of AUAB decides to intensify struggle started by AUAB Uttarakhand  against Absurd Pilot Project: An emergency and important meeting of the AUAB CHQ was held today at the SNEA office with the participation of the General Secretaries and representatives of the constituent unions and associations.

The General Secretaries who were away from Delhi and all the Circle Secretaries from the Uttarakhand Circle joined the meeting virtually.

After the Opening Remark by Chairman AUAB and brief address by Convenor AUAB, the views of Uttarakhand Circle were heard.

CS SNEA, CS BSNLEU, CS NFTE, CS SEWA and CS AIGETOA Uttarakhand Circle shared the views and difficulties which will be faced by the Executives in Uttarakhand Circle due to this absurd order. All have shared solid points in support of unanimous demand of AUAB Uttarakhand for immediate and complete roll back of this Restructuring Proposal for UTKD Circle

After in length discussions for two and half hours, the following was decided unanimously.

The meeting condemned  the one sided and  biased action  of BSNL Management to implement Restructuring Proposal in Uttarakhand Circle without accessing practical requirements and without consultation to Unions and Associations of BSNL.

After elaborate discussed on lacunas and difficulties with implementation of the Restructuring proposal meeting decided to submit a memorandum to the CMD BSNL for immediate withdrawal of the Uttarakhand Pilot Project, terming it a unilateral decision of the BSNL Management that would adversely affect BSNL services in the Uttarakhand Circle.

It was also decided to organise nationwide agitational programme w.e.f. 15/07/2026 if proposal is not withdrawn by BSNL Management by 14/07/2026. The agitational programme will be intensified by wearing black badges,  Lunch Hour Demonstrations, quitting all official What’s app Groups, Day long dharana, Work according to Rule and Non -Co-operation moment till the proposal is withdrawn and detailed  programmes of action will be announced next week.

It was also decided that as no decision is taken at the level of Director HR as all powers are centralised with CMD BSNL and any discussions on this burning issue by AUAB with BSNL management will be done with CMD BSNL.

The meeting also condemned the attempt of BSNL Management to neglect internal talent in spite of clear directions from the Administrative Ministry, making proposal after proposal to recruit outsiders as SET, Contractual GMs, appointment Consultant in individual capacity and engagement of BCG. Meeting demanded for immediate stopping all such lateral entries external entries and it was decided to oppose it tooth and nail.

The meeting condemned the attempt of Management to link PRC with profit and frame  such proposals which will take BSNL towards further losses. The meeting resolved that AUAB will oppose any such step by BSNL management causing losses to BSNL. 

The meeting resolved that till now management has made attempts of Restructuring but no efforts are done for resolution of HR issues. The meeting resolved that till major Financial issues like third PRC, Enhancement of TA/DA and Upgraded Standard pay scales are resolved. 

The  Meeting started at 1500 Hrs concluded at 1730 Hrs with strong resolution to oppose the Restructuring Proposal by all means.

NCOA Meeting with the Secretary, Department of Public Enterprises: The NCOA delegation led by Shri M. S. Adasul, President NCOA & GS SNEA and consisting Shri Narendra Banchore, Working President NCOA, Shri V. K. Tomar, Chairman, NCOA and Shri Narender Singh, Vice Chairman, SEFI, met Respected Shri. K Moses Chalai, Secretary, DPE, on 03/07/2026 in his office at CGO Complex, Lodhi Road, New Delhi.

The NCOA delegation warmly greeted the Secretary by presenting him with a flower bouquet and thereafter held detailed discussions on the following important issues:

1. Constitution of the 4th Pay Revision Committee (PRC): The delegation pointed out that the constitution of the 4th PRC, due with effect from 01.01.2027, is still awaited. NCOA requested the Secretary to initiate the process for constituting the 4th PRC at the earliest. The representatives emphasized that timely constitution of Pay Revision Committees is essential for motivating CPSE executives through revision of pay, allowances and other benefits, thereby enhancing organizational efficiency and productivity. It was also highlighted that Central Public Sector Enterprises play a pivotal role in implementing Government policies and contributing significantly to the country's socio-economic development, strategic growth and national security. Examples from the Steel, Defence, Telecom and Oil sectors were cited during the discussion. The Secretary appreciated the concerns raised by NCOA and acknowledged the vital role played by CPSEs in nation-building, and responded positively regarding the constitution of the 4th PRC.

2.  Removal of the Affordability Clause: NCOA strongly pleaded for the removal of the affordability clause from the Pay Revision policy, presenting detailed justifications for the demand. Secretary informed that this is a policy decision taken at high level and it is followed by DPE. As a classic example how, PSUs are facing losses due to wrong policy decisions, delegation explained how BSNL is working for Govt projects without going into loss or profits and shared some examples how BSNL/MTNL is facing losses. Secretary DPE agreed to the concern expressed and assured the delegation that DPE would adopt a positive approach while framing the terms of the 4th PRC and further assured that NCOA would be given an opportunity to present its views before the 4th PRC.

3. IDA Revision Orders: Delegation appreciated the corrective action on issues created due to IDA order dated 27/02/2026 by issuing corrected IDA order dated 24/04/2026 and clearing issues created temporarily.

4. RINL/SAIL Issues: NCOA submitted a detailed representation regarding the issue in RINL, where salary has been linked with productivity by the management. The delegation explained that such linkage is neither supported by any DPE guidelines nor by any existing Government policy. The Secretary carefully noted the matter in his diary and assured the delegation that it would be examined.

5. Pending payment of Incremental PRP of SAIL: Delegation also discussed pending payment of Incremental PRP of SAIL executives for the FY 2018-2019.

The Secretary, DPE patiently heard all the issues raised by the delegation, appreciated the constructive suggestions made by NCOA and responded positively on each of the agenda items and carefully noted the matter in his diary and assured the delegation that it would be examined.

The meeting was held in a cordial and encouraging atmosphere and proved to be highly positive and fruitful. The meeting lasted for half an hour.
